OFFICE ORDER
An advance of Rs.40,000.00 (Rupees forty thousand) only is hereby sanctioned in
favour of each of the following employees to purchase Scooter/Moter Cycle, subject to
fulfillment of the following procedural formalities and terms & conditions.
1) Sri Bijaya Ketan Senapati - Section Officer (Recovery of Principal in 35 Installments + Interest in 10 (Ten) Installments).
2) Sri Basanta Kumar Behera – Asst. Manager (Admn.) (Recovery of Principal in 30 Installments + Interest in 10 Installments).
2) The employee Concerned shall furnish an undertaking the he/she has not availed such
advance during last five years and no advance on this account is outstanding against
him/her and the up-date Salary slip.
3) The advance bears 11.5% (eleven point five percent) simple interest per annum and is
recoverable as per the above monthly equal monthly installments starting from the next to
the month of disbursement of the advance. The interest will be recovered after recovery of
principal amount.
4) The vehicle shall be insured to the extend of the loan amount and Insurance Policy
should be pledged to the Corporation. Policy should be comprehensive with coverage of
the 3rd party risk before it is pledged to the Corporation. The Corporation shall not be held
liable in any manner what-so-ever for any act of omission and commission of the borrower
in the matter the use of such vehicle. Penal interest @ 15.5% per annum will be charged,
if the vehicle purchase is not mortgaged to the Corporation within one month from the date
of purchase of the vehicle.
5) Before drawal of the advance, the concerned employee shall execute an Agreement in
the prescribed form and shall furnish a Personal Bond to serve under the Corporation till
full payment of the loan and interest.
6) After purchase of the vehicle, it should be mortgaged with the Corporation and
mortgage Deed of the vehicle should be furnished to this office along with R.C.Book within

30 (thirty) days from the date of purchase of the vehicle, failing which the entire advance
amount shall be refunded along with penal interest @ 15.5% with effect from the day
following the due date of submission of mortgaged Deed. Incase of failure to comply with
the above condition, the entire advance money along with penal interest @ 15.5% accrued
thereon shall be recovered from the salary of the borrower with immediate effect till full
recovery of the advance is made without entertaining any further correspondence in this
regard.
The Drawing and Disbursing Officer shall ensure compliance of the above term
and conditions.

House Building Advance of Rs.7,72,896/- (Rupees Seven lakh seventy two
thousand eight hundred ninety six) only had been sanctioned in favour of Smt. Menaka
Sahoo, Planning Officer, Head Office vide our above mentioned letters. Out of which 60%
advance amount i.e. Rs.4,63,738/- has also been released in favour of Smt. Sahoo vide
this Office letter No.5010 dt.30.3.2006, No.17653 dt.26.8.2010 & No.8342 dt.25.4.2013.
As Smt. Sahoo has already been submitted all relevant papers, the 2nd installment
of house building advance i.e. 40% amounting to Rs.3,09,158/- (Rupees three lakh nine thousand one hundred fifty eight) only may please be disbursed to Smt. Menaka

11. Lastly, the following decisions have also been taken for engagement of Retired
Revenue Supervisor/Revenue Inspectors/Amins/Tracers/ Draughtsman in IDCO:-
a) Open paper advertisement will be floated in the News Paper for afresh
engagement of Retired Persons.
b) The candidates should be below the age of 62 (Sixty two) years having
good service record and physical fitness for their engagement on the
specific post on contractual basis in IDCO. The candidates should be ready
to work all over the State. Age should not be extended beyond (attaining
the age of) 62 (Sixty two) years.
c) The remuneration will be fixed as per Resolution of Public Enterprises
Department.
d) The candidates should submit their application with copies of testimonials in
support of their service records.
e) It has been decided that first preference will be given to the IDCO’s retired
persons for engagement.
f) All Land Officer, IDCO, Bhubaneswar have also furnished their details
requirement for engagement of Retired Revenue
Inspector/Amin/Tracers/Draughtsman with Head Office/as well as
respective Division Office of IDCO/ alongwith concerned District Revenue
Office which was also discussed with the above meeting (the detail abstract
placed at P-282/c & 283/c) & it has been decided that, before
advertisement, Chairman-cum-Managing Director may approve the same.

Engineer PH which have been placed at the disposal of OIIDC, Bhubaneswar as per your
Notification No.42171/HUD dt.21.11.2001 & Notification No.26922 dt.13.12.2001 of Industries
Department on Foreign Service terms and conditions. Accordingly he had joined in IDCO on
dt.18.12.2001 (F.N.). As per this Office Order No.18416 dt.28.11.2003 he had relieved from IDCO w.e.f.
28.11.2003 (A.N.) without issue of detail posting order in favour of Sri Samantaray by the parent
Department.
After issue of detail posting order in favour of Sri Samantaray, he had joined as Executive
Engineer, P.H. Division, Bhanjanagar at Chhatrapur on dt.30.11.2004 (A.N.). In this connection you
had intimated vide your letter No.20998 dt.27.8.2009 that, Finance Department had sanctioned the
extension of joining time and duty pay of Sri Samantaray for the period from 06.12.2003 to 30.11.2004 instead of 29.11.2003 to 30.11.2004. As he had relieved from IDCO on dt.28.11.2003 (A.N.), the balance period from 29.11.2003 to 05.12.2003, is required for sanction as extension of
joining time and duty pay in favour of Sri Samantaray to regularize the Foreign Service period.

An advance of Rs.3,00,,000.00 (Rupees three lakh) only is hereby sanctioned in
favour of Smt. Abharani Mohanty, Planning Officer, IDCO, Head Office, so as to
enable to purchase Car (New), subject to fulfillment of the following procedural formalities
and terms & conditions.
2) The employee Concerned shall furnish an undertaking the she has not availed such
advance during last five years and no advance on this account is outstanding against
him/her and the up-date Salary slip.
3) The advance bears 15% (fifteen percent) simple interest per annum and is recoverable
in 60 (sixty) installments towards Principal & 20 (twenty) installments towards Interest
from the salary of Officer concerned, starting from the next to the month of disbursement
of the advance. The interest will be recovered after recovery of principal amount.
4) The vehicle shall be insured to the extend of the loan amount and Insurance Policy
should be pledged to the Corporation. Policy should be comprehensive with coverage of
the 3rd party risk before it is pledged to the Corporation. The Corporation shall not be held
liable in any manner what-so-ever for any act of omission and commission of the borrower
in the matter the use of such vehicle. Penal interest @ 19% per annum will be charged, if
the vehicle purchase is not mortgaged to the Corporation within one month from the date
of purchase of the vehicle.
5) Before drawal of the advance, the concerned employee shall execute an Agreement in
the prescribed form and shall furnish a Personal Bond to serve under the Corporation till
full payment of the loan and interest.
6) In case the employee concerned resigns, retires or otherwise quiet service before
repayment of full advance with interest, he will have to repay the unpaid advance together
with interest, which might have accrued before leaving the Corporation. Incase death, his

successor will repay or the Corporation will seize and sale the vehicle for public auction for
recovery of the outstanding dues.
6) After purchase of the vehicle, it should be mortgaged with the Corporation and
mortgage Deed of the vehicle should be furnished to this office along with R.C.Book within
30 (thirty) days from the date of purchase of the vehicle, failing which the entire advance
amount shall be refunded along with penal interest @ 19% with effect from the day
following the due date of submission of mortgaged Deed. Incase of failure to comply with
the above condition, the entire advance money along with penal interest @ 19% accrued
thereon shall be recovered from the salary of the borrower with immediate effect till full
recovery of the advance is made without entertaining any further correspondence in this
regard.
The Drawing and Disbursing Officer shall ensure compliance of the above term
and conditions.

Sub:- Regarding calculation of interest against my Computer Advance. Ref:- Sanction order No.12689 dt.5.7.2008 & Release Order No.14923 dt.5.8.2008.
Madam,
With reference to the above cited letter on the captioned subject, it is to intimate
you that, earlier IDCO had sanctioned an amount of Rs.30,000/- (Rupees thirty thousand)
only against me as Computer advance vide Sanction order No.12689 dt.5.7.2008. The
said amount had also been released in my favour vide order No.14923 dt.5.8.2008.
Accordingly I had also submitted Mortgage Bond for the above purpose.
But as per verification of Pay slip for the month of April’2013 (Copy enclosed), it is
found that, our Finance Division has calculated the total interest i.e. Rs.10,136/- (Ten thousand one hundred thirty six) only against my Computer advance. Out of which
Rs.6,760/- has already been deducted from my salary. It is ascertained from our Finance
Division, they have calculated the above interest amount against interest as per Penal
interest.
As I have already submitted Mortgage Bond against the above advance, simple
interest is to be calculated.
Hence you are requested to intimate the same to our Finance Division to calculate
as per simple interest against the above advance & deduct accordingly from my salary.

With reference to the above cited letter on the captioned subject, it is to intimate
you that, earlier IDCO had sanctioned house building advance an amount of Rs.2,30,000/- (Rupees two lakh thirty thousand) only in my favour vide Sanction order No.15797
dt.03.10.2000. Accordingly the above amount had also been released in three instalments
vide your office letter No.1598 dt.27.01.2001, No.23613 dt.28.12.2012 & No.6690
dt.02.4.2013.
Apart from the above, it is to intimate you that, after released of 1st instalment i.e.
Rs.46,000/-, again additional house building advance amounting to Rs.5,00,000/- had also
been sanctioned in my favour vide sanction order No.14563 dt.19.7.2010, but the said
amount had not released in my favour.
Now we may request you to kindly cancel the sanction order No.14563
dt.19.7.2010 amounting to Rs.5,00,000/- in my favour for additional house building
advance as the initial house building advance had not released in my favour and again we
may request to sanction an amount of Rs.5,00,000/- towards additional house building
advance for enlarging the existing accommodation, as we have completed the works
against taken the advance of Rs.2,30,000/-.
