File No. 5735150V9.WHEREAS by the Transfer of Land Act 1893, the Governoris empowered by Proclamation in the Government Gazette torevest in Her Majesty as of Her former estate all or anylands, whereof Her Majesty may become the registered pro-prietor, and whereas Her Majesty is now the registered pro-prietor of the lands described in the Schedules hereto : Nowtherefore, I, the Governor, with the advice and consent ofthe Executive Council, do by this my Proclamation revest inHer Majesty, Her Heirs and Successors, the land describedin the Schedules hereto as of Her former estate .

File No. 2350/66.-That Reserve No . 29320 (Swan Lo-cations 8196, 8811, 9207, 9210 and 10765) should vest in andbe held by the State Energy Commission of WesternAustralia in trust for the purpose of "Sub-Station Site(State Energy Commission)" .File No . 1571/986 .-That Reserve No. 39479 (Swan Lo-
cation 10776) should vest in and be held by the City ofWanneroo in trust for the purpose of "Public Recreation" .
Now, therefore, His Excellency the Governor, by and withthe advice and consent of the Executive Council, dothhereby direct that the beforementioned Reserves shall vestin and be held by the abovementioned bodies in trust for thepurpose aforesaid, subject nevertheless to the powers re-served to him by section 37 of the said Act .

WHEREAS by section 33 of the Land Act 1933, it is madelawful for the Governor to direct that any Reserve shall vestin and be held by any person or persons to be named in theOrder, in trust for any of the purposes set forth in section 29of the said Act, or for the like or other public purposes to bespecified in such Order and with power of leasing: andwhereas it deemed expedient as follows :-
File No. 789/984.-That Reserve No. 39481 (Perth Lot967) should vest in and be held by the Royal Perth HospitalBoard in trust for "Use and Requirements of the RoyalPerth Hospital Board" .
File No . 789/984.-That Reserve No . 39482 (Perth Lot968) should vest in and be held by the Honourable IanFrederick Taylor, M.L.A., Minister for the time being andhis successors in office in trust for "Hospital and AlliedPurposes".
Now, therefore, His Excellency the Governor, by and withthe advice and consent of the Executive Council, doeshereby direct that the beforementioned Reserves shall vestin and be held by the abovementioned bodies in trust for thebeforementioned purposes with power to the said bodies tolease the whole or any portion thereof for any term, subjectnevertheless to the powers reserverd to me by section 37 ofthe said Act .

Now, therefore, His excellency the Governor, by and withthe advice and consent of the Executive Council, doeshereby direct that the beforementioned Reserve shall vest inand be held by Shire of Port Hedland in trust for "RifleRange" with power to the said Shire of Port Hedland subjectto the approval in writing of the Minister for Lands andSurveys to each and every lease or assignment of lease beingfirst obtained, to lease the whole or any portion thereof forany term not exceeding 21 years from the date of the lease,subject nevertheless to the powers reserved to me by section37 of the said Act; provided that no such lease or assignmentof lease shall be valid or operative until the approval of theMinister for Lands and Surveys or an officer authorised inthat behalf by the Minister, has been endorsed on the LeaseInstrument, or Deed of Assignment, as the case may be .

IN pursuance of the powers conferred upon it by the abovementioned Act and all other powersenabling it, the Council of the abovementioned municipality hereby records having resolved on24 September 1985, to make and submit for confirmation by the Governor the following by-law .
The by-law of the City of Cockburn relating to the depositing of refuse published in theGovernment Gazette (No. 33) of 13 May 1983, is hereby amended in the following manner .
That By-law 19 (2) is repealed and re-enacted as follows-The deposit of refuse, garbage and rubbish on land set aside by Council for the purpose,
shall be subject to a fee as follows :-$

WHEREAS under the provisions of the Health Act 1911, a Local Authority may make oradopt by-laws and may alter, amend or repeal any by-laws so made or adopted: Now thereforethe Shire of Swan being a Local Authority within the meaning of the Act and having adoptedwith amendments and modifications the mlcribed as Series "A" as reprinted pursuant to theReprinting of Regulations Act 1954, notice of such adoption being published in the Govern-ment Gazette of Western Australia on 22 May 1972, does hereby resolve and determine thatthe said adopted by-laws as amended from time to time shall be further amended as follows .

Citation1. These regulations may be cited as the Health (Meat Inspection and Branding) Amend-
ment Regulations (No . 2) 1986.Schedule C amended
2. Schedule C to the Health (Meat Inspection and Branding) Regulations 1950* isamended in Table 2 under the heading "Local Authorities to which the scales apply -"-
(a) in Scale G, by deleting "Shire of Greenough" ; and(b) in Scale H, by inserting after "Shire of Esperance" the following-

3. Regulation 41A of the principal regulations is repealed and the following regulation issubstituted-
Sale of certain Sixth and Seventh Schedule Poisons41A (1) A person who sells any poison included in the Seventh Schedule, or 2
or more kilograms of a poison included in the Sixth Schedule and listed in theTable to this regulation-
(a) to a bona fide primary producer ;(b) to a licensed pesticide operator ;(c) to a holder of an industrial poisons permit specifying that poison ; or(d) by retail,
shall, in addition to any conditions, restrictions and limitations imposed by noticeunder section 24(5) or by licence issued in accordance with these regulations, keep arecord of sale in accordance with this regulation.
(2) A person recording a sale for the purposes of subregulation (1) shall-(a) record in ink in a register kept for that purpose particulars of-
(i) the date of sale ;(ii) the name, occupation and address of the purchaser ;(iii) the nature and quantity of the poison sold; and(iv) the place and purpose of intended use,
and obtain the signature of the purchaser to the entry in the register; or(b) keep a record in the form of an invoice showing particulars of-
(i) the date of sale ;(ii) the name and address of the purchaser ;(iii) the nature and quantity of the poison sold ; and(iv) the address to which the poison is to be delivered if that address differs
from the address recorded under subparagraph (ii) .(3) A record of sale made for the purposes of this regulation shall be-
(a) made before delivery of the poison ;(b) kept for a period of at least 2 years ; and(c) produced for inspection on demand by a person appointed or authorized by or
under the Act to inspect those records .

(6) All buildings, erections, paving, drainage and otherworks shall be to the approval of the Local Auth-ority and the lessee shall perform, discharge andexecute all requisitions and works unto the demisedland as are or may be required by any local orpublic authority operating under any statute, by-law or regulation .
(7) The lessee shall, within 12 months from com-mencement of the lease, fence the external bound-aries with Industrial Fencing to the satisfaction ofthe Minister .
(8) The lessee shall maintain existing and future im-provements to the satisfaction of the Minister .
(9) The lessee shall indemnify the Minister against allclaims for damage to property or persons arisingfrom the use of the land.
(10) The Minister or his representative may enter theland for inspection at any reasonable time .
(11) Compensation will not be payable for damage byflooding of the demised land .
(12) Compensation shall not be payable to the lessee inrespect of any improvements effected by him on thedemised land and remaining thereon at the expir-ation or earlier determination of the lease .
(13) It shall be lawful for the lessee at any time withinthe three calendar months immediately followingthe expiration of the term or earlier determinationof the lease, to take down, remove, and carry awayany buildings, structures, improvements and plantthe property of the lessee .
(14) On determination of the lease, the lessee shall fillin, consolidate and level off any unevenness,excavation or hole caused by him during the termof the lease or by removal of his improvements andshall leave the demised land in a clean, neat andtidy condition to the satisfaction of the Ministerand shall remove any or all waste matter asrequired by the Minister.
A person in the employ of the State must apply throughthe Under Secretary for Lands for the Governor's per-mission to hold this land . Written approval of the Perma-nent Head concerned should accompany such application .

The Reserve is situated along the Murray River south ofDwellingup, and is set aside for conservation, recreation andproduction. It will be vested in the National Parks andNature Conservation Authority which will manage itthrough the Department of Conservation and Land Manage-ment .
The draft management plan identifies the biological andphysical resources, existing uses and conservation values ofthe Lane-Poole Reserve, and details its managementobjectives and strategies .The closing date for submissions will be Friday, 22
August, 1986 . The draft will then be reviewed in the light ofcomments received, and an amended draft and summary ofpublic submissions produced. Once the amended draft hasbeen approved by the Minister for Conservation and LandManagement, it is published as the management plan .

REGULATIONS 1986MADE by His Excellency the Governor in Executive Council .Citation
1. These regulations may be cited as the Western Australian Meat Industry AuthorityAmendment Regulations 1986 .Principal regulations
2. In these regulations the Western Australan Meat Industry Authority Regulations 1985*are referred to as the principal regulations .

3. After regulation 14 of the principal regulations, the following regulation is inserted-"Lot Fed" beef-prescribed characteristics and brand.
14A . (1) A carcase of beef has the prescribed characteristics of "Lot Fed" beefif-
(a) the carcase is of a bovine female, or castrated or entire male not showingsecondary sex characteristics that-
(i) has not cut a permanent incisor tooth (0 tooth) and has at least 3, andnot more than 12, millimetres of fat determined in accordance withsubregulation (3) (b) ; or
(ii) has cut one but not more than 2 permanent incisor teeth (2 tooth) andhas at least 5, and not more than 12, millimetres of fat determined inaccordance with subregulation (3) (b) ;
(b) the animal from which the carcase was derived was tagged with an approvedpurple tail tag in an approved manner signifying that it had been completelyhand or mechanically fed for a period of not less than 70 days ; and
(c) the colour of the meat and of the fat is approved by an inspector.(2) Except as provided in subregulation (4), a carcase of beef slaughtered for human
consumption in the State which has the characteristics prescribed in subregulation (1)may only be branded as "Lot Fed" beef with the design illustrated in Part D of Schedule3 .
(3) Before branding any carcase of beef under subregulation (2) an owner shall ensurethat-
(a) the carcase has been mouthed by or under the supervision of an inspector;(b) the fatness of the carcase has been determined by or under the supervision of
an inspector by measuring the subcutaneous fat thickness between the 12thand 13th rib over the longissimus dorsi (eye muscle) one quarter of thedistance from the lateral edge of that muscle towards the carcase mid-line ;

(c) the sex of the carcase has been determined by or under the supervision of aninspector;
(d) the animal from which the carcase was derived was tail tagged as prescribed insubregulation (1) (b) ;
(e) the tail tag referred to in subregulation (1) (b) is delivered to an inspector, orapproved documentation stating the number of tagged cattle received and thename of the vendor or the number of the statutory declaration relating to thecattle is available to an inspector ; and
(f) the carcase is identified by or under the supervision of an inspector, in anapproved manner, as having the characteristics prescribed in subregulation (1)(b) .
Penalty : $500 .(4) A carcase of beef presented for inspection under regulation 10 and accompanied
by a certificate from the meat inspection service of the State in which the animal wasslaughtered stating that-
(a) the carcase has the characteristics of "Lot Fed" beef prescribed insubregulation (1) (a) as determined by or under the supervision of a meatinspection service inspector of that State;
(b) the animal from which the carcase was derived was completely hand ormechanically fed for production for a period of not less than 70 days ;
(c) the colour of the meat and of the fat has been approved by a meat inspectionservice inspector of that State; and
(d) the carcase was loaded under the supervision of a meat inspection serviceinspector of that State,
has the prescribed characteristics of "Lot Fed" beef and may be branded as "Lot Fed"beef in accordance with subregulation (5) .
(5) A carcase elibible to be branded under subregulation (4) may be branded as "LotFed" beef-
(a) with the design approved by the meat inspection service of the State in whichthe carcase was slaughtered; or
(b) if the carcase is not branded in accordance with paragraph (a), with the designillustrated in Part B of Schedule 3 .
(6) A carcase eligible to be branded under subregulation (4) shall not be branded as"Lot Fed" beef by any brand other than one of those referred to in subregulation (5) .
(7) Where a carcase referred to in subregulation (4) and accompanied by a certificatereferred to in that subregulation is unbranded at the time it is presented for inspectionit may only be branded by or under the supervision of an inspector at the place ofinspection.
(8) A brand referred to in subregulation (2) or (5) shall be applied in the mannerillustrated in Part C of Schedule 3 using an approved purple ink . .
