Workshop Objectives
• Objectives of LRFFT Regional Exchange– Provide CT6 countries with a common understanding and
support for EAFM to guide management of LRFF fisheries– Support CT6 agreement on science and capacity needs to
monitor progress in managing LRFF fisheries– Review and recommend models for multi-country, multi-
stakeholder forums or roundtables as appropriate for CT6 countries to improve regional scale LRFT outcomes
– Agree on a common set of issues to present a coordinated CTI regional position at an APEC-funded project on the LRFFT

1. Common Understanding of and Support for EAFM
1. To base national level fisheries management policies on EAFM principles
2. CT6 to encourage (now) and require (later) Hong Kong /China governments to help ensure imported LRFF are from responsibly managed, legal sources (i.e. IUU)
3. Complementary management standards be developed, promoted, and enforced across CT6 for high risk LRFF species
4. Encourage and facilitate Public-Private Partnerships for full-cycle aquaculture/ mariculture of important LRFT species using Better Management Practices
5. Standardize the management of LRFT across the CT6 countries (codes of practice; traceability)
6. Standardize statistical data needs relevant to CT6 capacities ,to improve the management of LRFT

2. Science Needs for Management of LRFT, including performance indicators
Biology and Ecology1. To determine the seasonality, location and
behavior of Fish Spawning Aggregation Sites (FSAS) by species
2. To improve knowledge of status of stocks of coral fish and their habitats to inform management on exploitation rates, particularly in relation to stock recovery
Aquaculture3. To support development of “viable” full cycle
mariculture production thru improved knowledge and technology transfer, technical assistance and market intelligence
Economics4. To improve traceability (i.e. chain of custody) of
LRFF coming from wild-caught and aquaculture production

3. Developing regional multi-stakeholder Forums and Roundtables for the LRFT (Based on Goal #2, Target #4, Actions # 2 of the RPOA)
1. Issues and concerns affecting the LRFT include– Across CT LRFT are species under threat as result of over-
exploitation and unsustainable fishing practices – RPOA and NPOAs identify need for practical solutions to
LRFT sustainability involving the private sector– Multi-stakeholder initiatives /platforms (Forums or
Roundtables) may be an appropriate mechanism for engaging actors along LRFT supply chain
2. Technical Working Group established to– Formulate and endorse TOR to establish a sub-
committee / working group to consider appropriate model including composition involving markets and the private sectoro EAFM principles piloted for LRFT as example for
reformo Round-Table / Forum for PPP Dialogue

3. Developing regional multi-stakeholder Forums and Roundtables for the LRFT (Based on Goal #2, Target #4, Actions # 2 of the RPOA)
3. Formation of an inclusive CTI multi-stakeholder initiative such as a forum or roundtable can aid in ensuring sustainability of the LRFT. Core issues for dialogue would include:– Unsustainable market demand in terms of
ecosystem productivity– Fair pricing for fishers/collectors/buyers– Lack of enforced regulations on fish size,
collection from spawning grounds etc– Bad Practices along Value Chain (IUU, high
mortality)– Lack of Awareness of issues along value chain– Lack of information on ecological, biological, socio-
economic indicators

4. Presentation of outputs and recommendations from Regional Exchange at APEC Fisheries Working Group (FWG) supported project “Market-Based Improvements in the Live Reef Food Fish Trade” to be held in Indonesia in early 2011
1. On behalf of CTI, outcomes from the USCTI Regional Exchange Workshop be presented at the APEC FWG workshop in the session on Regional Collaboration and Cooperation, which is focussed on public-private partnerships and on bi- or multi-lateral efforts government agreements.
2. Two presentations to be made at the APEC FWG workshop :
– A Senior Official to present on behalf of the CTI that i) CT6 working together to manage LRFT in their waters
more sustainably under and EAFMii) CT6 seeking the cooperation of other nation states and
LRFT stake-holders – Designated Participant from the CTI LRFT Regional
Exchange workshop to present workshop results including recommendations to the SOM
Recommendations to SOM for ApprovalRecommendation 1: Approval to present results of the CTI LRFT October Workshop as an official CTI result to the APEC LRFT Workshop to be held in Indonesia (Feb 2011)
Recommendation 2: Request EAFM Focal Points and relevant Technical Working Group review and incorporate recommendations from the USCTI LRFT Workshop into their work as appropriate
Recommendation 3: As per recommendations from LRFT workshop, request multi-stakeholder initiatives for LRFT be considered by the appropriate Technical Working Group as part of overall effort to strengthen private sector engagement with the CTI through Public-Private Partnerships (PPPs) in support of EAFM Policy Framework.
