The changes do not have any appreciable impact on the design as previously reviewed by the Commission, and they represent a slight improvement with respect to proximity to wetland resource areas. The additional minor changes are summarized as follows: slight shift in location of main facility building and salt storage structure adjusted finish grade of the site minor adjustments to drainage system minor adjustments to Limit of Work associated with above changes These minor design changes are described in more detail below, and they are depicted in the attached plans. Shift in Location of Buildings In order to optimize circulation on the site and minimize excavation, the location of the salt shed was shifted approximately 50 feet to the southeast (away from wetlands). In order to maintain adequate maneuvering space between the salt shed and main DPW facility building, the main DPW facility building was shifted approximately 17 feet to the east. This contributed to increased separation from the wetlands. These location shifts are shown on the attached plan entitled “C-301 Comp – Layout Comparison Plan” which shows the revised building, salt shed and drainage system locations (in black linework) compared with the former locations (in blue linework). Also, based on the current status of the project, the Town anticipates proceeding with constructing the portion of the building identified as “Bid Alt” as shown in the documents as originally submitted. Dear Commissioners:

Regarding the 11/19/2019 Notice of Intent and Order of Conditions issued 1/8/2020 (DEP File #: 183-0665) for

the new DPW facility project at 18 Industrial Drive, we are hereby submitting information regarding additional

minor changes in the design.

The additional minor changes relate to the locations of the buildings and the overall elevation of the site, as well

as minor adjustments to the drainage system necessitated by building relocation and the elevation change. The

changes do not have any appreciable impact on the design as previously reviewed by the Commission, and they

represent a slight improvement with respect to proximity to wetland resource areas.

The additional minor changes are summarized as follows:

• slight shift in location of main facility building and salt storage structure

• adjusted finish grade of the site

• minor adjustments to drainage system

• minor adjustments to Limit of Work associated with above changes

These minor design changes are described in more detail below, and they are depicted in the attached plans.

Adjustments to Drainage System

As a result of the building relocation and the site elevation change, minor adjustments were made to the

drainage system, including but not limited to a shift in the location of the subsurface infiltration system

between the salt shed and the main building and slight adjustments in the location of manholes, catch

basins and drainage piping. See attached C-501 Comp – Drainage Comparison Plan which shows the

revised building, salt shed and drainage system locations (in black linework) compared with the former

locations (in blue linework).

Shift in Limit of Work

The Limit of Work along the west side of the site was shifted slightly to the east in recognition of the shift

of the Salt Shed described above. There were also minor modifications to the Limit of Work in Industrial

Drive to reflect utility connection work.

Attached Plans

In order to assist the Commission with understanding the minor design changes discussed herein, we

have prepared and attached two plans entitled “C-301 Comp – Layout Comparison Plan” and “C-501

Comp – Drainage Comparison Plan” that show the revised building, salt shed and drainage system

locations (in black linework) compared with the former locations (in blue linework).

In addition, we have included the following plans from the original NOI revised with the changes described

above:

Sheet C301 – Layout and Materials Plan

Sheet C501 – Grading and Drainage Plan

As indicated above, these proposed changes will not significantly change the performance of the stormwater

system as presented in the design and calculations submitted with our original Notice of Intent. As was the case

with the original design, all post-development conditions will be improvements compared to pre-development

conditions.

1. ON-SITE EXCAVATION MATERIAL MAY BE USED FOR BACKFILL

OUTSIDE LIMITS OF BUILDING ONLY IF IT MEETS THE

REQUIREMENTS FOR BACKFILL PER THE EARTHWORK

SPECIFICATION (31 00 00). ON-SITE EXCAVATION MATERIAL

SHALL NOT BE USED BELOW ANY BUILDING FOOTPRINTS. IF

5. DUMPSTER PAD SHALL SLOPE AT A MINIMUM 2% INTO THE

PAVED AREA.

6. EROSION CONTROL FABRIC "A" SHALL BE USED FOR ALL SLOPES

3:1 OR STEEPER.

7. FOR THE PROPOSED ROOF DRAIN LINES, THE CONTRACTOR

SHALL INSTALL CLEAN OUTS AT THE END OF THE PIPE LINE, AT

ANY LOCATION WHERE THE PIPE CHANGES DIRECTIONS, AND

AT A 100 FOOT INTERVALS AS NEEDED. CLEANOUTS LOCATED IN

PAVED AREAS SHALL BE INSTALLED TO PROVIDE H-20 WHEEL

LOADING RATING.

8. THE LOCATIONS OF EXISTING UNDERGROUND UTILITIES ARE

SHOWN IN AN APPROXIMATE WAY ONLY AND HAVE NOT BEEN

INDEPENDENTLY VERIFIED BY THE OWNER OR ITS

REPRESENTATIVE. THE CONTRACTOR SHALL DETERMINE THE

EXACT LOCATION OF ALL EXISTING UTILITIES BEFORE

COMMENCING WORK, AND AGREES TO BE FULLY RESPONSIBLE

FOR ANY AND ALL DAMAGES WHICH MIGHT BE OCCASIONED BY

THE CONTRACTOR'S FAILURE TO EXACTLY LOCATE AND

PRESERVE ANY AND ALL UNDERGROUND UTILITIES. WHERE AN

EXISTING UTILITY IS FOUND TO CONFLICT WITH THE PROPOSED

WORK, THE LOCATION, ELEVATION AND SIZE OF THE UTILITY

SHALL BE ACCURATELY DETERMINED WITHOUT DELAY BY THE

CONTRACTOR AND THE INFORMATION FURNISHED TO THE

ENGINEER FOR RESOLUTION OF THE CONFLICT.

9. THE CONTRACTOR SHALL INSTALL SILT SACKS ON ALL

PROPOSED INLETS FOR THE DURATION OF CONSTRUCTION AND

INSPECT THE CATCH BASINS AFTER EACH RAIN EVENT. THE

SEDIMENT FROM SEDIMENT TRAPS SHALL BE REMOVED WHEN

DESIGN CAPACITY HAS BEEN REDUCED BY 50 PERCENT. SILT

SACKS SHALL BE REMOVED ONCE THE SITE IS PERMANENTLY

STABILIZED AT THE END OF CONSTRUCTION.

10. CONTRACTOR SHALL PROVIDE 12" PVC GATE VALVE TO ALLOW

FOR SHUTOFF OF DRAINAGE PIPING UPSTREAM OF

INFILTRATION CHAMBER SYSTEM AND DOWNSTREAM OF

KNOCKDOWN AREA CATCH BASIN. GATE VALVES SHALL BE AS

MANUFACTURED BY VALTERRA, OR APPROVED EQUAL.

11. CONTRACTOR SHALL DO A TEST PIT TO CONFIRM INVERT

ELEVATION OF THE EXISTING 24" CMP PIPE AT DMH1 AND

PROVIDE INFORMATION TO THE ENGINEER PRIOR TO

INSTALLATION OF DMH1.

12. CONTRACTOR SHALL STAKE OFF THE AREA OF INFILTRATION

CHAMBER SYSTEM AND INFILTRATION SWALES TO PREVENT

CONSTRUCTION EQUIPMENT AND STOCKPILED MATERIALS

FROM COMPACTING THE SUBGRADE SOIL, AND TO PROTECT

THEM FROM CONSTRUCTION TRAFFIC AFTER INSTALLATION.

13. THE CONTRACTOR IS DIRECTED TO THE GEOTECHNICAL

REPORT FOR DEPTH TO LEDGE. THE CONTRACTOR IS REQUIRED

TO REMOVE ALL LEDGE NECESSARY TO INSTALL THE

PROPOSED WORK AT NO ADDITIONAL COST TO THE TOW.
