STAFF COMMENTSThepropertyisoutsidethecitylimitsbutwithinConway’sTerritorialJurisdiction.ByArkansasstatelaw,Conwaymayzonewithinitsterritoryuptoonemileoutsidethecitylimits.In2011,anewzonenamedTJ(TerritorialJurisdiction)zoningwascreatedinresponsetothegasdrillingindustryandFracTechinparticular.Thesouthpropertylineofthispropertyisthecitylimit.RollingHillsandThousandOaksSubdivisionsareabuttingonthesouth.WhileFracTechwasinbusiness,therewerecomplaintsfromtheadjacentresidentialareasincluding;noise,lights,andatruckwashoutadjacenttoresidentiallots.FracTechalsoran24/7.Atthetime,therewasnoCitycontrolofthelanduseontheFracTechproperty.Inresponse,theCityextendedzoningtocontrol

Theapplicantisseekingaconditionalusepermittoallow3usesatthislocation:achurch;Altec,abuckettruckchassisassemblycompany;andMomarRamco,anenvironmentalservicefacility.These3businesseswouldoccupyanduseleaseareasasshownonthesubmittedleaseareamap.

Church.PriortoFracTech,themetalbuildingresemblingachurchwasconstructedandusedbyCalvaryBaptistChurch.Thereisamplepavedparking.Achurchuseofthepropertyshouldbequietandnon-intrusivetotheabuttingneighborhood.

Bucket Truck Assembly. Altec,thebuckettruckassemblycompanyreceivescommercialtruckchassiswithoutabedandaddsabuckettruckassembliestofinishthetruck.Thesubmittedleaseareamapshowsthemoperatingfromtwoexistingbuildingsinthemiddleportionoftheproperty.

Environmental Services. Momar Ramco specializesinapplicationservices,includingdustcontrol,soilretention,erosioncontrol,andrevegetation.Theyprovideon-siteassessment,consultation,andproductapplication.Itisassumedthatthecompanywillhaveseveralspraytrucks,supportingequipment,andloadingtanks.Thesubmittedleaseareamapshowsthemoperatingfrom2existingbuildingsandapossiblenewbuildinginthesouth,mid,andeastportionoftheproperty.

acontemporaryofficeandretailspace.OfficeisanalloweduseintheI-3zone.
