FOREWORD

Any organisation is a net work of people. At deeper

level, organization is a net work of relationships.

At all levels, people communicate to each other. In the

organizational context such communication becomes

rather restrictive to the business. The language also

becomes restrictive to the business. The relationship

tends to be formalized more. People are valued more on

the basis of their creativity and contribution to the

organizational goals which are activity oriented. While

such approach cannot be undermined, the point is that it misses a larger picture of looking at people

holistically. A good manager can be a good singer also. A good worker can be a good writer also. The

organization must recognize such uncovered dimensions of the personalities of the people with them.

This would help the people to relate themselves with the organization with much more ease and bond-

ing. Then there would be organizational feeling, not necessarily at variance with the personal feeling

and that is the key to sustained organizational excellence. In short, the organization must encourage

interrelated or total creative potential of the people to achieve organizational excellence which is

measured in some quantitative form or other.

One way to achieve this is to encourage horizontal communication. With this idea only,

TeamCCAtnhas launched this in-house magazine called CommuniCAte.A quick read of the

writings by the people at different levels clearly evidences the innate creative potential that has been

waiting for tapping all along. It is a good beginning to CommuniCAte.

We,TeamCCAtn,firmly believe that TogetherEachAchievesMore-That is what TEAMmeans. A land mark statue at Chennai - LabourStatue-symbolizes this philosophy and is a source of

inspiration to the TeamCCAtn.The in-house magazine has a picture of this statue as its

front cover.

HERE IT IS . . .!Hello Friends!

You would have come across 7 days, heard of 7 seas, seen rainbowbearing 7 colours, heard of 7 Janams, known about the 7 wonders ofthe World. Have you ever come across a unique establishment likethe above said wonders? Yes now I would like to take the opportunityto introduce with pride the 7th floor of the RK Nagar TelephoneExchange Building which houses the office of the CCA TN Circle.

As you enter the lobby, the Jubilant Hall welcomes you. Beprepared to take a gasp!. The state of the art Modular furniture,coupled with mind blowing partitions for each sections, would really

transform you to witness a pleasing scenario. The added attraction is the transparentwindows emitting fresh cool sea breeze, which you would not have imagined orexperienced elsewhere. This office is governed by well-experienced officers who arecapable to handle various jobs concerned with the Accounts, belonging to BSNL Staff ofTamil Nadu Circle. This office is headed by Shri Alagarsamy, a very simple Officer withrich experience, who always has the eagerness and zeal to improve and modernize theworking system for Maximum output. He was instrumental in introducing an SMS basedsystem, wherein the Officials can obtain details about their GPF balances etc., throughtheir Cell Phones, instantly. With the technical expertise of the NIC, his dream has cometrue. Hats off to him!.

The works managed in this office are matters relating to GPF, Loans &Advances, Pension related matters of the Staff of BSNL working under various units viz.,Chennai Telephones, Tamil Nadu Circle alongwith STR & STP Units. One feels much proudand delighted to have well experienced officers like Smt. Dr. Jane Prasad, Jt..CCA,Shri Ranganath Shyam, Jt.CCA, the brilliant Dy.CCAs, the energetic CAOs & dynamic JCAOsand the enthusiastic Sr.Accountants and Jr.Accountants, all proud to be part of TEAM CCAin contributing their best for the welfare of the BSNL officials both present and past ofTN Circle. Periodic review meetings, workshops, and lectures equip and strengthen thestaff towards dynamic progress in their path.

Occasional functions/celebrations viz. Ayudha Pooja were celebrated withgrandeur and religious mood. The staff though consisting of a combo pack ofmulti-religion, combine together like a single family, devote themselves for thesuccess of the celebrations. The Office also has a display board, where one could learn aHindi word a day, and as an added attraction, a Thirukkural a day !.

We do hope to serve, in better ways in future.

CATCHING A MOUSE

Moving houses can be nerve-racking and moving into governmentaccommodation can even more be a worse experience. But if one isposted to a beautiful hill station like Ootacamund (aka Ooty)with thequarters sharing a common border with the summer residence of theGovernor of Tamil Nadu and the approach road to one�s house rightthrough the Government Botanical Garden with a free-entry, it shouldbe a delightful experience.

So, one moved in and settled quite snugly figuratively and literally to what should bea delightful experience. Things were normal as most normal things are, other than gettingacclimatized from the hot and humid Chennai weather and being generally house-bound.

One heard that there were no thefts or robberies in Ooty as the culprit cannot make aspeedy get away from Nilgris through the ghatroads and is usually nabbed at Burliaru orKunjapanai. One was told that there were no crows or monkey menace either and suchcreatures limit their activities to the warmer climes of Coonoor. No pests so far so good, andthen it arrived. There was a mouse swinging on the power cord of the television set oneevening. Naturally one screamed at the sight and one�s daughter aged 5, joined inscreaming without knowing the cause of mamma�s screams. She screamed all the more whenshe sighted the cause. But one�s husband is not supposed to scream but scourge the house ofthe mouse with poise and equanimity. Fate intervenes and husband too screams. Amidst thescreams and hushes and screams one asks the husband to fetch a stick and do the needful. Sothe husband very dutifully leaves for the kitchen. When the husband does not return in ahurry, one keeps an eye on the still swinging mouse and ever screaming child and peeks intothe kitchen.

The husband is found sitting in the middle of the casseroles and hot packs on the diningtable in quiet dignity, so one hollered even louder. Certifying the husband as petrified withmouse fright one barges into the kitchen to fetch a stick. On return there is only anintermittently screaming child and a swinging TV power cord. Mouse disappears. With thepoking and nudging of the stick yielding no results one proceeds to calm and comfort thescreaming child and ignores the already calmed spouse. To avoid a repeat of the events,a kind neighbour is approached next day for a kitten. Kitten with green eyes arrives withincessant mewling. The child is scared stiff of spending a night with a pitifully mourning andmewling kitty and so the kitten is returned with thanks and a saucer of milk the very next day.

So with man and beast (the cat of course) of no help,one had the house mouse-proofedand prayed for the Pied-piper of Hamelin to come. Then one hears of the flying cats andfoxes in the sholas of Ooty, now that�s another story.

HOLE IN OZONE UMBRELLA

In 1976, a report from U.S. National Academy of Sciences proved

with solid evidences that the ozone depletion is a fact. The thesis

published in �The Nature� by BritishAntarctic surveyors-Farman, Saidiner

etc, which revealed the presence of a hole in the ozone layer over

Antarctic region, was shocking to the entire scientific community. The

research about the chemistry of the depletion of ozone layer was started

in the seventies. Based on those studies, all Nations signed an

agreement in 1987 at Montreal in Canada to restrict the production and use of chemical

substances, which cause the depletion of ozone layer and is known as Montreal protocol.

Now, after twenty years, the production and use of Chlorine, Bromine etc, which

cause depletion, have been reduced considerably. Scientists like Paul Crutzen, Mario Molina

and Sherwood Rowland were awarded with Noble Prize for their studies in this field.

Unfortunately, even now, mankind is unable to understand the real mechanism, behind the

depletion of ozone layer. As a result of the 35 crore year long process the present day

atmosphere, which contains 78% Nitrogen, 20.9%Oxygen, 0.9% Carbon dioxide and Argon and

0.2%Helium, Cripton was formed.

Oxygen exists as O2 which contains two oxygen atoms. The ultraviolet radiation from

sun can split these molecules into independent oxygen atoms. These atoms when joined

with O2 molecules form O3 molecules, which is nothing but ozone. Again these

O3 molecules, with the help of some ultraviolet radiation joins with free oxygen atoms and

produce two O2 molecules. It clearly shows that, it is a cyclic process. The relative density

of O2 and O3 in the atmosphere maintains the equilibrium. This cyclic process effectively

blocks the harmful UV radiation by forming the ozone layer thereby offering a protective

cover. If this equilibrium is disturbed, the depletion of ozone layer starts. In 1974,it was

proved that the �Chloro Fluro Carbons� affects the ozone layer by increasing the rate of

conversion of Ozone to Oxygen.

But recent studies show that �Chloro Fluro Carbons� is not the only villain

behind the depletion of ozone layer. That means we have miles to go to find the real reason.

The difference between theory and observation clearly underlines this fact. We can only

hope that the research in ozone chemistry will be able to find it all and solve the crisis.

Acquaintance : Do you know what I just heard about your friend?

Socrates : Hold on a minute. Before telling me anything I would like you to

pass a little test called Triple Filter Test.

Acquaintance : Triple filter?

Socrates : That�s right. Before you talk to me about my friend it might be a good idea

to take a moment and filter what you�re going to say. That�s why I call it

the Triple Filter Test. The first filter is �Truth�. Have you made absolutely

sure that what you are about to tell me is true?

Acquaintance : No. Actually I just heard about it and��.

Socrates : All right. So you don�t really know whether it is true. Now let�s try the

second filter, �the filter of goodness�. Is what you are about to tell me

about my friend something good?

Acquaintance : No, on the contrary ��..

Socrates : So, you want to tell me something bad about him. But you�re not certain

it�s true. You may still pass the test though, because there�s one filter left:

�the filter of usefulness�. Is what you want to tell me about my friend going

to be useful to me?

Acquaintance : No, not really.

Socrates : Well. If what you want to tell me is neither true nor

good nor even useful, why tell it to me at all?

This is why Socrates was a great philosopher and held in such high

esteem. Use this Triple Filter each time you hear loose talk about any of

your friends. We teach little by what we say, we teach more by what we

do, we teach most by what we are.
