The National Association of Home Builders (NAHB)

presented its Fall Construction Forecast on October 25th.

The three economists involved, David Crowe (NAHB), Robert Denk (NAHB) and Joel Prakken (Macroeconomic Advisors) believe that while things don’t seem to be picking up much, they do not appear to be getting worse. Unfortunately for the building industry, it is still waiting for other sectors to pick up and push the economy into positive numbers. This includes the deterioration of employment market causing people to not make large purchases. While we are beginning to see the light, consumer confidence continues to stay low.

Foreclosures are declining. There are still 5.5 million distressed homes throughout the US. However as said in NAHB’s May forecast, housing conditions are largely affected by where you live, with the worst of the housing crisis affecting California, Nevada, Florida and some areas of the Midwest. In other words, 70% of all foreclosures are only in a handful of states. Nationally, housing prices are projected to settle into 2003 levels at the end of 2013. We are not expected in Washington State to see much more of a decline with production, with numbers starting to rise slowly in 2012. There are also a number of starter households from the Echo-boom (30-35 year-olds) still waiting to form that would have already bought in a normal economy. Once this happens, existing homes sales will initially start better, getting rid of many of the distressed homes available. Remodeling is picking up slowly. This is because a number of these distressed homes need improvement. Remodeling will see a faster recovery than new home sales. The economist predicted that remodeling will level out by the end of 2013. In terms of production, more than half the states (including Washington) will be above the national average of 42% by the end of 2012. Most will hover around 50-60% normal levels of production. Areas that will do best, like Washington, are heavy in energy sources and agriculture. You can continue to follow housing trends at NAHB’s blog, http://eyeonhousing.wordpress.com/

On October 1, I stepped into

a new role at the MBA - Executive Officer. I had a few

weeks’ notice to get ready, but needless to say, my first month in the position was a whirlwind! At time of print, I am catching my breath and feeling both honored and fortunate to serve this industry and association as MBA’s EO. I will continue to perform government affairs duties as well, so the possibility of more whirlwinds in my forecast is pretty high. With your help, though, I believe both MBA and I will weather any storm that may come. A little history and background about myself: after joining MBA’s staff in 1998, I served as MBA’s Government Affairs Director beginning in 2002 and as Assistant EO since 2010. I am a graduate of University of Utah and Seattle University School of Law, and am a member of the Tacoma-Pierce County and Washington State Bar Associations. I hold a Certificate in Non-Profit Management from the University of Chicago. I have received four Association Excellence awards from the National Association of Home Builders for government affairs and political advocacy work on behalf of the MBA. In addition to serving as MBA Government Affairs Director, I have been the Tacoma-Pierce County Built Green® Program Administrator since 2003 and am the founding President of Built Green® Washington. Built Green® is the leading residential construction green certification program in Washington State.

Over this past month the MBA office has been painted and reorganized, so next time you come in, please take a moment to find your way around the 3rd floor. (Staff members are also at different phone extensions, so please take note of those on page 3 of this newsletter.) MBA held its annual membership meeting in October and the 2010-2011 Annual Association report was presented there (please see the report, included as an insert to this issue.) MBA’s 2012 Board ballot was also presented at that meeting, and after calls for nominations from the floor, for the first time in many years there are contested races for President and Vice President Treasurer. Be sure to vote no later than November 15! I am also very fortunate as I start this job to have a fantastic group of staff members at the MBA: Kim Taylor in Membership, Kawehi Marshall in Events, Laura Haworth in Communications, and Shawn Hoey in Government Affairs are all working full-time - and then some - for you. If you have any questions about what MBA can provide you, or how you might get more involved in MBA committees and activities, feel free to contact any of them as well as myself to find out more. We are in the middle of budget review and planning for 2012. I hope that you and your company consider how you might get more out of MBA via participation in events, committees, sponsorships, and even considering moving into

leadership as you look at your next year. Your ideas and creativity are welcome just as much as funding, too – please consider dropping a note to me or other staff members about how you think MBA could do its job better on your industry’s behalf. MBA’s mission statement is as follows: The Master Builders Association of Pierce County is an organization consisting of home building professionals and related service providers. We promote the interests of the home building industry through membership involvement, legislative action, networking and education while striving to maintain the highest ethical standards. As I begin my tenure here as EO, I hope to be able to help you and the association fulfill this mission. I look forward to working with you.

2012 Budget Season: For the County and the cities, this time of

year is focused on budget discussions. MBA has submitted letters to local

jurisdictions thanking them for their work to defer or reduce fees and charges on construction while explaining why fee increases now would be very harmful to the fragile housing market. Most jurisdictions will complete their budget adoptions by Thanksgiving.

PALS Interim Director: Dennis Hanberg, formerly of Apex Engineering and MBA’s Legislative Strategy Committee Chair, has been named Interim Director of Pierce County’s Planning and Land Service Department with Chuck Kleeberg’s departure October 21. The County is currently conducting a national search for a permanent director, and Mr. Hanberg has applied for the position. A final decision is anticipated the end of 2011.

Bonney Lake: Bonney Lake is considering a fee to appeal a SEPA determination. Currently the Bonney Lake Municipal Code does not have such a fee. This has led to confusion as to whether a SEPA appeal is an appeal of an administrative decision or not. The original proposal to the City Council was a fee of $3,000; however the council has decided to table this issue until they have some time to gather information regarding this fee in other jurisdictions.

Gig Harbor: Residential Fire Sprinklers Stopped: The Gig Harbor City Council has been considering an ordinance that would require any new (commercial or residential) building 5,000 square feet or above to install fire sprinklers. The MBA provided written and verbal testimony opposing residential sprinklers systems in any size home. After deliberation, the council decided that this was not the time to start requiring residential sprinkler systems. The MBA will keep an eye on this issue to see if it comes up again in the future.

Land Use Permit Extensions Updated: In 2009 the Gig Harbor Council passed an ordinance which allowed expiring land use permits to be extended for two years. With that ordinance set to expire in November of 2011, the Council began looking at another extension. After a relatively easy discussion the council decided to give another two year extension to currently active land use

permits. This new extension will be valid until December 31, 2013.

Tacoma: On-Line Permitting: Tacoma’s Building and Land Use Services (BLUS) department anticipates that it will be able to take in and review building permits electronically by the end of 2011. With MBA, and AGC input, BLUS has been revamping its staff and fee structure since 2009. A new fee schedule is anticipated this fall.

Shoreline Master Program Update: For the past several years the City of Tacoma has been working on updating their Shoreline Master Program (SMP). As of now, this process is scheduled to be finalized and passed by the City Council on November 22nd. Once the City Council passes the SMP, the Department of Ecology will begin their review and upon the agency’s approval, it will be incorporated into law.

University Place: Throughout this past summer, an ad-hoc group including city Planning Commission and Economic Development Commission members met to review the city’s traffic impact fees (TIF). Throughout the process, the MBA participated in and provided comments to the ad-hoc group. In the middle of October the ad-hoc group presented their recommendation to the council; the recommendation would directly benefit the residential building community in two ways. First, the TIF would be reduced by 20%. Second, builders could choose to defer the payment of the fee until the sale of the home, which would align payments up with when the actual impact occurs. As this issue goes through the City Council, the MBA will keep an eye on it and provide input as needed.

Sadly for me, this will be my last column as Chairman of the Design

Professionals Council. I’ve thoroughly enjoyed helping lead this still relatively new concept/council. I have tons of people to thank for the continued success of the DPC. This year’s Vice Chair Billie Jo Hyland is at the top of

that list. I truly value her dedication to the DPC (and the MBA in general!) with her time and resources, and wish her luck as she embarks on leading our group in 2012. I also offer my sincere appreciation to Kim Taylor for consistently going the extra mile on behalf of the DPC both in front of and behind the scenes. Kim has been an invaluable supporter and confidant to me personally during my tenure. She juggles a lot of responsibilities, but has always made it appear to me that the DPC was the most important thing going on at any given moment. I must acknowledge ALL of the DPC members for their participation and input in molding this council. Remodelors™ Council showcased their work in the 14th Annual Tour of

Remodeled Homes. On October 1st and 2nd, eleven private homes throughout Pierce County were opened up to the public for viewing, showing the craftsmanship from 10 remodeling companies.

“Now more than ever people are choosing to stay put and remodel their homes, instead of purchasing new,” participant Duke York, York Enterprises, said. From kitchen and bath remodels to crawl spaces made into media rooms there are numerous inspiring ideas for all levels of income. All participants are registered with the department of Labor & Industries, and Members of the Master Builders Association of Pierce County and Remodelors™ Council. Proceeds benefit the Mary Bridge Helping Hands Fund and Tree House. More than 400 visitors attended this event. As I start thinking about this past year and everything our

membership has managed to accomplish despite the challenges in the economy and with our

own businesses, I am amazed. When I started out this year as Membership Committee Chair, I encouraged each of you to get involved, take advantage of the benefits you have available to you and participate in making the association stronger. You have done those things and so much more. I received a copy of the membership report this morning and saw that as of October 31st, the MBA has recruited 101 new members in 2011. Compare that to 2010’s 94 new members at this same time last year. Looking at the retention of members in MBA, we are also showing an increase – up to 74.9% September 30, 2011 from 72.4% September 30, 2010. Increases in both new members and keeping our existing members are both very encouraging signs.

The MBA has also added more member benefit programs for our members in 2011 than ever before and are seeing great response from members. Group Retrospective Insurance Program (GRIP-L&I Retro), EPK/Capital Benefit Services (BIAW Health Trust), Colonial Life (voluntary insurance), Associated Petroleum Products (fuel discounts & rebates), BIAW Rebate Program, Builder Helper, GM discount, Lowe’s Home Improvement discount, Liberty Mutual Insurance discounts (home & auto), Hertz Rental, Office Depot, Staples, Verizon Wireless, TalentWise, Airgas, and Sherwin Williams Paint are just some of the companies that have sent representatives to MBA events and are actively working with MBA members to provide greater benefits. We have seen greater than ever participation in MBA’s Committees and Councils. Even though your “spare” time may be even more limited, many of you are giving more. This year’s Chili

Cook-Off was a great example of a group working together with a little “friendly” competition thrown in. Membership saw more people participate in the Walla Walla weekend recruiting incentive trip than in recent years, sending 16 MBA recruiters and their guests to Walla Walla for a very nice weekend. We may see fewer people at every committee or council meeting, but those that have volunteered their time have accomplished a lot. What is even better is that there are still two months left in the year – plenty of time to find something that interests you in Membership. Interested in recruiting? Double Spike points the entire month of November. Even better? For each new Builder or Associate member you recruit through November, YOU earn $50 off your next MBA renewal. Recruit a member, join a committee or council, sign up for a great discount and save yourself some money, there are all kinds of things you can do to get involved. Last, but not least, I want to take the time to congratulate Tiffany Speir on her promotion to the Executive Officer position at MBA. I and the entire Membership Committee and Spike Club Committee welcome Tiffany and look forward to working with her for many years to come.

MBA Oktoberfest General Membership Meeting

Oktoberfest and Builder Appreciation Night brought more than 90 members to our October General Membership Meeting held at the Varsity Grill. Participants

played Oktoberfest games such as hemmerslogan, barrel rolling and attempted to keep a hula hoop up for more than five spins. Builder members in attendance were treated to gift bags provided by presenting sponsor Puget Sound Energy.
