1. Motivation and Legacy of the Games

To develop this comprehensive plan for NYC to host the 2028 Olympic and Paralympic

Games, the New York Olympic Organizing Committee (NYOOC) looked into the deep well of

New York’s creativity. We addressed the needs of the 2028 Olympic and Paralympic Games and

the Olympic Movement through our comprehensive plan. Today’s New York City is home

pulsing residents, sports and recreation; restaurants, and art and culture. New York is home to

five spectacular boroughs, all uniting as one to make New York City something special.

How to capture the essence of NYC? It is not bricks and mortar. It is a city in constant

ferment and reinvention. It is forever new, forever exciting, and forever glamorous — always

embracing innovation, technology, creativity, and growth. More than 200 languages are spoken

and every community is present. People are born here and more people arrive, émigrés and

immigrants, all imbued with optimism and knowing that anything is possible. It is a city of

dreams. The city has always been characterized by its beautiful skyline, and thriving green parks.

The NYC2028 bid builds on these unique traits, creating a plan that continues and accelerates

this evolution. New York City is the essence of America as the land of opportunity. In New York

City, every athlete will win.

We look to host the Olympic Games from July 28th to August 13th. We chose these dates

because this is when the traffic in NYC is at the lowest point of the year and there are less people

in the city. New York City is a sports town, home of two MLS teams, two NBA teams, two NFL

teams, two MLB teams, three NHL teams, and home to one of the grand slams of tennis. The

United States has earned 2,400 medals at the Summer Olympic Games. Even though NYC has

never hosted an Olympic Games, Lake Placid, NY has hosted two successful Winter Olympics.

2. Venue Plan

Our venue plan will create a spectacular experience for athletes, visitors, New Yorkers,

and the Olympic family. We utilized the many landmarks that New York has to offer, such as,

Central Park, the skyline, and the harbor. Clusters include the Olympic Park in Queens, Flushing

Meadows Park in Queens, Riverfront cluster in the Bronx and northern Manhattan, and the

Central cluster in Manhattan. We envision the athlete’s village on the shore of the East River,

offering captivating views of Manhattan.

When New York City hosts the Olympics in 2028, the Olympic Village will be along the banks of

the East River. This venue will create draw dropping views of the skyline. Currently this piece of land are

parking lots and abandoned warehouses. Using its location, athletes will be able to use high speed

ferries to go to venue to venue, or travel across the Queens- Boro Bridge into Manhattan to experience

New York culture. Around the corner from the village is a subway station that can take them to

Manhattan or across Queens. Welcome ceremonies will take place prior to the opening ceremony to

make every athlete welcome. The village also offers live sites so athletes can cheer on fellow athletes as

they compete. The village offers world-class training facilities, shops, and lounges. After the games, the

village offers affordable housing for generations of New Yorker’s and for communities to thrive around

it.

3. Politics and Finance

The United States of America is a republic with a president and a legislative branch. Within the

legislative are two houses of Congress. The next presidential election is in 2016. The president elected

then will not be president in 2028 due to two four year terms. The next congressional election will be in

2018. The majority of the government see the Olympics as a profitable situation, when new figures

come in, it is unlikely this will change. Since New York’s plan is to use only private investments, political

and public support is high for the games in NYC. Currently, the GDP of the US is $17.7 trillion, first in the

world. New York City is the financial center of the United States, last year the city made a GMP of 1.55

trillion dollars.

4. Weather During the Games

The average temperature in New York City during the July to August corridor is around 78 degrees

Fahrenheit and 25.6 Celsius. The average precipitation during this time is 3.9 inches. The average wind

speed is 10.68 mph.

5. Public Transportation

For the majority of international visitors and athletes, the NYC2028 experience will start at either the

JFK, LaGuardia airport, or Newark airport. Today NYC’s Subway system operates 34 physical rail lines,

with 5,465,034 average weekday commuters. The number 7 line is currently being extended to the west

side of Manhattan, this is the largest extension of a subway line in NYC in over 50 years. The subway

covers over 656 miles in New York. Complemented by Amtrak’s intercity services, rail travel across New

York City, the North East, and beyond will be convenient and accessible. Finally, New York is home to

13,605 famous yellow and black taxi cabs, 7,990 of which are hybrid vehicles. Buses are also available fo

people who wish to. The newest member of the NYC Transportation system are the Citi Bikes. Bike

specific lanes were designed for these. Ferries are a very accessible way to get around NYC. Staten Island

Ferry and the Water Taxi are among the most convenient.

6. Accommodation

From The Plaza to the Ritz Carlton, NYC is home to some of the most beautiful hotels in the world

including The Plaza. In 2013, the hotel occupancy was 88%. There a total of 248 hotels in NYC. 32,000

people are working in these 70,000 hotel rooms. Totally there are 114 hotels in Midtown area. There are

75 in Times Square area and 39 in Midtown East Side. In the Olympic Park, the media apartments will be

located there. We designed the media apartments so that it could also be used as an observation deck

for visitors. The observation deck will offer captivating views of the most famous skyline in the world.

These apartments will offer quick excess to the subway and the ferry to get around the city. Athletes will

also use ferries to get around the city considering the majority of venues are in close proximity to the

water

7. Ticketing, Marketing, and Ceremonies

For spectators, an app will be created so that ticketholders can purchase tickets on their phones and

show the code when they get to the stadium. Spectators will also be able to buy tickets at the stadiums,

online, and located places around the city as usual. New York City plans on promoting nation and world-

wide. Including inspiring commercials, billboards, and a torch relay reaching Hawaii for the first time. We

also plan to have the torch stop in Mexico City and Montreal. NYC’s slogan is to ‘Dream Big’. Within

New York are big buildings, big parks, and bug sports fans. As for ceremonies, we plan on tackling the

culture in many different ways.

Include Rhianna, Katy Perry, Maroon 5, Alicia

Keys, and others.

8. An Amazing Games in an Amazing City

New York City is a world-class city. New York offers the Olympics a second home. A home where every

athlete will find a neighborhood to call home. Home to the United Nations, New York offers something

that no other city can offer. When the games take place in New York, very neighborhood will have home

field advantage, there will be no strangers, and NYC will be in an Olympic state of mind. When athletes

compete in New York in 2028, they will run faster, jump higher, and throw stronger.
