Stepping Away from the Other Half of Education… Many who read these words will know that I have been a strong proponent for participation in high school, education-based sports and fine and performing arts. We have embraced the byline: “High school activities, the other half of education!”
I learned at a very early age that there is power in
participation. Born into a family of meager means, my mother helped me understand that education and activities participation were likely to provide the ladder to help me climb out of the socio-economic basement, but it was also the means to make a difference in others’ lives. I trust, to an extent, that I have been successful in that quest. Football was my ticket to a college education, and those participation opportunities afforded me the chance to be a teacher, coach, activities director, superintendent, college adjunct faculty member and state and national activities administrator. I feel blessed to be one of many who have experienced the power of activities participation. There have been many who have been influences in my life, both personally and professionally. Lest I forget to mention some of the many, I will suffice it to say thank you to all who have played important roles in my development and life. I would like to specifically thank family, NSAA staff, and the NSAA Board who gave me the unique opportunity to return for a second stint as executive director. The NSAA staff does a great job in administering the many NSAA sports and activities. We have people who have told me that they are impressed with how seamlessly NSAA activities are administered; some would like to believe that the task is easy, but I can truthfully say that the planning and preparation of our entire staff makes those state events so successful. The NSAA Board volunteers their time to help administer the many programs offered to schools and students.

The best accolade I can offer our Board is that they regularly make decisions that are in the best interest of the young people we represent. My last day as executive director of the NSAA will be July 31. I don’t play the “goodbye” role very well, so I will try to briefly touch on some of those aspects of my time with the NSAA that, for me, were significant, some laden with stress, others replete with satisfaction. I think that most people who have been trusted with leadership roles will attest to the fact that leadership can be lonely. Former President Harry S. Truman’s desk sign “The Buck Stops Here” is known and understood by many executive administrators. Regardless of the differing opinions of others about a decision that needs to be made or a direction the organization needs to go, leadership is collecting the available information, making those calls and living with those sometimes difficult decisions. I know that there are those that have not been happy with some of the decisions I’ve made, but I think the outcomes have, for the most part, been good for the organization and good for kids. I have enjoyed a level of trust from the Board and membership to do what’s right for the NSAA, our member schools and the students we represent. Sportsmanship is an area where we have made great strides, but more effort is required. The start of the sportsmanship summits, sit-outs for game ejections and sportsmanship awards were part of our collective efforts during my two stints with the NSAA. We still have a long way to go. Some schools have made it a priority to establish a culture within their schools to expect good sporting behaviors for students and adults, but some schools have supervisors and administrators who appear to be oblivious to inappropriate chants, signage and contrary actions. We MUST continue to make good sportsmanship a priority! Expanded representation on the NSAA Board was one of the outcomes of which I have been most proud. In 2010, we finally realized minority and female representation on the Board. For three years prior, we spent time and energy to make that diversity happen, and it wasn’t until state legislature pressures prompted the membership to finally take action. I know that there are those within the membership who still feel that our two largest NSAA Districts shouldn’t have two Board members, but I can think of very few times that Districts 1 and 2 have experienced an advantage because of their representation. I think it is appropriate that, since District 1 and 2 represent many more students than any of the other NSAA Districts, it is right and appropriate for those NSAA Districts to have two Board representatives. Unified Sports involving students with intellectual disabilities have been a great addition to NSAA’s sanctioned activities, and I trust that wheelchair activities will also be avenues for still more students to experience the benefits of participation.

High school activities participation shouldn’t strictly be reserved for the varsity athlete; if it’s good for kids, it should be good for all kids. Few people had neutral opinions as we looked at participation opportunities for transgender students. We knew that there were factions that supported such transgender participation, but we also knew and understood that there would be those who strongly resisted such notions. Building on the philosophy of “every student, every day,” the Board and staff developed a policy to help everyone understand the route to transgender participation. Nebraska’s policy is deemed as overly strict by some, but it does chart a course for such students to be able to participate. Developing, addressing and taking public comment on the Gender Participation Policy was difficult for many, myself included, but I salute the NSAA Board for stepping outside the box to accommodate affected students. Contrary to recommendations from upper levels of government, we retained the concept of same-sex restrooms and dressing areas. Providing a new building for the NSAA offices, as well as the space for the Nebraska Coaches Association and the Nebraska High School Sports Hall of Fame, was an undertaking that consumed much time and more than a few headaches, but in retrospect, it has become a facility that serves all resident entities in good fashion. The Board and staff were involved in many hours of planning and work to make it the excellent facility that we currently enjoy. Providing a more accommodating opportunity for home-school students to participate in NSAA activities was a long time in coming, but I believe the current bylaws provide opportunities for those students without unduly or negatively impacting the member high schools. In wrapping up this first year of the new guidelines for home-school student participation, there have been very few issues that have been reported. Schools are to be commended for making the new guidelines work to the benefit of the students. Moving to competitive bids for state championship sites was a move that was good for the NSAA and the respective host communities. We tried to involve communities across the state in a competitive RFP process, and today we have a number of Nebraska communities that host NSAA state events. The competitive bid process serves also to benefit the NSAA by having some of those communities step up and cover some of the hosting costs that the NSAA previously was required to fund. There is more that could be shared, but I’ll let others determine the effectiveness of my tenure with the NSAA. I can truthfully say that high school activities has been a calling of mine, and I can step away with the satisfaction that we’ve done much to meet the needs of Nebraska’s high school students. I would encourage everyone to support the leadership of my replacement, Mr. Jay Bellar. Jay has served on the NSAA Board for eleven years, and I think Jay will do a good job of leading, making sound decisions and promoting the benefits of high school activities participation.
Play Production & Speech Workshops
The NSAA will be hosting workshops for Play Production and Speech Coaches and Judges this summer in preparation for the upcoming 2018-19 season. A dedicated group of speech and play production individuals will be providing their experiences and secrets to building a successful program. Dates will be Tuesday, July 24th for Play Production and Wednesday, July 25th for Speech. Karen Haase, a Nebraska school law attorney will kick off the Speech Workshop at 8:00 a.m. discussing copyright and content. For more information, contact Debra Velder, [email protected].

A Note from the New NSAA Executive Director
Mr. Jay Bellar, NSAA Executive Director
Hello, my name is Jay Bellar and I am humbled and honored to be the next Executive Director of the Nebraska Schools Activities Association. I would like to start by thanking Dr. Jim Tenopir for his years of service, not only as the NSAA Executive Director, but for his service as an administrator in our Nebraska schools. He has done a tremendous amount for our organization and the state that it would be impossible to list all of his accomplishments. Thank you, Jim, for your dedication and service! It will not be soon forgotten. I have had the privilege to be involved with the NSAA for as long as I can remember. I
grew up in Walthill, NE where I participated in football, basketball, and track. The memories and friendships that I developed through activities and athletics are something that I will be forever grateful. The lessons I learned at an early age helped me become the person I am today. I knew early on that I wanted to continue to be involved in activities and wanted to teach and coach. I attended Wayne State College where I played basketball and received my bachelor’s degree. My first teaching and coaching positions were at Trenton, NE. During my tenure at Trenton, I taught physical education, drivers education and coached football, girls basketball, and track. I learned a lot as a new coach and was blessed to have worked with great kids. I believe that I learned just as much from them as they did from me. The next stop in my career led me to Johnson, NE where I spent my first year teaching physical education and drivers education at Johnson-Brock Public Schools. During my second year, I was awarded the positions of principal and athletic director while still being able to coach football. It was at Johnson-Brock where I really began getting involved with the NSAA from an administrative standpoint from hiring officials to organizing contests. While I enjoyed my years at Johnson-Brock very much, after three years I married Lori Alexander and we moved to Neola, IA to work at Tri-Center Community Schools. I was the middle school principal and high school athletic director, while Lori taught third grade. It was a good move for Lori and myself, as I was able to see how Iowa conducted things as it pertained to activities. I believe that it gave me a good perspective of how states can offer quality programs while not always administrating them the same way. It was during our last year at Tri-Center that Lori and I were blessed with our twins, Jared and Zachary. My last stop in public education was in Battle Creek, NE where I was the Superintendent of Battle Creek Public Schools for 20 years. Battle Creek has been home for myself and my family, and once again, the people and colleagues that I have met further advanced my life both personally and professionally. During my tenure at Battle Creek, I had the privilege to be on the NSAA Board of Directors for 11 years. It was a great experience for me as I was able to interact with the NSAA staff, and work with great board members who taught me a lot. I am very excited to begin my new adventure as the next NSAA Executive Director. I know I have a lot to learn, and I promise that I will work hard to uphold the work and progress of Dr. Tenopir and the NSAA staff. I truly believe in the mission of our organization and what it does for our students who participate in activities. It a goal of mine to travel the state and meet as many people as I can. When you have your conference or regional meetings, please feel free to give me a call. I will be happy to attend the meeting and personally introduce myself and share my thoughts on the NSAA and our member schools. Thanks and have a great summer!

Last fall I shared that the beginning of the school year is one of my favorite times of the year. The band, the athletic teams, the yearbook staff all returning to school to start anew. There is an energy about it. And I shared that in those moments it is the adults who are working with and for the students who take my breath away. Their dedication and caring and drive for excellence is amazing. Now we have reached the end of the year, and I have reached the end of my time as Board Chair and as a Board Member. And once again I am overwhelmed by the adults who give of their time and talent to make life better for the students of our state. I am
grateful for the NSAA staff who work harder than anyone could imagine. I am grateful for the coaches and sponsors and mentors who are celebrating the end of another school year, and I am truly grateful for my fellow Board members. Each board member in their own way has given to me and has helped me become a better leader and a better person. The knowledge, professionalism, and desire to give to others that this group demonstrates is nothing short of amazing. Thank you! An organization that truly does things right is of service to its members. It listens to its membership and is concerned about what is best for the schools and the students that it serves. Big schools, small schools. Western Nebraska, Eastern Nebraska. Every school and every student deserves our dedication. Other organizations say they represent their constituents; ours truly does. Politics and personal gain are nowhere to be found. Thank you! I take with me many memories but none more meaningful than watching the students in our state celebrate success, learn from failure, and create memories that I know firsthand will last for a lifetime. They have provided me memories that I too will to keep for a lifetime. Thank you! Finally, words cannot express the gratitude I have, we all have, for the leadership we have been lucky enough to enjoy. Dr. Tenopir has served the association in the highest manner for many years, but I would argue none more critical to the state than the last three. He dedicated himself to tackling the big issues that will benefit the organization for years to come. He steadied the ship in rocky times. Dr. Tenopir in no way managed this organization, but in every way he led this organization. Thank you! I am excited for the future of this organization under the leadership of Jay Bellar. Mr. Bellar is firmly grounded in the history of the NSAA while displaying a passion to build upon the foundation he has been provided. I am excited to see the association grow in all areas of the state under his leadership. I took on the challenge of joining this Board to be of service to our students, our coaches and sponsors, our schools, and our state. In reality though it was the organization and its people from across the state who served me. And I will be forever grateful for the lessons and the memories.

NOTICE: December Moratorium Update and Revised
Waiver Rulings
Many years ago, the membership determined that there should be five days in December in which the gymnasiums and other school facilities should be closed with no practices, workouts, competition or school-activities-related travel. NSAA Bylaw 3.1.2 states, “For five consecutive days in December, there shall be no practice and no interschool competition by individuals or teams in any athletic activity sponsored by the Nebraska School Activities Association. The specific dates for each five-day period will be set by the Board of Directors three years in advance. The moratorium is to include December 24 and 25 and the 5-days must be consecutive for all activities.” The NSAA Board of Directors sets the moratorium dates three years in advance, so schools should have sufficient lead time to assure that the moratorium is maintained. Each year, it seems, schools are asking to participate in activities that require participation, competition or travel on one or more days during the designated moratorium. Initially, there was not a waiver process allowed, but through time, there have been some situations that the NSAA Board has felt qualified for waivers. The problem when you start allowing waivers is that each situation is a bit different, and people think their situation is as deserving of approval as ones previously approved. At the May 2018 Board of Director meeting, the following Approved Ruling was adopted and will be the measuring stick going forward: Waivers of the December Moratorium may be considered by the NSAA Board of Directors on a case-by-case basis; however, if competition or travel infringes on the designated December Moratorium dates, the Moratorium for such teams shall be readjusted to include five consecutive days to include December 24 and 25. Schools must submit a timely waiver request to the executive director, and the waiver request will be placed on a subsequent NSAA Board meeting agenda. The point of this special announcement shall be that anything that has happened previously WILL NOT be considered a precedence in the future. Waivers will be considered if the waiver request is submitted in a timely manner and the school team or group seeking the waiver must set aside five consecutive days for the moratorium that includes December 24 and 25.
Opting Up in Classification
In the past, schools have been able to opt up in classification in one sport or activity, providing the school opted up to the same classification in all other activities. With the proposal passing that classifies many of the NSAA sports and activities on single-gender counts, it might be difficult to opt up for a winter or spring activity if the school didn’t choose to opt up in a fall activity. The NSAA Board of Directors has approved opting up ONE classification in any NSAA activity without having to opt up in all activities. This ruling will go into effect for the 2018-19 school year.

The NSAA utilizes your School Directory to send communication to the administration and coaches listed. Please make sure that this information is correct and updated at all times. To do so, login to your AD login page and under OTHER FORMS select School Directory, which will then take you to your School Directory Information page where you can make changes as necessary. This is also where you’ll go to see if your coaches have completed their online rules meetings. Please contact the NSAA office at 402-489-0386 with any questions.

Spring 2018 NCPA Academic All-State Awards
Each year the Nebraska School Activities Association and the Nebraska Chiropractic Physicians Association recognize students who have been nominated by their schools, based on their individual academic excellence, leadership and significant contributions made to their NSAA activity. The NSAA and the NCPA are proud to recognize all of the 2,128 award winners of the 2018 Spring NCPA Academic All-State Award. This brings the total number of NCPA Academic All-State Award winners to over 67,000 spanning the 12 years of this awards program. The complete list of the 2018 spring recipients may be viewed here! Out-of-the-Blocks Meetings for Athletic Directors
The NSAA is again planning an “Out-of-the-Blocks” informational session for new athletic directors on Sunday afternoon, July 22nd, from 1:30 to 4:30 p.m. at the NSAA offices in Lincoln. This is the Sunday immediately preceding the Nebraska Coaches Association Multi-Sports Clinic. At the “Out-of-the-Blocks” session, there will be a review of membership opportunities and services by the Nebraska State Interscholastic Athletic Administrators Association, and there will be orientation to NSAA opportunities for those beginning their athletic director duties. This session is also open to any athletic director who might desire a refresher on the necessary interactions between the NSAA and the school athletic or activities director. On Monday morning, July 23rd, there will be an “Out-of-the-Blocks” session at 8:00 a.m. at Lincoln North Star High School for all athletic and activities directors. This session will highlight changes and information as we begin a new school year. There will be a continental breakfast beginning at 7:00 a.m. Immediately following the “Out-of-the-Blocks” session on that Monday morning, the Classification Caucuses for each of the four classes—Classes A, B, C and D—to discuss legislative proposals that schools would like to introduce through the Classification Caucus process. Those meetings, too, will be held at Lincoln North Star High School. We hope to see new and returning athletic and activities directors at our “Out-of-the-Blocks” session on July 22nd and 23rd. Are your head and assistant coaches C.E.R.T.I.F.I.E.D?
NSAA Bylaw 2.12 stipulates, “In order to serve as a head or assistant coach or sponsor of any activity sponsored by the NSAA, the individual must possess a valid Nebraska Teaching Certificate or Nebraska Administrative and Supervisory Certificate and have a written contract of employment as a coach or sponsor with the schools in which he/she is to perform these duties.” Yes, this does include coaches/directors/sponsors/advisers in the non-athletic activities as well: Play Production, Music, Speech and Journalism. Individuals that do not possess either of the certificates listed above, may serve as a head or assistant as long as they successfully complete the requirements for a Special Services Coaching Permit (NSAA Bylaw 2.12.2). This information can be found on the NSAA webpage under the Coaches tab. It is important to remember that certification is not complete until the individual has applied and received their certificate from the Nebraska Department of Education Certification Office. Schools should request a copy of the certificate and have it on file at the school. Non-certified personnel may be contracted by the school, but such personnel shall be Coaches Aides. (NSAA Bylaw 2.12.3). There are restrictions and limitations for Coaches Aides. Refer to the respective Bylaw for a complete listing in regard to Coaches Aides. Classification Caucus Committee Meetings
Classification Caucus Committee meetings are an opportunity for member schools to discuss legislative changes in Bylaws and Approved Rulings specific to their classification as indicated in NSAA Bylaw 1.5.4. Each class shall hold a caucus meeting each year. Meetings have been scheduled for Monday, July 23rd at 9:45 a.m. at Lincoln North Star High School following the NSAA “Out of the Blocks” Summit. Are your officials on the NSAA Officials Roster?
3.12.2 Officials for Varsity Contests. Only those officials who are registered with the Association may be used by member high schools to officiate varsity competition in football, baseball, basketball, wrestling, soccer, softball and volleyball competition, and start track & field meets. Athletic Directors are expected to confirm that all officials hired to officiate varsity contests have been classified by the NSAA. The NSAA Officials Roster is available on your AD login page under “NSAA OFFICIALS & JUDGES.”

Requirements for Ejected Coaches & Players
Enforcement of the “sit-out rule” for ejections from high school contests for unsportsmanlike conduct is a responsibility of the member school. Failure to properly enforce this rule could result in other sanctions by the NSAA. Administrators will be expected to promptly file a report with the NSAA whenever a participant or coach from their school has been ejected from any high school contest. Such filing must be done online under the AD login section of the NSAA website. Enforcement of the “sit-out rule” is expected to begin immediately, regardless whether it is regular-season or tournament play. Any athlete ejected from a contest for unsportsmanlike conduct shall be ineligible for the next athletic contest at that level of competition and any other athletic contest at any level during the interim. Any athlete ejected for a second time during a season from a contest for unsportsmanlike conduct shall be ineligible for the next two contests at that level of competition and all other athletic contests at any level during the interim. Any athlete ejected for a third time during a season from a contest for unsportsmanlike conduct shall be ineligible for the next three contests at that level of competition and all other athletic contests at any level during the interim, in addition to other penalties the NSAA or school may assess. During the time of their “sit-out” suspension, athletes who are ejected for unsportsmanlike conduct may not suit up or participate, but it is the school’s discretion whether such athlete is able to travel with the team or sit on the team bench. (The athlete is permitted to practice per school’s discretion.) Coaches who are ejected for the first time will be required to sit-out the next contest at that level, plus all other contests at any level during the interim. Coaches may not be present at the contest site during the time of their “sit-out” suspension. The coach will also be required to successfully complete the NFHS online course “TEACHING AND MODELING BEHAVIOR” within 10 days of the ejection. Coaches who are ejected a second time in a season will be required to sit-out the next two contests at that level, plus all other contests at any level during the interim. Coaches may not be present at the contest site during the time of their “sit-out” suspension. The coach will also be required to successfully complete the NFHS online course “FUNDAMENTALS OF COACHING” within 10 days of the ejection.

Required Courses for All Coaches
This is a reminder that ALL head, assistant and volunteer coaches are required on an annual basis to take the three online NFHS courses: Concussion in Sports, Heat Illness Prevention and Sudden Cardiac Arrest. These courses can be accessed on the NFHS website, and all three courses are free. These courses should be taken prior to any preseason or regular season physical workouts in which the coach would be present for or involved in administering. Any course taken after May 1st would be considered valid to the following school year.

NSAA END-OF-YEAR CHECK LIST
1. Fill out ONLINE the 2017-18 Activities Registration/Membership Form with $60
Fees for each activity in which your school will participate. This will also include the $40
Membership Fee. This will be available May 1st and due July 1st. The form can be
found on the AD login page, under “Other Forms”.
2. Fill out ONLINE Application for Hosting Subdistrict & District Events for 2017-18.
Applications for Volleyball, Softball, Cross Country, Girls Golf, and Play Production are
open. Available NOW! Deadlines vary depending on the activity. All schools should complete this form even if you are not interested in hosting any events. Those schools that have an
interest in hosting NSAA sub-district and district events are encouraged to complete the “Application for Hosting Subdistrict
and District Events” by the posted deadlines. The NSAA often receives inquiries about why a particular school was
bypassed in the district site selection process. Often a school is not considered because it did not indicate an interest in
hosting. Further, there are often complaints about the distances schools have to travel to certain district events; that, too, is
often the result of schools not submitting applications to host.
Contracts for schools that have been selected to host subdistrict & district events will
be posted on the NSAA AD login page. AD’s should regularly check the NSAA website
for banner notification of the posting of those contracts.
3. Complete 2017 Volleyball, Softball & Class A Only-Girls Golf Schedules on the
NSAA website. (After June 9) These may be found on the AD login page, under “Activity Select”, choose Volleyball, Softball, Girls Golf.
4. Check 2017 Football Game Dates ONLINE.
These may be found on the Football page of the NSAA website. If a date needs to be changed or
added, please contact Nate Neuhaus ([email protected]).
5. Fill out ONLINE all entries for 2017-18 Directory.
