Not too long ago I heard someone say that the HarrisCounty Hospital District and the Ben Taub GeneralHospital are one of our community’s best-keptsecrets. Created over 40 years ago, the HCHD hascontinually served all of the citizens of Harris Countyand has also been the healthcare safety net of ourcommunity. Baylor College of Medicine and theUniversity of Texas Medical Schools’ world-classphysicians and residents provide high quality care tothe patients of Harris County regardless of theirability to pay. In addition, the HCHD participates andhas available to its patients the latest research andinnovative medical procedures and techniques.

The Harris County Hospital District Foundation, acharitable 501(c)3 organization, raises funds andawareness in support of the Harris County HospitalDistrict. Established in 1994, the HCHD Foundationhas raised in excess of $17.5 million for the HospitalDistrict. Traditionally, the HCHD Foundation hasfunded pilot programs, facility enhancements, andincentive programs.

In partnership, the HCHD and the HCHDFoundation have shared some impressive successes.We have highlighted some of the more notablesuccesses in our 2004 - 2005 / 2005 - 2006 combinedannual report. One success that I’m particularlyproud of is the role the Hospital District had in caringfor the Hurricane Katrina evacuees at the AstrodomeClinic August of 2005. Hospital District employeestreated over 11,000 individuals, dispensed over10,000 prescriptions, and administered over 10,000tetanus vaccines all within a 15-day timeframe.

The Martin family relied heavilyon the nursing staff to keep theminformed of Gary’s condition. Thestaff remained in constant contactwith the family. Joan Martinremembers “[nursing staff] wasalways bending the rules for usincluding extending visiting hoursso that I could see Gary beforeheading to work. In retrospect, theygave us the best care possible.”The Martin family asked friendsand family to donate to the HarrisCounty Hospital DistrictFoundation in honor of Gary

Martin. Funds received were designated to benefit thenursing staff of the Neuro Surgery Intensive CareUnit. On August 26, 2005, the HCHD Foundationhosted an unveiling celebration for the newlydecorated NICU Nurses’ Lounge.

One of the many purposes of the HCHDFoundation is to steward generous gifts from gratefulpatients and their family and friends. The MartinFamily expressed their appreciation of the nursingstaff through a very generous act, one that we allappreciate.

Nursing SuccessATTR IBUTED TO THE GREAT NURSING STAFF

Little did Joan Martin or her family realize how muchthey would appreciate the nursing staff of the NeuroSurgery Intensive Care Unit at Ben Taub GeneralHospital.

On the night of April 17, 2004, Joan Martin awoketo the telephone ringing. Her husband, Gary, had gonefor a late night walk and had fallen. Neighborssuspected that he had been hit by a car and had called911. Taken initially to a hospital near the Martin’shome, Gary was then transported to Ben Taub GeneralHospital.

Gary Martin had suffered severe head trauma.Immediate surgery was needed to relieve the pressurein Gary’s head. “Physicians performed 2 surgerieswithin a 24 hour period” stated Joan. Gary was placedin the Neuro Surgery Intensive Care Unit andremained in a coma.

HCHD EMPLOYEE ASSISTANCE FUND

Recipient

of Operations.The Fund was established with a $25,000 initial

contribution by the HCHD Foundation. HospitalDistrict employees sustain the Fund by contributingannually through internal fundraisers and payrolldeduction. A committee of Hospital Districtemployees reviews each case and awards assistancebased on the individual need. To date, over $137,000has been raised and over $115,000 has been awarded.

Debbie Gilkey, the Hospital District’s WellnessCoordinator, and her husband, Todd, were excitedabout their summer family reunion in Louisiana. Itwas an opportunity to enjoy some “fun” time as afamily and to show off Bruer, their 6-month old son.Little did they know that their world would forever bealtered on the afternoon of June 27, 2004.

While traveling back to Houston, the Gilkeys wereinvolved in a head-on collision. Debbie, sufferingfrom a major head injury, was rushed to a nearbyhospital where she underwent brain surgery to relievepressure. Her injuries left her in a coma for severalweeks and with partial paralysis. Todd, not knowingwhether his wife and the mother of his newborn childwould survive, remained by Debbie’s side.

With the traditional sources of income on hold andDebbie quickly using her paid time off and exceedingmedical benefits, Todd began to reach out to familyand friends. The Harris County Hospital DistrictEmployee Assistance Fund stepped in and offeredassistance.

In 2001, the Harris County Hospital DistrictFoundation established an Employee Assistance Fundto help Hospital District employees in times offinancial crisis. The Fund offers assistance to thosewho are confronted with property damage due to afire, flood, tornado, or other natural disaster; death ofa spouse or dependent child; or assistance in the wakeof a medical emergency. “The intent is to assistemployees with unexpected expenses, rather thancover routine expenses incurred prior to the crisis,”stated Amanda Callaway, HCHD Foundation Director

Rehab SurvivorATTR IBUTED TO HCHD REHABI L I TAT ION SERVICES

After spending an intense three weeks at Ben TaubGeneral Hospital, Jason was moved to Quentin MeaseCommunity Hospital, the Hospital District’s specialtyand rehabilitation hospital. There, life was a hard anda humbling experience. This once tough U.S. Armyparatrooper was completely dependent on others tosurvive.

Small tasks like brushing his teeth, washing hisface, and other basic day-to-day activities became aprimary focus for Jason. Tying his shoelaces took twohours. PT and OT therapists used the HCHD

Foundation funded Patient Transitional areas tohelp Jason relearn basic tasks. The Patient

Transitional areas include a mock living room,bedroom, and vehicle. The rooms allowtherapists to rehab patients in a controlled, butreal-life environment.“We were approached several years ago to

fund the Patient Transitional rooms,” stated OttleySims, HCHD Foundation Executive Director. “It wasa perfect opportunity for the HCHD Foundationto support District employees and patients.”

A year and four months after his accident, Jasonwas dancing at his wedding. Today he volunteersevery Friday for the department that gave him his lifeback. “These are my lifesavers and I owe them.I can assist staff to help patients recover and remindeveryone there is hope.”

Tying shoelaces is not much of a challenge for mostpeople, but for Jason Ferguson a rehabilitated traumasurvivor, this daily activity demonstrates just how farhe has come. Some thought he wouldn’t even livethrough his ordeal.

One December evening, clinging to life, Jasonwas brought to Ben Taub General Hospital sufferingfrom internal injuries, lacerations, and signsindicating irreversible brain damage. Physiciansdidn’t think he would make it, and if he did, hecertainly would not be able to care for himself.

Cases such as Chong Turner’s are all too commonin the elite Level 1 Ben Taub Trauma Center. It is‘the’ place one wants to be when faced with a traumainjury or condition. In fact, Ben Taub Trauma Centeris one of only two Level 1 units in Houston and thesurrounding area. For this reason, the Harris CountyHospital District Foundation supports the TraumaCenter through the Henry J.N. Taub Trauma Fund.

The HCHD Foundation established the Henry J.N.Taub Trauma Fund to provide for additional supportfor this critical center. With technologicaladvancements, what was once up-to-date equipmentbecomes obsolete before Hospital District annualbudgetary resources can respond. The intense andstressful environment weighs heavily on nursesand doctors. The Trauma Fund assists in providingfinancial resources when needed.

After seven months of slight to severe headaches anddizziness, Chong Turner almost died on January 10,2004 due to a ruptured cerebral aneurysm.

On that fateful Saturday morning, Chong Turnerhad just finished washing her hair when she called forher husband, Ronald. Shaking from intense pain,Chong told her husband “it felt like something hadpopped in her head.” Ronald Turner, a Vietnamveteran who spent more than 38 years working themedical field, knew what was happening. “There werenearby hospitals, but I knew if there was any chanceof survival I had to get her to Ben Taub,” Ronaldremembers. “I spent many hours at Ben Taub whenI worked for the Harris County Psychiatric Centeryears ago. I saw them handle some very severe cases,so I knew that was where we needed to be.”

When the Turners arrived at the Ben Taub TraumaCenter, Chong had already lost movementon the left side of her body. Wasting notime, doctors and nurses began evaluatingChong’s condition. X-rays revealed thatChong had a subarachnoid hemorrhage.Immediate surgery had to be performed.

Months later after undergoing severalsurgeries, procedures, and a stay in theBen Taub Neurosurgery Intensive CareUnit, Chong Turner continues to recover athome. Although limited in her physicalmovements, there is a strong possibilityfor a full recovery, which Ronald Turnerattributes to the care she received at BenTaub.

After four years of treatment, Rita was told that hercancer was in remission.

For many of the Hospital District’s oncologypatients, four years of treatment for several hours at atime is routine. In an effort to provide comfort tothese patients, the HCHD Foundation 12th AnnualGolf Tournament raised funds to refurbish theOncology Clinic. “While the District provides qualitycare equal to or better than that of other privateinstitutions, amenities and comfortable surroundingsaren’t always available. The HCHD Foundation GolfCommittee recognized that providing comfort foroncology patients, who at times receive 8-hourtreatments, a true need” stated Amanda Callaway,Foundation Director of Operations.

Both Chemotherapy Clinics have been repaintedand decorated in an effort to provide a comfortableand soothing environment for patients receivingtreatment. In addition, funds also enhanced theCancer Resource Center, which provides literature,prosthetics, and hairpieces for patients.

Rita Perales continues to receive a good bill ofhealth. “When my youngest son Jose Carlos (age 9)was born and I knew I had cancer, I prayed thatI would live long enough for him to know me.That was several years ago. Now I want to see mychildren have their children.”

Rita Perales begins each trip to LBJ GeneralHospital with hope and a prayer – that her cancerremains in remission and that she will live to see hergrandchildren.

Rita Perales presented at LBJ General Hospitalafter complications from a surgery performedelsewhere. Her stay at LBJ resulted in the discoverythat Rita had stomach cancer. She was referred to theLBJ Oncology Clinic for chemotherapy treatment.

Fund and Project STEP, Pedro recently received acustomized Gait Trainer. Pedro’s Gait Trainerprovides the needed upper and lower body support,which allows him and other individuals likehim to walk and move independently. Thanks torehabilitation and medical equipment available, Pedrois able to experience life and every day activities at apace similar to that of his peers.

When Pedro Hernandez was born in 1999 with SpasticCerebral Palsy, few options, if any, were available toPedro’s parents. Little did they realize how theiryoung son’s life would forever be changed thanks tothe Harris County Hospital District.

Pedro and his family are from Mexico, a countrywere few healthcare resources are available. When hearrived at Ben Taub General Hospital Pediatric RehabServices for evaluation, Pedro was using orthoticshe had outgrown and an insufficient walker. Becauseof the inadequate orthotics and walker, Pedro haddifficulty moving his legs one at a time and could notkeep his legs from crossing when attempting to walk.Overall, walking independently was unsafe andimpossible. In addition, Pedro’s upper body movementswere limited due to lack of trunk support.

Pedro qualified for assistance from Project STEP,a Hospital District program that provides durablemedical equipment to pediatric patients who sufferfrom functional skills disabilities. The Harris CountyHospital District Foundation provides funding forProject STEP through the Children’s Health Fund.

Thanks to a generous gift by Ginni and RichardMithoff, the HCHD Foundation established theChildren’s Health Fund in 2002 to provide fundingfor pediatric programs focused on the medicallyunderserved population. To date, the Children’sHealth Fund has awarded $1.3 million in programmaticgrants and has provided support for programs such asProject Smile, Ben Taub Pediatric Special NeedsClinic, BOOKS Literacy Program, TroubleShootingfor Health Mobile Health Program, High Risk Infant
