Expand eligibility for Title IV-E funded services to youth aging our of the child welfare system through the age of 21.

Establish statewide mandated use of the Child, Adolescent, Needs and Strengths (CANS) as a functional assessment and level of care tool for children involved in the child welfare system. 12
