COS Under the Apprentices Act 1961, Printing Press/SSB has been allotted for engaging 59 Apprentices in various trades. Necessary approval from the CPO, N.Rly. has been received for engaging the Apprentices in Printing Press/SSB. It is further informed that the case of engagement of apprentices has been referred to GM(P)/BH/NDLS in the month of 11/2013 and subsequently reminder in the month of July-2014 & January-2015 to decide the mode of engagement of Apprentices.However, no reply received from CPO/NR & further CPO/NR vide letter no 844-E/149/Act App/Misc/09/Rectt dated 20-01-2015 insisted for engagement of Apprentices under the Apprentices Act 1961.

Printing Press/SSB is a small unit with no proper machinery for conducting selection test for recruitment of these Apprentices, whose applications will be in very large number. RRC or RRB should get this exam conducted and send the panel to Printing Press for engagement by them. CME

The workshop wise position in regard to Recruitment of

Apprentices under the Apprentices Act, 1961 is as under : -

COS Under the Apprentices Act 1961, Printing Press/SSB has been allotted for engaging 59 Apprentices in various trades. Necessary approval from the CPO, N.Rly. has been received for engaging the Apprentices in Printing Press/SSB. To comply with engaging of 59 Act Apprentices ,CPO/NR was requested to provide funds (Approx Rs fourty Lakhs @ Rs 250/- per application) for successful conducting of written examination and other process for engaging 59 Nos of Apprentices. It was also requested to entrust the work of engagement of apprentices in Printing Press/SSB to RRC/N.Rly. However, GM/P/NR vide their letter No 844-E/149/XIV/MPP/Rectt dated 13-08-2015 intimated that the arrangement of the funds etc is to be arranged by the concerned units. There are no instructions available from Railway Board to get the selection of Act apprentices conducted through RRC/RRBs as they are meant for recruitment purpose only. Hence selection of apprentices for imparting training against slots allotted as per demand circulated by GM(P)/NR’s letter No 844-E/149/XIV/MPP/Rectt dated 13-08-2015 may be completed at concerned units. It is hereby mentioned that approximately 30,000 applications are expected to be received and all the applications are to be scrutinized and processed. There is no infrastructure and staff facilities available in Printing Press/SSB to undertake such a huge task. Therefore ,it is once again reiterated that GM/P may reconsider his decision vide his

letter No 844-E/149/XIV/MPP/Rectt dated 13-08-2015 and entrust the work of engagement of 59 apprentices for Printing Press/SSB to RRC/N.Rly or RRB. CME PS 14444 has been issued by Northern Railway for procedure to be adopted while recruitment of apprentices under the Apprentices Act, 1961 in the technical units of all the Divisions/Workshops/Sheds over N.Rly. Personnel Department is making detailed criteria for selection. Criteria is still awaited from ‘P’ Branch. Dy.CPO/R. It has now been decided to issue centralized notification by HQ office for all the training slots allotted to divisional/workshops vide letter No. 844-E/149/Act App./Misc/2015/R&P dated 03.12.2015.

2. 136/05 CEE CWM/AMV-LKO

Additional staff for increased work load, i.e. 22 AC and 108 non-AC coaches in AMV W/Shop Creation of 92 posts .

CEE The proposal has been withdrawn. Copy of the letter given to the union in the meeting. Union is not satisfied with the reply of Administration that after 10 years of raising the matter in GM/PNM it has been withdrawn without any consultation with the union. Union desires that justification for withdrawal of proposal for creation of posts should be given to the union and a separate meeting may be fixed when Dy.CEE/AMV/LKO should also be called for. CEE The details for the creation of additional staff for the increased work load in AMV (workshop) have been collected from Dy. CEE/C&W/AMV/ LKO & a copy of this letter no. Dy. CEE/W/Misc./AMV/13 dt. 06.01.2014 with Railway board directives enclosed herewith. Dy. CEE/AMV, LKO has been asked to organize the meeting with the Union representatives to review the proposal. Dy.CEE/AMV will be asked to hold meeting with the Union by end of the month.

A meeting was held by Dy. CEE/AMV/LKO with Br. Secy., along with other delegates of NRMU on 01.09.2015. The total allowed Man hrs. were calculated as per all AC coaches (EOG & SG) and non-AC coaches (GSCNCZ, SLR, VPU etc.). As per the calculation Br. Secy./NRMU has agreed that the previous proposal for creation of 92 posts prepared in 2005 is to be dropped. However a fresh proposal for creation of posts shall be prepared and processed based on POH out turn for 34 AC coaches (FY 2015-16) in place of 32 coaches (FY 2014-15) and for non-AC 107 coaches (FY 2015-16) in place of 94 coaches (FY 2014-15)”.

3. 69/08 CMD DRM/LKO

Posting of Part Time Dentist at Health Unit /Varanasi.

CMD CMS/LKO shall be directed to send the proposal for creation of post part-time dental surgeon for BSB Health unit. CMD Instructions have been issued to DRM/LKO & CMS/LKO. DRM/LKO Proposal for creation of post of a part time dental surgeon has been initiated. CMD CMS/LKO has been instructed to expedite the proposal and submit to HQ office within a week.

4. 01/09 Pr. CE

Deplorable condition of Gang Huts over Delhi Division and over N.Rly.

Petty repair works in gang quarters are being attended through annual zone works and special zone works for Railway Colonies. However divisions have been asked to submit the details of repair carried out during the month. Pr.CE informed that for decision taken in the informal meeting held on 15.05.2015, a proforma was sent to all the divisions to provide monthly progress of repairing of gang huts. DLI,FZR and UMB divisions have sent their positions and other divisions are also being are requested to expedite and send the progress report. Review.

Rs. 38.14 lacs has been allotted during current

Financial year for improvement of

GangHuts/staff quarters.

All Gang Quarters are maintained as & when

required through departmental & through

Contracts as per the quantum of work

involved. Routine maintenance work like white

washing & color washing are being done

regularly through zonal contract. However,

following special works are being executed or

in progress in DLI Division.

1. 62 nos. of worn out slab replaced by RCC

slab in gang huts in the s/o SSE/W/KUN

(AMIN) under Sr.DEN/I.

2. There are 44 gang hut quarters in New

Delhi Sub-Divn, wherein all basic amenities

like toilets, lighting and water supply facility

have been provided in gang hut quarters.

3. The work for repair to gang huts at L-Xingd

7 spl. Has since been completed. The gang

There are about 1100 number of such type-I quarters over

Northern Railway, which can be clubbed for converting them

into type-II. Due to paucity of funds this works can be planned

in next three years. Division will be asked to make their priority

programme and advise HQ accordingly to take further

provide steel through on either side of the Bridges – Special thrust to FZR Division.

DRM/FZR Provision of side pathway and trolley refuge on major bridge has been indentified and list attached. However the division has no expertise in provision of man refuges and side pathway on girder bridges hence this work is transferred to bridge line organization. –Review---

CPO has been requested to take initiative for filling up the vacancies in E&RC cadre as well as Ticket checking and Commercial Cadres expeditiously vide CCM’s note No. 100-MC/C-8/E&RC/2007 dated 14.10.2011 followed by reminders from time to time. Accordingly GM/P has issued instructions to divisions to fill up the vacancies in E&RC cadre expeditiously. Follow up action is being taken by the divisions to conduct selection for filling up the vacancies in E&RC cadre.

It came to know from SPO/T&C that restructuring in the cadre of E&RC is under process. Where after action to fill up the residual vacancies shall be taken.

Since 2013 no new PRS location has been installed in Delhi area, as such there is no shortage of E&RC staff due to opening of PRS locations. At present 216 counters are available in Delhi area out of which 155 counters are operational. On an average 130 requisitions are being dealt with in any one shift, which is below the yardstick of 180 requisitions per shift. Further 47% (Approximate) booking is being done through IRCTC, so there is no need of creation of additional post of E&RC for PRS location in Delhi area.

Besides this following proposals for creation of additional posts of E&RC received from the division are under process in Headquarters office. Status thereof are shown against each.

Proposal for creation of 61 additional posts of E&RC over FZR division is pending with the division since 18.12.2012 for furnishing remarks on Finance observations. Last reminder issued on 18.12.2012.

Another combined proposal for creation of additional 13 posts of CC, 07 posts of E&RC and 10 posts of TE for new section i.e. ABS-FKA, TTO-GWSB section is also pending with FZR division since 26.10.2012 for furnishing remarks on

as well as Ticket checking and Commercial Cadres expeditiously vide CCM’s note No. 100-MC/C-8/E&RC/2007 dated 14.10.2011 followed by reminders from time to time. Finance observations since 26.10.2012. 2)Regarding stoppage of utilization of E&RC staff with the post of officersnewly created in IRCA Building, New Delhi – The E&RC staff who are not being utilized on enquiry and reservation work shall be deputed to work on their normal duties which ever required. SPO/T&C Cadre restructuring of E&RC cadre is under process on roll position of the cadre has been vetted by Associate Account. Since there is a acute shortage of E&RC the efforts will made to fill -up the posts through GDCE. Regarding restructuring of cadre of E&RC, efforts will made to hold separate meeting for Implementation cadre restructuring where money value is not available. 10. 13/10 CEE SPO/W

Alarming situation of Manpower in EMU Car shed, GZB

CEE A proposal for creation of 349 posts on future surrender basis vetted by divisional finance has been received from Emu Car Shed, Ghaziabad. Queries raised by HQ personnel branch have been replied and the case has been sent again to CPO for further necessary action. SPO/W Proposal submitted for creation of Posts for EMU car shed/GZB has been returned to CETE Electrical Department for further examination of case through CPO/IR on 15.06.2015. DRM has sanctioned 349 posts as per PS No.122737. AGM’s post facto sanction is requied for which file has been sent to Personnel Deptt. Last week. Further action will be taken expeditiously. Review.

SPO/W 349 posts in EMU Car Shed/GZB have been sanctioned against future surrender in terms of PS No. 12737/03 vide letter No. 807E/Creation under 12737/MPP/2015 dated 07/10/2015.

11. 18/10 CME DRM/UMB

Running Room at Ropar /UMB Divn.

The union has not communicated the name of the nominated

representative for joint Inspection till date. However, official

from HQ would Inspect the Ropar running room in this week.

After the joint inspection on 17th August wherein it was

ascertained that there is some issues upon the firm GGSTP to

build the running room as was the case earlier. Instructions to

the Division will be issued accordingly. Review

CME Dy.CME/O&F/HQ has inspected running room along with Union representatives, Sr.DME/O&F/UMB and official from GGSTTPP authority on17/08/2015. Problem of fly ash still exists. DRM/UMB has been advised to co-ordinate with GGSTPP authorities for construction of new running room/re-location of running room at convenient place. DRM/UMB

12. 31/10 SPO/Engg DRM/UMB

Regularization of Shri Pritpal Singh, Welder Gr. III under Dy. CE/C/UMB, lien on MB Division from the date of attaining Temporary status, w.e.f. 03.10.85 instead of 01.10.2000.

SPO/Engg Sh Pritpal Singh Welder-III (casual labour) working in const holding his lien on UMB division was regularized incompliance to the Judgment of Hon’ble CAT/NDLS after Trade testing from 23.10.2000. As per discussions in last PNM, a reference has been made to DRM/UMB vide this office letter dated 20/03/2014. A reminder has been issued on 30/12/2014. DRM/UMB has informed vide this office letter dated 08.01.2015 that case has been re examined and no action about regularization of Sh. Pritpal Singh from 03.11.85 cannot be taken. SPO/Engg. Vide this office letter dated 10/04/2015 DRM/UMB has been asked to re-examine the case of Shri Pritpal Singh in terms of RB No. 53/1997, reply is still awaited and reminder has also been issued on 09/06/2015 to submit the reply at the earliest.

The balance work to repair Kalka colony road also been completed. Union pointed out that in Railway colony KLK only the periferial roads have been repaired and not the inner road, this should be expedited. scheme, in which one Bore well has already

been bored and yield of this Bore well is 4600

Gallon per hour. From Pinjore, water is to

The last revision of rates was done in 2005 when the rate of Double Case Cover File was fixed at Rs 3.75 each file. Considering the need for revision of these rates. AGM has approved the revision of rates for 40,000 Nos. (Out of annual requirement of 2,00,000 Nos) to Rs 6/- each. The work order for these 40,000 files has been released by Printing Press/SSB in August-2013 and supply received from LUC/DKZ and issued to various indenters. Further, AGM’s approval has been obtained for the revision of rates for the balance 1,60,000 Nos files from the existing rates Rs 3.75 to Rs 5.60 per file. Work Orders have already been placed on LUC/DKZ and part supply has been received. For the remaining 15 items, rate revision is under process. Finance concurrence for rate revision has been obtained from Sr AFA/SI on 13-04-2015 for 13 items and case is being put up for AGM’s sanction through CPO/IR. Review.

The rate revision for all the remaining 15 items has been done and implemented.

Union pointed out that the item was regarding creation of additional posts of Goods Clerk due to opening of night shift in Good Sheds. It was also contended that unless additional posts are created,night shift should not be opened. It was agreed. Matter will be looked into. Review.

For ascertaining the position a Welfare Inspector was also deputed to DEC/MHRD and as per his report of WLI, the verification will be received only by post. The reminder for the same has been sent on 02.07.13 and 30.7.13, 14.11.2013, 30.12.2013, 19.05.2014, 07.06.2014, 17.06.2014. A reply was received fro DEC MHRD stated that the recognition of university is not dealt vde their letter dated: 07.07.2014. After that a letter sent to UGC, Bahadurshah Zafar Marg on 24.07.2014. Provision of AVC for non-teaching staff of Oak Grove school, Jharipani.

The proposal for AVC of unified care of Hostel Management Staff and Cooks in OGS/JP dully agreed by both the unions was sent by Principal/OGS letter no. OG/E-2/Group C dated 03.09.13. However, OGS has been advised to send the said proposal after obtaining finance concurrence of MB division for necessary vetting of Sr.DFM/MB on 26.11.2014. Proposal will be considered after receiving vetting of Sr.DFM/MB who has been reminded.

The school dispensary does not cope up with the requirements of this large number of staff and their families as also the students who fall sick have to be rushed outside the school for treatment but Health Unit does not have an ambulance which is long outstanding demand raised in various FORA.

Hostel facilities for single women railway employees at All Divisional Headquarters. Pursuant to announcement made by the then Hon’ble Minister for Railways, in his budget speech 2013-14 to provide Hostel facilities for single women railway employees at all Divisional Headquarters, Railway Board have circulated the under-noted procedure for implementation thereof: The single women railway employees may be provided with hostel facilities at all the Divisional Headquarters by making appropriate arrangement without any pay scale restrictions. For the purpose the Zonal Rly. May ear-mark appropriate number of staff quarters without resorting to new constructions at appropriate locations and furnishing those units with basic necessities such as bare essential furniture, skeletal kitchen set up etc. Further, when-ever new quarters are sanctioned, the first priority should be given to women hostel. While the above instructions of the Railway Board contained in their letter No. E(G) 2013 QR1-09 dt. 11/12/13 have been circulated under NR PS No. 14129/2013 by Northern Railway, however, the concrete steps to implement this scheme have not been elaborated. This may result in inordinate delay in implementation of the instructions of the Railway Board for providing Headquarters. Union, therefore, demands that a detailed Action Plan may be chalked out, on priority basis for implementing the above instructions of the Railway Board in letter and spirit so that the single women railway employees are to able to avail the facilities, as announced by Hon’ble MR in the budget speech & subsequently circulated by the Railway Board vide letter, supra, without further delay. and sent for two years training on stipend Rs. 380-12-392. As per GM/P letter no

220E/1132.20-4 dated 31.12.82/10.01.83 his training period was curtailed and

posted as AELC under WEFO/Kanpur and allowed stipend and the difference of the

minimum of grade as special pay till completion of normal period of training. His pay

was Rs. 425/- in Grade Rs. 425-700 w.e.f.16.06.1984. Sh. Haldar has been given

third financial upgradation under MACP after completion of 30 years service w.e.f

16.06.2014. The 30 years service has been calculated from 16.06.1984 the date he

was given Rs. 425/ in grade Rs. 425-700.

As per para 9 of Railway Board’s letter PC-V/2009/ACP/2 dated 10/06/2009. “Regular service for the purpose of the MACP shall commence from the date of joining of a post in direct entry grade on a regular basis. And according to rule 302 of IREM Vol I “ in case the training period of a direct recruit is curtailed in the exigencies of service, the date of joining the working post in case of such a direct recruit shall be the date he would have normally come to a working post after completion of the prescribed period of training. In view of above instructions, training period /curtailment of training period is not count for the purpose of granting MACP. Maintenance of assets regarding Civil have already being done in Carriage Workshop such as, replacement of AC Sheets, Leaky roof of Administrative Building, Flooring, Improvement in canteen, toilet and road etc. Union pointed out that no AEN and has been posted in Charbagh/Workshop- LKO. Therefore maintenance work has been suffering, therefore necessary action may be taken to post an AEN. Review.

Chocking of toilet near Wheel Shop has been cleared. Renovation of Toilet has been completed. Heavy repair of engineering related items has been proposed in Vol-V and Vol.-II during this year. All sanctioned engineering work has been completed expect RCC over head tank work. Now, this work is under DEN/W. In this regard DEN/W has taken necessary action.

Supply of potable Canal Water in Railway Colonies at Bhatinda.

Pr.CE Tender has been opened on 29.08.2015 and under finalization. Division will be asked to expedite tender finalization. Union point out that timing for supply of water as mentioned in the remarks are not correct. Division will be asked to correct water supply hours within fortnight. Review.

Pr.CE A. The section of NMDA – SNL has been opened in April-13. It is about 50 Km in length. There are 4 stations in this stretch, i.e. New Morinda (71 staff quarters), Samrala (28 staff quarters), Khamano (24 staff quarters) & Lal Kalan (28 Staff quarters). The work side maintenance is being looked after by dedicated SE/works stationed at Sirhind. In future, one SE/W can be stationed at Samrala , as the maintenance requirement will grow. B. Case of SSE/Works was studied ITKM of SSE/Works/BTI is 298. In Ambala Division SSE/Wks are having ITKMS up to 326. As such it is not feasible at present to create extra post of

It has been represented by our Constituents at Lucknow that S/Sh. Jasmer Singh, Til Vikram Malla, Satya Pal Singh and Aatish Narayan were appointed as Safaiwala under CMS/NR-LKO in April, 2011 in compliance of GM/P N.Rly. orders at the time of appointment of these candidates under Ex.Servicemen category. It is a matter of great concern that these Ex.Serviceman who had served the nation upto the rank of Nayak and JCOs have been offered the post of Safaiwala in the largest public sector industry of the country by the Head Quarters Office . Here it is worth mentioning that the above issue has bee raised by our Divisional unit at DRM/Lucknow‘s level against item NO.477/206

It has been represented to this office that Sh..Chander Shekhar , Tech. Gr. II under SSE/C&W Ambala is awaiting his redeployment after medical de-categorization. Here it is worth mentioning that Sh. Chander Shekhar , has been outstanding Sportsman and in similar cases many of the employees have been considered for their redeployment in the Ticket Checking Cadre. This union has raised this issue at various occasions, requesting that said Chander Sheker, Medically de-categorized Tech. II under SSE/C&W –Ambala may also be redeployed in the Ticket Checking Cadre. . Union, therefore, demands that the case of the above named employee may be looked into, calling for the relevant documents from Ambala Division at an early date. It has been represented by our constituent at DDN that though it was long back decided in the meeting of Board of Governor (BOG) on our demand that 3 units electricity per day, shall be provided to the group D staff working in Oak Grove School/Jharipani for three months i.e. from December to February every year for purpose of Hot Air Blower. However, this decision though duly approved by the competent authority, is yet to be implemented for non teaching staff of the said school, with the result that serious resentment is brewing among them. b) On the NDLS-PWL section, there is a Continuous roster for ASM, except at NDLS, TKJ, NZM and OKA, where panel ASMs work on the intensive roaster between TKD and PWL, even though the roaster is continuous for ASMs, there are two ASMs each shift, except of JNC and PYLA (where one ASM per shift and these stations are not opened for public.

c) On the NDLS-PWL section, there is continuous roster for Pointsmen at all stations, except for AST, FDN & JNC, where the essentially intermittent roster is used. No FJA report is pending in these sections. Overtime is paid, as & when required, as per extent policy.

Sr. DPO/Delhi division has been advised to conduct FJA for Pointsmen ASMs at busy stations. His wife who was a patient of Cancer, had already died during his life time. After the death of Sh.Yad Ram, his son named Sopali, having no source of earning, applied for his appointment in GP Rs.1800/- on Railway on compassionate grounds. He produced a certificate of passing Class VIIIth examination in the year 2011. Since the school from which he has passed VIIIth class was not a recognized one, the BSA concerned confiscated the record of the school and all the certificates and TCs issued by the school were declare Fake ones. Accordingly his TC and certificate also were not relied upon. Thereafter Sh. Sopali applied to the DRM as well as GM/NR vide his application dt.20/7/11 & 16/8/11, informing that he was appearing as a regular student in the High School Examination in the year 2012, which he passed and submitted a certificate thereof to the administration. Since Sh.Sopali, has passed high school examination and produced a valid high school certificate, therefore, deserves compassion by virtue of death of his late father which can hardly be denied to him. It is quite obvious that he has been deceived by the unrecognized school and thus request for appointment on compassionate grounds, needs be examined keeping in view that it is case of being deceived for no fault of him. Union, therefore, demands that the case of above named may be reviewed in the light of facts, as narrated above and necessary sanction for appointment of Sopali in Group D category on compassionate grounds be issued. JE/P.WayI/LKO applied to work under CAO/RCF/RBL. In

compliance of Principle Chief Engineer, N.R/LKO’s order

dt.2/7/2010 issued to Sr. DEN/C LKO . Sh. Prem Prakash was

spared to resume duties w.e.f. 18/7/2010 in RCF/RBL. As per

notification of the Railway Board cited above, he was entitled to

get three advance increments in the exiting grades to which

they were to be absorbed in the future promotion. Sh. Prem

Prakash had given his mandatory option for regular absorption

in RCF/RBL on prescribed proforma, against which he was

transferred there. Sh. Prem Prakash served in RCF/RBL, till

18/5/2012 before Dy. CE/RCF/RBL administratively repatriated

him to the Division vide its letter dt. 7/5/2012. In the due

course Sh.Prem Prakash vide his various representations –

requested RCF/RBL authorities to grant 3 advance increments

as admissible under rules but RCF/RBL authority concerned

did not consider his request. The employee belonging to

SC(Scheduled Caste ) community also has been representing

at all levels in the Divisional railway administration but of no

vein.

Union, therefore, demands that the above issue may please be

looked into and necessary grant of 3 advance increments in

favour of Sh. Prem Prakash be sanctioned and arrears, so due

be paid to him at the earliest.

DRM/LKO Since Sh. Prem Prakash , JE/P.way-I/LKO was not absorbed permanently at RCF/LLJ, hence he is not entitled for advance increment in terms of Railway Board letter No. E/NG/II/2007/PO/Gen/18 dated 26.02.2009.

Therefore, presently, till the posts are sanctioned and staff provided for B2B container depot, we are sending the flying gang to examine the BLC rakes for intensive as well as for revalidation of original BPC of terminal loads as and when required. Acute Shortage of

Electrical staff at

Power Depot,

Jammu Tawi.

The Power Depot of Jammu Tawi-FZR Division is an important Depot, particularly because of frequent VIPs and Tourists movement.. There are a number of Electrical Assets in the said depot for maintenance of coaches etc., at the said station. The sanctioned strength of lineman is 18 and that of Plant Operator is 10 in different grades in the Electrical depot, Against the above sanctioned strength, only five lineman and Plant Operator are on roll at present and no relief are provided by FZR Division in case of transfer or retirement of the staff from the said depot. On account of acute shortage of staff, great difficulties are being experienced in maintenance of coaches and other costly assets in the said depot. Union, therefore, desires that , adequate staff (of above mentioned categories ) be posted in the aforesaid Power Depot /JAT, as per sanctioned strength so that the work, assigned to them , could be managed smoothly and for proper /appropriate utilization of assets provided for the purpose & to curb the railway loss as well. SPO/M&E Comments called from FZR division same is still awaited. Matter will be examined on receipt of the same.

It has been brought to the notice of this Union that the condition of Washing Line at Jammu Tawi is very much dilapidated and the catwalks are broken .The pits are filled with dirty water and mud, as a result of which mosquitoes are breeding therein . On account of unhygienic and dilapidated condition of washing line, the staff engaged in maintenance and repairs of coaches; have to face acute hardship while performing their duties. This union, therefore, demands that the Washing Line of Jammu Tawi be properly repaired /renovated so that the staff can work there smoothly, while maintaining coaches on these washing lines. Before issue & Implementation of Cadre Restructuring orders effective from 1.11.2013, the Catering Staff of Comml. Department was working on various Divisions of Northern Railway. Several categories staff viz, Asstt.Cook, Bill Issuer, Store/Accounts Clerk, Catering Supervisors, Catering Inspectors etc., were holding lien on the Division and they were spared to IRCTC on 5/4/2004 but they were not extended the benefit of CRC, effective from 1.11.2013. The Railway Board issued instructions to spare all such catering staff to their parental unit with benefit of original seniority, vide order dt.21/7/2010. It is a matter of concern that depite this Union repeated persuasions with the railway administration, the DRM/LKO has yet not issued the promotion orders of these staff. Union, therefore, demands that promotion orders of all the eligible staff of aforesaid mentioned categories, w.e.f. 1.11.2013 be issued and its arrears be paid without further loss of time. Jolly Grand Hospital of Dehradun is a well equipped and super specialty Hospital, which has been on the panel of Northern Railway, facilitating the specialized treatment of serving railway employees/retired employees and their family members working at Dehradun and its nearby vicinity. The currency period of empanelment, has since lapsed, due to which the railway staff and their families are facing acute hardship in respect of specialized treatment, particularly in emergency. During the course of GM/NR visit in March, 2015, our Branch at HW had also pointed out the cases of hardship in their Memorandum. Union, therefore, demands that Jolly Grand Hospital, DDN be again empanelled for the railway medical beneficiaries, as hithertofar, so as to mitigate the hardship of railway employees and their families as well. CMD A total of 160 Private Hospitals have responded to Newspaper Advertisement for empanelment. The last date of expression of interest was 10-07-2015. With this initiative the referral to Non Rly. Hospitals in emergency would be facilitated. CMD. For recognition of the Private Hospitals, the process will be expedited and recognition will be done within a minimum period of 3 months and maximum period of 6 months. Review.

Expression of interest was called for empanelment of Private Hospitals for treatment of Railway beneficiaries. A total of 160 Private Hospitals have applied for the same. Inspections of these hospitals has been started by the teams of Doctors from NRCH and Divisions. Thereafter proposals of suitable hospitals will be sent to HQs Office with concurrence of associate accounts and approval of DRM, for further processing for sanction of competent authorities.

The above Level Crossing gate has been closed without making any alternative arrangements for crossing the railway lines because of which the staff and their family members have been facing undue hardship and compelled to cross the tracks, endangering their lives. This issue was also brought to the notice of the worthy General Manager, NR by our Hardwar Branch in their Memorandum dt.13.3.2015 but till date no alternative arrangements have been made This Union, therefore, demands that until some proper

One lakh per month, have been asked to be suitably taken up either for counseling or may be shifted to gate manning and train duties and also take D&AR action. GM/NR has been regularly emphasizing on taking suitable action against under performers and their inter-divisional transfer. These all are administrative measures being adopted on this Railway in order to ensure better performance on the part of each individual ticket checking staff and for realization of Board’s targets fixed for the year 2015-16.

of railway staff to collect earnings from the commuters; when, they are traveling with proper tickets or in reserved compartments. In all such cases, the ticket checking staff is issued charge sheet or explanation letters in addition to their physical and mental exploitation by the commercial officers. This union strongly demands that suitable instructions be issued to all concerned to stop harassment of ticket checking staff being done in the name of ‘targeted earnings.’

Union contended that on account of shortage of ticket checking staff, the existing staff is compelled to work under stress. Therefore, fixing higher targets of earning and penalizing them on this account is tentamount to undue harassment. This needs to be addressed. Review.

It is further noticed that the progress of implementation of the orders of Cadre Restructuring issued by the Railway Board vide their letter , supra, is not satisfactory & even in some cases, the process has not yet been initiated. Union, therefore, demands that the progress of CRC at various categories be expedited & target date for total compliance be advised to this Union. Some Female candidates have joined the Railways as Asstt.Loco Pilot during the past few years, some of whom have also got promotion to the post of Loco Pilot. Being Running staff they have to stay, out of station away from their residence in Running Rooms while working the trains. They have to face serious difficulties due to non availability of separate toilet and bathroom, ear-marked for them in the Running Room and they are compelled to make use of common toilet/bath room and feel inconvenience in doing so. Union, therefore, demands that provision of separate Toilet/Bathroom be made in the Running Room for Female Loco Pilot/Asstt. Loco Pilots on priority to mitigate their hardship. CEE In case the need arises in any running room the same will be provided. CME At present over Northern Railway 29 female running staff are on roll. Mostly running rooms are having facilities of separate room with attached bathroom/toilet or in some running rooms

CME Presently, there are 28 female running staff over Northern Railway under O&F wing of Mechanical Department. The links for female running staff has been designed in such a way, which avoids night in bed as rest or stay in running rooms. In this regard necessary instructions for provision of separate facility for ladies have been issued to divisions. Separate facilities have already been provided at several locations VIZ. DUI, NLDM, CDG, SML,SSB, MB, DDN & BE. Regarding Delhi station, Division has been advised to construct additional block in Running Room to accommodate ladies running staff.

where such facility is not available the bathroom/toilet has been demarcated or the case has been processed. However, the occupancy of female running staff in running room is almost Nil. This is due to the fact the female running staff is being deputed in such links/duties which avoid night in bed as rest or stay in running rooms. Divisions have been advised to provide separate/earmark bathroom and toilet for use of female running staff. Seprate changer rooms have been provided in many running rooms. For Ambala Division, it is proposed to have a separate block for ladies. Union also requested that the similar proposal may also be considered for Delhi Main Station. Review.

The issue of dilapidated condition of railway colonies/building/roads has been a cause of concern all the times and being raised by this Union at different occasions, including Opening Sessions of GM“ level PNM . Still there is no remarkable improvement in the condition of Railway Quarters and Roads of railway colonies over Northern Railway, despite raising the issue by this Union, as a result of which residents have to face undue hardship on this account. It is at times informed that the work of proper maintenance/repairs of quarters and roads of railway colonies , is not being done due to paucity of funds . The Colony Care Committees are also not functioning effectively. The condition of road connected with D.D.Vashist Trade Union Education Centre located in Bunglow No.s S.C.6 & SC( with Chelmsford Road, New Delhi is extremely bed. Union, therefore, strongly demands that the above issue may be looked into on hot priority basis and some mechanism be evolved to improve the condition of railway quarters and the roads of railway colony as well. Pr.CE It is fact that maintenance of the colony is not upto the mark due to paucity of fund and it is agreed that whatever funds is available it should be used in best possible way for this purpose proper functioning of Colony care Committee is

definitely required. Though instruction are already exist on the subject, however to emphasize the issue, instruction are again retreaded to the division to ensure proper functioning of Colony care committee.

Division Rejecting arbitrarily genuine cases of gangmen under LASGESS scheme.

Consequent upon protracted and sustained efforts of AIRF, the Railway Board had introduced the S.R.R.S-2004 scheme vide their letter dated: 02/01/04, which was subsequently re-named as LARSGESS for safety categories. Under this scheme Gangmen in the age group of 50-57 years with 20 years qualifying service are eligible to seek voluntary Retirement and apply for recruitment to their wards.

Cases have come to notice of this union, where the Gangmen / Trackmen had submitted their applications within due time and age limit to their respective Incharges (PWI/ADEN), who, sometimes, forget to forward such applications in due time to DRM office and send late the applications after expiry of age limit or ward turning over-age. Such applications are summarily rejected by DRM office and the poor employees have to suffer for the administrative fault i.e. deliberate lapse on the part of their Incharges, who are not held responsible or accountable for delayed dispatch of applications. In certain cases the ADEN concerned had certified submission of applications within the due date by the employee and delay took place in his office. Such cases are also rejected arbitrarily by the Divisional Administration. This scheme was introduced with a view to oblige the eligible staff with liberal mode of recruitment and the intention of the Board was not to create avoidable hindrance in the recruitment of wards. It is urged that the cases of Gangmen who had submitted their applications within the admissible date but forwarded late by the Incharges to DRM Office may be entertained and not rejected out rightly. crowded with

Running Staff

It has been represented to this Union by the members of

Running Staff that Running Room UMB remains over-crowded

with members of Running Staff and that they have to wait for a

long time to get their meals during the peak hours, thus their

precious resting period is infringed. This may be either due to

the cooking facilities not being commensurate with the work-

load or excessive members of Running Staff touching that

Running Room from all corners. The Railway Management

stresses upon the Running Staff to avail adequate rest before

coming on duty but in the instant case the Railway

Management itself is responsible to curtail their resting hours in

this Running Room.

Union, therefore, demands that an instant inspection may be

conducted in the Running Room at UMB and suitable steps be

taken to ensure that the least delay takes place in serving the

food to Running Staff so that they avail minimum required rest

at out station.

Rates of Diet Charges for the staff attending Break-down duties

in connection with an accident remains static and not revised

for the last more than 10 years, last revised vide Dy.CME/R&L,

Baroda House letter No. 67-RS-ART/Policy/B.D. Charges

dated. 07.01.2004 as under - Tea – Rs. 3/-, Break Fast – Rs.

15/- and Meal – Rs. 25/- for non-gazetted staff.

In this regard free food or cash in lieu thereof is disbursed to

the staff attending Break Down duties in connection with an

accident as per Board’s letter No. E/P&A/II-98/BDA-1 Dated.

25.05.99.

This Union, therefore, desires that overdue revision of Rates of

Diet Charges in case of Breakdown staff be undertaken at an

early date.

CME Revision of diet charges is a policy decision taken by Railway Board. Last revision of diet charges was done vide vide Dy.CME/R&L letter No. 67-RS-ART/Policy/B.D. charges dated 07/01/2004. Letter to Railway Board (for revision) has been written in this regard.

Staff

Higher grade vacancies of Loco Running Staff i.e. LPG, LPP &

LPM are lying unfilled in Delhi Division for a pretty long time

resulting into LPG being deployed to work Mail/Exp and

Passenger trains and Shunters/ETs working Goods trains on

officiating basis. The eligible staff aspiring for their promotion is

suffering financially as their promotional avenue stands blocked

for no fault of them This issue was raised as a regular item No-

8 in the Divisional PNM held on 27/28-8-2015 with a request

that the lower grade Loco Running Staff as are eligible and due

promotion may be promoted early to their respective

promotional grades and in case promotion on regular basis can

not be done for any reason, say court cases, then the eligible

senior staff be promoted on adhoc basis as per extent

instructions of Railway Board circulated by GM(P) in P/S No.

10203, which deals promotion in court cases, but it is

unfortunate that the Sr.DPO/NDLS blatantly refused to carry

out Board’s instructions and stated that Court’s orders are more

important than Board’s.

Union, therefore, demands that DRM/NDLS be impressed upon

to promote lower grade Loco Running Staff to higher grade as

per instruction contained in P/S No. 10203 to avoid their stag

nation. However, in case the Railway Management is unable to

invoke the provisions contained in P/S No. 10203, then the

instructions of Railway Board’s letter No. E(P&A)11-80/RS-10

dated. 17.07.81 (NR, P/S No. 7867/A) contained in para 3.11(i)

(b) be implemented (i)(b) – “When Running Staff are put to

officiate in running post for more than 30 days, the pay in the

higher post will be fixed under the normal rules”.( also para

913-IREM)

Provision of adequate manpower and creation of proper Infrastructure for enhanced POH Target of AC & Non AC Coaches at JUD(W).

It has been represented by our constituent at JUD Electrical Workshop Branch that the POH target of AC/Non AC Coaches in the said Workshop has been increased from 27 & 93 to 35AC & 101 Non AC Coaches respectively, besides IOH of 22 AC/Non AC coaches w.e.f. May 2015. No additional manpower has been provided for this enhanced work, as also no arrangement of material required and infrastructure has been made. This issue was taken up by our Branch Secretary, JUD/W with CWM/JUD Workshop but with no fruitful outcome. Since the existing staff is over-burdened with the work load, serious discontentment and resentment is prevailing among them. Union , therefore, demands that either adequate additional manpower with proper arrangement of material & infrastructure be made for the enhanced POH target or the same be kept in abeyance till such time arrangements are made, so as to avoid unwarranted for disturbance of industrial peace there.

CEE A proposal for creation of 266 nos. posts was received in Hd. Qrs. Office for finance vetting & approval/sanction of competent authority to meet with the enhanced outturn of EOG AC coaches at Jagadhri Workshop. However, as per observations given by associate finance, the same was returned to Dy. CEE/JUDW on 30.11.2015 for providing matching surrender as per CPO/IR’s letter no. 807-E/VBAR/Misc./MPP-II dt. 24.09.15 (copy enclosed) It is also as ascertained from Dy. CEE/JUDW that the materials required for POH of EOG AC coaches are available & efforts are also being made through regular chasing to fulfill the short comings. Required infrastructure is available to cater to the load of POH requirement at Jagadhri Workshop. However, if there are any specific requirements, the same may please be intimated for further provisions.

Loco Pilots posted in Rosa Shed, -MB Division have to work

Ex. Rosa to Gonda Jn., where from they have to come as

Spare to LKO and thereafter they are working on Train from

LKO to Rosa , whereby the total working hours exceed 10 hrs.

duty at a stretch and they also remaining out of Headquarters

i.e. Rosa from 45 hrs to 50 hrs in one trip against the laid down

maximum limit of 36 hrs. The spare work between Gonda and

LKO is 116 Km. and if they are booked to work from Gonda to

RAC , not only eliminate the time spent in spare capacity , as

also reduce excessive outrage from HQ.

There is also acute shortage of Loco Pilots in Rosa & Gonda

Sheds as against 137 posts , only 67 Loco Pilots are available

CME The journey between RAC-GD (83 KMs) is completed within 4 hours. To ensure optimum utilizatrion of crews, RAC/GD HQ crews are being utilized to work trains between RAC-GD. As there is no crew changing point between SCC-GD, sometime duty exceeds ten hours. Implementation of ten hours duty from “ Sign on to sign off’’ is monitored closely at Divisional/HQ level. MB Division has also been instructed to hire a vehicle to relive crews at road side stations to control duty hours. Due to non availability of RAC bound freight trains at GD, crews are taken spare from GD to LKO to work trains between LKO-RAC. As per operating manual appendix-B para 9, running staff should not normally be away from

looked into and necessary instructions be issued to concerned

authorities of MB Division to review the matter , keeping in view

the gravity of the situation so that the Spare Work Ex. Gonda

to LKO is stopped and out of Hqrs. duty hours are limited to 36

hrs.

SSE/PW-DDN was represented by our Divisional constituent to

DRM/MB stated that he was placed on the panel for the post of

OSII GP Rs. 5500-9000 issued on 24/4/2006 and accordingly

he was promoted as such on 19/12/2006 fixing his pay at

Rs.6725 in terms of PS No. 7937. Pursuant to introduction o

VIth CPC he was placed in GP Rs.4200/-. Though the panel

was issued and physical promotion was made effective much

earlier to receipt of recommendations’ of Vth CPC , but the

benefit accrued thereof , was not extended to him. In this

connection, RBE NO. NO.102/110 provides for revision for

option upto 31/12/2010 but this letter was not given vide

publicity and the employee concerned could not avail the

benefit of the same.

Union, therefore, demands that the case of above named be

examined in the light of instructions, supra, and necessary

action be taken to safeguard the interest of the employee

concerned, by saving him from any financial loss, which was

not the intention of the Pay Commission.

thus retired from railway service vide DRM/MB’s Office Order

of Sh.Ravi Kumar, elder son , her family has been thrown back

to the grave circumstances in which it was after the death of

her husband viz., source of earning has been snatched away

from the family.

Now, Smt. Munni Devi W/o late Sh. Mool Chand has

requested that in order to provide source of earning for her

family, her younger son named Sumit Kumar may be given an

appointment on compassionate grounds which have re-started

to flow to Smt.Munni Devi . But reasons for declining sanction

of appointment of her younger son vide DRM/MB ‘s letter

NO.E/ET-IT/T.Pr./Vol. retd. /01 dt.10/2/2015 have not been

made explicit though her title for compassion has not ceased.

Union, therefore, urges that the appeal of Smt. Munni Devi w/o

It has come to the notice of this union that the orders of CRC

issued by Railway Board vide their L.No. PC-III/2013-CRC/4

dated : 8/10/2013 which are affective from 1.11.2013, have not

been implemented in a number of cases. As an example the

case of Electric Loco Shed, LDH, Traffic Staff, Signal &

Telecom, & Comml. Staff of FZR Division, are worth

mentioning here.

It is understood that CRC of above categories of staff is not

done, on the plea that adequate matching value, is not

available in these departments for want of which these orders

are not implemented. Similar is the situation in some other

Divisions also.

Since around two years time has elapsed, after issuing Railway

Board’s orders in respect of CRC and there was an assurance

given to the Union that these would be implemented upto 31st

December, 2014 but there seems to be little progress in this

Dy.CPO/R. As regards cadre restructuring is concerned, as on 30.06.2015 most of restructuring work has been completed expect certain categories where it is under process.

The Electric Loco Shed is presently holding 166 Locos motives

which are being maintained therein. It is understood that

Locos holding in the above mentioned Shed is likely to be

increased to 200 Locos shortly. As per Bench marking laid

down by Railway Board 5.5 per loco staff are required for

maintaining these locos , based on which the staff strength

should be 1071 to cope with the present work load of

maintenance of 166 Locos.

At present 569 posts are sanctioned as such the existing staff

is over-burdened with excessive work load with strain and

stress. This issue has also been raised by this union during the

Opening Session of previous GM PNM meeting.

Union, therefore, demands that adequate man power be

provided by sanctioning required number of posts for the

maintenance of Loco motives in the above mentioned Loco

Shed.

Indent no. 759-E/4/RTS/Indent/Pt. II/P2b dt. 12.07.2011 for 13 post of JE has been sent to RRB/JAT on 14.06.2012. Exam conducted in January 2015.

Indent no. 739-E/4/TRS/Indent/P-3 dt. 20.03.2015 for 02 post of SSE has been sent to RRB/JAT on 01.05.2015.

A proposal for creation of 507 posts had been received from ELS/LDH to Headquarter finance, but same was sent back to ELS/LDH on 19.10.2015 for arranging matching surrender.

Clarification regarding grant of MACP to Pharmacists.

The case for granting MACP to Pharmacists over UMB division

referred to H.Q. vide letter no. 220-E/23/Pt.4/Pharma/P-

5/EMD/UMB dt. 04/2015 seeking clarification that instructions

to extend the benefit to pharmacists after completion of 02

years services introduced with effect from 01/01/2006 and the

staff has claimed for 2nd MACP after 2+10 years from their

initial appointment and accordingly they have asked to re-fix

their pay in GP 5000-8000 after completion of 02 years

services in pre-revised GP i.e. 4500/7000 in term of Railway

board’s RBE No. 47/2010 w.e.f. 01/01/2006 only. The similar

benefit has already been extended in Delhi and Ferozepur

division. Therefore reference was made whether Pharmacists,

who were recruited prior to 01/01/2006 and given grade pay of

Rs. 4200 in PB-2 (9300-34800) w.e.f 01/01/2006 by counting

their past service in pre-revised scale are to be given benefit of

2nd MACP in grade apy 4600 in PB-2 (Rs. 9300-34800) after

completion of 12 (2+10) years’ service or after completion of 20

years’ service from date of appointment.

Union desires that the case which is lingering on should be

decided at the earliest.

Delay in communication of Post facto approval in case of Staff working in Loco Shed /SRE.

The case of Sh. Arun Kumar, H.Kh. along with Sh. Varinder

Kumar H.Kh., Sh. Sita Ram H.Kh., Sh. Shri Chand H.Kh., Sh.

Prem Narayan H.Kh. for obtaining post-facto approval of

General Manager has been referred to H.Q. vide letter No. 755-

E/6/101/CAT/HC/P2A dt. 28/12/2011. Despite lapse of around

4 years time, the post-facto approval of HQ Office has not been

communicated to Ambala Division till date.

It is regretful to point out that during this period one of the

employee has unfortunately, expired without regularization and

others are going to superannuate within one next year.

It is, therefore, urged that the post-facto approval of above

The staff working in yard dealing with operational movements

have observed some of the facilities curtailed after doubling of

UMB-CDG section. The points/signals Nos. shown in box

pertains to NWOC.

2. Signal No. 34 on DN KLK line can’t be taken off for line no.

20,21 and 22 for DN trains from CDG side. These can be

received on line no. 20,21 and 22 via route No. 40 and existing

signal no. 96 i.e. via common KLK line no. 18. This again locks

points No. 81,82 & 83 in normal means no shunting movement

from line no. 20,21 and 22 is possible towards shunting neck.

And it is vice versa also.

1. Signal No. 40 when taken off for route i.e. to DN KLK line, it

back locks point No. 81, 82 & 83 in normal and no shunting

movement to & from these lines to shunting neck is not

possible.

2. Signal No. 34 – 98/99 can be taken off when signal no. 66

is off for DN KLK main line (19). Means only when direct

reception is arranged via DN KLK line to line 1 to 9.

This will curtail the complete shunting from station to DN

yard/marshalling yard shunting neck/chota/bara siding.

3. Whenever point no. 81, 82 & 83 flash or any untoward

incident takes place at these points, trains will be piloted

from signal no. 40 and that will take 45 minutes. Also there

is no path to reach at signal no. 40.

4. Upper yard: when any up train is dispatched from any line

of up yard line no. 12/13/14/15, trains from station can be

Ineffective Air Cooling Systems, Installed at DRM Office UMB & Running rooms at SRE&UMB.

Air-cooling Systems installed at DRM office UMB & Running

Rooms at SRE & UMB are ineffective and not fulfilling the

purpose, for which approximate Rs 8, 00,000/- (Eight Lac) has

been utilized by the railway. Air cooling systems was installed

at DRM office for giving better environment to the employees

during summers for more output but the system creates more

humid atmosphere even than a cooler which makes the

employees uneasy in their working.

As concerned with running rooms, Drivers & Guards can’t take

proper rest and it is unfortunate that system provided long time

back is ineffective though number of times heavy amount has

been spend with no results, Similarly SOLAR PANELS are

lying idle at SRE from last 3 years with no results.

Union desires that, this ineffective system should be replaced

by providing centralized air conditioning system in both the

running rooms and in DRM office.

DMU Rakes in

Diesel Shed,

SSB.

Diesel Shed, SSB has been maintaining 3 DMU Rakes,

composition of each rake, being 16 coaches, including Motor

Coach for quite sometime. No additional Manpower has been

sanctioned for maintenance of these DMU Rakes in Dsl.Shed,

SSB. To this effect, a justification of around 200 maintenance

staff was initiated by Dy. CME/Dsl. SSB long back but the

sanction is still awaited due to reasons best known to the

railway administration. Three more DMU Rakes have been

ear-marked in Dsl.Shed SSB during the recent month.

It may be mentioned here that the staff strength of the above

Shed is reducing, owing to natural wastage i.e.

Retirement/transfers etc. of staff. The existing staff is

compelled to carry out the additional work under stress and

strain. DMU rakes of MB & LKO Divisions have also been

ordered to be maintained in Dsl.shed, SSB which is bound to

increase the work-load further.

It may be noticed that some of the staff of MB & LKO Divisions

were trained in the Dsl.Shed, SSB for maintenance of DMU

rakes.

Union, therefore, demands that additional Man Power be

sanctioned and provided in the above Dsl.Shed for

maintenance of DMU Rakes and the DMU rakes of MB & LKO

Division be maintained by the staff of respective Divisions.

A proposal for creation of 191 posts for maintenance of DEMUs is under process. Associate finance DLI division has not agreed to the proposal due to non- availability of matching surrender in the division. Sr. DME/DSL/SSB has been advised to take up the matter in the division with associate finance.

Accountal of

Income Tax

deduction in

case of

Supervisors and

other Technical

staff of Diesel

Shed, SSB.

As a mandatory provision, the Income Tax is being deducted

from the salary of Supervisors and Technical staff of Dsl.Shed,

SSB every year. It is, however, noticed that statement of

recovery is not being sent to Income Tax Department without

indicating the individual PAN Number of staff concerned. The

staff is, therefore, receiving messages from the Income Tax

Department about the non submission of Income Tax

Deduction for the assessment year.

Union, therefore, desired that while remitting/submitting Income

Tax Deducted from the Salary, proper information be sent to

Income Tax Department, indicating the Individual PAN Number

of employee concerned so as to avoid any confusion and

inconvenience to the Tax Payers.

The uploading of the details of Income Tax deducted from the staff is being done regularly on quarterly basis on NSDL site. The same is not reflected in those cases where the PAN No. is wrong in salary data base. To rectify the problem, a drive has been launched in Delhi Division to update the pan No. in salary bills. All the bill clerks are updating the PAN Nos. Action is also being taken to correct the wrong old entries already uploaded on NSDL site.

proper Stocking

Arrangement for

Paper Rolls in

Printing Press,

SSB.

Paper Rolls, worth of crores of rupees are procured every year

for printing of Stationery items including Money Value Books in

Northern Railway Printing Press, SSB(Punjabi Bagh) .

It has been brought out to the notice that on account of non

availability of proper stocking arrangements of these costly

papers is stacked in Open, with the result large number of

quantity gets condemned, causing loss of lacs of rupees every

year.

This union, therefore, urges that proper arrangements for

storage of all the papers, procured for printing of stationery &

money valued books, be made so as to avoid unwarranted

wastage of railway revenue.

On date, all paper reels available for printing of Books, Form and Money value books are stacked in covered area in the Paper Ward, Stationery Codown and press shop floor according to availability of space and condition. At present no paper reel has been stacked/laid in the open area.

there is also shortage of Ministerial staff . It may be seen that

during the last Cycle of recruitment through RRC/NDLS , no

Manpower was provided to Bridge Workshop JRC , because of

which the shortage of staff still continuous. The shortage of

staff is adversely affecting the out-turn in the said workshop.

This Union, therefore, desires that the requisite number of staff

be inducted in erstwhile Group D staff GP Rs.1800 and

Ministerial staff too for above workshop, for which indent is

already pending with RRC/NR NDLS.

While Railway Board vide their letter NO.

E(MPP)97/6/7/VOL.IV dated : 1/8/2013 have already issued

instructions for engagement of Act Apprentices , with allotment

of Slots, in different units over Northern Railway, including

Bridge Department , to impart training under provision of this

Act. However, despite issuance of further instructions from

GM/P-NR , engagement of Act Apprentice in Bridge

Department i.e. in Bridge Depots & Workshops has still not

been processed.

Since, this is obligatory on the part of the Railway to impart

training to Apprentices, therefore, Union demands that

immediate steps be taken in this regard by concerned

authorities of Bridge Department.

Joints and PF Shelters have been allotted.The total cost of the

products in these Workshops, therefore, gets increased. If the

Work Order for errection /fabrication for miscellaneous items

like Foot Over Bridge , Glued Joints and PF Shelters , are also

allotted simultaneously, the cost of fabrication/errection is likely

to be rationalized , as also adequate work-load , shall be

available with these workshops, avoiding idling of staff

This Union, therefore, urges that Work Order for Fabrication &

Errection of above mentioned miscellaneous items be placed

on these Bridge Workshops so as to rationalize the cost of

production & for gainful utilization of Manpower and

machinery & Plants too.

Keeping in view the workload of Bridge Workshops, Distribution of Work Orders is being done.

Late Sh.Paul Singh S/o Sh. Bhag Singh expired on 28/10/1996

while working as Technician under SSE/Bridge(W) JRC. His

son named Sh.Boota Ram S/o Paul Singh : applied for

appointment on compassionate grounds in erstwhile group D

category on attaining the age of majority. His case was turned

down by HQ Office, as the candidate was 8th class “Failed”

Said Sh.Boota Ram S/o Sh. Paul Singh has since passed the

10th Class examination ,as such, his case was again forwarded

to HQ Office on 20/5/2013 but the candidate has not been

given appointment on compassionate ground , as yet because

of which the bereaved family is facing acute hardship on this

account .

This Union, therefore, desired the above case may be reviewed

by offering appointment to Sh.Boota Ram on compassionate

ground in erstwhile group D category GP Rs. 1800/- in bridge

department itself without further loss of time.

It has been brought to the notice of this Union that a large

number of post of Doctors & Para Medical Staff are lying

vacant in the Sub-Divl. Hospital, JUD . Earlier, this sub-

divisional hospital , was functioning smoothly in the availability

of adequate number of Doctors & Para Medical staff , catering

the health related needs of the serving employees /retired

railway employees and their family members . While there

should have been further improvement in the Medical facilities

it is regretful to note that the situation is deteriorated day by day

which is highly unfair the staff of JUD are agitated on this

account.

This Union, therefore, demands that requisite number of

Doctors and Para Medical Staff too be posted with

infrastructure and medicines to provide proper medical facilities

to the serving/retired employees and their family members as

Out of 08 sanctioned posts of Medical Officers at Rly. Hospital JUDW 03 (CMS, 01 ACMS and 011 Sr.DMO) Medical Officers are working in Rly.Hospital, JUDW. Chest Physician & Eye Surgeon and Part-Time-Dental Surgeon are also available. General & Orthopedic Surgeon are called on case to case basis at Rly. Hospital, JUDW. Walk-in-interview for engagement of 31 contract medical practitioners has been held on 04.11.2015. In addition, Railway Board is making efforts for additional medical man-power through advertisement by UPSC for Senior Scale and JAG level, recruitment of specialists and super specialists who are in short supply. This is in addition to regular recruitment in Junior Scale through UPSC.

As regards vacancies amongst para-medical personnel, indent to RRB are being raised and process of engagement of para-medical personnel against RRB indented vacancies on contract as per extent provisions has been initiated. Gaba Hospital, JUDW, as Multi Specialty Hospital has already recognized for Medical, Surgical, Gynecological & Pediatric emergency. Lab, is already recognized as per Railway Board’s guideline for Railway beneficiaries of JUDW.

The dilapidated

condition of

railway colonies

at Jagadhari.

Railway Colony of JUD had been very nice and attractive one

previously, but with the passage of time, the condition of roads,

drains, and quarters is deteriorated day by day. The roads of

the colony have become un- walk-able & there is water logging

during the Rainy Season. The condition of Drains is also

absolutely poor. The resident of the quarters have been facing

acute hardship on the account dilapidated condition of the

railway quarters.

This Union, therefore, demands that necessary steps be taken

to properly repair the roads, drains and railway quarters to

improve upon the overall condition of the colony and its

quarters so as to make these quarters livable.

All the assets orf Railway Colony of JUDW are maintained in best manner through available departmental resources and Zone works. In last two years 2.05 Km. road work has been done to improve the condition of roads of Railway colony. Approximate 199 quarters attended by providing door and windows and repair of roof leakage. Approximate 50 lacs cost of Zone work get executed for improvement of Railway colony quarters in last 2 years. In year 2016-17 a special work of Rs. 35 lacs has been sanctioned for ‘Repair of staff quarters in Railway colony of JUDW’ to improve all over condition of Railway colony.
