Overview of WSAA The Water Services Association of Australia (WSAA) is the peak industry body that supports the Australian Urban Water Industry. Its members and associate members provide water and sewerage services to approximately 20 million Australians and many of Australia's largest industrial and commercial enterprises.

The Association facilitates collaboration, knowledge sharing, networking and cooperation within the urban water industry. It is proud of the collegiate attitude of its members which has led to industry-wide approaches to national water issues.

WSAA can demonstrate success in the standardisation of industry performance monitoring and benchmarking, as well as many research outcomes of national significance. The WSAA Executive retains strong links with policy makers and legislative bodies and their influencers, to monitor emerging issues of importance to the urban water industry. WSAA is regularly consulted and its advice sought by decision makers when developing strategic directions for the water industry.

WSAA was formed in 1995 as a non-profit organisation to foster the exchange of information relating to the provision of urban water services between industry, government and the community, and to promote sustainable water resource management.

The Association’s main activities focus on four areas:

1 .influencing national and state policies on the provision of urban water services and sustainable water resource management

2. promoting debate on environmentally sustainable development and management of water resources and the community health requirements of public water supplies

3. improving industry performance and establishing benchmarks and industry leading practices for water service processes; and

4. fostering the exchange of information on education, training, research, water and wastewater management and treatment and other matters of common interest.

1 EXECUTIVE SUMMARY

NUPIGECO SpA’s EloFIT and EloPRESS range of plastics moulded fittings can be categorised as follows: (a) EloFIT electrofusion fittings; (b) EloFIT elongated spigot fittings for butt fusion and for use with electrofusion socketed

fittings and EloFIT short spigot fittings for butt fusion only; (c) EloPRESS compression fittings; and (d) EloPRESS Poly to Copper transition kit.

EloFIT electrofusion socketed, short and elongated spigot fittings and EloPRESS compression fittings are suitable for use with polyethylene (PE) pipes manufactured in accordance with AS/NZS 4130 - Polyethylene (PE) pipes for pressure applications, for conveyance of drinking water, recycled water and sewerage, in aboveground and below ground applications.

EloFIT electrofusion socketed, short and elongated spigot fittings and EloPRESS compression fitting are manufactured by NUPIGECO SpA in Busto Arsizio, close to Milan, Italy. EloFIT and EloPRESS fittings are distributed in Australia by NUPIGECO’s Brisbane Office (Pacific, Middle East & African branch) in Ashgrove, QLD 4060.

EloFIT and EloPRESS range of plastics moulded fittings were appraised for compliance with AS/NZS 4129:2008 Fittings for polyethylene (PE) pipes for pressure applications. The appraised fittings are Watermark Level 1 product certified, by SAI Global. The WaterMark certificate is shown in Appendix B. A copy of the schedule is available for downloading from the WSAA ‘Members Only’ IPAM Portal Website.

The EloFIT system is assembled through either the electrofusion or butt fusion process.

EloFIT electrofusion range of fittings includes straight coupler, end cap, 30⁰, 45° and 90° elbow, branch saddles, tapping tee, reducers, equal tee, reducing tee in sizes from DN 20 to DN 630 (product dependent). Refer to Table 1, in Section 4 for a complete range of appraised fittings.

EloFIT short and elongated spigot range of fittings includes 45° and 90° elbow long spigot, Cap long spigot, stub end, reducer long spigot, reducer short spigot, 90 Tee long spigot, and reducing tee spigot in sizes from DN 20 to DN 630 (product dependent). Refer to Table 1, in Section 3 for a complete range of appraised fittings.

The EloFIT electrofusion fittings, elongated and short spigot fittings are manufactured from black PE 100 resin and available in different pressures classes i.e. SDR 17 for PN 10, SDR 11 for PN 16, SDR 9 for PN 20 and SDR 7.4 for PN 25 at 20⁰C (size dependent).

Plastics moulded material of the fitting body for the EloFIT range of fittings complies with Table 1.1 of AS/NZS 4129:2008.

The EloPRESS compression fitting range includes 90° elbow, 90° elbow Poly to female/male thread, coupler, reducing coupler, flange adaptor, end connection male/female, end piece, 90° equal tee, reducing tee and Equal tee with male/female thread offtake in sizes from DN 20 to DN 110 (product dependent). The female threaded outlets have a Grade 316 stainless steel reinforcing ring (see Section 12 Discussion). Sizes suitable for the water industry include; DN’s 25, 32, 50, 63, 90 and larger if appropriate. Refer to Table 1, in Section 3 for a complete range of appraised fittings.

EloPRESS fitting is manufactured from compounds that meet the requirements of AS/NZS 4129:2008. The fitting body and locking nut is moulded from UV stabilised polypropylene copolymer (PP-B) black. The polypropylene copolymer (PP-B) black material is listed in Table 1.1 in AS/NZS 4129.

A tabular and diagrammatic summary of the product range is shown in Section 3.

• The NUPIGECO’s EloFIT electrofusion and butt welding fittings and EloPRESS compression fittings are ‘fit for purpose’ and suitable for use in water supply1 and sewer gravity, pressure and vacuum systems.

• The EloFIT electrofusion and butt welding fittings and EloPRESS compression fittings are suitable for use with PE pipe conforming to AS/NZS 4130.

• ISO Type 5 product certification of the EloFIT electrofusion and butt welding fittings and EloPRESS compression fittings has been adequately addressed to the satisfaction of WSAA Appraisal Network.

Note: 1 includes drinking and recycled water supply. 1.1 Report Recommendation It is recommended that WSAA members and associates accept/authorise the EloFIT electrofusion and butt welding fittings and EloPRESS compression fittings supplied by NUPIGECO SpA as listed in Section 4 - Scope of this report and in the Product Certification Schedules. This recommendation is subject to the pipelines / fittings being designed, installed and commissioned in accordance with NUPIGECO SpA recommendations, appropriate WSAA Codes and nominated Standards.

2 THE APPLICANT NUPIGECO SpA is a manufacturer and supplier of polyethylene pipe and fittings used for jointing PE pressure pipes. Nupigeco was founded in 2008 by the merger of NUPI SpA and GECO System SpA, two companies with over 30 years of experience in the field.

EloFIT electrofusion socketed, short and elongated spigot fittings and EloPRESS compression fitting are manufactured by NUPIGECO SpA in Busto Arsizio, close to Milan, Italy.

In Australia the EloFIT and EloPRESS fittings are distributed by NUPIGECO’s Brisbane Office in Ashgrove, QLD 4060.

3 THE PRODUCT NUPIGECO SpA product range consists of the following fittings: (a) EloFIT electrofusion fittings; (b) EloFIT elongated spigot fittings for butt fusion and for use with electrofusion socketed

fittings and EloFIT short spigot fittings for butt fusion only; (c) EloPRESS compression fittings; and (d) EloPRESS Poly to Copper transition kit.

The black PE 100 resin used to manufacture these fittings is in accordance with approved resins listed in Table 1.1 of AS/NZS 4129.

3.1.1 EloFIT elongated and short spigot fittings for butt fusion and for use with electrofusion socketed fittings NUPIGECO SpA’s EloFIT elongated spigot fittings for butt fusion and for use with electrofusion socketed fittings and short spigot fittings for butt fusion only.

NUPIGECO SpA’s EloFIT with short spigots (for butt welding), and elongated fittings (for butt- and electrofusion welding) are made from the same PE 100 resin. The dimensional requirements for the EloFIT elongated spigot fittings complies with AS/NZS 4129 and the dimensional requirements for the short spigots comply with EN 12201-3.

3.1.2 EloFIT Electrofusion Tapping and Branch Saddles 3.1.2.1 EloFIT Electrofusion Tapping Tee

The EloFIT EF Tapping Tee is a mechanical “self” tapping tee for property service connections from PE pipe and sealed using electrofusion. The EloFIT EF Tapping Tee is available in various sizes from DN 40 to DN 630 (with outlet from dn 20 to dn 63) at a maximum allowable operating pressure of 16 bar (PN 16, SDR 11) at 20⁰C.

There are three types available in this range.

The EloFIT EF branch saddle is a for property service connections from PE pipe and also sealed using electrofusion. A drilling machine is used on branch saddles fused on PE pipe.

The EloFIT EF branch saddle is available in various sizes from DN 40 to DN 315 (with outlet from dn 20 to dn 63) at a maximum allowable operating pressure of 16 bar (PN 16, SDR 11) at 20⁰C.

There are two types available in this range. (a) EloFIT EF Branch Saddle with belt – from DN 90 / dn 20 to DN 315 / dn 63 (all size

inclusive). (b) EloFIT EF Branch Saddle with a rigid under clamp – from DN 40 / dn 20 to DN 90 / dn

32 (all size inclusive); DN 40-75 / dn 40; and DN 63 / dn 50-63

The range of EloFIT EF Branch Saddles is shown in Figure 4. The complete range in the scope of this appraisal is covered in Section 4.

EloPRESS compression fitting range includes 90° elbow, 90° elbow Poly to female/male thread, coupler, reducing coupler, flange adaptor, end connection male/female, end piece, 90° equal tee, reducing tee and Equal tee with male/female thread offtake in sizes from DN 20 to DN 110 (product dependent). EloPRESS fitting is manufactured from compounds that meet the requirements of AS/NZS 4129:2008. The fitting body and locking nut are moulded from UV stabilised polypropylene copolymer (PP-B) black. The thrust ring is moulded from polypropylene copolymer (PP-B). The polypropylene copolymer (PP-B) material is listed in Table 1.1 in AS/NZS 4129.

The split ring is moulded from polyacetal resin. The O-ring seal is made of nitrile butadiene rubber (NBR), hardness 70sh, and black in colour.

Refer to Figure 5 for the material components of the EloPRESS compression system.

FIGURE 6: RANGE OF ELOPRESS COMPRESSION FITTINGS 3.3 EloPRESS Mechanical Saddles Clamp The EloPRESS saddle clamps provides a means for the connection of property services to PE80 or PE100 polyethylene pipes in sizes DN 25 to DN 160 at a maximum allowable operating pressure of 10 bar (PN 10) at 20⁰C.

The EloPRESS saddle clamp is available both in standard version and with stainless steel 316 metal stiffening ring. The clamp saddles are composed of two black copolymer polypropylene PP-B (Type 2) parts, held together by AISI 316” stainless steel bolts, nuts and washers and 2 nitrile NBR rubber gaskets that ensure a leak tight seal. The number of bolts depends on the diameters: 2 bolts for DN 25 to DN 50, 4 bolts for DN 63 to DN 90 and 6 bolts for ø DN 110 to DN 160.

A watertight connection is achieved through the use of a combination hydrostatic lip / compression seal around the connection into the pipeline.

The nitrile rubber seal, that is fully compliant with the requirements of AS 1646:2007 Elastomeric seals for waterworks purposes also provide resistants to contaminants such as oils, diesel and other hydrocarbons.

EloPRESS fittings’ pressure rating differs as per size range; PN 16 for DN 16 to DN 63; PN 10 for DN 75 to DN 110 and PN 10 for clamp saddles.

The EloPRESS Poly to copper transition fittings includes straight joiners, tees and elbows pre-assembled. Connection kits are also available for joining ½”, ¾” and 1” copper to 16mm, 25mm and 32mm PE pipe.

The stainless steel Grip Ring (Jaw) of the EloPRESS Poly to Copper connection is made from Stainless Steel 304 which provides the required axial restraint for the PE - Copper pipe joint. Grade 304 Stainless Steel is normal for these fittings and not recommended for water industry buried applications. Refer to Clause 11.

The water tight seal is created by the 'top hat' seals on the pipe (black and brown colour) and the captive O-ring inside the fitting body.

5 APPRAISAL CRITERIA 5.1 Quality Assurance Requirements The WSAA product appraisal network accepts polyethylene Electrofusion and butt welding fittings and polypropylene compression fittings for pressure applications manufactured in compliance with AS/NZS 4129:2008 Fittings for polyethylene (PE) pipes for pressure applications and duly certified by means of an ISO Type 5 product certification scheme undertaken by a JAS-ANZ accredited Certification Assessment Body (CAB) or by an international accreditation system recognised by JAS-ANZ.

The manufacturer is generally expected to have a production management and control system that has been duly accredited in accordance with AS/NZS ISO 9001 as a prerequisite to undergoing a product certification audit.

5.2 Performance Requirements NUPIGECO’s EloFIT electrofusion and butt welding fittings and EloPRESS compression fittings have been appraised for compliance with AS/NZS 4129:2008 Fittings for polyethylene (PE) pipes for pressure applications.

Appraisal criteria is also determined by the WSAA Infrastructure Products and Materials Network and regularly reviewed to ensure that the criteria reflect the requirements of WSAA members.

NUPIGECO’s EloFIT electrofusion and butt welding fittings and EloPRESS compression fittings are ISO Type 5 Product Certified by SAI Global with License No. WMKA21296 to demonstrate ongoing compliance with the requirements specified in AS/NZS 4129:2008.

The type test and production test results have been confirmed to meet the requirements of AS/NZS 4129 by SAI Global WaterMark certification.

Type Tests have been carried out by Plumbing Testing Laboratory (PTL) QLD, TTR Institute Srl, Italy and NG Institute Srl, Italy. Refer to Appendix G for test results.

Process Verification and Batch Release Tests have been carried out “In-House” in NUPIGECO SpA Quality Control Laboratory in Busto Arsizo (VA) Italy using appropriate specialist testing equipment.

To demonstrate type testing compliance, WSAA requests appraisal applicants to submit typical type test and batch release test reports as per AS/NZS 4129:2008. NUPIGECO has submitted the

• Plumbing Testing Laboratory Report TT2086 dated 11 December 2008 for EloFIT electrofusion and EloPRESS compression fittings (previously known as GECO fittings) manufactured from HDPE (PE100) and Polypropylene PP-B (Type 2) respectively.

• Other type test reports conducted in Italy by NUPIGECO’s nominated laboratories TTR Institute Srl and NG Institute Srl

• Process Verification Test and Batch Release Test results carried out by NUPIGECO’s In-House Quality Control Laboratory.

5.4 Use in contact with drinking water NUPIGECO SpA has submitted two Certificates of Analysis for polyethylene and polypropylene resins for compliance with AS/NZS 4020:2005. Both reports are prepared by NATA Accredited (No. 15773) AMS Laboratories Pty Ltd located in Silverwater NSW 2128. The reports concluded as follows:

a) Report No. 1211030 dated 11/10/2012 represents EloPRESS Polypropylene compression fitting sample 90o Elbow DN 16, model no. 10KG16.

Based on completion and evaluation of all tests on 11/10/2012, the product, 10KG16 EloPRESS Elbow 90o DN16; fully complies with the test requirements of AS/NZS 4020:2005 to cover a cold water application up to <40°C, at the recommended 0.1 (1/10) of 'in-the-product' exposure at (20 ± 2)°C. This testing exposure will cover the product range with lower or equivalent wetted surface area.

b) Report No. 1406838 dated 13/06/2014 represents EloFIT PE100 HDPE Electrofusion 90o Elbow DN 20, model no. 12EGEM020.

Based on completion and evaluation of all tests on 11/10/2012, the product, 10EGEM020 PE100 HDPE EloFIT Electrofusion Elbow 90o DN20; fully complies with the test requirements of AS/NZS 4020:2005 to cover a cold water application up to <40°C, at the recommended 0.1 (1/10) of 'in-the-product' exposure at (20 ± 2)°C. This testing exposure will cover the product range with lower or equivalent wetted surface area.

c) Report No. 1406838 covers EloFIT butt welding fittings as the material of make (i.e. HDPE PE100) is same as that of EloFIT electrofusion fittings.

The full test reports are being held on file by WSAA.

5.5 Compliance with Material Requirements Refer Clause 1.13 & 1.14, AS/NZS 4129

5.5.1 Body NUPIGECO SpA states that they only use PE 100 resins approved to PIPA and Australian standards sourced from consistent proven suppliers.

NUPIGECO has submitted an Inspection Certificates 3.1 according to EN 10204:2004 listing PE compound HE3490-LS-H which is listed in PIPA Industry Guideline POP004 – Polyethylene pipe compounds. The Certificate 3.1 (10AO-03098 dated 10.05.2010) has been issued by Borealis AG, Vienna Austria to NUPIGECO SpA.

EloPRESS fitting is manufactured from compounds that meet the material requirements listed in Table 1.1 in AS/NZS 4129-2008.

NUPIGECO uses black copolymer polypropylene PP-B (Type 2) for the EloPRESS body and locking nut.

5.5.2 Split ring The split ring is a material component of the EloPRESS compression fittings as shown in Figure 6. The split ring is moulded from Polyacetal (POM) listed in Table 1.1 in AS/NZS 4129.

5.5.3 Thrust ring The Thrust ring is a material component of the EloPRESS compression fittings as shown in Figure 6.

NUPIGECO uses copolymer polypropylene PP-B for the EloPRESS thrust ring.

5.5.4 Gasket O-ring made of NBR The Gasket O-ring is a material component of the EloPRESS compression fittings. The Gasket O-ring is made of 75 Shore nitrile rubber (NBR).

EloPRESS compression fittings including Mechanical Clamp Saddle as shown in Figures 6 & 7. This NBR O- O-ring is manufactured by LAVEL GOMMA Rubber Specialist using compound code 01/AA70NBR in compliance with AS 1646.1, DVGW E70NBR in compliance with AS 1646.1, DVGW EN 681-1 and DVGW DIN EN 682 Type GBL and certified for use in contact with potable water according to DVGW-Arbeitsblatt W 270 - Testing and assessment of enhancement of microbial growth on non-metallic materials in contact with drinking water. Refer to Appendix D.

5.5.5 Stainless steel inserts The EloFIT transition fittings are made of Galvanised Iron, Stainless Steel or Copper and are assembled through threaded or push-fit joints. EloFIT transition fittings are excluded from the scope of appraisal. So none of the EloFIT electrofusion fittings included in the appraisal contains Stainless Steel inserts.

The EloPRESS Poly to Copper transition fittings as shown in figure 10 has a Stainless Steel 304 Grip Ring (Jaw) which provides the required axial restraint for the PE-Copper pipe joint.

Grade 304 Stainless Steel is normal for these fittings and not recommended for water industry buried applications. Refer to Clause 11.

The water tight seal is created by the 'top hat' seals on the pipe (black and brown colour) and the captive O-ring inside the fitting body.

5.5.6 Zinc plated steel inserts EloFIT transition fittings are excluded from the scope of approval. So none of the EloFIT electrofusion fittings included in the appraisal contains Zinc plated Steel inserts.

5.5.7 Brass inserts EloFIT transition fittings are excluded from the scope of approval. So none of the EloFIT electrofusion fittings included in the appraisal contains Brass inserts.

5.5.8 Screw Threads NUPIGECO’s EloPRESS compression fittings with screw threads (male or female) such as adaptors have pipe threads in compliance with EN 10226-1 which is compatible with the WSAA requirement of ISO 7.1. TTR Institute Srl, Italy Test Report No. 1103417-001 dated 26/08/2014 conforms that male thread is in line with ISO 7.1 and EN 10226.

The ISO 7.1 specification for sealing pipe threads requires male threads to be tapered and female threads to be parallel and EN 10226-1 carries the same specification.

5.5.9 Reinforcement ring (for female thread) The reinforcement ring for the female threaded fittings is Grade 316 stainless steel.

The purpose of the SS reinforcement ring is to increase hydraulic and mechanical strength of the thread, particularly in presence of high pressure and mechanical stress of the outlet, for example continuous vibration to the threaded connection or an oversized male thread connection. SS reinforcement rings are not required for compression fittings for female threads ½”-1¼” because the plastic thickness of the outlet has the hydraulic and mechanical strength to resist the pressure and mechanical stress. For thread sizes 1 ½”-4” a SS reinforcement ring is important as the plastic thickness is proportionally smaller while the integral pressure stress applied to the thread is greater than the smaller sizes (½”-1 ¼”).

6 FITTING INSTRUCTIONS, TRAINING AND INSTALLATION For product information, PE pipeline design and other welding installation instructions, refer to Appendix A for list of NUPIGECO Technical Manual and how to access them.

WSAA has published the Polyethylene Pipeline Code - WSA 01 with significant input and peer review of the Plastics Industry Pipe Association of Australia (PIPA). WSAA recommend for overall design, installation, pipeline testing and installer training requirements for PE pipeline systems agencies refer to the WSAA Polyethylene Pipeline Code - WSA 01 available from the bookshop at the WSAA web site www.wsaa.asn.au.

Satisfactory completion of a recognised PE pipeline installation training program is a recommended pre-requisite for all PE pipeline installers and supervisors.

7 PRODUCT MARKING NUPIGECO EloFIT electrofusion and butt welding fittings and EloPRESS compression fittings are product certified to AS/NZS 4129 and the minimum marking is:

a) Manufacturer’s name or registered trademark (EloFIT or EloPRESS)

b) Date or batch code (e.g. 30/04/2014 or LOT: S-018850)

c) Nominal size (DN) of the pipe to which the fitting is suited (e.g. 63 mm)

d) Material identification – (grade, type etc. abbreviated in accordance with nominated standards such as AS/NZS 4131) (e.g. PE100)

e) Classification for which the fitting is to be used (e.g. PN16, SDR 11)

f) The number of this Standard i.e. AS/NZS 4129.

g) Additional information related to the fusion-jointing conditions shall be provided (e.g. temperature range and time)

The information of Items (b), (c), (d), (e), (f) and (g) may be provided on the body of the fitting, or provided using a label, pressure sensitive tape, or other suitable means on the product marking; however, the fitting body is the preferred labelling location.

8 PACKAGING AND TRANSPORTATION NUPIGECO fittings are single bagged in a PE-foil for dust protection. In addition the fittings are multi-packaged in a cardboard box. Packaging lists are available on request. See Figure 11.

9 PRODUCT WARRANTY

Nupigeco Spa declares for EloFIT and EloPRESS fittings a warranty time of 36 months after delivery.

Nupigeco Spa guarantees the quality EloFIT and EloPRESS fittings when stocked for a maximum of 10 years (i.e. shelf life) at the following storage conditions:

a) Store in a dry, covered place, with temperature in the range -20°C to +50°C

b) Avoid exposure to direct sun and/or heating sources

c) Avoid stresses and shocks

d) Avoid contamination with water and/or chemicals

e) Remove the fitting from its plastic bag only immediately before installation

Nupigeco Spa declares for EloFIT and EloPRESS fittings a service life of minimum 50 years, under hydrostatic stress of 10 MPa at 20°C, provided the above conditions for storage are respected and manufacturer’s installation instructions are followed.

10 WATER AGENCY EXPERIENCE WITH THE PRODUCT OR FIELD TESTING REPORT

A field testing report of the NUPIGECO EloFIT electrofusion and butt welding fittings and EloPRESS compression fittings has not been submitted at this time.

While electrofusion, butt welding and compression fittings are a mature and widely installed product, the Australian water industry has had varied experience with the performance of these fittings. They are approved by many Water Agencies simply based on product certification and the knowledge that they are capable of performing well provided the installation is carried out correctly by competent well-trained installers.

Many Water Agencies are cautious particularly about the use of electrofusion fittings due to the lack of confidence in the installers. Because of the history of erratic installation quality, it is imperative that satisfactory completion of a recognised PE pipeline installation training program be a minimum pre-requisite for all PE pipeline installers. In addition it is recommended that for PE pipelines where electrofusion fittings are being used, an

attentive site supervision regime be adopted using qualified, experienced supervisors until the individual installer or contractor can demonstrate competence in all aspects of installation.

11 DISCUSSION Where stainless steel is to be buried, 316 as a minimum is recommended. Performance of 316 can still vary greatly depending on the soil conditions. Well-drained soils with high resistivity (some sands) give far better results than waterlogged soil of low resistivity (such as wet clay or estuarine swamps where 316 is not recommended). Stainless steel should be buried in a drained trench that has been backfilled with sand or crushed aggregate. Additional corrosion protection is not normally recommended for buried stainless steel as a product such as petrolatum tape can induce crevice corrosion unless it is applied with great care.

Compression fittings rely on interface pressure being maintained between the elastomeric seal and the PE pipe surface to maintain a sealed connection. Mechanical fittings, including compression fittings are normally used on PE pipe ≤ DN 90. Mechanical fittings are also normally used for repairs or changes to the pipeline as the pipe surface preparation requirements are less stringent than electrofusion.

Some water agencies consider the smaller PE pipe and compression fittings used for main to meter property services as plumbing products and they are not included in Water Agency infrastructure. Many agencies use minor size PE mains in ‘Cul-De-Sac’ installations and find PP compression fittings adequate and ‘fit for purpose’.

For information on quality polyethylene pipeline design, installation and testing processes refer to the WSAA Polyethylene Pipeline Code - WSA 01.

For pipe sizes up to and including DN 90, joints shall be the compression or electrofusion type complying with AS/NZS 4129. For new installations of pipe in diameters greater than DN 90, butt welding or electrofusion coupling jointing shall be used. Only trained and certified welders shall perform weld jointing of pipelines. Spigot and socket fusion welding shall not be permitted. Electrofusion systems shall permit manual operation and be limited to the long bodied, 4.0/4.7 mm diameter single pin connections conforming to the requirements of AS/NZS 4129.

The use of mechanically bolted jointing systems with elastomeric seals to joint PE pressure pipelines exceeding DN 63 in diameter has generally been limited to applications where pipeline fusion jointing proves impracticable and shall be subject to acceptance by the Water Agency.

Mechanical jointing systems for PE pressure pipe shall be configured to incorporate elastomeric seals and pipe gripping joint components that are specifically designed to restrain PE pipe ends from axial movement relative to the joint and to retain joint seal notwithstanding internal positive and negative service pressure fluctuations. Mechanical jointing systems to be installed on PE pressure pipelines shall, for acceptance, incorporate a 316 stainless steel ring stiffening insert that is designed to provide internal support for and tightly fit the nominated PE pipe internal bore.

Mechanical compression and thread jointed pipe fittings not exceeding DN 63 in diameter (usually in property service and cul-de-sac applications) and fusion jointed fittings in pressure applications shall comply with the requirements of AS/NZS 4129. Mechanical tapping bands for reticulation (diameter < DN 315) PE pipelines shall comply with AS/NZS 4129 Section 4.

The jointing and seal configuration systems of AS/NZS 5065 PE and PP pipes and fittings for non-pressure applications shall be designed to provide pipeline joint structural and dimensional integrity and stability during handling, installation, hydrostatic testing, burial and subsequent long term service.

Electrofusion jointing of PE pipelines offers a permanently sealed and jointed system provided the electrofusion process is carried out correctly. The electrofusion jointed PE pipeline has the potential to have life expectancy equal to and in some cases well beyond other pipeline materials and jointing systems. The PE material is corrosion resistant and correctly made joints are permanently fused to provide a high level of joint integrity against leakage and/or infiltration over the long-term. Similar to other plastic pipe systems, PE is susceptible to fatigue from cyclic pressure changes and additional design considerations must be made if used in a pumped pipeline. Refer to WSAA Technical Note TN4, plus design material information available from Nupigeco Australia.

PE pipelines are susceptible to permeation of specific organic chemicals (as are other pipeline systems) and care must be exercised if designing for installation in contaminated ground and/or brownfield sites. Seek further advice from Nupigeco Australia regarding such installations.

The appraisal concludes that:

• The NUPIGECO EloFIT electrofusion and butt welding fittings and EloPRESS compression fittings are ‘fit for purpose’ and suitable for use in water supply and sewer pressure and vacuum systems.

• The NUPIGECO EloFIT electrofusion and butt welding fittings and EloPRESS compression fittings are suitable for use with PE pipe conforming to AS/NZS 4130.

• The ISO Type 5 WaterMark Licence for the NUPIGECO range of fittings (i.e. EloFIT electrofusion and butt welding fittings and EloPRESS compression fittings) has been addressed to the satisfaction of WSAA Appraisal Network

12 LIFE EXPECTANCY Based on product certification to the nominated standard the NUPIGECO SpA EloFIT electrofusion and butt welding fittings and EloPRESS compression fittings have been rated ‘B’ – Life expectancy in excess of 50 years before replacement. This rating is only a general guide to life expectancy and may increase or decrease as a result of the quality of installation, system operating conditions, operating environment and other geographical and site specific factors.

13 FUTURE WORKS There are no outstanding future work items.

14 REPORT RECOMMENDATION It is recommended that WSAA members and associates accept/authorise the EloFIT electrofusion and butt welding fittings and EloPRESS compression fittings supplied by NUPIGECO SpA as listed in Section 4 – Scope of this report and in the WaterMark Product Certification Schedules as ‘fit for purpose’ in water supply and sewer pressure and vacuum applications. This recommendation is subject to the pipelines / fittings being designed, installed and commissioned in accordance with NUPIGECO Australia recommendations, appropriate WSAA Codes, including WSAA member integrated Codes and supplementary and nominated Standards.

Appendix E of AS/NZS 4129 (ISO 1167)

At any change in material The 50mm electrofusion tee was tested at 80°C for 165 hours at 960 kPa (9.6 MPa), the sample was also submitted to a 100 hour test at 20°C. The test pressure applied is 9.6 MPa (8 MPa); MRS for PE100, PN16, SDR11 pipe is 4 MPa, so 2.00 x 4 = 8 MPa. There was no leakage observed at both testing. Complies.

The specimen (125mm tapping saddle) was tested generally in accordance with Clause 4.4.5, except for the following variations to the test method: • The test was carried out on PN16 pipe, subjected to the test

pressure for PN16. • The centre section of the test pipe was prevented from

buckling under pressure by two guide plates. A bending moment of 50 Nm was applied to the specimen. No leakage, fracture, cracks or other failure occurred. Complies.

4.4.6 Resistance to rotational and axial sliding
