N E W S Séamus Clancy The Tyre Producer Responsibility Scheme in the Republic of Ireland Séamus Clancy became Chief Executive of Repak Ltd in April 2014. He holds a primary degree in Civil Engineering from the University College Cork and a master’s degree in Management from the University of Birmingham, UK. Prior to joining Repak, Séamus gained over 20 years industry experience as a senior executive as Chief Operating Officer of Environmental Group One51plc, Managing Director of Rilta Environmental Limited and Director of Enterprise at the Rehab Group. Repak Ltd is Ireland’s packaging compliance scheme, set up by industry in 1997, licensed by Government and funded by over 2000 members. Since November 2015, Séamus has also been overseeing the set-up of Ireland’s new End of Life Tyre compliance scheme which over 600 economic operators have joined to date. Michael Sawyer The Enforcement Landscape Michael is a Senior Enforcement Officer at the Regulatory Delivery directorate, working as contract lead for the work for the Department for Transport enforcing the European Tyre Labelling Regulation. Michael has a background in academia, but has worked previously in the private sector in retail and in airfreight. Transferring to the public sector in 2013, he was able to apply his experience with international legislation to his work at the NMRO where he has worked across the portfolio of enforcement activities, particularly Tyre Labelling and Ecodesign, where there are obvious parallels between the tyre label and the energy label that is already well known on white goods. Michael’s work continues to focus on retailers, which is important in gaining an understanding of the pressures on tyre fitting businesses as well as establishing levels of compliance with the legislation with a view to minimising regulatory burden to aid growth. Michael White The Future of Apprenticeships in the UK and New Qualifications for the Tyre Industry Michael has worked in the motor industry for over 25 years. He served his time as an apprentice mechanic in a Fiat main dealer in Lancaster after leaving school, working on everything from lawn mowers to plant equipment. He has worked in various garages servicing and repairing light and heavy vehicles. Including running his own garage in the Lake District for a couple of years where he specialised in tyres, general repairs and MOTs. A move to education saw him become a Light and Heavy vehicle tutor at a private training provider in Lancaster. Where he worked for 8 years, 6 of which as the Work Based Learning Manager. He then left Lancaster and moved to another Private Training Provider in Manchester where he became responsible for the work based learning provision which included automotive, logistics, warehouse and storage and soft skills. In 2012 he joined the IMI in the Sector Skills department as the Standards and Frameworks Manager. This role involved reviewing National Occupational Standards with employers and providers across the four nations and reviewing and developing Apprenticeship Frameworks in England, Wales, Scotland and Northern Ireland. In 2014 when the IMI reintegrated he moved in to the Product Development department as a Product Specialist and then later that year became the Product Development Manager. The department reviews and develops regulated qualifications for the UK, qualifications for International markets and competence based Accreditations. Michael is a genuine motorsport enthusiast and is very passionate about the automotive industry. Séamus Clancy became Chief Executive of Repak Ltd in April 2014. Since 1930, the NTDA has campaigned not only for tyre safety, but also for the safety of those individuals employed to fi t tyres, especially those brave and hardworking commercial tyre technicians deployed at the roadside to work on HGV and PSV related tyre incidents in often very precarious conditions. It has also actively worked with employers, learning providers and other stakeholders to infl uence and increase education and training supply and improve workforce skills.

In 2011 the association created the REACT Steering Group to formalise much of the activity that was already being undertaken to ensure tyre technicians working at the roadside were better trained and assessed as competent to work safely. The steering group is currently chaired by Phil Thirsk, Technical Training Manager for Bridgestone UK Limited and others members are drawn from Michelin, Goodyear Dunlop, Kwik-Fit, ATS Euromaster, Lodge Tyre Company, Continental, Roadside Safety Ltd and PFTP Ltd.

Individual tyre technicians are trained against very strict training criteria based on the relevant National Occupational Standards. The training criteria is reviewed at the quarterly steering group meetings and amended to incorporate new legislation, standards and equipment best practice. Each tyre technician is then assessed and, if deemed competent to work safely, an application is made to the NTDA for a Licence to Work Safely at the Roadside. Those technicians who are not deemed competent, are referred for additional training and reassessment.

The NTDA holds the database of current licence holders. The photo licence is valid for 5 years and is subject to renewal following refresher training and re-assessment. In the past, the NTDA has presented the scheme to both the Health and Safety Executive’s TRISAG committee and to the Highways Agency and both were extremely supportive.

Why the Licence to Work Safely at the Roadside is considered the ‘de facto’ standard in our industry

Currently there are 228 companies participating in the scheme and 3163 licensed tyre technicians. On an annual basis, the NTDA Awards the REACT Tyre Technician of the Year Award at the Tyre Industry Awards, which are held in October. This award, which is independently judged, is presented to a technician who has been exceptional and in 2015 it was jointly presented to two technicians from Lodge Tyre Company and ATS Euromaster.

Commenting on the REACT initiative NTDA Director Stefan Hay said: “There can be no doubt that the REACT initiative has been a major success for the NTDA and its participating members. The safety of Tyre Technicians working at the roadside is paramount and we are absolutely committed to continuing to raise awareness of the danger our technicians face every day. According to our members, the Licence to Work Safely at the Roadside is now considered the ‘de facto’ standard in our industry”.
