Burgum attends Chamber, Herald Business Advisory Meeting. Gubernatorial Candidate Doug Burgum attended the recent Chamber Herald Business Advisory meeting. 44 local business leaders attended the meeting to provide Mr. Burgum with some insight on what drives the local economy and bring him up to speed on the many opportunities that lie ahead for our community and region. Doug offered his comments which were recapped in a Grand Forks Herald article last month. Mr. Burgum noted the meeting was similar to Federal Reserve Advisory Board meetings he has attended. Special thanks to everyone who attended to help bring Doug up to speed on our community.

The City of Grand Forks is proposing a sales tax speci c to infrastructure of .75%, which would bring our total local sales tax rate to 2.5%, on par with other regional cities.

There are over $350M in identi ed water, wastewater, and street/stormwater needs in the near fu-ture. The dedicated infrastructure sales tax is projected to produce approximately $7.75M annually for critical water, wastewater, and street/stormwater infrastructure needs of our City.

The proposed sales tax would only be used for water infrastructure, speci cally the New Regional Water Treatment Facility and Red River Valley Water Supply Project, and for street improvements and rehabili-tation as well as street extension projects.

An infrastructure sales tax is a proactive approach to address necessary improvements and expansions so Grand Forks can continue to enjoy safe water and safe streets for generations to come. The proposed sales tax would also minimize the need for signi cant increases to utility rates, property taxes and/or special assessments spreading the costs to anyone who uses our water and streets, not just our residents.

The proposed sales tax cannot be used for a new library. When the library discussion is at the appropri-ate point to talk funding, this will be a community-wide discussion and decision outside the realm of this critical infrastructure sales tax.

The New Regional Water Treatment Facility is scheduled to start construction in 2017. The New Water Treatment Facility will help ensure our current high standard for safe and affordable water quality and quantity for both our residents and our businesses will continue for generations to come.

The Red River Valley Water Supply Project is a State backed project to secure supplemental water supply in times of drought for central and eastern North Dakota.

In the last ve years, the condition of our overall road network has been decreasing. Additionally, at current funding levels, the City has minimal ability to expand roads and leverage federal/state funds to meet the growing needs of our community. To help keep our roads safe the City has priori-tized critical road needs.

Wastewater needs include a biosolids facility and disinfection and discharge improvements to ac-commodate growth and regulatory compliance issues.

The City Council, as the elected representatives of our community, will review and approve speci c infrastructure sales tax projects before any monies are appropriated.
