MINUTES OF THE REGULAR MEETINGSeptember 4, 2019
On September 4, 2019, the Fairfax County History Commission held its regularmonthly meeting at the Fairfax City Regional Library, 10360 North Street, Fairfax,VA 22030.

Call to OrderThe September 4, 2019, History Commission meeting was called to order by ChairAnne Stuntz at 7:30 p.m. She announced the name of one Commissioner who wasabsent from the meeting. The Chair requested that guests in the audience introducethemselves. Commissioner Stuntz then proceeded to introduce the first presentationfor the night.

Presentation #1- Wemi Peters and Laura Gori, County Attorney’s OfficeExcerpts from the presentation are shown below:
• The History Commission does not need to make changes to its bylaws to form aCemetery Preservation Committee.
• The Fairfax County Cemetery Preservation Association can make a proposal tothe Board of Supervisors to create a friends group with the History Commission.
• The Fairfax County Cemetery Preservation Association friends group can make aproposal to the Park Authority and may allow a member of History Commission tobe a member of the friends group’s Board of Directors.
• The History Commission cannot do a memorandum of understanding with thefriends group but the Board of Supervisors can.
After the presentation, Ms. Peters responded to questions from the Commission.
Presentation #2- Aimee Wells - Archaeological Collections, FCPA on Cemeteries.Excerpts from the presentation are shown below:
» There are about 363 known cemetery grounds in the County, which includemunicipal, commercial, fraternal, religious, and family.
• The ACB deals mainly with family cemeteries and assists landowners with theirresponsibility to comply with the Code of Virginia.
• They also work with the Department of Planning and Development during thepermit and review process.
« Some landowners wish to preserve cemeteries and some of them do not wish todo so. For those landowners who wish to preserve their cemeteries, the ACBensures that they understand their responsibilities under VA Code.
* For those landowners who may choose not to preserve their cemeteries, theACB works with them as much as they can, but may have to let them go throughthe courts.
* The ACB also works with V-DOT to go through the process.
After the presentation, Ms. Wells responded to questions from the Commissioners.

A motion was made by Commissioner Tannenbaum, seconded byCommissioner Barnes, to approve the History CommissionMeeting Minutes of August 7, 2019, as presented and to paythe Clerk.
A vote was taken, and the motion carried unanimously.

Treasurer’s Reports for September 4, 2019- Commissioner Barbara Peters:As of August 31, 2019, the Treasurer’s report shows an ending balance of$72,899.07 and Park Authority/History Conference account balance of$2,494.41.

New Business
2020 History Commission Meeting DatesDenice Dressel forwarded the electronic version of meeting dates for 2020.It was decided that the January meeting will be held January 8, because the firstWednesday of January falls on New Year’s Day.
History Commission Strategic Plan Initiative - Greg Wilson• Commissioner Wilson began his presentation by talking about the importance of
having a strategic plan for the History Commission. He went over the draftstrategic plan he had prepared.
• He reviewed the Board of Supervisors priorities and talked about how important itis to have the Commission’s plan in harmony with Fairfax County’s plan.
• He asked the Commissioners to review the plan and come back prepared forfurther discussion at the November History Commission meeting.
County’s Strategic Planning Initiative• Commissioner Stuntz announced that Fairfax County strategic planning meeting
will be held September 24, 2019, in the cafeteria area of the Government Center.The meeting will be held from 6:30-8:30 p.m.
• Commission Garvey-Hodge will be attending on behalf of the HistoryCommission. Commissioner Stuntz asked other interested Commissioners toattend the meeting. Commissioner Peters agreed to be the secondrepresentative for the History Commission.
Unfinished Business
• Cemetery PreservationDiscussion was held regarding whether the Commission wants a cemeterycommittee and what direction it wants to take.
• Commission Tannenbaum suggested that the Commission begins its strategicplanning process and make the cemetery committee a part of that process.He asked that the Commissioners come back with thoughts on what thefunctions of the cemetery committee should be.

• Commissioner Bulova raised the issue of identifying funding if staff is going to berequired to support additional regulatory activities associated with cemeterypreservation.
• Alternatives to Demolition and Tax abatementDiscussion was held regarding whether to invite Senator Scott Surovell to talk tothe full Commission or to a committee of the Commission. After furtherdiscussion, it was decided that the senator be invited to the October 2 meeting.
CollingwoodCommissioner Lyons reported that Collingwood is in process of beingdeconstructed.
• Fairfax City Request re History Commissiono Staff will draft response to BOS-waiting to bring up FCHC concerns with
Chairman.o A group of the Commissioners has written points of view and notes of
what to discuss at a working meeting with the Chairman’s office,
o The possibility of being appointed as an advisory member was discussed.
• Soapstone Connector/Association DriveCommissioner Tannenbaum reported that he received information on the 22nd
from SHPO and is still waiting on the Keeper of the National Register, who has45 days to review, starting August 22. Further discussion was held.
Commissioner Tannenbaum announced that he received another Section106-Dulles Express Way/495, and has agreed to be a consulting party
Commissioner Tannenbaum read a letter received from a citizen of Springfield,expressing her concerns that some property in the area might have significance.After discussion, the Chair suggested that the letter be given to staff for follow up.
• Richmond Highway Bus Rapid TransitCommissioner Lyons announced that a consulting partner meeting will be heldTuesday, September 17, in the gym of Bryant High School, Popkins Lane, at6:30 - 8:00 p.m. Public comments will be taken. History Commission andARB comments will be included.
• Navy ReportCommissioner Stuntz noted that the report was great and proposed that it shouldbe posted on the History Commission website.

• Mt. Vernon HighwayThe Commission had prepared a draft letter regarding Mt. Vernon Highway.Commissioner Stuntz noted that the letter was revised and sent to theappropriate authority.
Staff Reports
Department of Planning and Development (DPD)- Denice Dressel Reported:• Fairfax County Strategic Plan Engagement Session- Tuesday, September
24th from 6:30pm to 8:30pm Government Center Cafeteria, 12000 GovernmentCenter Parkway. All are welcome. Commission member Lynne Garvey-Hodgeshas volunteered to be one of the History Commission liaisons. The County isasking for two representatives from each BAC.
• 2020 Meeting Schedule-Distributed electronically today. Please note thatJanuary’s meeting will be held on the second Wednesday of the month due tothe federal holiday.
• Budget-The FY2021 budget request is due Friday, September 20. All Countyagencies are required to submit an annual financial report and managementletter within 90 days of the completion of their fiscal year to Department ofManagement and Budget. It is recommended that this be done concurrently withthe budget submission due September 20, 2019.
• Fairfax City Representation-Due to the Board’s August recess and staffturnover, staff has not yet connected with Chairman Bulova’s office to schedule ameeting before officially responding to the Board Matter.
• Tax Abatement follow-up-Staff continues to work with the Department ofTaxation. A meeting is scheduled for next Monday on this issue and we shouldhave more to report at October’s meeting.
• Inventory Nomination (Dranesville District) - Staff anticipates requesting ameeting of the Inventory Committee to review the Journal Building, McLean,application this month, submitted by Chris Barbuschak.
• Reston Survey - Project Initiation is tentatively scheduled for Friday, October 18.This will be a public meeting in Reston with the contractor, DHR staff, countystaff, and all interested parties to provide community members an opportunity tolearn more about the survey and the identified historic districts.
• Soapstone Connector (Hunter Mill District)-The SHPO and ARB respondedto the Keeper’s request for more information as to how Criteria Consideration G(exceptional significance) is satisfied under either Criterion A or Criterion C,Community Planning/Development, Education, and Architecture. The Keeper hasa 45-day review period which will end mid-October.
• Route 1/BRT-Nicole Brannan is attending the Section 106 ConsultingParties meeting being held tonight. There is a public meeting scheduled forTuesday, September 17, 2019 in the gymnasium at Bryant High School

located at 2709 Popkins Lane in Alexandria. Open house from 6:30 - 8:30with a presentation at 7:00. Information concerning the potential effects of theproposed project on properties listed in or eligible for listing in the NationalRegister of Historic Places will be provided will be available for comment atthis meeting.
• Association Drive (Hunter Mill District)-No resubmittal to date.• Isaac Newton Square (Hunter Mill District)-The Planning Commission Public
Hearing is scheduled for September 18.• King Subdivision Demolition (Dranesville District)-A demolition permit
application was submitted for the single-family dwelling at 541 Elizabeth St. in theInventory District of the King Subdivision. The Supervisor’s office and theDranesville District History Commissioners were notified.
• Woodlawn (Mount Vernon District)-The National Trust has requested adeferral for the Planning Commission Public Hearing for their Special Exception.The application will now be heard on October 17th.
Fairfax County Park Authority- Elizabeth Crowell:Archaeology and Collections Branch
• September 7, at 10:00 a.m. - Riverbend - Native American Festival will be held.A fee of $10 will be taken at the gate.
• September 21. Event at Oak Hill. Dr. Crowell will be speaking.
• October 5 - FOFA symposium will be held at James Lee regarding cemeteries.
• Will send information to Commissioners.• Provided Commissioner Murray with a copy of the request for funding of grant
position for Archaeology.
Heritage Conservation Branch- Stephanie Langton:Museum Collections
• The Collections Manager submitted the artiFACTS blog post for August, whichhighlights promotional fans that were used at the Frying Pan Meeting House.
• The Collections Facility kick-off meeting was August 13. The CollectionsManager then hosted two of the subcontractors from August 19-20.
• The Collections Manager posted a 900-hour part-time Collections Assistant job.The listing closes on September 6.
Operations & Maintenance Projects• Heritage Conservation Staff and the FCPA GIS technicians have created a new
GIS database layer for the Park Authority’s historic sites. This layer will provideconvenient access to property data both on a desktop and in the field with theuse of ipads. It will assist during property inspections.
• Staff is currently working on SOPs for Heritage Conservation OperationsMaintenance and Inspections.

Volunteers- HSVC• Staff is coordinating the 2019 Young Men’s Service League Ultimate Gift project
to be held at Mount Gilead on September 28th. Projects will consist of varyinglandscape clean-up tasks.
Virginia Room- Christopher Barbuschak Reported:• Tonight’s History Commission meeting also happens to be the Chair’s birthday.
Sang Happy Birthday to Anne Stuntz.• On August 26th, Virginia Room staff met with the Park Authority Heritage
Conservation and Archaeology staff to discuss how we can all collaborate evenmore during the design of the new collections facility. Virginia Room staff andFairfax Courthouse staff provided information about both of our collections andappreciated being a part of the Park Authority’s process.
• Library graduate student, Katie Daughtry, will be interning in the Virginia Roomfor the fall semester and will be processing the Friends of Dyke Marsh Collection.
• Late Night in the Virginia Room will be on Friday October 4th. The library will beopen until 11pm. Attendees can research all night or attend two classes. Oneclass will be taught by Laura Wickstead on researching genealogy in courthouserecords, and the other will be an intro to researching the history of your FairfaxCounty property presented by Susan Heilman and Denice Dressel.
Committee Reports
Inventory Committee- Commissioner Murray:Commissioner Murray had no Inventory Committee report for the night.
Marker Committee- Commissioner Lipsey Reported:Commissioner Lipsey reported that she contacted Chairman Bulova'soffice about the problems with getting History Commission markersinstalled. She noted that she is waiting to hear about a possible meeting withChairman Bulova to discuss the problems.
Ethnic and Oral History - Commissioner Barbara Peters:• Taste of Annandale is October 5. Will set up booths and get individuals to talk
about their memories.• Anyone wanting to represent History Commission and man the Commission’s
table on Taste of Annandale should contact Commissioner McCullough.• Information on the History Conference could be passed out then. Chair noted
that Commissioner McCullough sent out the release forms.

Resident Curator Program- Commissioner Beach Reported:• Staff received one application for Hannah P. Clark/Enyedi. It has successfully
advanced through financial review and staff is preparing for the evaluation teamreview process, including public meetings.
• Staff is working with Park Operations to install electricity, design septic, andinstall septic at Barrett.
• Mold remediation at White Gardens is complete. Asbestos abatement will beginshortly.
• Staff received an application for Lahey Lost Valley. It is currently underadministrative review.
• The next Ellmore Farmhouse Evaluation Team meeting will take place onThursday, September 12th at 9am in the Herrity Building at 12055 GovernmentCenter Parkway, Fairfax VA. The meeting will take place in the ninth floor ParkAuthority Board Room. While the meeting is open to the public, no comment willbe taken.
Budget Committee- Commissioner Murray Reported:Commissioner Murray distributed and reviewed the History Commission budgetrequest for 2021 and working budget for 2020. She noted that she will e-mail thebudget to all. She said the Commission will be voting on the budget at its Octobermeeting.
Bylaws- Commissioner Barnes:Commissioner Barnes had no report on Bylaws for the night.
Advocacy- Commissioner Herrick:Commissioner Herrick had no Advocacy report for the night.
History Conference- Commissioner Garvey-Hodge Reported:• Commissioner Garvey-Hodge distributed revised copies of the agenda and
registration brochure and indicated that it is ready to be posted to the web.• The morning will be focused on past, present, and future in terms of historic
preservation.• The afternoon will be devoted to African American history.• Judge Rohulamin Quander will end the day.• Brief discussion was held regarding how to celebrate the Commission’s 50th
anniversary. Discussion to continue.
Awards- Commissioner Garvey-Hodge Reported:Needs clarification on how to get Jack Hiller awards documents and releaseinformation.

Audit Committee* The Commission discussed the importance of reactivating the Audit
Committee. Four Commissioners agreed to serve, namely, CommissionersGreg Wilson, Steve Sherman, Carole Herrick, and Cheryl Repetti.
• An Audit Committee meeting will be set up later this month.
Nominating Committee for 2020The Chair appointed the following Commissioners to the Nominating Committee forHistory Commission Officers for 2020 as follows:

The Nominating Committee will provide a slate of officers at the November 6, 2019History Commission Meeting. The Commission will vote on the slate at theDecember 4, 2019 meeting.

Website- Commissioner Repetti Reported:• Previous minutes have been posted to the web. Only most recent three
years’ worth of minutes are allowed to be posted to the web.• The website has the original 1760 map with the ability to view it in high
resolution.
Announcements/News
Commissioner Garvey-Hodge announced that she attended Starshine 1969 event. Theevent, she said, received a standing ovation. Commissioner Sherman noted that hewas also in attendance.
Commissioner Wilson announced that he attended the Battle of Ox Hill commemorationevent at Bull Run Civil War Round Table, with 50 people in attendance. He added thatEd Wenzel gave the keynote address.
Commission Murray announced that the Friends of Virginia Room will hold a used booksale on Friday, September 27, from 10 a.m. to 5:00 p.m.; Saturday, September 20, 28,from 10 a.m. to 4:00 p.m.; and Sunday, September 29, 1:00 to 3:00 p.m. She asked forvolunteers.
Chris Barbuschak announced the following events:• September 15, 2:00 p.m. Touring of the historic Crouch School House,
Liberty Middle School, 6801 Union Mill Road, Clifton, VA - by Historian Jeff Clark.• Friday, October 4, 5-6 p.m.-Home Dwelling Detective: “Researching History of

Commissioner Bulova invited all to attend the 5th anniversary of the dedication ofAlexandria’s Contrabands and Freedman Cemetery Memorial as follows:

Commissioner Bulova asked that anyone interested in attending any of these eventsshould let her.
Commissioner Bulova also announced the first public meeting of the Equal JusticeInitiative in Alexandria, which will be held September 21, 2019, in Alexandria. Shenoted that the event is about two known public lynching in Alexandria. She added thatone does not have to be a resident of Alexandria to attend the event.
Commissioner Naef recognized Chris Barbuschak for his work in going through an oldfile of miscellaneous things on Reston, including a video of a silent film from the 1960s.
Commissioner Lyons announced that Mount Vernon Regional Historical Society willhost a meeting with Don Hakenson, speaking on the Civil War in Lee and Mount VernonDistricts area.
Commissioner Lipsey reported as follows:* She returned to her alma mater, Falls Church High School, and participated in a
panel discussion of graduates. The school is celebrating its 75th anniversary andthere were graduates from the first graduating class to the most recentgraduating class, who shared their stories.
• She interviewed Burke native, Glenn Curtis (89) about his lifetime of experiencesat the August Burke Historical Societymeeting. The presentation was well received.
Commissioner Barnes reported that Shiloh Baptist Church will celebrate its annualhome coming this Sunday, September 8 at 11:00 a.m. and 3:00 p.m. at 10704 GunstonHall Road.
Commissioner Fatzinger announced as follows:* He will be attending his 66th high school reunion in New Jersey this month• He was on the selection committee to select a scholar in his name. They picked
a person with a background from the Philippines. Two of three scholars will getfull scholarship.
Commissioner Tannenbaum announced that the move to create a monument to honorMr. Rosenwald is in progress. He noted that he has held several meetings regardingthis matter.
