Since your annual meeting last year, Hopkins House has made considerable progress in meeting the goals we set out to accomplish this year:

Hopkins House has established itself firmly among the most effective and highest quality early care and education programs in the region. As such, the demand for our services continues to grow, particularly on our Fairfax County and City of Alexandria campuses. Enrollment is at capacity at your Helen Day Preschool Academy in Alexandria, and we added a new classroom for an additional 20 Young Scholars at your James L. & Juliette McNeil Preschool Academy in Fairfax County.

Tomorrow, your three preschool academies will collectively graduate 47 Young Scholars — 13

more than last year — our largest graduating class in more than a decade. These graduates are proudly and confidently moving on to public and private elementary schools throughout the region this fall.

Committed to nurturing and supporting the professional development of our educators and

those who seek to make a career in the Early Care and Education field, this year we enrolled 84 teens and adults in your Early Childhood Learning Institute (ECLI). We are pleased to report that 37 of these students earned professional certifications in childcare and 33 are currently enrolled at Northern Virginia Community College in pursuit of additional professional certificates and a college degree.

To provide the resources needed to support the quality and effectiveness of our early care and

education and workforce development programs, and to ensure access to all in need, this year your board created The Hopkins House Fund. This new, semi-independent entity is the outgrowth of a study commissioned in 2014 by the trustees to exam fundraising at Hopkins House. Led by an independent board of directors specialized in fundraising, and supported by its own Executive Director, The Fund will manage the resource development affairs of your organization. The Fund has set a goal to raise $1 million in charitable support to Hopkins House over the next 18 months — the bulk to be used to fund preschool scholarships for children of low-resourced working and military families.

To-date, Hopkins House has received over $408,000 in gifts and pledges from caring and

generous donors, including $85,000 in bequests — approximately $54,000 (15%) more than last year .

In the coming year, we will focus on (1) identifying resources to expand our assistance to low-resourced working and military families struggling to afford the ever rising cost of quality early care and education for their children, and (2) enhancing the classroom instructional skills of the early care and education professionals at Hopkins House as well as those of partnering centers in the region.

Committee Reports

Budget & Personnel Pol icy Committee  Richard Belle Isle, Chair

Committee Charge: Oversees the fiscal affairs and investments, personnel policies and practices, and facilities and capital projects of the organization; coordinates financial and management audits; and, in consultation with the President, prepares the organization’s annual budget. Accomplishments: The committee successfully developed policies that helped to mitigate the fiscal impact on programs and services of the costs associated with the opening of the Innovative Preschool Academy (Herndon campus) and the rising demand for tuition assistance from low-resourced families; and, oversaw substantial reduction in outstanding payroll tax arrears and vendor debt obligations accumulated as a result of the aforementioned. Moving Forward: Over the coming year, the committee will continue to address the organization’s cash flow obligations and oversee implementation of Hopkins House’s $5.2 million budget* approved for the upcoming fiscal year which begins July 1 — a 6% increase over the current year and includes $357,450 for preschool tuition assistance to help low-resourced working and military families:

Execut ive Committee  Julie N. Jakopic, Chair

Committee Charge: Oversees legal affairs of the organization, and executive appointments and compensation; conducts the business of the Trustees and Community Stakeholders, including recruitment and development of prospective trustees; oversees implementation of strategic planning and visioning retreats; and, acts when the trustees are not in session or unable to meet. Accomplishments: The committee successfully drafted proposed amendments to the organization’s bylaws, worked with legal counsel regarding the recent criminal allegations against two former employees, and extended the President’s employment agreement to June 2017. Moving Forward: Over the coming year, the committee will undertake a review of management level staffing to address the organic operational stresses that come with program expansion and, begin preparation of the organization’s next strategic plan.

Programs & Assessment Committee  Elizabeth Partoyan, Chair

Committee Charge: Oversees the organization’s research and education institutes; develops program assessments, outreach and public education, and operational strategies; and, conducts public policy analysis and development, education of electoral candidates, legislators and policy makers, and public awareness activities on issues related to best practices in Early Care and Education. Accomplishments: The committee successfully developed policy tools to gather insight on a broad range of issues from parents of our preschool Young Scholars, staff, and the larger community; and, conducted the annual survey of preschool academy parents — 85% of whom expressed satisfaction with the services their children receive from Hopkins House; and, raised public awareness around the Alexandria City Public Schools’ plan to create a “Pre-K Center” to house 400 plus 4– and 5-year olds. Moving Forward: Over the coming year, the committee will work to address the growing waiting list of students seeking to enroll at our Helen Day Preschool Academy and, seek ways to encourage and support increased engagement of males as early care and education professionals.

Scholarships & Recognit ions Committee  Wayne Wright, Chair

Committee Charge: Oversees the organization’s preschool scholarships, Dunstan College Loans, and Alexander Memorial Gift financial assistance programs; nominates recipients of Trustee awards and honors; and, oversees staff appreciation programs. Accomplishments: The Committee successfully approved more than $372,000 in scholarships and other financial assistance to 120 children of low-resourced working families enrolled in the Hopkins House Preschool Academy — an increase of $115,572 in aid over last year; and, publicly recognized employees for their service to the mission of Hopkins House. Moving Forward: Over the coming year, the committee will continue to explore ways to recognize exemplary work performance among employees and ensure that low-resourced children, teens and adults receive the financial help they need in order to access and benefit from the organization’s world class educational programs.

Amendments to Bylaws

In accordance with Article X, Section 2, these bylaws may be amended by a two-thirds vote of the Community Stakeholders at their annual meeting, provided the Community Stakeholders have been notified in writing of the proposed amendment two weeks in advance of the annual meeting.

Resolution to Amend the Bylaws of Hopkins House

Whereas the Trustees have completed a comprehensive review of the bylaws, which have not been comprehensively reviewed or amended since June 2014;

Whereas the Trustees believe that the governance of the organization may be enhanced by fewer trustees than the 30 currently authorized by these bylaws;

Whereas the Trustees believe there is a need to ensure direct communication between the board and “The Hopkins House Fund”, the semi-independent entity created to manage the organization’s resource development activities;

Whereas the Trustees believe that the current 24-month term limit for board officers hinders the development and implementation of long-term beneficial governance and strategies;

Whereas, the Trustees believe that there is compelling benefit to retaining access to the institutional knowledge and wisdom of former trustees; and,

Where notice of these amendments were sent to the Community Stakeholders more than two weeks prior to this meeting; now, therefore, be it

Resolved, that the organization’s bylaws are amended to:

1. limit to two consecutive 24-month terms, the time a Trustee may serve as a board officer;

2. limit to no fewer than 15 and no more than 24, the number of Trustees that may be elected to serve on the board;

3. reserve one voting seat on the board for a representative selected by the board of directors of The Hopkins House Fund;

4. create a “Council of Advisors” comprised of former trustees; and,

5. authorize the Secretary to make such other changes to these bylaws as will correct textual errors or clarify meaning.

Beverly Barr Ms. Barr has been a Hopkins House Trustee since 2010. She is Administrative Sales Assistant for Omnifics, Inc., and a resident of Prince William County, Virginia. Ms. Barr holds a Bachelor's degree from Strayer University. She is Vice Chair of the Trustees’ Scholarships & Recognitions Committee.

Robert L. Bogan Mr. Bogan has been a Hopkins House Trustee since 1999. He is a retired business executive and resident of Prince George’s County, Maryland. Mr. Bogan holds a Master's degree from University of Southern California. He is a former Chair of the Board and is a member of the Trustees’ Scholarships & Recognitions Committee.

James L. Banks, Jr. Mr. Banks is the City Attorney of the City of Alexandria, Virginia, and a resident of Potomac Falls, Virginia. Mr. Banks holds a Juris Doctor degree from University of Virginia. He is a member of the Trustees’ Budget & Personnel Policy Committee.

Robert H. Dugger Dr. Dugger has been a Hopkins House Trustee since 2015. He is a venture capital investor, co-founder and Chairman of the advisory board of ReadyNation, and a resident of Alexandria, Virginia. Dr. Dugger holds a Doctoral degree from University of North Carolina at Chapel Hill.

Mark Eisenhour Mr. Eisenhour has been a Hopkins House Trustee since 2001. He is an Assistant Principal of the Alexandria City Public Schools and a resident of Alexandria, Virginia. Mr. Eisenhour holds a Master’s degree from Marymount University. He is Chair Emeritus of the Board and a member of the Trustees’ Executive Committee.

Willard O. Jasper Mr. Jasper has been a Hopkins House Trustee since 2010. He is a retired military officer and a resident of Fairfax County, Virginia. Mr. Jasper holds a Master’s degree from American University. He is Assistant Treasurer of the Board of Trustees, and Vice Chair of the Trustees’ Budget & Personnel Policy Committee.

Julie N. Jakopic Ms. Jakopic has been a Hopkins House Trustee since 2002. She is President/CEO of iLead Strategies and a resident of Alexandria, Virginia. Ms. Jakopic holds a Master’s degree from University of Maryland. She is Chair of the Board of Trustees, and Chair of the Trustees’ Executive Committee.

Allen M. Irwin Mr. Irwin is Systems Engineer for OGSystems and a resident of Alexandria, Virginia. He holds a Master’s degree from George Washington University. Mr. Irwin is a parent of a Hopkins House Preschool Academy Young Scholar, and a member of the Trustees’ Programs & Assessment Committee.

Robert Hicks Mr. Hicks has been a Hopkins House Trustee since 1999. He is a retired teacher and a resident of Falls Church, Virginia. Mr. Hicks holds a Master’s degree from Virginia State University. He is Chair of the Alumni, Legacy & Special Events Committee of The Hopkins House Fund.

Harry “Bud” Hart Mr. Hart has been a Hopkins House Trustee since 1986. He is an attorney with Hart, Calley, Gibbs & Karp, P.C., and a resident of Alexandria, Virginia. Mr. Hart holds a Juris Doctor degree from Georgetown University. He is Chair-Elect of the Board of Trustees and a member of the Trustees’ Executive Committee.

Clarence A. Johnson Mr. Johnson has been a Hopkins House Trustee since 1973. He is a retired business executive and a resident of Fairfax County, Virginia. Mr. Johnson holds a Master’s degree from Massachusetts Institute of Technology. He is a former Chair of the Board of Trustees and is a member of the Trustees’ Budget & Personnel Policy Committee.

In honor of the men and women who combined their  me and talents  in 1939 to create and sustain Hopkins House during a period when the need was greater than government resources could shoulder alone, members of The 1939 Society provide  the dollars necessary  to sustain and  strengthen  our  21st  century  programs  for  children,  youths,  and  families  in  Northern Virginia and the greater Washington, DC metropolitan area.

The Trustees respectfully submit to the Community Stakeholders for their consideration and action, the following nominees for election as Officers of the Board:

Nominees for Election as Board Officers

Julie N. Jakopic Ms. Jakopic has been a Hopkins House Trustee since 2002. She is Chair of the Executive Committee and completing her first term as Board Chair-Elect. Ms. Jakopic is President/CEO of iLead Strategies, Inc.

For BOARD CHAIR To preside at all meetings of the Community Stakeholders, Trustees, and Executive Committee; appoint all chairs of committees, except as otherwise provided for in the bylaws; serve ex officio on all committees; and, perform such other duties as are customarily performed by the Chair.

Elizabeth Partoyan Ms. Partoyan has been a Hopkins House Trustee since 2010. She is Chair of the Programs & Assessment Committee and completing her second term as Board Secretary. Ms. Partoyan is a senior fellow at the Forum for Youth Investment.

For SECRETARY To record or cause to be recorded the minutes of all meetings of the Community Stakeholders, Trustees and Executive Committee; keep the official records of the organization, including the bylaws, the corporate seal; send notice of regularly held meetings; and, maintain records of attendance and participation of Trustees.

Richard Belle Isle Mr. Belle Isle has been a Hopkins House Trustee since 2007. He is currently Chair of the Budget & Personnel Policy Committee and completing his third term as Board Treasurer. Mr. Belle Isle is a Certified Public Accountant.

For TREASURER To maintain or cause to be maintained the financial records of the organization; report regularly to the Trustees and Community Stakeholders on finances; lead the preparation of the annual audit of the financial records; and, is signatory on financial transactions as determined by the Trustees.

Wayne Wright Mr. Wright has been a Hopkins House Trustee since 2015. He is currently Chair of the Board’s Scholarships & Recognitions Committee, a position he has held since 2015. Mr. Wright is a senior manager in Human Resources at Howard University.

For ASSISTANT TREASURER To serve in the absence of the Treasurer when necessary, and at such times shall be vested with the full authority and responsibility of the Treasurer.

Harry “Bud” Hart Mr. Hart has been a Hopkins House Trustee since 1986. He is a member of the Executive Committee and completing his first term as Chair-Elect. Mr. Hart is an attorney.

For BOARD VICE CHAIR To automatically ascend to Chair upon expiration of the term of the sitting Chair; serve in the absence of the Chair when necessary, and at such times shall be vested with the full authority and responsibility of the Chair.
