ITEM No. 1: CONFIRMATION OF THE MINUTES
Minutes of 495th meeting of Operation & Coordination Sub-Committee (OCC) of
WRPC held on 12th May 2017 at WRPC Mumbai were forwarded vide letter No.
WRPC/OPN/OCC-Minutes/2016-17/6321 dated 24.05.2017.
No comments have been received.
Sub-Committee may kindly discuss and confirm the Minutes of the 495th OCCmeeting.
ITEM No.2: REVIEW OF SYSTEM OPERATION DURING THE MONTH OF MAY,2017.
2.1 FREQUENCY PARTICULARS
The average frequency during the month of May, 2017 was 49.99 Hz. The
maximum instantaneous frequency was 50.26 Hz at 18:07:00 hrs on 21.05.2017, while
minimum instantaneous frequency was 49.64 Hz at 15:11:40 hrs on 11.05.2017. The
frequency profile during May, 2017 was as under:

2.2 INTER-REGIONAL EXCHANGESThere was a net inter-regional export of 6012 MUs by WR against net export
schedule of 5917 MUs.

2.3 VOLTAGE PROFILE
Voltage profile at some of 765/400 kV sub-stations during the month of May,2017 furnished by WRLDC is enclosed at Annex-2.3.

2.4 U/F RELAY OPERATIONS
As per WRLDC records during May, 2017 the system frequency didn’t touch 49.5
Hz and no UFR operation was reported to WRLDC.

Details of Power Cuts and Regulatory measures during May, 2017 as furnished
by the State utilities are given in Annex. 2.5.

ITEM No.3: OPERATIONAL PLANNING
3.1 PROPOSED PLANNED MAINTENANCE PROGRAMME OF GENERATINGUNITS.The maintenance programme of generating units for the months June & July
2017 is given in Annex 3.1.
The Sub-Committee may kindly discuss and finalize the outage schedule ofgenerating units for the above period.

3.2 OUTAGE PROGRAMME OF TRANSMISSION LINES/ELEMENTS
List of proposals for transmission elements outage to be availed during the
month of July 2017 is given in Annex 3.2.
The Sub-Committee may kindly discuss and finalize the outages of therequest transmission elements.
3.3 ANTICIPATED POWER SUPPLY POSITION FOR THE MONTHS – JUNE &JULY 2017
Details of anticipated restricted & un-restricted demands for the months of June
& July, 2017 are given in Annex 3.3.

There was no major grid disturbance in the Western Region during the month of

8.2: MONITORING OF SCHEMES FUNDED FROM PSDF
In the 6th meeting of NPC held on 19th December 2016 at Bengaluru. It was
decided that all the RPCs in the monthly OCC meetings may follow up with the utilities
to expedite the completion of schemes by giving due priority. The implementation of
most of the schemes are based on the recommendation of the enquiry committee on
grid disturbance of July 2012 headed by Chairperson, CEA. Therefore timely
implementation of these schemes would enhance the grid security and reliability.
Accordingly the details of grant sanctioned from PSDF for the schemes of Western
Region is enclosed at annexure- 8.2A for the deliberation in the meeting.

Utilities may review the status of implementation of above schemes (physical as well as
financial progress and are also requested to expedite implementation of the schemes.
The NPC vide its email dated 06/06/17 also requested all the utilities to furnish the
information in the format enclosed at annexure – 8.2 B by first week of every month on
regular basis to Member Convener, PSDF project monitoring group (AGM, NLDC,
POSOCO) with a copy to NPC & WRPC. In this regard, only Gujarat & Madhya
Pradesh have so far submitted progress/status in prescribed format (Annexure 8.2C).
All other remaining entities are requested to submit the same in prescribed format at the
earliest..

8.3: PHASING OUT OF GENERATING UNITS WHICH DO NOT HAVE A SPACEFOR INSTALLATION OF FGD FOR COMPLIANCE OF NEW MOEF NORMS OF SOXEMISSIONS
Background:
A Special TCC meeting of WRPC was held on 05.04.2017 at WRPC, Mumbai to
discuss a single point agenda of Phasing out of generating units which do not have a
space for installation of FGD for compliance of new MOEF norms of SOX emissions.
During the meeting it was decided that the generating units have to initiate the process
of installation of FGD at the earliest. The progress of installation would be monitored in
OCC forum regularly. As the Environmental Norms have to be complied by December
2017. The generators are required to place the supply order by December 2017 and
submit a copy to WRPC. In this matter progress in this direction may be furnished
during the meeting. The list of generating units which have been finalised for FGD
installation / phasing out by CEA is enclosed at annexure 8.3, for status update in OCC
meeting. In special TCC, it was also decided that those generator who comply the new
environmental norms shall submit the compliance report from respective State Pollution
Control Board regularly on quarterly basis to CEA /WRPC. .

General Manager Torrent Power, Ahmedabad stated that AMGEN is supplying
power to capital city of Gujarat i.e. Ahmedabad and Gandhinagar. Presently there
are technical constraints in terms of limited import points and capacity of the above
cities which necessitates continued running of AMGEN at least for next 5 years, till
necessary infrastructure is put in place to ensure sustained power supply. Along with
above technical constraint, AMGEN is also exploring all technically feasible and
commercially viable options to comply to revised SO2 norms by commissioning of P-
FGD. (all other norms are already complied including SPM).
Chief Engineer, SLDC Gujarat informed that progress in the direction of installation
of FGD viz. feasibility study, tendering status, award of tender etc. shall be
submitted by December 2017, as per the decision taken.
Member Secretary (I/c), WRPC informed that scope of OCC is to update the status of
progress of FGD installation on monthly basis. However any matter related to
implementation/exemption shall directly taken up with CEA/MOEF. He further requested
all the generating stations to submit an update status on the above issue to WRPC
regularly.
In regard to the statement that some generating stations are already compliant with
norms and FGD is not required, OCC recommended that such generating companies
may take up the matter with the respective environment board and get NOC and submit
the same to CEA / WRPC on regular basis..
The Sub- Committee may like to discuss the same.
8.4 RGMO/FGMO COMPLIANCE BY GENERATORS IN THE REGION
Chief (Engineering), CERC informed vide letter dated 05.06.2017 (letter attached as
annexure 8.4) directed the WRPC /WRLDC to obtain the status of availability of
RGMO/FGMO response from the generators (ISGS as well as intra-state generators)
in its region. This is as per the provisions made under Central Electricity Regulatory
Commission (IEGC) Regulation, 2010 at 5.2 (f).
Also as per provision made under regulation 5 (h) to IEGC dated 12.04.2017,
RLDCs /SLDCs shall not schedule the generating station or unit(s) beyond ex-bus

generation corresponding to 100 % of the installed capacity of the generating
stations or unit(s).
The concern generators may submit the same on monthly basis to WRPC /WRLDC
regularly and also concern RLDCs /SLDCs may comply regulation 5 (h) while
scheduling .
The Sub- Committee may like to discuss the same.
8.5 ESTABLISHING PUMP MODE OPERATION AT SSP:
Chief Engineer, SLDC Vadodara, Gujarat vide email dated 29.05.2017 informed that
a meeting of committee for studying Hydro Pump Storage and Wind Power Projects
in the Country was held on 18.05.17 at Ministry of Power, New Delhi.
The Chief Engineer, SLDC had represented all the concerns regarding
establishment of pump mode operation at SSP during above meeting. It has been
represented that mainly two parts are involved in this issue:
1. Construction of Garudeswar weir (will take at least one year)
2. Up-gradation of RBPH Units. (will take at least one and half years)
The construction work of weir is awarded in May – 2012. Presently, approx. 35% of
Construction work of Garudeshwar Dam is completed.
For pumping mode operation of 6 x 200 MW RBPH Units, the supply, installation and
commissioning of isolated phase bus ducts, Static Frequency converter and phase
reversal switch along with all require accessories will be required.
The SSNNL has prepared estimates amounting around 68 Crore Rupee for
equipment required for operating RBPH in pumping mode and submitted to
CWC/CEA for their scrutiny and then same will be submitted to Planning
Commission by SSNNL.
The necessary approval in principle may be given by NCA to SSNNL.
In 111th meeting of PSC of SSCAC held on 26.07.16, Member, NCA recommended
installation of all above during the meeting.
Looking to versatile benefits of pump storage plant, it is utmost necessary that the
funding for up gradation of RBPH units (for establishing pump mode operation) shall
be taken up from PSDF (Power System Development Fund, Government of India) by
NCA. For the same, DPR shall be submitted with recommendation of WRPC to the

Nodal Agency (PSDF) within couple of months so that up gradation of RBPH units
shall be completed with completion target of Garudeswar weir.
In this issue, as per request made by Gujarat, NCA may update the status of DPR to
be submitted to WRPC for its recommendation.
The Sub- Committee may like to discuss the same.
8.6 REQUIREMENT OF 400/220 KV, 500 MVA ICT AT KAPP.
Chief Engineer, SLDC-Gujarat vide its letter No. SLDC/CE/MIS/WRPC/1809 dated
14.04.17 informed that the 400 KV D/C KAPP NPP - Navsari (PG) and 400 KV D/C
KAPP NPP - Vapi (PG) have been planned for KAPP Unit 3 & 4 (2x700 MW) near
village Vyara in Surat District, Gujarat.
The existing power project is having 220 KV D/C KAPP – Haldarva, 220 KV D/C
KAPP – Vav and 220 KV D/C KAPP – Vapi lines.
At present, KAPP Unit No 1 & 2 of existing project are under forced outage since
long and likely to be restored in December – 2018. Also, most of the gas based
plants in South – Gujarat are not falling in Merit order dispatch criteria.
Therefore, it is utmost necessary to plan interconnection between existing and new
project at KAPP by installing 400/220 KV, 500 MVA ICT.
It would also help for extending power supply to New KAPP project during large
scale blackout as Kawas, Jhanor, GPEC and Ukai Hydro plants are having black
start facility.
Hence, it is requested that the proposal of interconnection between existing KAPP
and New KAPP plant by putting 400/220 KV, 500 MVA ICT at KAPP shall be taken
up in Standing Committee of CEA by WRPC.
The Sub- Committee may like to discuss the same.8.7 HIGH VOLTAGE PROBLEM AT SSP – REGARDING ACTIONS TO BE TAKEN
TO ENSURE AVAILABILITY OF 400 KV D/C SSP - RAJGADH AND SSP -DHULE LINE.
Chief Engineer, SLDC Vadodara, Gujarat vide email dated 29.05.2017 informed that
one circuit of 400 KV SSP – Rajgadh and SSP – Dhule lines remains off to control

grid voltage most of the times. In 32nd WRPC meeting held at Pune, it has been
suggested that the reactors at Dhule end are old and to be replaced by 125 MVA
CSR. In 494th OCC meeting held at Mumbai on 12.04.17, MSETCL was requested to
install 125 MVAs reactors at Dhule S/S as the installed CSR are of less rating and
are not working properly.
To ensure adequate availability of 400 KV network associated with SSP during
Monsoon season, it is essential that the existing reactors at Dhule end shall be
replaced by 125 MVAR at the earliest. Also, as a long term measure, one 125 MVAR
bus reactor shall be commissioned at SSP.
Till the time if require, SSP units shall be kept on condenser mode to keep all
connectivity with SSP in service to improve system reliability.
The Sub- Committee may like to discuss the same.
8.8 INSTALLATION OF NEW BUSBAR PROTECTION SCHEME FOR 400 KVSWITCHYARD AT VADAVI S/S – REGARDING KEEPING BUSBARPROTECTION OUT AT 400 KV SWITCHYARD AT VADAVI S/S FOR 30 DAYSW.E.F. 15.07.17:
Chief Engineer, SLDC Vadodara, Gujarat vide email dated 29.05.2017 informed that
GETCO Corporate office has sought permission for keeping busbar protection out for
about thirty days at 400 KV Switchyard at Vadavi substation for replacement of
existing busbar protection scheme.
SLDC-Gujarat intends to allow permission keeping 400 KV busbar protections out
from 03.07.17 with following conditions:
a. Busbar arrangements at 400 KV Kansai S/S would be as under during
busbar protection scheme will remain out:

b. 400 KV / 220 KV Bus couplers at Vadavi S/S will remain close.
c. No 400/220 KV, ICT outages will be permitted at Soja, Chorania &
Kansari S/S.
d. No outages 400 KV lines connected to Soja and Kansari S/S will be
permitted.
Before facilitating Bus Bar protection relay outage at Vadavi S/S, SLDC – Gujarat will
confirm following:
1. Zone 4 timing of all the Lines to be reduced to 200 ms.
2. Checking of healthiness of all the carrier protection of lines.
3. Zone 4 timer reset also will be checked in all the relays as its
function needs to be proper.
4. For all ICTs, Backup over current Protection to be made sensitive in
order to clear the bus fault immediately.
5. Bus Coupler over current protection setting to be made lower.
6. Re-trip feature if available in LBB should also be enabled to take
one more attempt of breaker opening.
7. Healthiness of all Protection i.e. both Main and Backup shall be
ensured.

protection scheme:

8.9 REVIEW OF EXISTING OUTAGE PROCEDURE:
Chief Engineer, SLDC Vadodara, Gujarat vide email dated 29.05.2017 informed that
as per the existing procedure, the important elements outages which are not taken
up OCCM i.e. post OCC outages shall have to be placed in Google sheet of WRLDC
Reliability at least three days in advance and sent for consent of WRPC as well as
WRLDC. After consenting by WRPC, WRLDC is confirming / denying the outages.
Many times, field offices are requesting outages one or two days in advance for only
three to four hours stating various reasons like testing, hot point attending,
construction work, OEM confirmation for particular job etc. These outages are to be
confirmed on a day ahead basis. Many outages are Intra State outages and not
affecting ATC between Intra State / Inter State. Some time, field officers are
requesting outages to put auto reclose on non-auto mode for safety purpose. In thisregard, SLDC Gujarat is suggesting WRPC/WRLDC to take initiative bycreating and sharing Google sheet especially for Post OCC outages havingfollowing features:

8.10 TRIPPING OF 400 KV KOTRA - LARA LINE 1&2 AND SUBSEQUENTPOWER FAILURE AT NTPC LARA :
AGM, NTPC Raipur informed that on 27/05/2017 at 18:34:51:511 hours (GPSsynchronized) 400 KV Kotra-Lara Line 1 CB (403 & 402) Y-Phase opened at LaraEnd on Zone 1 fault (Y-ph to Earth, 0.68 KA at 13.6 KM). DR & SOE at Lara end isenclosed. As informed, 400 KV Kotra-Lara Line 1 Y – Phase also opened at thesame time at Kotra End on Z1 Fault (Y-ph to Earth, around 50KA at 3.6 KM).Subsequently auto reclosing was in process, meanwhile both the 400 KV Kotra –Lara Lines 1 & 2 tripped at Kotra End on overvoltage stage 2, resulting in total powerfailure at NTPC, Lara 400 KV Switchyard. At Lara End CB 403 & 402 got Tripped(DT received) and CB 401, 404, 405, 406, 410, 411 & 412 remained in closedcondition. It is to mention here that presently NTPC, Lara is being fed from 02number of 400KV lines namely Kotra-Lara line 1 & 2. Our both the constructionpower feeders (33 KV from Kotra & Jhalmala S/S of CSPDCL) also tripped atsource.For the occurrence as above, in case of a single phase to earth fault, tripping of boththe 400 KV lines at Kotra end is a serious concern as it led to total power failure atNTPC, Lara. Due to this all commissioning activity was affected at NTPC, Lara.

8.11 TECHNICAL MINIMUM SCHEDULING :
AGM, NTPC Raipur informed that as per Clause 6.3B of IEGC 4th amendment, “Thetechnical minimum for operation in respect of a unit or units of a CentralGenerating Station of inter-State Generating Station shall be 55% of MCRloading or installed capacity of the unit of at generating station.” The technicalminimum level is determined taking into account stability, reliability and safety ofunits operation at partial load.
But it is observed that RLDC considers technical minimum as 55% of DC declaredby the generator instead of 55% of gross generation less normative AEC of the units.
Whenever due to equipment problem, coal or ash handling problem or wet coalissue, DC declared by the generator is less than normative DC, technical minimumrunning of the units (i.e. 55% of gross generation less normative AEC) will notchange.
Technical minimum of a 500MW unit is as follow:

Normative Aux Energy Consumption = 5.75%
EX-bus technical min = 500*(1-5.75/100)*0.55 = 259 MW
(The level of technical minimum will not change with DC declared by Generator)
Thus technical minimum of the unit is constant, is not depending on DC declared byGenerator. The same technical minimum may please be incorporated in case oflowering of schedule of Generating station in the software of POSOCO.

8.12 DECLARATION OF DECLARED CAPACITY OF GENERATORAGM, NTPC, Vindhyachal informed that with the implementation of new regulations
of CERC in relations to technical minimum scheduling, it is instructed to generators
by M/S POSOCO to declare DC limited up to 100% of normative DC. Accordingly
generators had started declaring DC up to 100% of normative level.
In regulation of CERC, it is mentioned that respected SLDC / RLDC had to restrict
scheduling up to normative level so that generators can have sufficient margin to
raise load when RGMO operation come into vogue. Thus it may be concluded that
CERC does not restrict generator to limit their respective DC up to normative level .
The Sub- Committee may like to discuss the same.
8.13 REQUIREMENT OF ADDITIONAL 765KV , 3X80 MVAR BUS REACTOR AT765KV DURG PSAGM, PGCIL Raipur informed that the 765kV Durg PS has connected with following
transmission elements
a) 765kV D/c Durg-Kotra line with Non –Switchable 3x80MVAr LR
b) 765kV D/c Durg-Champa line with Non –Switchable 3x80MVAr LR

The 765kv Bus voltage is continuously high even after switching off some Line and
taking L/R as Bus reactor, the 765kV Bus Voltage & frequency graphs is shown

Keeping in view of continuously high voltage, which is detrimental to equipment , it
is propose to installed a additional 765kV, 3x80MVAr Bus Reactor at Durg PS to
control the high Voltage.

8.14 REQUEST FOR CONSIDERING OUTAGES REQUIRED FORCONSTRUCTIONS WORKS FROM THE DATE OF PRESENT OCC TO NEXTOCC DATE
AGM, PGCIL Vadodara informed that presently the outages required for succeeding
month for various ongoing constructions works of Substations and Transmission
lines are planned on tentative dates in advance and same got approved in current
OCC meeting. However, in many cases, these OCC approved outages are not being
availed in real time due to various constraints. Also some construction related
shutdown cannot be conceived well in advance. Hence, it is proposed the outagesrequired for constructions works shall be considered from the date of presentOCC to next OCC meeting to facilitate proper utilisation of approved outages.

1. STM-1 communication link between WRLDC and Asoj
Providing STM-1 communication link between WRLDC and Asoj is being
continuously taken up by WRLDC in OCC forum and URTDSM meeting from last 3
months. In 494thOCCM,WRTS-I assured that efforts will be made for commissioning
STM-1 by 30th April 17 but so far no significant progress is achieved in providing
STM-1. As discussed in 495thOCCM, GM WRLDC took up the matter directly with
top management of BSNL and it emerged that LOA placed on BSNL Faridabad was
a surprise to BSNL Faridabad as they had never given any feasibility confirmation.
Subsequently it was found that feasibility was given by BSNL Baroda. GM WRLDC
directly talked to BSNL Baroda who confirmed that if order is given to them they will
immediately provision. Demand letter has been issued by BSNL Baroda and same
made available to POWERGRID on 2nd June 17.
POWERGRID to apprise present status.
2. Hot line voice communication between WRLDC and Substations/GeneratingStations
Status of integration of Orange Hotline phones at major stations in WR with WRLDC
is being discussed in OCC forums from 493rd OCC. The previous OCCM (495th
OCC) status and present status of integration of hotline phones is given below.

4. Extension of RGMO status to SLDC / WRLDCOut of 26 generating stations covering 80 units, 24 generating stations covering 74
units have been mapped at WRLDC. With the support of generating stations, so far
WRLDC integrated 93% of generators RGMO status in WRLDC SCADA. The
snapshot of RGMO status in SCADA as on 31th May-17 is shown below.

5. CERC Regulations for Communication System for Inter-State transmissionof Electricity, 2017
On 15th May, 2017 CERC notified regulations for “Communication System for Inter-
State transmission of Electricity”. These regulations shall come into force w.e.f. 1st
July 2017.
These regulations lay down the rules, guidelines and standards to be followed by
various persons and participants in the system for continuous availability of data for
system operation and control including market operations. Further, the regulations
deal with the planning, implementation, operation and maintenance and up-gradation
of reliable communication system for all communication requirements including
exchange of data for integrated operation of National Grid.

(ii) The RPC Secretariat shall certify the availability of communication equipment for
CTU, ISGS, RLDCs, NLDC, SLDCs based on the data furnished by RLDC.
(iii) The RPC Secretariat shall monitor instances of non-compliance of these
regulations as amended from time to time and make endeavor to sort out the issues
in the respective region in such a way that cases of non-compliance are prevented in
future. Unresolved issues and non-compliance of any of the provisions of these
regulations shall be reported by the Member Secretary of respective RPC to the
Commission.
(iv) The RPC Secretariat shall be responsible for outage planning for communication
system in its region. RPC Secretariat shall process outage planning such that
uninterrupted communication system is ensured.”

There are 22central sector765 kV substations in WR. Out of 22 substations only 8
substations (Aurnagabad, Solapur, Bilaspur, Seoni, Bhopal-BDTCL, Dhule-BDTCL,
Sipat and Sasan)are having primary as well as secondary communication channels.
Importance of ensuring continuity of SCADA data of 765 kV nodes to WRLDC via
secondary communication channel in case of failure of primary communication
channel is discussed in 495th OCCM. Further considering power flow and
connectivity, list of important 765 kV nodes whose secondary channel to be
established on upfront basis was given in 495th OCCM.

8. Compliance to Low Voltage Ride Through (LVRT) by Wind Generators
Compliance to LVRT by wind generators is being deliberated in OCC forums from
493rd OCC. In 494th OCC, Maharashtra, Gujarat and Madhya Pradesh SLDC’s
agreed to submit LVRT compliance in prescribed format given by WRLDC.
Till now only DJ Energy private limited in MP has confirmed LVRT Compliance for
170 MW wind power project at Daloda substation.
Maharashtra, Gujarat and Madhya Pradesh SLDC’s may apprise OCC thefollowing
a. Present status of compilation of LVRT compliance details andsubmission to WRPC and WRLDC

b. The present methodology of checking LVRT compliance in vogue forgiving clearance to wind generators for integration into grid.
9. Staggering of loads in Maharashtra during load change-over in EveningHours
Almost every day in the evening hours there is a load change-over in Maharashtra
system. The load during this exercise is reduced by 1500-3500 MW within two hours.
Typical plot of demand vs Maharashtra generation, Schedule vs Actual Drawl of
Maharashtra is shown below.

It was observed that during several time blocks the demand is ramping down at
the rate of 26-70 MW/Min, whereas the internal generation is ramping down at
the rate of 2 - 8 MW/Min only and the drawal schedule is ramping down at 7-16
MW/min. Many a time the generation is increased even while there is a
downward trend in demand and vice versa. Thus there is a mismatch between
instantaneous demand and generation of Maharashtra. This is resulting in
deviation of Maharashtra drawal by 800-1200 MW.
Imbalance in the grid causes large variation in grid frequency and voltages and
consequential tripping of EHV lines on Over-voltage. For instance on 21st May
17, 765 kV Wardha-Aurangabad-I tripped on high voltage at 18:03 Hrs even while
ckt-II and Ckt-IV were already kept manually open to regulate voltage. Such
incidents are a threat to grid security.
The large variation in Maharashtra demand has a major influence on the
Regional demand profile.The WR regional demand ramps down between 16 Hrs
to 1830 Hrs and then increases between 19-20 Hrs. Regional Demand ramp
down rate is in the range of 600-850 MW/Time Block (15 Mins) whereas ramp up
rate of demand is in the range 300-600 MW/Time Block. This results in large
variation in grid frequency as illustrated below.

In view of the above, disconnection /connection of loads in Maharashtra may be
carried out in a staggered manner and the internal generation may be regulated
suitably to avoid large variations in grid parameters. Other measures such as
demand forecasting and reliable telemetry of drawl also need to be established
for better monitoring and resource scheduling at SLDC.

Regulation of internal generation to avoid large deviation fromschedule and variations in grid parameters.

voltage in South Maharashtra resulting in blackout at Kolhapur, Karad and Mapusa
substations and partial blackout in Goa system.

In past, even after initiating all actionslike taking bus reactors into service, condenser
mode of operation at Koyna and opening lightly loaded lines, high voltages are faced
at400 kV Solapur, Kolhapur,Parli, Pune GIS, Lamboti, Girwali, Mapusa and 765/400
kVSolapur PG substations in night hours.
In view of above Maharashtra SLDC may instruct all the wind generators insouth Maharashtra to absorb VAR and avoid injecting VAR at point ofconnection to contain high voltages.
11. Performance review of MVAR absorption by Generating Stations to ControlHigh voltage
It was observed that during the monsoon, demand in WR reduces by 4000-5000
MW. In the past, even after taking all Switchable Shunt Reactors in service and
opening lightly loaded lines, high voltages are observed at most of the EHV nodes
during night hours. In view of inadequate shunt reactive compensation, the
generating units are being advised to contribute in voltage regulation by operating
their units in under-excited mode (absorb Reactive Power) within the capability
curve. The issue was discussed by WRLDC in 494th OCCM and WRLDC vide letter
dated 21st Mar 17 had advised generators not to inject reactive power into the grid
even when the bus voltage is above nominal.
The MW, MVAR and Voltage of generating units was analyzed for the month of May
2017 with the help of SCADA data available at WRLDC. The list of generators
injecting MVAR into the grid even when the bus voltage is above nominal are given
below.
1. IPP : DB Power, Essar Mahan, KSK Mahanadi, RKM
2. ISGS: KSTPS-I

It was observed that almost the same list of generators mentioned in 494th OCCM

In34th standing committee MSETCL informed that in addition to above,18Nos of
125MVArbus reactors are planned at various high voltage nodes in Maharashtra.
These reactors were scheduled to be commissioned in March 2015 but are
delayed indefinitely.
The issue of very high voltages observed in South Maharashtra was discussed
in485thand 486thOCCM. In 489th OCCM WRLDC has discussed reactive energy
charges paid by MSETCL for reactive power interchange at ISTS points in
Maharashtra during monsoon (June-Sept 16). In 2016-17 Monsoon period itself
Maharashtra has paid around Rs 8 Crores to the REC pool account in lieu of
MVAR injection at High voltages.

13. Review of ICT taps for better voltage regulation& operation of multiple unitsin synchronous condenser mode at Koyna /SSP/Ghatghar
Due to seasonal variations the demand pattern changes. Due to low demand in
monsoon and high penetration of wind generation MVAr injections are observed
from 220 kV to 400 kV side resulting in persistent high voltage at EHV nodes. In
past MVAr injection from 220kV to 400 kV side are observed at following
locations
Kolhapur (3x315 MVA)
Karad (3x315 MVA)
Nanded(2x500 MVA)
Chandrapur (2x315 MVA)
Pune(PG) (3x315 MVA)
All SLDCs are advised to monitor MVAr injection from 220 kV to 400 kV sideand explore/review ICT tap positions to avoid high voltages in Grid.
SLDC Maharashtra to review ICT tap positions at above mentionedlocations
SLDC Maharashtra and NCA to explore operating all machines at Koyna,Ghatghar and SSP in condenser mode at a time during night hours. If anyconstraints may be elaborated.

14. Status of compliance of IEGC 5.2 by Gas Stations
As per IEGC 5th amendment notified by CERC on 12th April 2017, allgas
turbines of capacity more than 50 MW each shall be operated under restricted
governor mode of operation with effect from the date 01.10.2017. The central gas
generating stations in WR are given below
1. RGPPL (2x205+1x230)+(2x213+237.54)+(2x213+237.55): 1967.08 MW2. Kawas (4x106+2x116): 656.20 MW3. Gandhar (3x144.3+1x224.49): 657.39 MW4. DGEN (3x400): 1200 MW

16. Availing EHV Element Outages in Emergency due to insulator failures
It was observed that utilities are requesting for emergency outage on EHV elements
frequently. In most of the cases the reason for availing emergency outage is failure
of insulators or insulator flashover. Failure of insulators or insulator flash over can be
avoided through proper planning of outages and maintenance.
Recently MSETCL and DB Power are requesting for emergency outages on
1. 500 kV Chandrapur-Padghe Pole-I & II to rectify failure of insulators on 18th
May and 22nd May 17
2. 400 kV DB power-Kotra-I & II for replacement of broken insulators on 30th and
31st May 17
All utilities are advised to plan the outages in advance for maintenanceactivities like insulators replacements such that availing the outage inemergency may not arise.
