2. Cancellation. MCO 6700.2D, MARADMIN 317/02, MARADMIN666/07, MARADMIN 494/01.

3. Mission. To provide policy for the computation, acquisitionand management of Class VIII materiel required to sustain MarineCorps Forces across the spectrum of operations outlined inOperations Plans (OPLANS) and Contingency Plans (CONPLANS).

4. Execution

a. Commander’s Intent and Concept of Operations

(1) Commander’s Intent. The Marine Corps is responsibleto fulfill a capability equivalent to 60 DOS for medicalconsumables, equipment, and associated materiel to includemedical repair parts and test equipment in accordance withreference (d). The 60 DOS capability is based on the NavalHealth Research Center (NI-IRC) modeling used to simulate medicalsurges by patient quantity and type. In support of the 60 DOSrequirement for Class VIII materiel, Marine Forces (MARFOR5) arerequired to maintain 15 DOS for Class VIII materiel.

(2) Concept of Operations. This Order provides guidanceto Headquarters Marine Corps (HQMC) agencies, the OperatingForces (OPFOR), and the Supporting Establishment (SE) concerningthe management of Class VIII materiel. Additionally, this Orderdirects Deputy Commandants, subordinate agencies, MarineComponent Commands, and Marine Forces to; identify essentialClass VIII materiel, determine modernization of this materiel,determine appropriate quantities, source requirements, positionon-hand Class VIII materiel, acquire Class VIII materiel, andupon request, distribute Class VIII materiel in order to supportMarine Corps missions. This order also directs that the DefenseMedical Logistics Standard Support (DMLSS) is the designatedsystem for line item inventory management and that Global CombatSupport System-Marine Corps (GCSS-MC) is the primary informationtechnology system for Authorized Medical Allowance Lists/Authorized Dental Allowance List (AMAL5/ADAL) management.

b. Subordinate Element Missions

(a) Publish Marine Corps programming and budgetingguidance that is consistent with reference (b) to enable detailedClass VIII management planning.

(2) Deputy Commandant Plans, Policies and Operations (DCPP&O)

(a) In coordination with Deputy CommandantInstallations and Logistics (DC I.&L) , determine preliminarycasualty estimation (CASEST) for 60 to 180 DOS in accordancewith the planning estimate established with each OPLAN.

(b) In coordination with DC I&L, ensure that ClassVIII materiel requirements are included in operational planning.

(3) Deputy Commandant Installations and Logistics (DCI&L)

(a) Develop, publish, and maintain policy directivesrequired to support Class VIII management.

(b) Maintain staff cognizance over Class VIIImanagement matters to ensure the management of, selectioncriteria, requirements determination, sourcing, positioning,acquisition, and distribution of Class VIII materiel support forthe operational requirements of the MARFOR5; develop andcoordinate the Service operational guidance for these areas; andrespond to external audits.

(c) Review and approve the methodology for computingClass VIII materiel expressed in DOS.

(d) Coordinate with DC PP&O to determine appropriateCASEST for 60 to 180 DOS.

(e) Provide HQMC CASEST to the Naval Health ResearchCenter (NHRC) for input into the Tactical Medical LogisticsPlanning Tool (TML+). Modeling conducting in TML+ will be usedto determine AMAL5/ADAL configurations for the 15 DOSrequirement and surge requirements for 16-180 DOS.

(f) Support and participate in the modernizationreview for AMAL5/ADAL.

(g) Support and participate in the creation of theHQMC Medical Contingency File (MCF) and submit the MCF to Defense

Logistics Agency (DLA) Troop Support.

(h) Redistribute Class VIII materiel amongst MEF5 asrequired in support of Global Sourcing.

(i) Participate in the DLA biannual review of medicalcontingency requirements. Act as the advocate for Marine CorpsClass VIII requirements during this review.

(j) Advocate for required training and educationrelating to Class VIII management.

(k) Advocate for medical information technologysystems. Provide guidance for the management of these systems.

(4) Deputy Commandant Combat Development and Integration(CD&I)

(a) In coordination with the Program Evaluation Board(PEB) Chairs, plan and program for Class VIII initial issue (15

DOS) requirements during the Program Objective Memorandum (POM)development cycle.

(b) Support and participate in the modernizationreview of AMALs/ADAL.

(c) Determine requirements for initial issue (15 DOS)of Class VIII materiel.

(d) Serve as the advocate for Class VIII funding.

(e) Provide requirements for new Class VIII materielinventory to COMMARCORSYSCOM.

(f) Collaborate with COMMARCORSYSCOM to generatejustification and supporting documentation to establish ClassVIII initial issue (15 DOS) and modernization initiatives forprogramming and budgeting.

(g) Validate that initial issue (15 DOS) of ClassVIII materiel has been received by MARFOR5 via Total ForceStructure Management System (TFSMS)

(h) Advocate for the Theater Medical InformationProgram and recommend changes to HQMC policy based on programinitiatives.

(5) Commander Marine Corps Logistics Command(COMMARCORLOGCOM)

(a) Ensure Blount Island Command (BIC) supports andparticipates in the modernization review of AMAL5/ADAL.

(b) Ensure each Maritime Prepositioning Squadron(MPSRON) has the Initial Issue (15 DOS) and Sustainment of ClassVIII materiel that will be used for contingency operations.During War Reserve Withdrawal actions, the Combatant Commander(CCDR) must approve the release of the Class VIII assets heldaboard the MPSRON5.

(c) Ensure BIC provides for the identification,reporting, accountability, custody, and maintenance of on handClass VIII materiel via GCSS-MC and DMLSS in accordance withreferences (f) and (j) respectfully.

(6) Commander Marine Corps Systems Command(COMMARCORSYSCOM)

(a) Serve as the Marine Corps executive agent for theprocurement and management of Class VIII War Reserve MaterielRequirements (WRMR).

(b) Ensure each AMAL/ADAL is reviewed at least everyfour years. Operating Force requirements may cause these liststo be reviewed more frequently.

(c) Establish AMAL5/ADAL modernization reviewschedule to include venues to host reviews and publish schedulevia electronic correspondence.

(d) Lead AMAL5/ADAL modernization review. Ensurethat NHRC is included in the review.

(e) Collaborate with CD&I to generate justificationand supporting documentation for Class VIII initial issue (15DOS) and modernization initiatives for programming and budgeting.

(f) Submit Class VIII initial issue funding toPrograming Budgeting Documentation Database (PBDD).

(g) Receive Class VIII funding and procure InitialIssue (15 DOS) and Modernization of Class VIII and all CBRNInitial Issue, consumables, and reparables in accordance with theModernization Buy List.

(i) Maintain and manage the standard configurationfor AMAL5/ADAL

(j) Maintain and manage the AMAL5/ADAL line list.

(k) Maintain the Medical Logistics Online website.

(1) In coordination with DC I&L, participate invalidation of the MCF.

(7) Commander Marine Forces Command and Commander MarineForces Pacific (COMMARFORCOM/COMMARFORPAC)

(a) Maintain 15 DOS of AMAL5/ADAL for respective MEF5as configured by COMMARCORSYSCOM. Ensure that proper Class VIIImateriel is present or available to deliver the appropriatecapability of health services. Additional details on Class VIIIconfiguration can be found in reference (c)

(b) Budget and procure for the replenishment of ClassVIII AMAL5/ADAL, held at the Medical Logistics Company (MEDLOGCO),used in accordance with the authorized rotation of stocks.

Cc) Support and participate in the AMAL5/ADALmodernization review.

Cd) Receive initial issue (15 DOS) of Class VIIImateriel from COMMARCORSYSCOM and incorporate into the Class VIIIinventory. Ensure that associated property records are updatedupon receipt of materiel via GCSS-MC in accordance with reference(f).

Ce) Ensure that MEDLOGCO5 inventory Class VIIImateriel in accordance with reference (e)

Cf) Maintain Class VIII materiel inventory in GCSS-MCand DMLSS in accordance with references (f) and (j) respectfully.

(g) If ordered by DC I&L, redistribute Class VIIImateriel in accordance with Class VIII Redistribution NavalMessage.

(h) Provide for the identification, reporting,accountability, custody, and maintenance of on hand Class VIII

(i) Ensure pharmaceutical stocks and narcotics arehandled and accounted for in accordance with reference Cc)chapter 21 of reference (h) and reference (i)

(8) Commander Marine Forces Reserve (COMMARFORRES)

(a) Maintain the AMALs/ADAL for Reserve Units. Ensurethat proper Class VIII materiel is present or available todeliver the appropriate capability of health services in supportof operations, training, and exercises.

(b) Budget and procure for the replenishment of ClassVIII AMAL5/ADAL, held at the MEDLOGCO, used in accordance withthe authorized rotation of stocks.

Cc) Support and participate in the AMAL5/ADALmodernization review.

Cd) Receive initial issue (15 DOS) of Class VIIImateriel from COMMARCORSYSCOM and incorporate into the ClassVIII inventory. Ensure that associated property records areupdated upon receipt of materiel via GCSS-MC in accordance withreference (f)

c. Coordinating Instructions

Cl) Class VIII Management Program. Objectives of theClass VIII Management Program are achieved by the followingfunctions/processes: Management, Selection Criteria,Requirements Determination, Sourcing, Positioning, Acquisition,and Distribution, as depicted in Figure 1. Detailed levelguidance on the execution of Class VIII management functions isprovided in reference Cc)

Ca) Management. MELOGCOs provide custodialmanagement of authorized Class VIII materiel for Marine

Operating Forces. MEDLOGCOs are required to maintain theAMALs/ADAL for their respective MEF; this does not includeassets to support garrison medical care. The MEF5 draw againstavailable assets held by MEDLOGCOs. The MEDLOGCO5 are alsoresponsible for ensuring that the proper equipment andconsumables are present or available to deliver the appropriatecapability of health services. This process is conductedthrough Limited Technical Inspections (LTI).

(b) Selection Criteria

1. The Marine Corps AMAL5/ADAL are designed toestablish and/or support a specific health care mission. Thesehealth care missions will be influenced by factors such asfluctuations in combat intensity, evacuation policies andcapabilities, and availability of non-organic health caresupport; i.e., Navy Medical Expeditionary Medical Facilities,host nation support, etc. The Marine Corps has established aprocess, the AMAL/ADAL Modernization Review, to review themedical materiel to ensure appropriate medical materiel matchesthe desired capability sets. This review is conducted toimprove operational medical readiness to the Warfighter byfielding improved medical materiel. The results of this reviewreflect current treatment protocols and modalities.

2. Although pharmacy is included in theModernization Review, due to shelf life issues, COMMARCORSYSCOMdoes not procure these items. It is the responsibility of theMEDLOGCO5 to procure the pharmacy through the Prime VendorPharmacy (PVP) or DLA Contingency Contracts.

Cc) Requirements Determination. The Marine Corpshas two distinct phases for determining Class VIII materielrequirements.

1. The first phase is to establish initialissue (15 DOS) requirements as a part of the Table of Equipment(T/E) listed in TFSMS. The AMAL5/ADAL types and quantities inthe T/E comprise the unit’s basic allowance. Although theseAMAL5/ADAL T/E’s are predetermined, they undergo routinereviews to ensure the type and quantity of materiel is inaccordance with changing mission objectives or force structure.

2. The second phase of requirementsdetermination is to determine the surge, or strategic,requirements that are needed to meet the 60 DOS capabilityrequirement. Details on how this phase is conducted can be

found in reference Cc)

3. Modifications to a unit’s AMALs/ADAL T/Emay be required in order to gain additional Warfightingcapabilities. After receiving MEF Commander approval, unitsmay recommend substitutions or additions to their AMAL5/ADALT/E through the Urgent Needs Process (UNP). Details regardingthis process can be found in reference (g)

(d) Sourcing. AMAL5/ADAL are modularly configuredin standardized configurations to allow for ease of embarkationand transportation. Due to this configuration, AIVIALS/ADAL areissued in complete blocks. The issuing of partial blocks is

•not authorized. If a unit requires supplemental items,equipment, or consumables, it is the responsibility of theindividual unit to fund, source, and procure these requirementsthrough the Marine Corps supply system and not the MEDLOGCO.

1. Each MEDLOGCO is required to have a minimumof 15 DOS of required Class VIII materiel. Any shortfall inthis requirement is registered with HQMC and filled through theGlobal Sourcing Concept, Prime Vendor MED-SURG and Prime VendorPharmacy. The Global Sourcing Concept allows the Marine Corpsto pool resources from all MEDLOGCO5 to fill deficiencies inClass VIII materiel across the Marine Corps. Prime Vendor MEDSURG and Prime Vendor Pharmacy are contract vehicles used tofill shortfalls in Class VIII materiel.

2. Surge requirements, consisting of 16-60DOS, are registered through the HQMC portion of the MCF andsubmitted to DLA Troop Support. Requisitions against thesepre-planned requirements are submitted by the MEDLOGCO5 to DLAvia the DMLSS. Shortfalls in surge requirements are firstfilled using assets aboard MPF ships. If assets aboard MPFships are not available or will not fill the shortfall, DLATroop Support fills these requests through contingencycontracts or traditional support.

(e) Positioning

1. Positioning of Class VIII materiel, asdefined by reference (d) , does not occur since there is nostockpile of Class VIII materiel beyond the stocks equivalent to15 DOS held by the MEDLOGCO5 and the stocks held aboard MaritimePrepositioning Force (MPF) ships. In accordance with referenceCd) , each MPSRON is required to have Class VIII Initial Issue

(15 DOS) and Sustainment that will be used for days 16 to 30 ofcontingency operations.

2. DLA Troop Support utilizes contingencycontracts with vendors and traditional support to fillrequirements during days 16-60. These items will be positionedby DLA and the vendor as needed. After day 60, materiel ispositioned by DLA Troop Support in the theater of operationswith the Theater Lead Agent for Medical Materiel (TLAMM) orwithin the Medical Supply Chain Network. The TLAMM is designatedby the combatant commander to provide the operational capabilityfor medical supply chain management and distribution fromstrategic to tactical levels. In a land-based theater, the Armywill normally be designated as the TLAMM.

(f) Acquisition

1. COMMARCORSYSCOM procures the Initial Issue(15 DOS) and Modernization of Class VIII materiel and allChemical, Biological, Radiological and Nuclear (CBRN) InitialIssue, consumables and reparables through the Warfighting PEB.

2. The MEF commander is responsible forfunding the requisitioning, maintenance, and management controlof all Class VIII materiel after initial issue (15 DOS)

3. Access to Class VIII materiel for days 16-60 are funded through contingency contracts. DLA utilizes theWarstopper Program to fund these requirements. The WarstopperProgram is a Department of Defense Operations and Maintenanceline of funding that finances the access fees to distributorsand manufacturers for maintaining stocks of Class VIII materielthat may be used in surge and sustainment operations. TheMarine Corps does not incur any cost for this program.Costs for contingency contracted materiel are incurred by theMarine Corps when requisitions for Class VIII materiel aresubmitted.

(g) Distribution. Re-distribution of Class VIIImateriel to fill shortfalls in the 15 DOS requirement is donethrough the Global Sourcing Concept. DLA Troop Support willdistribute materiel after day 15 utilizing the Medical AirBridge (MAE), if available. The MAE is the means by which DLATroop Support distributes Class VIII surge requirements. TheMAB provides materiel to an Aerial Port of Debarkation (APOD)within 72 hours of the request. Each MEDLOGCO is an authorized

MAB user. Traditional cargo movement via TRANSCOM is utilizedfor destinations not served by the MAB.

(h) Chemical, Biological, Radiological and NuclearMateriel Management

1. CBRN Skin Decontamination Kits are ClassVIII assets that are centrally managed with all Marine Corpsnon-medical CBRN equipment.

2. The requirement for Skin DecontaminationKits are calculated and managed using the same procedures asClass II materiel and are procured by COMMARCORSYSCOM throughthe Warfighting PEB. Additional details on how CBRN materiel ismanaged can be found in reference Cc)

5. Administration and Logistics

a. Directives issued by the Commandant of the Marine Corpsare published electronically and can be accessed via the MarineCorps homepage at: http://www.marines.mil.

b. Directives may be accessed and referenced from theinternet, CD-ROM, or other sources. For the purpose ofinspection, electronic files suffice and need not be printed.Hard copy and CD-ROM versions of Marine Corps directives can beobtained through the Marine Corps Publications DistributionSystem.

c. There are other publications that are useful to personnelwith respect to Class VIII management. These documents are notdirectly addressed in this policy yet are critical because eachone influences the Class VIII management or is utilized bysystem users. Below gives a brief summary of each reference’srelevance to Class VIII management.

(1) Chapter 19 of reference (h) , outlines the medicalresponsibilities, organization, and support of the MarineOperational Forces.

(2) Reference (k) promulgates medical policies andprocedures for forces which COMMARFORRES exercises command andoperational control.

(3) Reference (1) provides guidance on the management ofmedical and dental inventories.

AMAL Supply. A list of consumable supplies that are required tosupport a predetermined patient care load associated with aspecific health care function.

Authorized Dental Allowance List (ADAL). A list of the minimumtypes and quantities of equipment required to establish aspecific dental care function (e.g., dental operatory/dentalclinic) combined with the list of consumable supplies that arerequired to support a predetermined patient care load associatedwith the dental care function.

Module. The packaging of equipment or supplies, which comprisean AMAL5/ADAL, into a functional unit.

Defense Medical Management Program Office (DMMPO). The DMMPO iscomprised of a general/flag officer from each of the fourmilitary services. The DMMPO is tasked by the AssistantSecretary of Defense for Health Affairs (ASD/HA) to developcommonality of deployable medical facilities and providerecommendations to improve commonality amongst the services.DMMPO members include ASD/HA; Office of the Joint Chief of Staff(OJCS/J4), Deputy Director for Medical Readiness; DLA, Director,J3; Joint Forces Command, Command Surgeon; United States ArmyMedical Research and Materiel Command; HQMC, Medical Officer;Office of the Chief of Naval Operations, Director of MedicalResources, Plans, and Policy Division (N931) ; United States AirForce, Assistant Surgeon General.
