M/s. Aqua Chem Industries is a green field project proposing to manufacture Unsaturated Polyester Resin, at Survey No.: 50/2, Village: Jodhpar (Nadi), Tehsil & District: Morbi, Gujarat – 363641.

M/s. Aqua Chem Industries has a total land area of 8,601 m². Out of the stated land area approximately 2874 m2 is green belt area (approx. 33.41% of the total land area). The unit has already obtained Non Agricultural (NA) permission from the concerned authority.

Proposed manufacturing unit is a small unit having total investment of about INR 2.5 Crores. Approximately INR 25 Lakhs will be allocated towards Environmental Management Facilities.

M/s. T. R. Associates (NABET Accredited EIA Consultant) was appointed by M/s. Aqua Chem Industries to carry out the Environmental Impact Assessment study for their proposed project.

The proposed product i.e. Unsaturated Polyester Resin (being synthetic organic chemicals) falls under Category 5(f) as stated in Environment Impact Assessment Notification Published on 14th September, 2006. Further, the location of proposed project is outside the notified industrial estate and fall in Small Industrial Unit criteria as per the Notification dated 25th June 2014. Hence, project proponent has to obtain the Environmental Clearance from the State Environmental Impact Assessment Authority (SEIAA), Gujarat. As a part of this procedure, Public Hearing is required to be carried out as per the notification as well as the TOR granted to the unit by the SEIAA, Gujarat.

This study of Environment Impact assessment (EIA) is based on studies carried out during the month of December 2018 to February 2019. The environmental parameters (ambient air, water, soil, noise, flora and fauna) selected for study are those, which are likely to be most affected by the proposed project. The study area is defined as an area within 10 km radius from center of the project site.

2. AIR ENVIRONMENT

The base line Ambient Air Quality (AAQ) status within 10 km study area has been assessed through a monitoring network of 8 AAQ sampling stations during December 2018 to February 2019. Design of network for Ambient Air Quality monitoring locations were decided on meteorology & available infrastructure facilities. The base-line Ambient Air Quality of the study area was monitored for Particulate Matter (PM10 & PM2.5), Sulphur Dioxide (SO2) and Nitrogen Dioxide (NO2), CO & VOC. The result for the same is given as below:

Analysis of ambient air samples revealed that the Air quality is found well within the prescribed limits of National Ambient Air Quality standards.

The main source of gaseous emission is flue gas emission from stack attached to Thermic Fluid Heater & D. G. set.

Bio-coal/LDO will be used as a fuel & total fuel requirement for proposed project will be 1.5 MT/day or 300 liter/day. Adequate stack height will be provided for proper atmosphere dispersion of pollutants. The probable emitted pollutants will be PM, SO2 & NO2. Multi cyclone separator followed by Bag Filter will be provided as an APCM. Diesel will be used as a fuel for D. G. Set (back–up system). Therefore, the flue gas emission will also be well within prescribed norms and there is no need of any air pollution control measures for D. G. Set.

3. WATER ENVIRONMENT

Analysis of ground water and surface water samples revealed that it is suitable for domestic activity including agricultural activity. Ground water quality & Surface water quality in the area meets the Water Quality Standards (IS 10500) for drinking water.

Water Requirement

Total water requirement will be 9.0 kl/day, out of which fresh water requirement for the proposed project will be 7.5 kl/day which will be fulfilled by bore-well. For domestic activities 0.35 kl/day, for industrial activities 1.5 kl/day (reuse water from condenser) and for greenbelt development 7.15 kl/day water will be required.

Wastewater Generation and its Disposal

Total 0.315 kl/day domestic wastewater will be generated which will be disposed off through soak pit.

Total 2.0 kl/day of wastewater generated from 1.0 kl/day washing activities, 0.95 kl/day process effluent and 0.05 kl/day cooling tower blow down will be collected in collection tank. Effluent then will be taken to neutralization tank & will be neutralized using Lime & Alum and then taken to Nutsche Filter for sludge separation. Separated dried sludge will be collected, stored and disposed of at approved TSDF site. Filtrate water from Nutsche Filter will be taken to holding tank & then it will be evaporated through Evaporator. After that, water will be passed through condenser and condensate

water will be reused for industrial activities. Thus unit will maintain zero liquid discharge.

4. LAND / SOIL ENVIRONMENT

During operation activity the impact of air, water and solid waste pollution on soil causes direct / indirect effect on soil.

As all necessary air pollution control steps will be provided and based on the results of the dispersion model for the Ground Level Concentrations of various pollutants (after commissioning of the proposed project) it can be concluded that there will not be any adverse impact of air pollution on soil.

It may be noted that there will be no disposal of untreated effluent on land. So, there will be no adverse effect on land / soil due to water.

All necessary control steps will be provided for handling, storage and disposal of solid/hazardous waste generated from the plant. Thus, there will not be any significant impact of solid/hazardous waste on the soil environment.

5. NOISE ENVIRONMENT

Noise level was recorded at 8 locations within the study area to provide the baseline data to describe the existing situations.

From the above Noise results it will be concluded that in day time and in night time noise levels are within the permissible limit at all locations.

6. SOCIO-ECONOMIC ENVIRONMENT

An assessment of socio-economic environment forms an integral part of an EIA study. Socio-economic environment – demographic & related socio-economic data was

collected from District Census Handbook to assess socio-economic status of the study area.

For proposed project activity, total 7 nos. of skilled and unskilled employees/workers will be required. The indirect employment will be generated by way of transportation, shopkeepers and other casual employment for many people.

Local people will be given preference wherever found suitable for all the jobs in the plant. Economic status of the local people will improve due to the increased business opportunities, thereby, making a positive impact. Educational, medical and housing facilities in the study area will considerably improve.

7. ECOLOGY & BIODIVERSITY

The study area was dominated by agriculture landscape. The floral and faunal diversity was very less.

Domestic tree species found in the study area are Bajri, Juwar, Gahu, Aeranda, Kamphal, Limbu, Dadam, Kapas, Magpahli and Ambo. Major crops in the study area are Bajri, Juwar, and Gahu.

The commonly spotted bird species of this area were Common Kingfisher, House Sparrow, Green Bee-eater, Rock Pigeon, House Crow, Common Myna, Rose-ringed Parakeet, Black Drongo and Common Kingfisher.

The wild mammals found other than domesticated ones from study area were Nilgai, Golden Jackal, Grey Mongoose and Wild Boar.

8. SOLID WASTE MANAGEMENT

The main hazardous waste generation will be ETP Sludge + Evaporation Residue, Used Oil and Discarded Plastic Bags/Drums.

ETP Sludge + Evaporation Residue will be disposed off at approved TSDF site. Used Oil will be reused within premises as a lubricant or sold to registered recycler. Discarded Plastic Bags/Drums will be sold to authorized vendor.

Unit will provide storage area for hazardous wastes having roof, pucca flooring with leachate collection system. Leachate, if any will be collected and treated in effluent treatment plant. Unit will take membership of TSDF site after commencement of proposed project.

Thus, hazardous waste management system provided by the unit will be adequate and there will not be any major impact on the environment due to hazardous waste.

9. ENVIRONMENTAL MANAGEMENT PLAN

An Environmental Management Plan has been prepared for mitigation of the adverse impacts.

The Environmental Management Plan describes in brief, the management’s plan for proper and adequate implementation of treatment and control system for pollutants and for maintaining the environment. It also includes development of green belt, proper safety of workers, environmental monitoring plan, rain water harvesting, fire protection system and measures etc.

An Environmental Management Cell will be formed for effective implementation of Environmental Management Plan.

10. ENVIRONMENT MONITORING PROGRAM

Monitoring of environmental factors will enable us to identify the changes in the environmental status at various locations and effectiveness of the mitigative measures. To ensure the effective implementation of the EMP, monitoring of ambient air quality, stack emissions, analysis & monitoring of water environment and noise level will be carried out as required / specified by statutory authority.

11. RISK ASSESSMENT

Risk analysis and study have been carried out for identification of hazards, selection of maximum credible scenarios, risk mitigation measures etc. All the hazardous chemicals will be stored and handled as per MSDS guidelines. Personal protective equipments will be provided to the workers.

12. OCCUPATIONAL HEALTH AND SAFETY

Based on risk assessment study, preventive measures are identified to ensure good health and safety of workers. Such measures include: Provision of PPEs like ear plug, ear muff etc. where noise levels in excess then 80 dB (A); Regular medical check-up of workers; Provision of basic infrastructure i.e. drinking water, sanitation, first aid etc. to workers. Use of proper PPE’s during plant operation, hazardous waste handling, chemical handling etc.

13. GREEN BELT DEVELOPMENT

Total land area of 2,874 m2 (33.41 %) has been allotted for greenbelt development. This will contains common tree species found in study area which is tolerant to pollutants as well as acts as noise absorbers. This will not only mitigate the ecological problem but

also enhance the beauty of project area that will attract avifauna, small mammals & insect species, and by this way ecological balance can be maintained to great extent.

14. PROJECT BENEFITS

The proposed project will become beneficial to the surrounding area or community in terms of infrastructural development, social development, employment and other benefits.

The proposed project has a potential for employment of skilled, semi-skilled and unskilled employees during construction phase as well as operation phase. A total 7 nos. of person is likely to get employment due to the proposed project. The project will earmark 2.0 % of total capital investment for socio-economic development activities in surrounding villages.

15. CONCLUSION

Negligible impacts will occur on air quality. However, all the necessary air pollution control measures will be provided.

No ecological damage will occur. No adverse impacts will occur on water environment. Local employment opportunities will increase. Various other environment parameters like Forest/ National Park/ Sanctuary and Religious / Historical Places will not be affected.

Environment Management Plan has been formulated to control all the pollutant parameters and Environment Management Cell has been set-up to ensure that these parameters do not exceed the norms set out by the concerned authorities.

After commissioning of the proposed project the Environmental Management Cell will take care of all the pollution control measures.

It can be concluded on a positive note that after the implementation of the mitigation measures and environmental management plan during the construction & operational phase, there will be negligible impact on the environment.

૨૮૭૪ ચો.મી. (આશરે કુલ િવ તારના ૩૩.૪૧%) જમીન ગ્રીન બે ટ માટે ફાળવવામા ંઆવશે.

એકમ ારા બીનખેતી માટેની મજૂંરી અગાઉથી સબંિધત સ ા પાસેથી મેળવેલ છે.

પ્ર તાિવત નાના પાયાના એકમને પ્ર થાિપત કરવાની િકમંત િપયા ૨.૫ કરોડ થશે. માથંી

પયાર્વરણીય યવ થાપન પ ધિત માટે આશરે ૨૫ લાખ ફાળવવામા ંઆવશે.

મેસસર્ એકવા કેમ ઈ ડ ટ્રીઝ ારા મેસસર્ ટી. આર. એસોસીએ સની પ્ર તાિવત એકમનો

પયાર્વરણીય પ ૃ થકરણ અસર અ યાસ (EIA) કરવા માટે િનમણ ૂકં કરવામા ં આવેલ છે.

અતે્ર ન ધનીય છે કે અનસે યરેુટેડ પોલીએ ટર રેઝીન (સી થેટીક ઓગેર્નીક કેિમકલ) નુ ં

પ્ર તાિવત ઉ પાદન EIA નોટીફીકેશન-૨૦૦૬ ના િવભાગ-૫(એફ)મા ં આવે છે. તદ્ઉપરાતં

એકમની જગ્યા સિૂચત ઓ ોિગક િવ તારની બહાર છે અને સિૂચત પરીયોજના ૨૫ જૂન

૨૦૧૪ના નોટીફીકેશન પ્રમાણે નાના પાયાના ઓ ોિગક એકમ અંતગર્ત આવતો હોવાથી તેની

પયાર્વરણીય મજૂંરી(ENVIRONMENTAL CLEARANCE) SEIAA (STATE

ENVIERONMENT IMPACT ASSESMENT AUTHORITY), GUJARAT પાસેથી મેળવવાની

જ રીયાત રહલે છે.

કરવામા ંઆવેલ છે.

પ્રવતર્માન આસપાસની હવાની (Ambient Air) ગણુવ ા જાણવા માટે પ્ર તાિવત એકમ થળ

સ ફર ડાયોકસાઈડ (SO2), નાઈટ્રોજન ડાયોકસાઈડ (NO2), CO અને VOC ની ચકાસણી

કરવામા ંઆવી હતી.

૦૩. જળ પયાવરણ (Water Environment):-

ભગૂભર્ જળ અને જમીન પરના પાણીની ચકાસણી પરથી કહી શકાય કે પાણી ઘરઘ થ ુઅને

ખેતીલાયક પ્રવિૃતઓ માટે યોગ્ય છે. આ િવ તારના ભગૂભર્ જળની ગણુવ ા તથા જમીન

પરના પાણીની ગણુવ ાના ધારાધોરણો (આઇ.એસ. ૧૦૫૦૦) પ્રમાણે જોવા મળેલ છે.

પાણીની જ ર યાત:-

પ્ર તાિવત પરીયોજના માટે પાણીની ુલ જ ર યાત ૯.૦ કલો લટર/ દવસ રહશે. માથંી

ચો ખા પાણીની( શ વોટર) જ ર યાત ૭.૫ કલો લટર/ દવસ રહશે. માથંી ઘરગ થ ુ

વપરાશ માટે ૦.૩૫ િકલોલીટર/િદવસ ટલુ ંપાણી વપરાશે યારે ઓ ોિગક વપરાશ માટે

આવશે. િફ ટર માથંી િનકળેલ પાણીને હો ડીંગ ટાકંીમા ંસગં્રહ કરવામા ંઆવશે અને યારબાદ

તેને ઈવોપરેટરમા ંબા પીભવન કરવામા ંઆવશે. યારબાદ આ બા પને કંડે સરમાથંી પાસ

કરવામા ંઆવશે અને કં ડે સેટ થયેલા પાણીને ફરીથી ઓ ોગીક વપરાશમા ં લેવામા ંઆવશે.

થી આ પ્રિકયામાથંી કોઈ ગદું પાણી ઉદભવશે નિહં અને એકમ ઝીરો ડી ચા રહશેે.

૦૪. જમીન પયાવરણ

કામગીરી તબક્કા દર યાન હવા, પાણી, ઘનકચરાના પ્રદૂષણથી જમીન પર સીધી અથવા

આડકતરી અસરો થાય છે.

હવાના પ્રદૂષણને રોકવા માટે જ રી બધાજ પગલા લેવામા ંઆવશે. હવાના પ્રદૂષણથી જમીન

પર સીધી અથવા આડકતરી અસરો થાય છે મા ં લા ટના કામગીરી તબક્કા દર યાન જમીન

ની સપાટી પર હવાના િવિવધ પ્રદૂષકોની માત્રા (Maximum Ground Level Concentration) ના

પરીણામો પરથી કહી શકાય કે જમીન પર કોઈ ન ધનીય આડઅસર થશે નિહં.

અતે્ર ન ધનીય છે કે ગદું પાણી જમીન પર છોડવામા ંઆવતુ ંનથી થી જમીન પર કોઈ

આડઅસર થશે નિહ.ં

ઘન કચરાને સભંાળવા, સગં્રહ કરવા અને તેના િનકાલ માટેના દરેક િનયતં્રીત પગલાઓ

લેવામા ંઆવશે થી ઘન કચરાને કારણે જમીન પર કોઈ આડઅસર થશે નિહં.

૦૫. વિન પયાવરણ :-

અ યાિસત કે્ષત્રમા ંપ્રવતર્માન વિનનુ ંમાપદંડ કાઢવા માટે ૮ અલગ- અલગ થળે ઘ ઘાટની

વ તીનુ ંપ્રમાણ, કામગીરીનો પ્રકાર વગેરે જી લા વ તીગણતરી પિુ તકામાથંી મેળવેલ છે.

પ્ર તાિવત પરીયોજનાને કારણે આશરે ૭ ટલા માણસોને સીધી તેમજ આડકતરી રીતે

રોજગારી પ્રા ત થશે. પ્ર તાિવત પરીયોજનાને કારણે આડકતરી રીતે વીકે વાહન વહાર,

દુકાનોમા ંવગેરેમા ંરોજગારીની તકો ઉભી થશે.

થાિનક લોકોની આ લા ટની કામગીરી માટે જ ર લાગે યા ં પસદંગી કરવામા ંઆવશે.

આજુબાજુના િવ તારમા ં ધધંાની ઉ વળ તકોને કારણે યાનંા થાિનક લોકોની આિથર્ક

દાડમ, કપાસ, મગફળી અને આંબો જોવા મળેલ છે. બાજરી, જુવાર અને ઘઉં વગેરે અ યાિસત

કે્ષત્રના મખુ્ય ખેતીલાયક પાકો છે.

અ યાિસત કે્ષત્રમા ંસામા ય રીતે દેખાતા પક્ષીઓમા ંચકલી, કબતૂર, કલકલીયો, સન બડર્,

કોયલ, કાબર, પોપટ, કાગડો, હોલો, બગલો જોવા મળે છે.

અ યાિસત કે્ષત્રમા ંપાલત ુ ંપ્રાણીઓ ઉપરાતં જગંલી સ તન પ્રાણીઓ જોવા મળેલ હતા

૦૮. સોલીડ વે ટ મેનેજમે ટ :-

મખુ્ય હઝેાડર્સ વે ટમા ં ઈટીપી કચરો+ઈવેપોરેશન રેસીડ ,ુ વપરાયેલુ ંઓઈલ અને નકામી

થેલીઓ અને ડ્રમનો સમાવેશ થાય છે.

ઈટીપી કચરાનો + ઈવેપોરેશન રેસીડ ુનો મજુંર થયેલ TSDF સાઈટમા ં િનકાલ કરવામા ં

આવશે. વપરાયેલુ ં ઓઈલ યબુ્રીકે ટ તરીકે પનુઃ વપરાશે અથવા રજી ટડર્ રીસાઈકલરને

વેચાશે, નકામી થેલીઓ અને ડ્રમ મજૂંર થયેલ વે ડર ને વેચાશે.

એકમ હઝાડર્સ વે ટના સગં્રહ માટે છત ધરાવતી અલગથી જગ્યા ફાળવશે મા ંલીચેટથી થતા

જમીનના પ્રદૂષણને અટકાવવા માટે પક્કા લોરીંગ કરવામા ંઆવશે, આ લીચેટને કલેક્ટ કરી

તેના શિુ ધકરણ માટે તેને ઈટીપીમા ં મોકલવામા ંઆવશે. સિૂચત પરીયોજના પ્રારંભ પછી

એકમ ારા TSDF સાઈટનુ ંસ યપદ મેળવવામા ંઆવશે.

આથી એકમ ારા અપાયેલી હઝેાડર્સ વે ટ મેનેજમે ટ પિ ત પરૂતી હશે અને હઝાડર્સ વે ટ

મેનેજમે ટના લીધે પયાર્વરણ પર કોઈ આડઅસર થશે નહી.

૦૯. પયાવરણીય યવ થાપન યોજના:-

પયાર્વરણ પર થતી આડઅસરોને રોકવા/નાથવા માટે પયાર્વરણીય યવ થાપન યોજના

બનાવવામા ં આવેલ છે. આ પયાર્વરણીય યવ થાપન યોજનામા ં પયાર્વરણને યથાવત

જાળવવા માટે અને પ્રદૂષકોને િનયતં્રીત માત્રામા ં રાખવા માટે જ રી અને યોગ્ય પગલાઓં

વાકે ગ્રીન બે ટ ડેવલપ કરવો અને તેન ુ ં જતન કરવુ,ં કામદારોની યોગ્ય સલામતી,

પયાર્વરણીય ઘટકોની ચકસણી યોજનાનો અમલ કરવો, વરસાદના પાણીનો સગં્રહ કરવો, આગ

ન લાગે તેવા તકેદારીના પગલા લેવા અને આગ નાથવાના સાધનો રાખવા વગેરેનો સમાવેશ

કરવામા ંઆવે છે.

આ પયાર્વરણીય ય થાપન યોજનાના અસરકારક અમલીકરણ માટે પયાર્વરણીય ય થાપન

એકમની રચના કરવામા ંઆવશે.

૧૦. પયાવરણીય ચકાસણી યોજના:-

પયાર્વરણીય પિરબળોની ચકાસણી િવિવધ થળોએ પયાર્વરણીય અસરો તથા તેના ફેરફારો

ઓળખવા માટે મદદ પ થશે.

માપદંડની ચકાસણી કાયદામા ંજણા યા મજુબ કરવામા ંઆવશે.

૧૧. જોખમની આકારણી:-

જોખમી રસાયણો રાખવા માટે કરવામા ંઆવતી જોખમ આકરણીમા ંપરીબળો વાકે, જોખમનો

ોત, જોખમ થવાની મહ મ સભંાવના અને જોખમ નાથવા માટેના પગલા ંઆવરી લેવાયા

છે. બધા જ જોખમી રસાયણોનો સગં્રહણ અને િનયતં્રણ MSDS ની માગર્દિશર્કા હઠેળ કરવામા ં

આવશે.

યિક્તગત રક્ષા મક સાધનો (પસર્નલ પ્રોટેક્ટીવ ઈક્વીપમે ટ) વાકે ઈઅર લગ યા ં વની

પ્રદૂષણ ૮૦ dB(A) થી વધ ુ હોય, કારીગરો માટે િનયમીત વા ય ચેક-અપ, પાયાની

જ રીયાતો મકે પીવાનુ ં પાણી, શૌચાલય, પ્રાથિમક સારવાર આપવામા ંઆવશે. પસર્નલ

પ્રોટેક્ટીવ ઈક્વીપમે ટનો ઉપયોગ ઈટીપી , જોખમી કચરાના િનકાલ તથા કેમીકલ હ લીંગમા ં

કરાવવામા ંઆવશે.

૧૩. ીન બે ટ ડવલપમે ટ :-

આશરે કુલ ૨૮૭૪ ચો.મી. (૩૩.૪૧%) ટલો ગ્રીન બે ટ િવ તાર પ્રો ક્ટ સાઈટની અંદર

ડેવલોપ કરવામા ં આવશે. આ ગ્રીન બે ટમા ં અ યાસીત કે્ષત્ર મા ં મળી આવતી થાિનક

વન પિત પ્રજાતીઓ ઉગાડવામા ંઆવશે કે હવા પ્રદૂષણ ને સહન કરી શકશે અને વિન

પ્રદૂષણ ને શોષી શકશે. ગ્રીન બે ટ વ પિરિ થતને લગતી સમ યાનુ ંશમન કરવાની સાથે

એકમની સુદંરતામા ંવધારો કરશે તથા પક્ષીઓ, નાના સ તન પ્રાણી, જતંઓુ વગેરેને આકષીર્ત

કરીને વ પિરિ થતીનુ ંસતંલુન જાળવવામા ંપણ મદદ પ થશે.

૧૪. ો ટ થી થતા લાભો:-

આ પયાર્વરણ અસર પ ૃ થકરણ અ યાસ પરથી કહી શકાય કે... હવાની ગણુવ ા પર નજીવી અસર થાય છે. જો કે હવા પ્રદૂષણ િનયતં્રણ માટેના

તમામ પગલા લેવામા ંઆવશે.

કોઈ ઈકોલોજીકલ નકુશાન થશે નિહ. જળ પયાર્વરણ પર કોઈ પ્રિતકૂળ અસર થશે નિહ. થાિનક રોજગારીની તકો વધશે.

િવિવધ પયાર્વરણીય પિરમાણો વા કે જગંલ, રા ટ્રીય બગીચા, અ યાર ય અને

ધામીર્ક તથા ઐતીહાિસક થળો પર કોઈ અસર થશે નિહ. પયાર્વરણીય મેનેજમે ટ યોજના બધા પ્રદૂષણ પિરમાણોને િનયિંત્રત કરવા માટે

ઘડવામા ંઆવી છે. અને આ પિરણામો સબંિધત સ ાિધકારો ારા થપાયેલ ધોરણ

કરતા વધી ના જાય એ માટે પયાર્વરણ મેનેજમે ટ એકમ ારા ખાતરી કરવામા ંઆવે

છે.

પયાર્વરણ મેનેજમે ટ સેલ સિૂચત પ્રો કટની શ આત પછી પ્રદૂષણ િનયતં્રણના ંપગલા ં લેશે.

આથી અનમુાન કરી શકાય કે બાધંકામ અને કામગીરી તબક્કા દરિમયાન મકૂવામા ંઆવેલ

પયાર્વરણીય સચંાલન યોજના અને શમનના પગલાનંા હકારા મક અમલીકરણથી પયાર્વરણ
