agriculture and
food systems
Senegal
UN Network meeting
August 2013
Introduction of Senegal
• Considerable improvements in child malnutrition
• Persisting high rates of micronutrient deficiencies
• Increase of diet related NCD’s
• Favorable context:• Elaboration of a new nutrition policy
• High level commitment to nutrition and nutrition sensitiveagriculture
UN Network meeting
August 2013
Objective

•To identify gaps and opportunities to strengthen agricultural policies with nutrition-sensitive approaches
UN Network meeting
August 2013
Methods
•Literature and secondary data review
•Analysis of policy documents• N=13
• Screening against 13 criteria for nutrition sensitiveagriculture
•Country assessment• Causal model
• In depth interviews with Ag experts
• 2 case studies of value chains
UN Network meeting
August 2013
Findings: Policy analysis
•Attention for food security, not nutrition
•Nutrition objectives are absent
•Opportunity for improvements• Processing and Post harvest handling
• Nutrition education

UN Network meeting
August 2013
Findings: Causal model
• The exercise is valuable
• Inclusive process to enable discussion, consensus and shared understanding
• Large consensus that agriculture can and needs to tackle both under and overnutrition
• Difficulty to link regional
or national availability
with HH availability
UN Network meeting
August 2013
Findings: In-depth interviews of Ag experts
4 pathways were assessed during the interviews:
•Targeting of nutritionally vulnerable populations;
•Identification of nutrition goals and use of nutrition indicators,
•Engagement of women and
•Use of agricultural programs as vehicle to deliver nutritioninterventions.
All but the engagement of women in agricultural programs arepathways that are currently are not exploited.
UN Network meeting
August 2013
Findings: Value chains
• Value chain 1: Fruit and vegetable value chain
• Value chain 2: Innovation platform for the incorporation of
local cereals in bread
• Promising avenue for the ministry of Agriculture
• Successful approach to integrate actors in the food system
• Currently nutrition is not incorporated (only as food technology)
• Considerable opportunities to integrate nutrition in business development. Start by building capacity
UN Network meeting
August 2013
Recommendations
• Large recognition and willingness to leverage agriculture for nutrition
• If nutrition-sensitive Ag is to be developed, it needs to be integrated in the Agricultural Pastoral Orientation Law (evaluation round is window of opportunity)
• Large misunderstanding of what nutrition is (->food technology or diet diversification)
• Poor integration of nutrition in the agricultural curriculum
UN Network meeting
August 2013
Recommendations
• Areas for improvement of sectoral policies:• Reduction of post-harvest losses, organization of nutrition education &
promotion, improving storage and expanding markets and market access
• Gender as a common basis
• New pathways to explore• Incorporate nutritional properties in the selection of seeds to promote
• Need for upstream thinking or a “think tank”• Build policy from the ground
UN Network meeting
August 2013
Take home message
• Window of opportunity to leverage nutritionsensitive agriculture in Senegal
• Basic conditions should be to speak thesame language and to continue to engagewith the Ag sector to explain what nutrition is
• In-service training courses or revision of theAg curriculum offer a useful start
