Town explores tax exemptionsCouncil has asked staff to look at offering tax exemp-

tions to developers in order to revitalize downtown.Mayor Ron Hovanes expressed his desire to offer incen-

tives, such as tax exemptions to developers and property owners in the new C3 (town centre) zone.

Council hopes this will entice developers to fill in the Town’s empty lots.

Chief Financial Officer Dave Svetlichny reminded coun-cil to take into account the loss of revenue this incentive will create.

Municipal Manager Tom Szalay said the Town can use this incentive as an additional planning tool, which can create jobs.

Council awards contractThe Town has awarded a $13,325 contract to Urbanics

Consultants Ltd. for a hotel feasibility study.The study will determine whether a hotel is economi-

cally feasible in Oliver, and if so, what type of hotel.The Town received four proposals, but Urbanics scored

the highest in the evaluation criteria.

Goodbye StephanieMayor Ron Hovanes presented a former Town staff

member with a parting gift last week.Stephanie Johnson, former director of development ser-

vices, is now working for Urban Systems in Kelowna.She worked for the Town of Oliver for five years. Her gift

was a scenic photograph of the area.Johnson said she hopes she has left the community with

a better zoning bylaw, which is currently being updated.

Firefighters learning addressesMayor Ron Hovanes said it appears local firefighters are

not having any difficulty navigating the new street name system in town.

He made this comment after reviewing May’s call-out

sheet provided by the fire department. The sheet indicates the types of calls that members responded to and the ad-dress, which shows the names of the new streets.

“Obviously firefighters are finding where they need to go,” Hovanes said.

Councillor Dave Mattes stated he would like to see all residents change their house address numbers to reflect the new system.

The fire department opposed the street renaming initia-tive when it was announced a couple of years ago.

Council opens upIn a bid to be more open and transparent, council has ad-

opted the “Routine Release of Closed Resolutions Policy.”Mayor Ron Hovanes admitted this move has generated a

number of calls from the media, suggesting the Town is a “trail blazer” in terms of openness and transparency.

Hovanes said a lot of in-camera discussions (personal and legal matters) may never be released to the public, but some items will. For example, contract settlements after being ratified, land sales, and purchases after completion.

Under the new policy, staff will determine (on a quar-terly basis) whether the requirement for confidentiality on various resolutions has passed. If it has, these items will be brought forward to a closed meeting with a recommenda-tion that they be released to the public in whole or in part.

Bumpy road irks mayorMayor Ron Hovanes raised a concern about White Lake

Road and how bumpy it is.He said the Ministry of Transportation repaired the

whole surface last fall by laying down a bed of oil and ag-gregate. This has left the road very rough, which makes for an unpleasant and noisy ride for motorists, he stated.

Hovanes said if the same road treatment was used in Naramata, there would be a lot of screaming from area motorists. The mayor said the RDOS is drafting a letter of concern to the ministry.

Vehicle shears poll

On June 29 at 2:13 am Oliver RCMP responded to a re-port of a single vehicle collision in the 37400 block of Highway 97 (near Bettison Road) north of Oliver.

A 2004 Subaru Impreza had gone off the road and struck a utility pole. The driver and sole occupant, a 25- year-old Penticton male, was trapped in the vehicle and subsequently extricated by the Oliver Fire Department. The male was examined by paramedics and transported to Penticton Regional Hospital where he remains in se-rious but stable condition.

The utility pole was sheared mid-way due to the force of the collision and the vehicle is a write-off. Police said alcohol is believed to be a contributing factor in the ac-cident. The matter is still under investigation.

Vehicle rolls and catches fire

Oliver RCMP and firefighters were recently dis-patched to a car fire approximately five kilometres east on McKinney Road.

On arrival, it was confirmed that a 1995 GMC Jimmy was in the ditch on the north side of the roadway. The driver and sole occupant advised that she had been eastbound on McKinney Road when she drifted onto the right shoulder. The driver over-corrected and the ve-hicle ended up in the opposite side ditch. Police report the vehicle rolled two or three times, coming to rest in an upright position. As the driver exited the vehicle, it caught fire and was fully engulfed within moments.

The driver received minor bumps and scrapes. The fire was quickly extinguished and there was no risk to local forests. Neither speed nor alcohol were contribut-ing factors and no charges are being considered.

British show opens eyes

Masterpiece Theatre’s Downton Abbey has risen to world-wide acclaim. Seems people are saying it’s the best show on TV these days. I have to agree.

Several folks petitioned Sundance Video in Oli-ver to order it in and when they did, it flew off the shelves. The staff there let me have first crack at it, and once I had watched seasons one and two I start-ed over again deciding that there truly was nothing better on TV.

Then I ordered season one for my father for Fa-ther’s Day. My mother, whom is certainly no Eng-lish lover, even though she’s married to one, had to agree she liked it very much as well.

The show begins with the sinking of the Titanic in 1912 and the heir to an English castle has drowned. Now the lord of the castle must scour his ancestry for another male heir and the show carries on.

The show is actually filmed at Highclere Castle in England and the real chatelaine of the house isn’t much older than me.

In season two the series takes us into the First World War.

I know just about nothing about both world wars. My grandfather was a machine gunner in the first world war and I recall my older sister telling me he didn’t talk much about that war to her except the one thing he did mention was the awful sound of the horses in the night. I imagine him in the bunker listening to them without any help coming in their dying moments filled with fear and pain.

I’m not much for attending in person Remem-brance Day parades. I have been to several over the years and no matter what town I live in I stand by the side of the road in tears.

Most of the veterans in Oliver are strangers to me. I didn’t grow up knowing them or their chil-dren, and to see my own father, a veteran in a Re-membrance Day parade would reduce me to tears ten-fold.

Downton Abbey did one very important thing for me – it taught me truly what that war was like in the trenches and on the front lines. The filming of the war scenarios is so well documented with officers and soldiers having their “cuppa” tea in the bun-kers as the earth above them shakes and crumbles brought the reality of the destruction up to my throat.

After watching this series and especially the seg-ments about the war, I know one thing: I will never not attend in person another veteran day parade as long as I live, no matter which town I live in.

Cherry growers’ cannons a painWhat should I do? North of town, between Ridgeview

Road and Sportsmen’s Bowl Road some propane cannon went all night long. It is still going now at 5 am.

Cherry growers that use propane cannons should show more responsibility and be mindful and respectful towards

their neighbours. The use of these devices should be more regulated and clarified for everyone involved.

Running cannons all night isn’t good farming.

Farmers’ Market should pick up asmore fruit, vegetables start ripening

The sun was very much in evidence for the first Oliver Farmers’ Market of the season on Thursday, June 21.

The vendors were in rather short supply as the fruit and veggies are a little slower ripening this year, but over the coming weeks, there will be more vendors appearing with their tempting fresh picked produce.

The day was changed to Thursday this year in the hope of tempting vendors who currently sell their wares at ei-ther Penticton or Osoyoos, who both hold markets on Sat-urday mornings.

For the first hour it was a little slow, then there was a steady stream of customers enjoying the experience of lis-

tening to live guitar music whilst browsing through fresh garden vegetables, fresh and dried herbs, Oliver honey and freshly baked pastries. There were also stalls with beauti-fully crafted jewelry, woodcarvings, and a variety of cro-cheted or stitched goods.

Potential vendors are always welcome and local inter-est groups and hobbyists are also invited to set up infor-mation tables.

Local service clubs are invited to come and sell hot dogs or burgers to raise funds for their club. For informa-tion call Jean at 250-498-3369.

Graduates from SOSS are being encouraged to follow their dreams and work hard, but also to help others along the way. Really, their education has only just begun.

Graduates from SOSS have grown up all their lives with limits.

But valedictorian Caitlyn Bennett finally questioned those limits last week during commencement ceremo-nies. What really are the limits? she asked.

“Mr. Gruntman would tell you, ‘They are a value a function approach-es but never reaches.’ Mr. Basso would tell you, ‘They are unsurpassable bounds such as oceans or mountains.’ Mr. Abbie might define them as, ‘The final utmost or further bound or point.’ But Rory Lodge (fellow gradu-ate) would say, ‘The limit does not ex-ist,’ and I believe she is the closest to correct.”

Bennett told the grads of 2012 nev-er to forget that nothing is stopping them from getting to where they are going.

“You reached above and beyond when you should have been too tired to reach at all. You raised the bar be-cause you had no fear you might fall.”

Bennett pointed to all the parents . . . the main reason the grads will find success in the future.

“You were with us on that first day of Grade 8 when we so coolly told you to chill out . . . you cheered us on when we succeeded, and pointed out the lessons in our failures. You were our taxi, restaurant, chequebook and maid. You stayed humble when you should’ve been on the rooftops shout-ing, ‘I told you so!’”

Bennett added the grads have de-cided to keep their parents around for awhile.

Thanks to their teachers, the grads met the “prescribed learning out-

comes” and are fine examples of to-day’s intellectuals, Bennett said.

She noted their teachers encour-aged them to ask the important ques-tions, so they did, such as “When does this class end?”

Bennett said teachers sacrificed so much of their time for the students and were so inspirational. “Although I don’t know how you will survive with-out us, I believe in you.”

Bennett told fellow graduates to work hard no matter how long the

road may be. “Whether you’re build-ing houses, building bridges, making cabinets or making art, strive to be the best.”

Mayor Ron Hovanes said the grads rose to grace after so much adversity during the past year. He stated that when the graduates have children, their kids will complain about hav-ing to walk to school. But the grads can say their school burned down and their parents still made them attend.

Hovanes said wherever dreams

take the grads, Oliver will always have a home for them.

Theresa Gabriel said the Osoyoos Indian Band is proud to have 10 na-tive students graduate this year. She offered all the grads the following advice: Remember to take the time to enjoy life because it goes by in the blink of an eye; appreciate your loved ones; and prepare for some trials and tribulations because they are inevita-ble. Oh, and don’t forget to brush your teeth and floss.

School trustee Tamela Edwards reminded the students to nurture an “attitude of gratitude” in life, use their education to protect and inspire others, and when faced with adver-sity, reflect on the personal strength they demonstrated during the past nine months.

Superintendent of schools Bev Young said the students’ education has just begun and the world has so much to teach them.

She offered some advice of her own: Figure out what you like to do and what you are good at, and make mon-ey doing it; don’t sweat the small stuff; and be kind to those you encounter.

One more thing . . . if you ever have to ask yourself , “Should I post this on Facebook?” The answer is probably no, Young said.

Principal Cate Turner referred to the diversely talented grads as excel-lent role models for future students. “You really represent the best of our community.”

Instead of advice, Turner offered the young men and women the fol-lowing challenges: Respect and help others; live a life that people will be proud of; nurture your relationships; and act with integrity.

Joan Chambers, the Okanagan-Similka-meen literacy outreach coordinator pre-sented the District Literacy Plan to the board of education at our regular June meeting.

It was encouraging to hear how many groups are collaborating to set literacy goals for an area that includes the commu-nities of Summerland all the way south to Osoyoos and west to Hedley. If you would like to learn more about this plan visit www.literacynowso-s.ca.

We are very proud to announce that we have 182 students graduating from our schools this year - 48 students from Osoyoos Secondary School, 85 from Southern Okanagan Sec-ondary School, 20 students from YouLearn and 29 students from Similkameen Elementary Sec-ondary School. Congratulations to all of our graduates.

District staff and trustees had an opportunity to attend a school learning plan session where administrators from each school shared their goals for the upcoming school year. Admin-istrators presented the student results and shared their strat-egies and the structures to be put in place to increase student achievement.

Megan Abele, BC manager for Roots of Empathy visited our district recently and was very impressed by how embedded Roots of Empathy is in our communities and also by the success of the programs in the district. She is planning to host a train-ing session for instructors in Oliver this fall. We are very excited to announce that the district’s application for a Request for Proposal to the Industry Training Author-ity has been accepted. The district will be receiving a grant of $20,000 which will be used to focus on maintaining the work be-ing done in secondary school apprentice-ship programs. We will also look at improv-ing the Grade 6/7 program to make it more hands on.

We are happy to announce that Ron Rachinski has been re-elected as president of the local teachers’ union for the 2012-

2013 school year. We are looking forward to working with him for another year.

This year we have eight teachers and five support staff members retiring.

Our district has received $298,052 in learning improvement funds as part of Bill 22 which was passed in March.

Administrators are consulting with staff around the learning needs of students in classes for the 2012-2013 school year and will submit requests around teacher, EA and paraprofessional support. The superin-tendent is currently in consultations with the teachers’ union and CUPE with the

goal of establishing a tentative spending plan.

Oliver Elementary School has been selected as the site for the first pilot project for a hub in the district. The pur-pose of the hub is to centralize services for families in one lo-cation. Partners for this proj-ect include: Oliver Parks and Recreation, Communities for Kids, Infant Development Pro-gram (Okanagan Boys and Girls Club), Success by Six, CAP-C (Desert Sun), Child Develop-ment Centre, Public Health and Child Protection. This will be a

resource and referral centre for families for drop-ins and appointments.

The board of education gave the 2012/2013 annual budget and bylaw three readings and it was approved.

Due to the cut in our funding protec-tion grant (which in the past were paid to districts to offset declining enrolment) we will be faced with a reduction in funding of $337,461 from the ministry. We will be receiving $298,000 in additional funding through the Learning Improvement Fund but this is targeted funding to help improve classroom learning conditions.

It is interesting to note that of our $24 million revenue, 81 per cent is spent on instruction, five per cent on district and administration staff, 11 per cent on opera-tions and maintenance and three per cent on transportation.

Three policies were given notice of mo-tion and will be posted on our website. The policies deal with field trips, ordinarily res-ident and healthy living.

The BC Fruit Growers’ Association (BCFGA) announced that its request to have a new replant program start in 2012 has failed.

The Orchard Replant Program 3 is a continuation of ear-lier programs that have helped tree fruit growers revitalize their orchards in a bid to remain competitive.

BC’s Minister of Agriculture Don McRae announced the creation of the replant program on May 23. Details provid-ed in the press release did not specify the start-up date, and the BCFGA expected the replant program to be available for 2012.

The replant program provides about $7,000 per acre in grant towards the $25,000 to $30,000 per acre cost of re-planting an apple orchard, or about 30 per cent of the to-

tal cost. A series of gov-ernment studies have shown that the industry does not have the re-sources to renew the in-frastructure in orchards, and the replant program helps growers achieve a higher level of self-suffi-ciency.

The program also en-courages high-density plantings, which use more efficient irrigation systems and reduce vol-

umes of pesticides as orchards are more compact. Upon learning of the delayed start-up of the Orchard

Replant Program 3, BCFGA president Kirpal Boparai noted that the association immediately asked the minister to re-consider the start-up date. “Growers understood from the funding announcement that the program would be avail-able in 2012. When the BCFGA found out that this was not the case, we made every effort to explain to the minister the need for funding this year, as well as to respond to his concerns. Unfortunately, it seems as though our appeal has fallen on deaf ears,” Boparai said.

The funding was transferred from last year’s provincial budget, so delaying the start-up of the program does not impact government finances.

“The money is already expended as far as the govern-ment is concerned,” said Jeet Dukhia, BCFGA vice-presi-dent. “Why did the minister rush to come to our beautiful valley and give growers false hope? There is definitely a feeling of betrayal from our members,” Dukhia said in dis-appointment.

The BCFGA represents 575 commercial tree fruit grow-ers in BC, producing a 2011 farmgate value of $78.4 million on 14,800 acres, according to Statistics Canada.

Employers, teachers reach tentative dealTeachers, parents and students will be heading into

summer holidays with a sense of relief now that the teach-ers’ strike has ended . . . for now.

Public school employers have reached a tentative, one-year collective agreement with the BC Teachers’ Federa-tion.

“I do feel relieved,” said Ron Rachinski, president of the South Okanagan Similkameen Teachers’ Union. “Things should be back to normal in September,” he added, not-ing it’s up to teachers whether they commit to volunteer activities as they always have. He stated there will be no pressure from the union to step out of volunteer activities.

Rachinski said teachers didn’t get everything they hoped for. In fact, they had to settle with a huge compromise. For example, they did not receive a salary increase, and no changes have been made to class sizes or composition.

“We still have the potential to have large numbers of students in the classroom, but so far the numbers look good,” Rachinski said.

He noted class sizes will be the subject of consultations with school administrators. Teachers want smaller class sizes and the resources to meet the needs of all special needs students.

Rachinski said the tentative agreement sees some im-provement in teachers’ benefits, such as prescription and eyeglass coverage.

Another win for teachers is that some concessions have been taken off the table, he pointed out. For example, teachers were worried about changes to their collective rights regarding seniority and suitability factors.

“We were very concerned about the ‘loose’ definition of suitability, whereas a principal could decide on a whim who was best for the school.”

School board chair Marieze Tarr said she believes the tentative agreement is a compromise on both sides. “I am so happy that they came to a negotiated agreement as this hopefully sets the tone for next year’s bargaining.”

Tarr said she is very hopeful that the next school year will be a year of collaboration with all partner groups for the betterment of students.

Melanie Joy, chair of the BC Public School Employers’ Association, called the tentative agreement a reasonable settlement.

“This has been a difficult year for all those involved with the public school system. We hope that boards and teachers will ratify this agreement and that we can all look forward to the new school year in September with a focus on what’s really important — delivering the best possible educational experience for our students.”

But teachers’ federation president Susan Lambert said they were compelled into this settlement under threat of huge fines and further punitive legislation.

“We have been able to achieve some modest improve-ments but, above all, we succeeded in getting government to take its concession demands off the table,” Lambert said.

She noted the BCTF concluded this agreement in order to prevent government from “imposing a contract that would further erode teachers’ hard-won rights and do more harm to students’ learning conditions.”

Lambert said the agreement does nothing to address the wide gap between BC teachers’ salaries and those in other regions of the country. “Going into this round of negotia-tions we were the lowest-paid teachers in Western Canada and also lagged behind Ontario.”

Zoning bylaw moulds community’s future

The Town of Oliver is putting the finish-ing touches on Draft Zoning Bylaw 1330 be-fore the public has a final kick at the can on July 16, the date of the public hearing.

The archaic zoning regulations in Oliver are being modernized with updates and changes. Zones are also being consolidated, from 35 to 28.

What makes the bylaw much more user friendly are the graphic illustrations, mak-ing it easy to understand what the regula-tions are.

Local government consultant Stephanie Johnson from Urban Systems Ltd. outlined some changes in the bylaw. For example, in the single-family residential zone, the pro-posed front yard setback will be reduced from six metres to 4.5 metres. In addition, the draft bylaw removes the requirement for a property owner to enter into a hous-ing agreement in order to have a legal sec-ondary suite.

Under the multi-family zone, it is pro-posed that a single family dwelling be re-moved as a permitted use. The bylaw also allows a secondary suite as a permitted use within a duplex.

In the commercial and town centre zones, a public parking lot is only permit-ted as a secondary use. And art galleries and museums are being added as permitted uses in the C3 (town centre) zone.

The new bylaw proposes that the M2 heavy industrial zone be renamed to M2 Light Industrial. The only change in use

proposed for this zone is the prohibition of asphalt mixing plants. Permitted uses added to the zone include abattoirs and restaurants. Sawmills and concrete ready-mix plants have been incorporated in the “industry” wording under permitted uses.

Gravel crushing is another permitted use in the light industrial zone.

Under parking, the minimum number of required off-street parkng spaces for com-mercial uses in the C3 zone will be waived for the first storey of a development.

Other parking changes include bicycle and motorcycle standards, which are cur-rently not provided in the existing bylaw.

Steel cargo containers may only be stacked in the M1 and M2 zones to a maxi-mum of two containers high. Unless sited at the airport, these containers cannot be placed or used within 70 metres of Highway 97, unless they are screened from view.

Temporary fabric structures are also regulated under the bylaw. A maximum of one temporary structure is permitted per parcel. The draft bylaw also states that no more than one breezeway will be permit-ted on any parcel of land for attaching ac-cessory buildings to the principal building.

In reviewing the bylaw, Councillor Linda Larson said she supports the “green” con-cept by encouraging people to walk or cy-cle into the downtown core.

The public hearing is set for 7 pm on Monday, July 16 at the Oliver Community Centre.

Children’s Wish Ride raises more than $3,800The Oliver Riding Club held its Children’s

Wish Ride fundraiser recently at Little Mountain Stables in Osoyoos.

The event was well supported by club riders and also riders from the stables.

John Wilkinson led the two-hour ride and Stella Johnson led the one-hour ride into the countryside above Osoyoos.

Stella was our “most senior” rider at the young age of 89 - she also collected the most pledges at $645.

Our youngest rider was seven-year-old Morgan Bohn.

A barbecue lunch was provided by the club and also by Gordon Brownjohn, owner of the stables.

A total of $3820.44 was raised in pledges and silent auction proceeds.

Dawn Muller did a won-derful job organizing the day.

As a result of her hard work, we were very fortunate to have had some wonder-ful items donated for the silent auction by some very generous local businesses.

There is a lot of excitement and smiling faces around the club house these days.

That’s right - I said, “clubhouse!” We have some pretty amazing members

who pitched in and did some renovating, adding to the loft of the barn at the D Bar K. We now have our very own space to hold meetings, hang out after riding, watch

videos (yes, we even have a TV and a DVD player, sofas, coffee makers, barbecue, etc - all donated by club members)

The club has been very busy with many activities. We had a great time at the Trail Challenge at Gillespie Ranch organized by Max and Annette. It was a great turnout and a great time.

We have also enjoyed jumping class-es, baby mini classes, social riding at the ranch, “improve your skills” sessions with Ken and Caroline, and Western/English dressage schooling shows.

Ken MacRae ran an ex-cellent trail clinic. We had so many entrants that he had to hold three separate sessions to accommodate everyone.

Ken was able to use our new sound system which was really fantastic.

D Bar K held a fun show which many club members took part in - most of them were waving ribbons at the end and we think that some

have now got the show bug. July and August are looking very busy

with many activities planned - something for everyone.

The real biggy occurred on July 1 - “The D-K Love Story,” starring Dawn and Ken hitchin' up!

We invite any and all disciplines and rid-ing skills (or not) to join us. Margie Fisher is our membership person and can be reached at 250-498-4579.

Cruisin the vineyards, highways and byways of Wine Country

A couple of seasons ago while grazing Craigslist’s farm stuff for Rustico I came across a, “racing bar stool” located in Penticton.

The chair itself was one of those bright shiny jobs that would’ve fit right in with a kitch-en chrome set from a Lucille Ball movie and had a black and white checkered top of real leather. You could picture Elvis propped on it eating a peanut butter and banana sandwich. Really cool.

Like who the hell would think to race a bar stool? I can see folks racing to a bar stool then racing off it to the last cab after the final bell… but racing them on the street or a track. Not likely. When I checked racing bar stools online noted a number of clubs in California (none in Napa or Sonoma).

Anyway I bought it thinking if we topped it with one of our wrecked old saddle rigs, added a funky horse tail, maybe a lasso and tied the contraption to one of our hitching rails, guests might get a kick (a safe one) out of it and the photo op thing would work for us all.

We thought it appropriate to give our new horse a name and figured that, “Corky” would be just fine in our setting, was a little “wine-ish” plus there was a small place near his you-know-what where we could insert a little wine cork.

Now our Corky doesn’t kick but can sure as hell get to buckin’ and has gone ballistic more than once. I’ve bounced ‘tween-the-rows showing off to our laughing-their-guts out Mexican dudes ‘cause you see in real life Corky was a souped up gocart. On the dead end road below us I’ve cranked ‘er up to some 43 kms. and between the Gewurztraminer rows where the odd boulder jumps up, not a great idea.

Actually dumber than dumb cause if I’m heading north along that road and make a quick turn on Rd. 16 could get catapulted to Kaledan or even above the airport runway in Pent-icton.

Besides the winery’s prerequisite air conditioned, four wheel drive ultimate man-toy Kubota (if you’re a city guy with the odd rich neighbour’s riding mower under your belt you’ll get the drift), we do have an old golf cart for cruising the rows. Huffs and puffs like

a darn, belches and hacks the odd cough and never goes fast enough it seems. Katie, our Golden Retriever, Head of Security and certified alpha-bitch has

owned the passenger seat side since we rolled the Yamaha off the garden trailer.Clown-like Lara, Old English Sheepdog is relegated to fixing her claws to the

floorboards by the gas pedal and brake. Not a good idea ‘cause when she spots a runaway Quail family, she shifts her bum over the gas and we’re off on a merry chase.

Then there’s our visiting cruisers. Hundreds of car buffs, custom paintwork and chrome bits buffed to the hilt, trek up our dusty gravel driveway to the winery. Their investments in both time and cash are phenomenal and a bit of road dust seems ok with them as many are packing soft little wipes and boxes of magnetic Swiffers.

Surrounding the property and regaling all within earshot of the marvels they’ve created or written cheques for, they picnic, sip enough to guarantee a dingless return to their heated garages, and work hard at bragging rights.

Then along come the motor homes, convoys of my-SUV’s-bigger-than-yours, the offroaders, and every vehicle ever seen in the Housewives of here or there.

Gotta love everything that motors in wine country behind those high-balling 18-wheel-ers of cherries on their way to Edmonton.

Summer is here and it’s time to come to the park and enjoy the music sponsored by the Oliver Community Arts Council.

“Music In the Park” has been well attended for many years. The east side of the old CPR Station (Oliver Visitor Centre) facing the river has proven to be a favourite site for the audience and the musicians. There is ample park-ing, also an easy walk from the town and the RV parks.

Music In the Park begins July 5 and runs every Thursday evening until August 23rd. The musicians play from 6:30-8 pm. Admission is by donation and greatly appreciated by the arts council. Your donations provide the arts council with the monies to enable these concerts that bring hours of enjoyment.

Every year, the Music In the Park committee provides the audience with a diverse selection of performers and a new musical event every week. This year, the musicians featured are from the South Okanagan with special guest

performers from Vancouver.Music In the Park starts on July 5 with the well known

Kettle Valley Brakemen (Phil Wiebe, Jack Godwin, Debbie Liebrecht and Craig Brown) entertaining with railroad songs and stories.

On July 12, The Procrastinators will perform classic rock and roll. Members are Ed Dukes, John Kwasnica, Jim Ruh-land and Dan Atkinson.

On July 19, Carlie and Julie Kennedy will play country folk music. Carlie and Julie are twin sisters whose perfor-mances have won many awards. This evening will be the Valley First “Feed the Valley” food bank drive and dona-tions of food for the Oliver Food Bank will be most wel-come.

The Kennedys are nominated for the 2012 Vancouver Island music award for “Best Live Act.” Reviewers, col-leagues and audiences alike describe Carlie and Julie as “fine players and truly communicative performers.” This dynamic duo is winning over a wide range of audiences with maturity beyond their years as instrumentalists, vo-calists and songwriters. With a musical connection remi-

niscent of other Canadian family groups, such as Leahy and The Rankins, audiences are falling in love with the music of Carlie and Julie Kennedy.

On July 26, Dale Seaman and Mikie Spillett will perform Country and Western hits.

On August 2, Cindy Doucette will play a variety of music.On August 9, “Guys With Guitars” will feature Brian

Highley, plus “The Gala Vanters” with Shane Swift and Luke Whittall. They will play classic rock and original mu-sic.

August 16 will be a surprise!“Jazz Out West” will round out the August 23 perfor-

mance with light jazz and popular standards. You’ll hear Jim Wyse, Bob Larrett and vocals by Iris Larrett.

Music starts at 6:30 every Thursday evening and runs until 8 pm.

The primary goal of the Southern Okanagan Secondary School Enrichment Fund is to assist deserving students in the continuance of quality education. This is done through the establishment of various scholarship, trust and memo-rial funds which make annual bursaries and awards avail-able to all students demonstrating excellence in their field of academic, technical, trade or vocational training.

The Francis Family Scholarship was donated by Norman Francis in memory of his parents Blaine and Alice Francis of Oliver. Blaine arrived in Oliver in the early 1930s and Alice came to Oliver during the 1940s to teach school.

Norm Francis was born and raised in Oliver and grad-uated from SOSS in 1967. He attended UBC and received a Bachelor of Science degree in computer sciences, and subsequently earned a chartered accountant designation. Francis is retired and spends his time travelling, skiing, cy-cling and being an active philanthropist.

The Francis Family schol-arships are $2,500 awards given to two deserving stu-dents each year. Students must have a 3.0 grade aver-age or better and be a good school and community citi-zen.

Nikki Cescon (nee Houle) was the recipient of the 2002 Francis Family schol-arships. Her proud parents are Norm and Shirley Houle of Oliver.

Nikki attended Okanagan University College where she

completed a Bachelor of Business Administration degree. Upon completion of university, she was hired at Kelowna Flightcraft. She started as a human resources assistant and was soon promoted to human resources advisor. She is responsible for providing human resources support and leadership to several key areas of the Kelowna-based busi-ness, which employs 1,000 people Canada-wide.

Nikki completed her certified human resources profes-sional designation in January of this year. She and her hus-band Paul are expecting a baby soon.

Nikki passes on her gratitude to the Francis family for selecting her as a recipient of their scholarship, which helped her university education a great deal.

To the graduation class of 2012 (which includes her brother Brady), she hopes that they pursue a career that makes them happy and allows them to continue to develop and grow professionally.

We sometimes experience thunderstorms from time to time in our region. Unfortunately, thunderstorm phobia is not uncommon in dogs. Dogs with thunderstorm phobia become extremely frantic and overwhelmed with fear dur-ing storms. Owners who see their dogs experiencing this fear usually feel helpless and frustrated.

What's a pet parent to do with a terror-stricken dog during a storm? First of all - don't panic, it will only make your dog worse. Instead, learn about thunderstorm phobia and do what you can to help your dog. Have you had a dog that was (or is) afraid of thunderstorms? Astraphobia is the technical term for this: the fear of thunder and lightning.

Causes of Thunderstorm Phobia

There is no way to know for certain what causes a dog to become afraid of thunder-storms. However, based on what we do know about dogs, we can speculate. There are probably multiple reasons for thunder-storm phobia, and the reasons vary from dog to dog. The most obvious reason is due to the loud noise of the thunder. Many dogs suffer from noise phobia, and the thunder is just one of several frightening noises (oth-ers include fireworks, gunshots, etc). However, the cause of fear may not be limited to noise.

Changes in barometric pressure and humidity can affect your dog's senses and possibly even cause discomfort in the ears. Arthritic dogs or those with orthopedic disorders may experience more pain than usual.

Another possible reason for thunderstorm phobia is as-sociation with a traumatic experience. You may not know what happened, but it is possible that something very stressful or frightening occurred in your dog's past during a thunderstorm. Finally, genetic make-up may be a con-tributing factor to fear of thunderstorms, or even the sole cause.

Thunderstorm Phobia Signs

If your dog seems anxious, hyperactive, destructive or reclusive during storms, you are probably dealing with

thunderstorm phobia. The signs are usually quite obvi-ous, so you probably already know your dog is phobic of storms. Many dogs will pace, pant or quietly whine. Some are clingy and seek attention. Other dogs will hide, frozen with fear. All of these signs can go unnoticed at first, and you may be unknowingly encouraging the behaviour.

Your dog's fearful behaviour may be subtle at first but can become worse with time, eventually becoming full-blown panic attacks that are very dangerous for your dog. It is not uncommon for dogs with thunderstorm phobia to urinate and/or defecate inappropriately. Telltale signs of anxiety and fear can begin long before the storm arrives,

so take note of signs that occur during nor-mal weather. Your dog is probably the best weather forecaster you can find.

Preventing and Treating Thunder-storm Phobia

There are some things you can do to pre-vent your dog from reacting adversely to the triggers of thunderstorms, or at least minimize the reaction. First of all, never leave your dog outside during storms. Next, examine your own behaviour and that of

other people in the home. Your dog will react to human anxiety, fear and stress, even if it is not related to the storm. Do your best to remain relaxed and upbeat. Perhaps the most important thing you can do is to go about your usual routine. Do not pay special attention to your dog when they are exhibiting signs of fear or anxiety. Though it may seem like your dog needs comforting, coddling and praising, your dog is now reinforced and rewarded of this unwanted behaviour.

You can try to provide a comfortable hiding place in the quietest part of your home. A crate with a soft bed inside and covered with a sheet might make your dog feel safer. Try playing music or white noise to drown out the noise. Some dogs with severe thunderstorm phobia will need the help of a professional pet practioner or veterinarian who know how to help with this problem..

So let’s try to keep our dogs safe during a storm.

Born in Glasgow, Scotland, March 3, 1925. Passed away in Penticton, BC on June 28, 2012.

It is with sadness we announce the passing of Agnes, a lov-ing wife, Mom, Aunt and Friend. She passed away quietly with her daughter at her side after a long battle with dementia. Predeceased by her beloved husband, Walter (1999) whom she missed every day of her life. At long last you are reunited. Mom is survived by her children, Linda (Marc Harris), Janice Aime and numerous nieces and nephews both here in Canada and Scotland. Agnes was the youngest and last surviving child born to Janet and Andrew Miller of Glasgow, Scotland. She was predeceased by her 9 sisters and brothers.

“The last Miller women” where beats the heart so kindly as beneath the tartan plaid. (“Nemo Me Impune Lacessit.”) Fare-well, be at peace.

38) WD-40 is great for removing crayon from walls. Spray on the mark and wipe with a clean rag.

39) Also, if you’ve discovered that your teenage daughter has washed and dried a tube of lipstick with a load of laundry, saturate the lipstick spots with WD-40 and re-wash. Presto! Lipstick is gone!

40) If you sprayed WD-40 on the distributor cap, it would displace the moisture and allow the car to start.

The hot, lazy days of summer are fast approaching and the Oliver library is planning another great “Summer Reading Club” program.

Girls and boys age five to 12 are encouraged to experi-ence the fun and free events happening during the “Strange But True” program. Children receive a reading record and a chance to win great prizes throughout the summer, as well as an invitation to join the special events that will be held on Thursday evenings starting at 7 pm in the library.

This year’s program will kick off with a party on July 5. On Thursday, July 12, the library will host Kelowna magi-cian Leif David and his “Strange But True” magic show, which is guaranteed to captivate and astound the audience.

Subsequent programs will include a “Dirty Jobs” and “Recycled Creatures” night, a monster and mythical crea-ture show, a pirate treasure hunt and a huge wind-up party with local firefighters.

Summer vacation is all about taking a break from school and having fun. But to keep reading skills from sliding backward, it is a good idea to include reading as part of summertime activities. Studies show that voluntary read-ing is the number one factor in establishing good reading habits in children. “This is best accomplished when chil-dren get to choose their own books in a reading environ-ment, like the public library where a variety of books are available,” said community librarian Vicky White.
