前 言

科学基金项目的结题总结与评估是管理工作的重要内容之一,一直受到科研管理部门和科研人员的重视。国家自然科学基金委员会生命科学部五处从1999年开始每年整理并编印结题项目汇编,力求客观地反映结题项目的完成情况及取得的成果,为项目后期管理和绩效评估提供参考依据,收到了良好的效果。2004年度的结题汇编在继承前几年编排结构和内容的基础上,还增加了对结题项目SCI、EI收录论文的统计和面上结题项目成果按分支学科、资助亚类的统计,试图从多方面、多角度反映结题项目的完成情况。

2004年度结题项目汇编收录了全国71所高等院校和科研机构在生命科学部五处的结题项目共计210项,其中面上项目170项(自由申请项目135项、青年科学基金项目19项、地区科学基金项目16项),重点项目1项,国家杰出青年科学基金4项,海外青年学者合作研究基金1项,专项基金项目6项,小额探索项目28项。综合分析表明,共发表学术论文1244篇,其中SCI收录论文183篇、EI收录论文22篇;获得省部级以上科技奖励及国际学术奖20项;申请及获得专利90项,审定新品种9个;培养博士后23人,研究生1033人。

2004年度结题项目的特点表现为:(1)发表论文的数量和质量均有明显提高,平均每个项目发表论文5.92篇,比2003年度增加29.2%,有更多的论文在国际高水平期刊发表;(2)专利成果数量大幅度提高,申请专利74项,批准专利16项,比2003年度提高260%,有9个新品种通过审定。存在的主要问题有:(1)有些依托单位对结题报告审核不严,如未按要求加盖科研管理部门、财务部门或审计部门公章;(2)不少项目忽视对文章的标注,有些论文没有标注或标注不规范;(3)个别项目的结题报告书写不认真,内容过于简单,未提供应有的附件材料等。我们希望项目负责人和各依托单位的科研管理部门高度重视结题报告撰写与审核工作,共同加强对科学基金项目的规范化管理。

农业科学基础研究具有周期性长和需要多年积累的特点,有些成果的涌现往往滞后于项目的结题,因此仅以结题当年的成果来反映项目的完成情况具有一定的局限性。希望各依托单位和科研工作者提出宝贵意见和建议。

按计划原为三年完成,因2002、2003年经费中断,故延为五年才结题。进行了培养液的改进及最佳繁蜂蜂卵比的确定;比较了以自然卵和人工卵繁殖的赤眼蜂的生物学特性,为质量管理打下了基础;对人工卵和柞蚕卵繁殖的松毛虫赤眼蜂ITS2基因序列进行测定和比较,结果显示,无太大的差异。并对以人工卵连续10代繁殖松毛虫赤眼蜂的DNA做了三次测定(1、5、10代),结果也表明,即使以人工卵连续繁殖了10代,其DNA基因序列并无太大的差异;进行了用实验种群生命表方法作为评价以人工卵繁殖的寄生蜂品质的试验,完成了人工卵繁殖赤眼蜂的生命表研究;在室内和田间进行自然卵和人工卵繁殖的赤眼蜂搜寻、攻击寄主试验的基础上,在大田散放以上两种方法繁殖的松毛虫赤眼蜂防治玉米螟,结果是两者相当。撰写产业化体外培育卵寄生蜂质量管理标准初稿。内容包括种蜂标准,操作、寄生、培育条件要求,质量要求(包括寄生率、孵化率、化蛹率、羽化率、展翅率等),以生命表模式创立质量要求模式。

采用大田、盆栽、模拟及各类化学和生物、生理指标测定,系统、深入地研究了西北旱地水分养分高效耦合对作物产量的影响,确定了水分对养分和养分对水分的促进作用及两者高效耦合的效果、条件及应用途径,阐明了其生物学及生理学机制。研究结果表明,合理水氮配合能使小麦叶温相对稳定,保证正常代谢。气候越干旱,形成单位重量的干物质或籽粒产量的蒸散量越高。养分合适时,作物产量与蒸散量呈直线关系。半湿润条件下蒸散量在200 mm 以下,玉米无法获得籽粒产量;小麦虽可,但产量不高。提出了水分、养分胁迫对作物生长发育具有阶段性、双重性和补偿性的概念,发现补偿效应有直接和间接之别;补偿效应的生理基础是,胁迫条件促使作物体内适应机制的形成。证明水分、养分胁迫时,作物根系还原强度和活性表面积增加,有补偿不良环境胁迫的效应;但胁迫持续,内部机能的改善最终会成为生理“冗余”。采用田间限根法区分了根系和水分对转运养分的贡献,发现施用氮肥能增加根系氨基酸合成,提出用氨基酸合成量来表征根系活力。采用覆膜集水、适氮、低密措施,小麦和玉米水分利用效率分别达到22 和24.4 kg/(ha.mm),提供了水分养分高效利用的理论依据。
