The principal aim of AISP is to improve the quality of education, health and human service agencies’ policies and practices through the use of integrated data systems. Quality integrated data systems are designed to help executive leaders in municipal, county, and state government evaluate and establish effective programs for the people they serve. From 2009–2012 AISP concentrated on three main objectives: promoting a professional network, establishing guidelines for practice, and demonstrating research and analytic capacities that integrated data systems enable. AISP’s activities during this time built support for the efforts of state, county, and municipal education, health and human service agencies to improve their use of data for policy analysis and program improvement. Currently, AISP continues to work on the above aims while focusing intently on the following three key goals:

Cultivating network strengths Establishing new integrated data sites

and further developing existing ones Securing stable funding relationships

to sustain the network

Jens Ludwig, McCormick Foundation Professor of Social Service Administration, Law, and Public Policy in the School of Social Service Administration and the Harris School; Director, University of Chicago Crime LabJens Ludwig is the McCormick Foundation Professor of Social Service Administration, Law, and Public Policy in the School of Social Service Administration and Chicago Harris, director of the University of Chicago Crime Lab, and co-director of the University of Chicago Urban Education Lab. He also serves as a non-resident senior fellow in economic studies at the Brookings Institution, research associate of the National Bureau of Economic Research (NBER), and co-director of the NBER’s working group on the economics of crime. His research focuses on social policy, particularly in the areas of urban poverty, crime, and education.

Tracy Palandjian, Chief Executive Officer & Co-Founder, Social FinanceTracy co-founded Social Finance, Inc. in January 2011. Prior to Social Finance, Tracy was a Managing Director for 11 years at The Parthenon Group where she established and led the Nonprofit Practice and worked with foundations and NGOs to accomplish their missions in the US and globally. She is co-author of Investing for Impact: Case Studies Across Asset Classes, a report that provides an important view on the evolution of the impact investing industry. Prior to Parthenon, Tracy worked at Wellington Management Co. and McKinsey & Co. She is the Chair of the Board of Directors of Facing History and Ourselves, a member of the Board of Overseers at Harvard University and a Director of Affiliated Managers Group (NYSE: AMG). She also serves on the Investment Committee of Milton Academy. Tracy graduated magna cum laude from Harvard College, with a B.A. in Economics, and holds an M.B.A. with high distinction from Harvard Business School where she was a Baker Scholar.

Kristin Misner, Chief of Staff to the Deputy Mayor for Health and Human Services, NYC Mayor’s OfficeKristin Misner is the Chief of Staff to the Deputy Mayor for Health and Human Services in the office of Mayor Bloomberg. As Chief of Staff, Kristin manages the day-to-day operations of the Deputy Mayor’s portfolio and works with eight city agencies with a combined budget of over $20 billion. Kristin plays a major role advancing important mayoral initiatives on issues ranging from senior services to workforce development and homelessness. She managed the launch of the Age-Friendly NYC Plan, the nation’s first Social Impact Bond and worked to create a new Office of Human Capital Development. She also continues to oversee the implementation of over $200 million in social service funding from the American Recovery and Reinvestment Act of 2009. Prior to becoming Chief of Staff, Kristin worked at the Department of Homeless Services where she led efforts to reform the intake process for homeless families.

Maryanne Schretzman, Executive Director, Center for Innovation through Data Intelligence Office of the Deputy Mayor for Health and Human Services, New York CityPreviously, as Family Services Coordinator for the City of New York, Schretzman was responsible for identifying and implementing cross-agency collaborations to enhance services provided by the City’s HHS agencies to those in need. She has also served as Deputy Commissioner for Policy and Planning at the Department of Homeless Services and as Deputy Assistant Commissioner at the Administration for Children’s Services. Prior to joining city government, she was an adjunct professor at Hunter College of Social Work and held a variety of leadership positions at the non-profit organization Women In Need, Inc. Schretzman was also a consultant for 15 years specializing in the planning and evaluation of government and non-profit institutions in the United States and Europe.

Kathy Stack, Deputy Associate Director for Education, Income, Maintenance, and Labor at the U.S. Office of Management and Budget Kathy Stack is the Deputy Associate Director for Education, Income Maintenance, and Labor at the U.S. Office of Management and Budget. Her division oversees budget, policy, legislation, regulations, and management issues concerning the U.S. Departments of Education and Labor, the Social Security Administration, the Food and Nutrition Service of the U.S. Department of Agriculture, and the Administration on Children and Families and the Administration on Aging within the U.S Department of Health and Human Services. She formerly served as an examiner and as Chief of the Education Branch of OMB, and has held several management and budget positions at the U.S. Department of Education.

Scientific Panel – The Power of IDS for Experimental and Comparativeness Effectiveness Research

CHAIR

Jon Baron, President, The Coalition for Evidence-Based PolicyJon Baron is president of the Coalition for Evidence-Based Policy, a nonprofit, nonpartisan organization that he founded in 2001. Over the past 10 years, the Coalition’s work with Executive Branch and Congressional policymakers has advanced important evidence-based reforms in U.S. social programs, which have been enacted into law. Based on the Coalition’s work, Mr. Baron was twice nominated by the President and confirmed by the Senate to serve on the National Board for Education Sciences (2004-2011), and was the Board’s Chair during the last year of his term. He has also served on the National Academies’ Committee on Capitalizing on Science, Technology, and Innovation; and is an Honorary Fellow of the Academy of Experimental Criminology, and recipient of the Society for Prevention Research’s Public Service Award (2006).

Dave Patterson, Chief, Health, and Demographics, South Carolina Budget and Control Board Division of Research and StatisticsDr. Patterson is Chief of the Health and Demographics Section of the South Carolina Budget and Control Board’s Office of Research and Statistics. He oversees the office’s statistical and research units and it’s systems development initiatives, which include projects such as the SC Health and Human Services Data Warehouse and the South Carolina Health Information Exchange (SCHIEx). Dr. Patterson serves as one of South Carolina’s Health Information Technology Coordinators, sharing this responsibility with the state Medicaid Director. He holds a doctorate in political science from Emory University with specialization in quantitative research methods and social welfare policy. Dr. Patterson has over twenty years of practical experience in systems development using numerous programming languages and information technology architectures. Prior to his employment with the Office of Research he served on the faculty of Southern Methodist University and as a Research Associate with the National Centers for Disease Control and Prevention.

John Laub, Distinguished University Professor of Criminology and Criminal Justice, University of Maryland John H. Laub is Distinguished University Professor in the Department of Criminology and Criminal Justice at the University of Maryland, College Park. From July 22, 2010 to January 4, 2013, Dr. Laub served as the Director of the National Institute of Justice in the Office of Justice Programs in the Department of Justice. The position of Director is a presidential appointment with confirmation by the United States Senate. Dr. Laub’s areas of research include crime and deviance over the life course, juvenile delinquency and juvenile justice, and the history of criminology.

Betsey Stevenson, Member, White House Council of Economic AdvisorsBetsey Stevenson is a Member of the White House Council of Economic Advisor. She was appointed to this position in June 2013 by President Obama. She is also an Associate Professor of Public Policy at the Gerald R. Ford School of Public Policy. She is also a Research Associate with the National Bureau of Economic Research, a Fellow of the Ifo Institute for Economic Research in Munich, and serves on the Board of Directors of the American Law and Economics Association. She served as the Chief Economist of the US Department of Labor from 2010 to 2011. Stevenson is a labor economist whose research focuses on the impact of public policies on the labor market. Her research explores women’s labor market experiences, the economic forces shaping the modern family, and the potential value of subjective well-being data for public policy.

Liz Coker, Research Manager for Educational Outcomes, Washington State Department of Social and Health Services, Research and Data Analysis DivisionLiz Coker is the Research Supervisor for Educational Outcomes in the Research and Data Analysis Division (RDA) of the Washington State Dept. of Social and Health Services. She currently manages a 2009 ARRA-funded cross-agency collaborative initiative with the Washington State Education Research and Data Center (ERDC) to link education records from the P20 Education Data Warehouse with individual-level client services data from the DSHS Integrated Client Database for the purposes of research and evaluation. Previously, she was a tenured associate professor of cultural and community psychology at the American University in Cairo, Egypt, followed by two years as the Director of Research and Evaluation at the Lenox Hill Neighborhood House in New York, New York. Liz believes in ecological theories of change and systems-based solutions to the challenges facing low-income and at-risk population. She is committed to promoting integrated data systems as a powerful new methodological tool to guide and inform collection action and system-level change.

Martha Galvez, Research Supervisor, Research and Data Analysis Division, Washington State DSHSMartha Galvez is a Research Supervisor at Washington State’s Department of Social and Health Services, in the Research and Data Analysis Division. Martha’s work at RDA focuses on linking housing data from local PHAs and HUD to DSHS’s Integrated Client Database in order to investigate the impact of housing assistance on DSHS client outcomes. Prior to joining RDA in 2011, Martha was a postdoctoral research associate at the University of Washington’s West Coast Poverty Center, Senior Policy Analyst at the Seattle Housing Authority and Director of Strategic Planning for the New York City Department of Small Business Services. Martha holds a Ph.D. in public policy and a master’s degree in urban planning from New York University’s Robert F. Wagner Graduate School of Public Service.

Robert Goerge, Senior Research Fellow, Chapin HallRobert M. Goerge is a Chapin Hall Senior Research Fellow with more than 25 years of research focused on improving the available data and information on children and families, particularly those who require specialized services related to maltreatment, disability, poverty, or violence. Dr. Goerge developed Chapin Hall’s Integrated Database on Child and Family Programs in Illinois, which links the administrative data on social service receipt, education, criminal and juvenile justice, employment, healthcare, and early childhood programs to provide a comprehensive picture of child and family use of publicly provided or financed service programs. His work provides high-quality information to policymakers to improve the programs serving children and their families. He is also the Principal Investigator of the National Survey of Early Care and Education (with NORC).

Whitney LeBoeuf, Research Associate, Graduate School of Education, University of Pennsylvania Whitney LeBoeuf is a research associate for the Graduate School of Education at the University of Pennsylvania. Whitney contributes to AISP’s project on the Educational Well-being of Children in Assisted Housing Programs. Her area of study is Education Policy. She co-published The Crisis in Youth Mental Health: Critical Issues and Effective Programs, Volume 4: Early Intervention Programs and Policies.

Steve Metraux, Associate Professor of Health Policy and Public Policy; Interim Director of the Health Policy Program, University of the SciencesDr. Metraux has done extensive research on homelessness and housing, mental illness and community integration, prison reentry, and other aspects of urban health. He is working with the US Department of Veterans Affairs as part of their commitment to ending homelessness among veterans by 2015.

Legal Panel – Striking a Balance: Protecting Student Records and Facilitating Useful Research

CHAIR:

John Fantuzzo, co-Director, AISP, University of PennsylvaniaDr. Fantuzzo’s research focuses on the design, implementation, and evaluation of school- and community-based strategies for young, low-income children in high-risk urban settings. In recent years, he has conducted longitudinal studies in Head Start that (a) relate to the impact of community and family violence on school readiness; (b) examine the development of approaches to learning; and (c) investigate the effects of early social/emotional adjustment problems and early school success. He is also involved in population-based studies that make use of citywide integrated databases across agencies serving young children. The success of such projects resulted in grant support to develop an integrated, archival database for children in Philadelphia. He co-directs the Actionable Intelligence for Social Policy (AISP) initiative, a MacArthur-funded project to promote the development of integrated database systems by state and local governments for policy analysis and systems reform.

PRESENTERS

Kathleen Styles, Chief Privacy Officer, U.S. Department of EducationKathleen Styles is the U.S. Department of Education’s first chief privacy officer. Styles coordinates and oversees federal technical assistance on privacy and confidentiality to the education community. She leads a new division dedicated to advancing the responsible collection, use and stewardship of information, including the administration of statutes such as FERPA, FOIA, the PRA and the Privacy Act. Previously, Styles served as chief of the Office of Analysis and Executive Support at the U.S. Census Bureau.

Erin Dalton, Allegheny County Department of Human Services, Office of Data Analysis, Research, and EvaluationAs Deputy Director for the Office of Data Analysis, Research, and Evaluation, Erin Dalton is responsible for directing the research and evaluation activities of the Department of Human Services. Ms. Dalton has held policy positions with the Allegheny County Executive’s Office and the United States Department of Justice. Ms. Dalton is an adjunct staff member at the RAND Corporation and is an appointee to the Pittsburgh Civilian Police Review Board and the Allegheny County Juvenile Detention Board of Advisors.

John Easton, Director, Institute of Education Sciences, U.S. Department of Education John Q. Easton was nominated by President Obama and confirmed by the US Senate as director of the Institute of Education Sciences. IES is the research arm of the U.S. Department of Education. Easton comes to IES from Chicago, where most recently he was executive director of the Consortium on Chicago School Research at the University of Chicago. Easton was affiliated with the consortium since its inception in 1990, and became its deputy director in 1997. He had a long association with the Chicago Public Schools (CPS), serving in several research capacities, including as the director of the Department of Research, Analysis, and Assessment. He also served as director of research for the Chicago Panel on School Policy, where he led a study on the effects of decentralization on CPS. Easton served a term (2003-07) on the National Assessment Governing Board, which sets policies for the National Assessment of Educational Progress (NAEP), also known as the “Nation’s Report Card.” In 2008, he was awarded a presidential citation from the American Educational Research Association for “research leadership and evaluation studies focused on improving the nature and quality of education in a large urban city.”

Greg Thornton, Superintendent, Milwaukee Public SchoolsGregory Thornton, Ed. D. was appointed Superintendent of Milwaukee Public Schools in 2010. Under his administration and with the support of the Board of School Directors, the district has reformulated the instruction of literacy, math and science, implemented a Master Facilities Plan, and made significant changes to the structure of employee benefits in an effort to help assure sustainability for the district.

Prior to coming to Milwaukee, Dr. Thornton served as Superintendent of Chester Upland School District in Chester, Pennsylvania, where he facilitated reforms to bring about increases in student achievement, created school-community partnerships and improved the fiscal and business efficiencies of the district. He served previously as Chief Academic Officer of The School District of Philadelphia and has held leadership positions in large school districts in Maryland and North Carolina.

Ethics Panel – Community Engagement

CHAIR

Elizabeth Gaines, Vice President, Policy Solutions, Forum for Youth InvestmentElizabeth helps executive and legislative policymakers improve youth policy in communities and states around the country. She oversees the Forum’s work on state and local policy issues; manages national partnerships and policy networks, including the Governor’s Children’s Cabinet Network; and is recognized as the nation’s leading expert on children’s cabinets and councils. By the time she joined the Forum in 2005, Elizabeth had already built a career advocating for youth—a commitment that began when she spent seven years leading after-school and community-based programs for youth at the Atwood Community Center in Madison, Wis. She later served as youth policy analyst for Citizens for Missouri’s Children, a child and youth advocacy organization, where she lobbied state lawmakers, convened a youth development network and led the “Invest in Missouri’s Children” Campaign to secure tobacco settlement dollars for child and youth development activities.

Laura Shubilla, co-founder of Building 21For the past twenty-one years, Laura has focused on cross-sector, systemic solutions to improve economic and educational outcomes for urban youth. Laura founded Philadelphia Youth Network (PYN). A non-profit, workforce intermediary organization, PYN was developed to stress academic importance and career success for 14-21 year-old Philadelphian youth. Ms. Shubilla has dedicated her time and diligence to programs like WorkReady Philadelphia, preparing young people to be effective in a work environment, and Project U-Turn, raising awareness and formulating strategies to confront the high rates of city high school drop-outs. Ms. Shubilla was chosen as one of Philadelphia Leadership’s Top 101 “Connectors” based on her ability to convey important leadership qualities to the youth population.

Claudia Coulton, Professor, Case Western Reserve UniversityClaudia Coulton is Distinguished University Professor and the Lillian F. Harris Professor of Urban Social Research, Jack, Joseph and Morton Mandel School of Applied Social Sciences, Case Western Reserve University. She is also founder and Co-Director of the Center on Urban Poverty and Community Development, where a multidisciplinary team has been working for nearly 25 years to develop tools to better understand macro-level systemic forces that produce distressed neighborhoods and what individuals, organizations and policies can do to reverse these conditions. Under her leadership, the Center has become nationally recognized for putting research into action through

community partnerships, and has received over 30 million dollars in grants and contracts to support this work. The Center maintains a geo-data warehouse that integrates numerous data sources and makes indicators and data tools publically available through a web portal known as NEO CANDO.

Rebecca Lee, Information Group Acting Director, Providence PlanAs Acting Director of the Information Group, Rebecca has worked over the past six years to perform advanced data analysis and is ProvPlan’s administrative database expert. Rebecca Lee has a wide breadth of experience in managing large and complex datasets from state agencies including The Rhode Island Department of Education, the Providence Public School District, the Rhode Island Department of Health, and the Rhode Island Department of Children Youth and Families, as well as other sources. Most recently, she has led the development of the Rhode Island DataHUB—an integrated data system and publicly accessible online data portal. She holds a Masters of Public Policy from Brown University. Prior to ProvPlan, she taught computer literacy at a high school in East Los Angeles and coordinated operations for an investment management company.

AISP co-Director

Dennis Culhane, co-Director, AISP, University of PennsylvaniaDennis Culhane is the Dana and Andrew Stone Professor of Social Policy at the School of Social Policy and Practice at The University of Pennsylvania, a Senior Research Associate at the Center for Population Studies, and the Director of Research for the National Center on Homelessness among Veterans at the United States Department of Veterans Affairs. Culhane’s primary expertise is in the field of homelessness. He is a leader in the integration of administrative data for research and co-directs the Actionable Intelligence for Social Policy (AISP) initiative, a MacArthur-funded project to promote the development of integrated database systems by state and local governments for policy analysis and systems reform. His homelessness work has positioned him as an early innovator in the use of administrative data for research and policy analysis, particularly for populations and program impacts which are difficult to assess and track. Culhane’s work has resulted in federal legislation requiring all cities and states to develop administrative data systems for tracking homeless services in order to receive HUD funding. Culhane’s recent research includes studies of vulnerable youth and young adults, including those transitioning from foster care, juvenile justice, and residential treatment services.

Presentation of the Inaugural Pete Bailey Award for Achievement in Public Systems Integration

Awardee: Pete Bailey, Former Chief of the Health and Demographics Section of the Office of Research and Statistics of the South Carolina Budget and Control Board

Mr. Bailey served as the Chief of the Health and Demographics Section of the Office of Research and Statistics of the South Carolina Budget and Control Board prior to his retirement. This office maintains the South Carolina inpatient hospital billing

system, the outpatient surgery data system, the emergency department visits data system, the home health data system, health manpower, health education and facilities data systems, the Master File data system of clients of State Health and Human Services agencies, and is the State Data Center responsible for Census products and analysis. Mr. Bailey received his B.A. degree in mathematics at Huntingdon College in Montgomery, AL. He also has an M.P.H. degree in biostatistics from the University of North Carolina at Chapel Hill.
