    Te Lower Missouri River Basin Advisory Councilheld the rst in a basin-wide series o scoping meetings inLewistown on uesday, October 8.

    Nearly three dozen participants attended the meetingto learn about the Montana Water Supply Initiativeplanning process, surace water supplies, groundwater, andwater rights as well as to identiy major issues o concern

    relating to water use in the uture.Don Pau, member o the Fort Peck Lake Advisory

    Committee, questioned whether any more o the annualaverage o 7.2 million acre/eet o water sent downriver outo state via the Missouri could be retained to help maintainwater levels behind the Fort Peck Dam during the summer.In ordinary measurement language, the average yearsoutow rom Montana, which is considered a headwatersstate, is a whopping 2.36 trillion gallons, and in 2011 was5.5 trillion gallons. Te group agreed that more researchis needed to nd out how much o that water must be sentalong to meet downstream water right claims.

    Other thorny issues that suraced included whatcan be done to protect water quality as the energy boomuses more water or development o oil and gas wells ineastern Montana; would more water storage projects be

    a cost-eective way to make sure that water is availableduring drought years; how can water use be accuratelymeasured; and will political concerns have an eect onimplementation o any recommendations made as a resulto this planning process.

    Five more scoping meetings will be held over thenext month in the Lower Missouri River basin. TeGlasgow meeting will be on Wednesday, October 23 at theCottonwood Inn; Culbertson on October 24 at the publiclibrary; Roundup on October 30 at St. Benedicts church;Harlowton on October 31 at the Youth Center; and Havreon November 7 at the Great Northern Inn. All meetingswill begin at 10:00 a.m. and last until approximately 1:30p.m., with lunch served.

    Now lets set the record straight!I spoke man to man, ace to ace with erry-Lee,

    Pat Kelly, Mike Mitchell and many St. Marie olks andreported verbatim their acts and opinions. I also utilizedpublished budgets, newsletters, meeting minutes, court

    documents, contracts, and judges rulings available tome. Did Diana Frantz come to me and ask to see myinormation sources and verication? NO.

    In last weeks Courier I gave Mike Mithells side o

    the story in which he mentioned a small group tryingto take over or break up the Village Board in a publicmeeting as well as a phone interview. I didnt say it, Ijust reported it. Mitchell told me many times that heis dropping the protective covenant lawsuit. Does onethink that they should allow those that dont pay theirVillage ees to rule and lead? A judges ruling supportedthe Village Resolution that i one doesnt pay, onedoesnt vote. In the course o properties bought ortaxes, $336,613 in Village ees were zeroed out and neverpaid (by State Law as erry-Lee said). I commend MikeMitchell and DM or paying the taxes, but the ocuso the issue was the attempted takeover o the VillageBoard in the Courier article.

    Te properties crumbling, streets with pot holesand buildings with leaky roos....ask the owners orecord about their properties. Te 29%ers have nothingto do with the property o others! Te 29ers pay over$300,000 per year in condo ees; compare their units tothe unkept inventory. Te people interested in comingto St. Marie are the onezy-twosy types that buy low andput money into xing the condos to live in or rent out.Maybe the big investors think that the unkept units dontpencil out and would not allow them to turn a prot. Isthat the ault o the retired single unit owners? And onlya little over $30,000 in Village ees are paid by the 29ers,just enough to cover the costs o street lights, snowremoval, minor street repairs and mosquito abatement.Te current Village Board serves without pay, and do so

    prudently, ethically and legally.And only 29% o total billed Village ees are received

    to provide the bare necessities. Subsequently one canonly do what one has the money to do with.

    his garden check out that goofy

    guy in his left hand. He actually wasnt

    sure how his crop was going to turn

    out as this spring he simply planted

    some spuds that had been forgotten

    in his garage and had sprouted. Looks

    like they did the trick considering one

    baked potato could easily feed a

    couple of people and youd probably

    have leftovers. I ended up with at

    least a couple hundred pounds of

    potatoes, Mr. Monson said.
