Updated Guidance Infrastructure

Key to Managing Workload

• Staff experience with storage renewal reviews

• Established NRC team to assess guidance needs

• Operations-focused approach for renewals and aging

management, that is learning, proactive, and responsive

– Based on achievable operational methodologies

– Condition based monitoring and/or inservice inspections (ISI)

based on technically defensible criteria

– Assessment of monitoring and ISI findings and data

– Criteria for action (no action, repair, replace, other mitigation)

– Aggregate, trend, and report operating experience (OpE)

– Learning AMPs that consider and respond to OpE

NRC Regional

Oversight Inspections:

Aging Management

Implementation

• NRC guidance infrastructure development:– NUREG-1927, Rev. 1 (SRP for Storage Renewals)

– Managing Aging Processes for Storage (MAPS)

– Inspector guidance of licensees’ aging management activities

– Regulatory Guide that discusses guidance framework and is a

vehicle for potential endorsement of industry guidance

• External stakeholder infrastructure development:

– Consensus ASME Boiler and Pressure Vessel Code Section XI

Code Case for ISI of dry cask storage canisters

– Consensus ACI Guide for ISI of concrete storage overpacks

– NEI 14-03, Rev.1 “Format, Content & Implementation Guidance

for Dry Cask Storage Operations-Based Aging Management”

– Development of in-situ NDE capabilities8

Infrastructure for Updated Storage

Renewal Guidance Framework

• Operations-Focused Aging Management Framework:

– Inspections/Surveillance

– Assessments to Acceptance Criteria

– No Action or Corrective Action (Repair/Replace/Mitigate)

– Collection, assessment, & dissemination of operational experience

• Example AMPs in NUREG-1927 Revision 1 Appendix B:

– Localized Corrosion and Stress Corrosion Cracking of Welded

Stainless Steel Dry Storage Canisters

– Reinforced Concrete Structures

– High Burnup Fuel Monitoring Program

• Revised guidance on Lead System Inspection for

Storage Renewals in Appendix C

9

Updated Storage Renewal

Framework NUREG 1927 Rev. 1

• Path Forward:

– Published draft guidance for public comment (July 2015)

– Address public comments and finalize guidance

– Engage ACRS on final guidance (March & April 2016)

– Publish final guidance (Summer 2016)

– Continue stakeholder engagement with public meetings

– Continued engagement on NEI 14-03

Updated Storage Renewal

Framework NUREG 1927 Rev. 1

Managing Aging Processes for

Storage (MAPS) Report

• Provide an acceptable generic approach to the

identification of credible aging effects in dry storage

systems and appropriate aging management activities

– Descriptions of storage systems

– Technical bases for determining credible aging effects

– System-specific tables of subcomponents, their environments,

and aging effects

– Example aging management programs

• Comparable to NUREG-1801 (Generic Aging Lessons

Learned Report) for the renewal of reactor licenses

• Increase efficiency by allowing the staff to focus review in

areas where applicants propose an alternative approach

11

MAPS, Inspection Guidance, and

Regulatory Guide for Endorsements

• Path Forward for MAPS:

– Draft Rev. 0 deliverable December 31, 2015

– Engage ACRS on draft guidance (May 2016)

– Publish draft guidance for public comment (June 2016)

– Address public comments and finalize guidance

– Engage ACRS on final guidance (Summer 2017)

– Publish final guidance (Summer 2017)

– Stakeholder engagement: public meetings

• Path Forward for TI/IP and Reg Guide:

– Under development12

ASME Section XI

Code Development

• NRC requested ASME to develop consensus code case

• Leverage extensive experience to develop methodology to inspect,

assess, & require corrective actions (repair, replace, and/or mitigate)

• ASME Section XI created a new Task Group on ISI of Spent Fuel

Storage and Transportation Containments

– Inaugural Meeting April 27, 2015

– All 4 vendors participated along with licensees and DOE

• NDE ISI technical criteria, frequency, & protocol development

– Applicable techniques ‒ Sampling/frequency protocol

– Qualification requirements ‒ Demonstration methodology

• Acceptance Criteria/Aging Assessment Methodologies:

– Flaw Evaluation procedures (CISCC)

– General / localized / crevice corrosion assessment methodologies

13

IAEA Guidance Development

• Coordinated Research Project on “Ageing Management Programmes for Dry Storage Systems”

– Share international operating experience and best practices for managing aging effects (3 yearly meetings)

– Outcome: IAEA guidance document for the development of aging management programs for dry storage systems

– Organized by a “consultancy” made up of representatives from the U.S. (NRC, Sandia, NWTRB), Germany, Japan, and the UK

– Status: Call for participants is open

– Proposals due Spring 2016

• Point of Contact:

– Paul Standring, International Atomic Energy Agency
