l\ lany matters of im port ance were dealt with at meet­ings of Council at which 1 pres ided.

1\1r. Eugene Nich olls . a faithfu l employee of th e Tow n, who held the positio n of Superintendent of St ree ts and \Vaterworks fo r many years, was g ranted a well dese rved pens ion.

Gentlemen: As Chairman of the Finance Committee r have the

honor to submit by report for the year 1936. A ch eck up was made on the outstanding Persona l and

Poll taxes and determined efforts were made to coliect, (' ivil summonses were issued in many in stances which helped to s ti mulate collect ions. Tax collect ions on real est ate were also vcry good as total tax collections amoun.1-cd to £182,23i.61 as compared with $175,909.93 Ihe previous year. Thi s is the largest increase for sc\"c ral yea rs.

The Qyocrdraft on General Account on December 31, 1936 \\"as $86,737.68 which is offset by outstanding taxes considered co llectable to the amount o f $S3,i08.59.

The Bonded Debt at the beginning of the year inc1ud~ ing Da.rtmouth Ferry Bonds was-$1.354,000.

It shou ld be noted that removing snow by shov··!!i n.':: :l11d trt1ck is very expensive and although it is a great bene­fit to the citizens, im proving traffic conditions by allowi ng cars to park close to the curb, furt,her extension of tnis ~er\'i ce shou ld only be undertaken after having g iven du e considerat io n to the heavy additional cost.

Macadamizing'-:"~<facada mizing work was commenced nbo llt th e end of April. The principal streets which were given a good coating oi stone preparatory to being asphalt t reated wcre -- Maynard, Summit, North iTom Commercial to Edward, i\'fy nlc, Sinclai r and \ Vc ntworth from Ochter­loney to Park Avenue.

Street Oiling- Thirty st reets \\'ith a total length of 3.6 miles were treated wi th aile or t\\"o coats o f asphalt. The ma teri al s ased were 4783 gallons oi primer, 13,858 gallons o f ret read and 631 cu. yards o f screened gra\"(~l.

Concrete Curbs and Gutters-Concrete cu rbs and gut­{(,'rs were laid on James St ree t , Cle\"t~la nd Crescent aond the north side of Dahlia St reet from :\'faple to Beech.

Street Cleaning-St reet cleaning was cont inued during ~he spring, sum mer and autumn on a weekly basis as in the pre\'ious rear. The work wa s done in a very sat isfactory manner. The increasing number of street s haying con­..: rete curbs and gutters and the increasing mileage of asphalt Streets is making s treet clean in g more extensive. It will soon be im possible for one man to handle the wo rk.

Dumps-The disposal of garbage, cans, paper and 1 ubbish is becoming a marc scrious problem cyery year. The increasing usc of oil burners is making it more diffi ­C\: \t for cit izens to dispose of old pape rs and other rubbish, thus causing an increasing use of the Town dumps. of \ ·Yyse Road, extending northerly from Sc hool Street and the other on Maitland Street. These are conveniently situated for the north and south end of the Town. T hey req uire constant attention in order to keep them ~n. as tidy and inoft"ellsive cond ition as possible.

General- Ca reful supervision of catch pits, gutters, drains and gratings was ca rried out. The Town is always liable to damage by heavy storms on account of its h illy locat ion. No matter how "carefully and often gratings and catch pit s are cleaned sudden rain sto rms wash s ticks and rubbi sh from th e ban ks oi the st reams and cause blockage at the gratings.

Public Property~Repairs to the various Tow,n build­ings have been made as required. The council chamber and enginee r· s office in the ·Town Hall were redecorated. I mprovement in lighting wa s made in the Clerk's and En­gin'<'cr's offices.

Street Lighting- With the exception oi a new light on Elmwood A \",(~ Jlue at the corne r of Bedford Street and one on Hester Stree t bet ween Henry Street and Elm \voot.l Avenue th e street lighting system has been ma intained as in 1935.

Due to \·andalism certa in streets in the Town ha\·e not recei\·ed the lighting service that they might have had. T'his applies especially to a section of Wyse Road which has been without lights for some time.

A large part o f the expenditures made by th is Com­mittee consists of the cost oi such services as spow remov­al, streets clea.ning, oversight of dumps, cleaning catch pits,

the W a ter and Sewer Committee for the year 1936. MAI NTENANCE

w in a pure, clean water supply. The screens at {he pipe house were kept cl ean an d in repair. T he w a ter mains fro m the supply lakes and throug hout the T o'so were thoroughly flu shed during the nights of April 24th, 25th and again on the night s of No\"embe r 19th and 20th. Period ic flushing of local mains was con t inued in order to remove sediment iro m th e pipes.

Earl y in July the supply lakes were treated with cop­per su lphate to keep down a growth called "aJgae" which causes a fi shy taste during the summer season. Systematic. inspect ion o f all hydrants was made, and ,pressure checked.

The pipe house at Lamont's Lake was_ thoroughly cleaned, repaired and painted. Over,hanging bushes were removed from the shores of the head-pond .

Careful attel1ition was given to all complaint s of poor water pressure. \Vere it found that the curta iled supply was due to any obstruction in the Town's portion of the house connection or at the main stop the pipe was dug up and renewed if necessary, or the main stop blow,n out. Everything possible was done to give the householders a good, pure water stlpply.

Sewer and sewer man-'holes were cleaned and flushed from time to time.

The 18 inch vitrifi ed sewer and six inch cast iron water mai·n on Pleasant Street were extended 41 feet along Pleasant Street to Esson Road and 336 feet along Essor: , Road. A hydrant was installed at the end of t.he mail' opposite Edward A. Preeper's house.

A 6 inC-ih vitrified sewer and 4 inch cast iroTh water main were laid on Newcastle s.treet extending from Alber! Street nort·h-westerly 81 feet.

In accordance with an agreement between the T owll and L . E . MacDonald, Winnifred Dillman and Vi. G. Spencer under date September 8th, 1936, water connectiun from Cameron St reet was supplied. T.he supply line con­sists of 21! feet of 10 in ch and 180 feet of ~ inch galvan ­ized iron pipe.

3! new house connections were laid. -3 new houses on the Preston Road outside the Town

limits were connected with the Town main, the owners paying the full cost of making the connection and agree~ ing to pay a yearly charge of $20.00.

During th e year one hundred and eighteen were admitted one hundred and ten were discilarged and nine died" leav­ing a! the close of the year, four patients. At the present time the To\vn of Daf'tmouth is payi.ng for trea.tment of a number of tubercular patients, one at the :'l:o\'a Scot ia Sanatorium, Kentville, and four at the lI'Io rris Street Tuberculosis Hospital, Halifax.

for the year 1936 The to wn water has been examined at frequent inter­

va ls and showed no c ... -ideoce of Iharmful con tamination . During the summer mo nths the water supply was again treated, and the objectionable odour and taste sat isfactorily removed .

Cases o f Diptheria and Scarlet Fever were reportell during rh e year, the latter being quite widespread and more pre",-aicllt than in the previous year. ;\'1051 of the cases repo rted, appeared to be of a mild type.

Whooping Cough, Measles and Chicken Pox were re­ported throughout t-he yea r in quite wide destribution.

The problem of the care and support of cases of open ~nd acti\'e pu lmonary tu berculosis, still continues to be a pressing onc and one that warrant s serious consideration from the view point of public health measu res.

r han the honor to submit the Annual Report of tht! Board of School Commissioners for the year 1936.

The Su pen'i sor's report em'ers the statistics for the yea r.

The School Boa rd and the entire pe rsonnel of the school system mourns the passing o i our ohairman, Dr. Stevens. who gave hi s in terest and hi s tim e to !fhe welfare o f t.he schools of the .T o\\'n for so many years.

A step forward th is year ha s been the in stallation of mechan ica l s tokers in Hawthorne and Greenvale schools which arc proving successful in reducing the cost and also the labor o f theating these schools.

Extcnsi\"C repairs were made to Par.k School. A great deal of the brick wo rk had to be replaced and. while this was a hea\'y expend iture, it was necessary and the Board is satisfied ,that a good job was done by the contra ctor.

Grade X Tl will be avai lable in the High School after th c summcr hol idays an d no doubt will be greatly appre­ciated by the st udcnts concerned and Meir parents.

Looking a litt le further ahead, th e time is now here wh cn a ncw largc schoo l building should be planned for, on a site with sufficicnt grounds for playground activities. The prcsent school accommodation is becoming congested and if modern cducational methods are to ·be followed, as, the teaching of co mmercial cou rses in connection with the High School, manual training classes for boys, domestic science for girls, and auxiliary classes for retarded ch ildren, expansion is imperative.

:The increase in the population of the T own will alsO' make further accommodation essential.

An eXi:ellent sta rt has been made in the high school to make th e school a part of li ie instead o f something apart from life.

T he junior hi gh sc hool work was departmentalized and 1his will re sult in better teach ing and a bette r standa rd of grading.

The abolition of ext ern al examinations in the element­ary g rades has res ulted in bett er teaching and has discour­:l.ged memorization o f notes for examination purposes on ly. Educat ion is g rowt h and not accumulation of facts. T his it1 ea will br ing greater chan ges in education when ad ults \'ease to pers ist in the old system.

The Bank of Noya Scotia held on December 28th. 1936 the amount of $4.9CO.96 to the cred it o f the pupils bank­ing through the schools.

T he deat h o f Dr. Ste\'cns, ohairman of the Boa rd for man\' \'cars . was a loss to the Town. He wa s a gent leman in the true sense of the word and in his quiet man ner accomplished much. Hi s passing is regretted.

The Commiss ion iound it neceS5ary to take over the propertie s 25 Pleasant St reet and 77 Rose Street, but later was abl e to effect negotiations whereby Ur. F . \.\T . Bailey has signed an agreement to purchase the property 25 Pleasant Street under the usual terms and payments. No. II Rose Street .has been rented fo r the time being .

The Co mmiss ion has two other properties on Maple Stree t, Nos, I I and 13, which we would like to se ll either on terms or for cash.

During the past few years, economic conditions ha\"(! made !:lhe situatio n \"ery difficult illl respect to some of the propert ies and the Commission has used every effort to re­lain the present occupant s with as litt le danger as possible to the capital investment, and we are able to report some improv'Cmeni in the past year.

It is with deep regret we have to report the passing of our latc Chairman Dr. F. VV. Ste\'ens, who had served in th at capacity for a number of years, an d by his ability and wise counsel the .commission now nnds it self in a bette r position than it has been for many years.

The books of the .commiss ion have been audited to t'he 31st December, 1936, by Major H. D. Cre ig hton, C" A. , and found correct

T·he following comparative statement of payments for 1935 and 1936 may prove of interest and value, as it will be seen by the statement that in 1936 there were 58 more monthly payments than in 1935.

FERRY REPORT 1936.

T o the Ratepayers of the Town of Dartmouth.

LADIES AN D GENTLEMEN:

In add it ion to the usual routine of your Ferry Com­mission relative to the transporta tion of passengers and \'ehicles between H alifax and Dantmouth, a dec idedly active interest has been taken in the further improv'ement an d de\'elopment of the whanes, docks, landings, etc. The conditio n o f the Dartmou th terminals was such that :$12481.83 had to be spent to place them in a proper state fo r the safe lading and unlading of traffic, Special atten­tion ha s been g iven to the Halifax terminus where practi­cal ly the who le termina l equ ipme.nt is being r'enewed and improvements made by the add ition of a temporary dock and landing. To date, a capital expenditure of $10,((0.00 has been made and the wo rk is far from complete. The tem porary doaking fac ilities have been a long felt need and will g reatly relieve tmnsportation conditions in the future.

Serious consideration by t'he Commission , s trengthened by rhe appeal s irom business men and private cit izens has resulted in the extension of running hours of the ferry, From IVlay 1st. to October 18th, the hour boat service was from 6.00 a. m. to 1.30 a. m, whil e the quarter hour service was extended from 8. 15 to 10.15 p . m.

The annual transfer of $500.00 was made to tohe Sink­ing Fund , which with accumulated interest now s tands at $8,772.34. Transfe r of $1O,OCX100 has also been made to thf' Town of Dartmouth in accordance w,Lt'h Section 126 of Chapter 56 o f the Acts of 1902.

The valuation now placed on real estate, plant and equipment is $439,131.08. A total of $13,381.68 has been written off as depreciat ion making the reserve fund for

depreciation now $170,362.53. ~Iaintenance expenses rela­tive to boats, machinery, and buildings may be learned through a perusal of the financial report as also the revenUt;: from other sources such as rentals.

During the year exclus i\'e of drive rs of cars aud trucks, the ferries carried 1,055 ,802 adults and 61,918 children. The IOtal rc\-cnlle irOril passengers and ,'chicula r service being $174,410.38. It is the earnest desire of your Com­mission and management to ha,'e the service as accomodat­ing and up to date as is possible under existing conditions.

Th~ S. S. Dartmo uth was repaired as follows :-Hull wash ed. wire-brushed and giYen two coats of paint; aft er tail shafl drawn inboard and the outer bearing renew­t:d, sea connectio ns reg round and ste rn glands repacked.

New steel tnt sses were fitted to the main bridge at Dartmouth and have proved very satisfactory.

Extensive repairs have been made to the ferry wh arves, and to Bi shop's wharf at Dartmouth. 'Bhe H alifax terminus is being practica lly all renewed and improved .

A specia l trip was ma.de to H alifax a t 4.00 a. m. April 22nd fo r th e purpos<, <)f getting equipment and supplies 10

a!>sist in the rescue at Moose River. No char-ge was made for this serv-ice.

T'he Natal Day traffic was carried ou t in a satisfactory way without c.ongestion. 17,852 passengers and 1,420 cars crossed on the ferries.

Placed the new s igns in, t,he Park, two on Windmill H.oad, ooe at V ictoria School. one at the top of School Street. and one on Park An'!nue at \\"en! worth Street. :'Ilowed the botllc,"ard for the month and cleaned up the Park. Month of July .

Had the grass mowed and cl ipped around the rose bushes and other bushes; trimmed out the paths o n both sides making them wide r for people to walk th rough ; kept the paths and road s up around the Common in good condi~

tion; cut out a lo t ot' dead wood a ll through the Park. The boulevards were kept mowed by the Park Commission me n in return for work done in the park by the Chairman of the Streets Comrnillee, Month of August .

A great many compliment­ary r~mark s have been extended to the Park Commission­ers on the splendid condition of eve rythi ng in and about the Park th is year E\'ery one seems to be p~eased that we ha d a Park Keeper and Constable onl duty there mOSt evcry day. He was on duty every Sunday -this sum­mer and we let him off duty one day in the week to offset hi s Sunday on duty. He has bee n a good officia l and has
