Project Summary

• UNIDO has received a request to prepare a pilot ODS and POPs disposal project for the Government of Nigeria through the Federal Ministry of Environment

Background• Following the decision of the Meeting of the

Parties, the Executive Committee decided at its 58th Meeting in July 2009 (Dec. 58/19) to fund a limited number of demonstration projects for the disposal of obsolete and unwanted Ozone Depleting Substances.

Project Activities and Stakeholder Involvement

• During the course of preparing this pilot project, several facilities were identified with the potential of destroying ozone depleting substances. 2 of these facilities were hazardous waste incinerators while the other 3 facilities were cement kilns. 1 waste incineration facility and 1 cement facility showed interest in modifying their facilities to handle ODS wastes and other gaseous wastes if they could receive some financial support to meet the requirements of the Technological and Economic Assessment Panel of the Montreal Protocol on Destruction.

• However, the funding level available and timelines needed for preparation could not fit into the MLF project. The Federal Government of Nigeria through its Ministry of Environment therefore decided to opt for destruction in the United States of America with subsequent application to the voluntary carbon markets for credits while at the same time preparing the country for a stricter ODS

disposal regime through regulatory changes.

Goals and Objectives• In addition to the actual destruction of the waste, the project aims

at establishing mandatory requirements for the destruction of ODS wastes, which goes above and beyond the requirements of the Montreal Protocol and provide capacity building for the waste management sector in terms of training on ODS destruction methods and management.

• The GEF project being proposed would go further to transfer appropriate technology for the destruction of both ODS and POPs wastes to ensure that the legislation on destruction of hazardous wastes can be reasonably enforced. It would introduce guidelines for the Waste Management Industry for destruction of hazardous wastes, building on regulatory work already done in both the ODS and POPs sectors. There would also be a capacity building component of the project to support the transfer of technologies by training operators in the sector on the co-management of ODS and POPs wastes.

Sustainability and Replication

• After the project, the destruction facilities will be managed majorly by private organizations with necessary support from the government.

• The facilities upgrade will be replicated by other selected and interested similar facilities with possible support from the government.

• Capacities will be built on operations and management of new technologies.

Monitoring and Evaluation• There will be bi-annual monitoring exercise for the

project and monitoring reports will be submitted quarterly by the project team.

• At the end of the project, there will be an evaluation exercise.
