November 2011 Cedar Park Neighbors Newsletter Presidents Message: A Century Celebrated By Monica Allison, CPN President O n Saturday August 6th, 2011, neighbors came together to celebrate the 100th anniversary of Cedar Park and the 50th anniversary of Cedar Park Neighbors (CPN). Even with overcast skies, it turned out to be a wonderful day. The children enjoyed themselves on the two moon bounces provided by Pearson Entertainment, and the park was full of neighbors enjoying music from local talent, including our DJ Jamar, Rosemary Fiki Band, Gretchen Elise, The Independent Rock School and, of course, the Elgins. The park was also alive with craft vendors and was well-served by a variety of food vendors. Thank you for making the day so special. The icing on the cake is the Centennial Commemorative Booklet! If you haven’t received your copy, you don’t know what you are missing. Peggy Kovich and Mara Hincher did a superb job of capturing the history of our Park and of Cedar Park Neighbors. See page 2 for details about how to receive a copy. Our community was hit hard in September with the death of one of our neighbors, friend and volunteer Bruce J. Hansen. His wife, Sarah, helped me to appreciate how precious every moment of our lives are. We send our love to Sarah, Sadie and Beatrice, who was born October 14, 2011. On October 4th, we had our fall Meet and Greet at Aksum, one of the newest restaurant additions to Baltimore Avenue. If you have not sampled their Mediter - ranean cuisine, you’ve missed a great experience. We thank the staff and owner, Saba Tedla, for their hospitality. Cedar Park has experienced recent damage from vandals, and CPN made a plea to neighbors to help us replace the plantings. We received overwhelming support and have received more than $500 in dona- tions. Thank you to all that contributed! You should see an improvement to the park gardens in the coming weeks. The holidays are upon us, and one of the highlights of the season is the Holiday Basket campaign. This is one of the areas in which our neighborhood shines. Last year we fed over 150 families. With the economy in a state of flux, more families will need our help. When you receive our solicitation, give generously, and save the date, December 17, 2011, when we will pack and give out the baskets. Cedar Park Neighbors is shifting to an annual membership renewal date. This change will help smooth our admini- stration of membership. We are looking forward to serving our larger community, and if you are not already one of our 327 members, consider joining! Your dollars go far in helping us to fulfill our mission. Looking forward, Mariposa Food Coop is on track and scheduled to open at their new location, 4824 Baltimore Avenue, in January 2012. Check out their website for updates. Finally, I would personally like to wish you all a wonderful holiday season. Cedar Park Plants Update — Thanks for Your Donations!

We very much appreciate the outpouring of support for our

garden effort in Cedar Park followingrecent vandalism of the garden beds.Thank you for your donation to help with plant replacement in the gardens. We received over $500 indonations as well as offers of free plants! We especiallythank our friends at Bartram Gardens and nursery manager Grant Folin for coming out to survey the situation and advise on appropriate plant varieties and as well as for several plant contributions. We will be organizing special projects,increasing our green efforts, and celebratingall of our hard work at a post-cleanup party.

We encourage everyone to step outside andclean up where you live, work, learn or play.This can be outside your home, office orschool, in a nearby park, or an empty lot.Even the smallest effort can make the biggestdifference. If you’re looking for ideas, we’vegot ’em. We’ll be organizing a few focusedefforts throughout the neighborhood and, asalways, we’re here to assist anyone interest-ed in participating. This includes providingblock captains, student and volunteer groupsand neighbors with trash bags, brooms,work gloves, and trash pickup.

Going green is nothing new in UniversityCity, where large-scale tree plantings, farmers markets, and community gardenshave been part of the landscape for years,but we’re not about to stop there. Let’s continue to move even closer to becomingAmerica’s greenest city!

Greetings from the Scholarship Committee!We’ve had a wonderfully productive and

successful year. Once again, our fundraising effortspaid off in a big way; through the generous supportand donations of our neighbors, we were ableto award eight students $800 each in scholarships.As you can tell by reading Miranda Siddall’sletter of thanks on page 5 of this newsletter,our student recipients are greatly appreciative.

We’ve also added a mentoring component to ourefforts, whereby a committee member checks inperiodically with one of our scholarship winnersduring each semester. As a committee, we’ve gaineda few new members (although we are always look-ing for more!). Finally, we are asking our scholar-ship recipients to commit to giving back to ourcommunity, as a way to “pay it forward” andthank this amazing neighborhood called Cedar Park.As part of their award, they’ve agreed to participatein some CPN- sponsored activity during the year.

But with all the work we’ve done, there’s alwaysmore to come. As our scholarship winners approachfinals, the committee will be shipping them carepackages filled with school supplies and home-

baked goods. We arereviewing our applicationprocess, and in the nextfew months, will beginrecruiting for next year’sapplicants. The applica-tion will be posted on theCedar Park website byFebruary of 2012. Andearly in the new year, wewill begin our planningfor next year’s annualfundraising event atDock Street Brewery.

Lastly, the committee would like to send aspecial thank you to Laura Tate-McHugh, whoserved as chair of the committee for many years.Her dedication to the work we do has truly beenan inspiration. We are thankful for her organizationand attention to detail that makes filling her largeshoes a bit less daunting.

From the Desk of... Miranda Siddall, Scholarship Recipient

Dear Cedar Park Neighbors,

Thank you so much for awarding me thisscholarship. My first year at Bryn MawrCollege has been amazing beyond belief.I did not know it until I started here, butI love this school and I love college. I havealready learned so much. My interest infood production and agriculture policyused to be a hobby, something I wouldonly read books about. Thanks to BrynMawr, now I know it’s something youcan actually study. Although I’m stillunsure of my major, I have decided thatto pursue my interest in food, I wouldlike to minor in Environmental Studies.

This first year would not have been possible without your support, financialand otherwise. The care package was sothoughtful; I cannot tell you how muchit meant to me in the final weeks beforewinter break.

I thought you might like to know whereyour money went. There are three booksI was able to purchase this year thanks tothe Cedar Park Neighbors Scholarshipand that I highly recommend:

Book: My Soul is Rested by Howell RainesClass: The Long 1960’s

This book is an incredible compilationof interviews of those involved in thecivil rights movement from 1955 to

1968. The story of the civil rights movement comes through clearly inthe voices of those who were involved.

Book: Homefront by Catherine LutzClass: Introduction to Peace andConflict Studies

An interesting look at the interconnectionsbetween the military town Fayette ville,North Carolina, and its military base,Fort Bragg. More generally, it exploresthe connection between the militaryand the home front, and the unexpectedtoll this relationship takes on thoseat home.

Book: A River and Its City by Ari KelmanClass: American Environmental History

American Environmental History wasabsolutely my favorite class this year.It is American history, but it pays closeattention to the interaction betweenpeople and land, the ways people thinkabout land, and the effect this has onhuman choice and historical events.A River and Its City is a study of thecomplex relationship between NewOrleans and the Mississippi River.

I am so grateful for all of your help. It hasbeen an amazing first year, and I could nothave done it without you!

Maureen Tate, CPN Zoning Committee

Cedar Park Neighbors is committedto ensuring that local residents are

informed about proposed zoning changesin the community and have an opportunityfor their voices to be heard. CPN’s ZoningCommittee is recognized by the Zoning Boardof Adjustment (ZBA) as the representative ofresidents and businesses within the boundariesof Cedar Park. The committee is composedof CPN member volunteers who monitorzoning notices, solicit community input aboutproposed zoning changes, communicateneighbors’ positions to city officials, intervene in zoning disputes, and representthe Cedar Park community before the ZBA.

In one year alone, Zoning Committee members reviewed and processed sixteenactual or anticipated applications for zoningchanges within the borders of Cedar Park.This work entails: meeting with applicants;researching particular zoning issues; writingand distributing community notifications tolocal residents; hosting neighbor forums tomeet with applicants to learn more about theissue; writing letters informing the ZBA andCouncilwoman Blackwell regarding local

opinions on each issue; and appearing atthe scheduled hearings before the ZBA.

Residents and businesses frequently seeka change in use for their property. If theuse is other than that which is allowedby the City of Philadelphia Zoning Code,then the Philadelphia Department ofLicenses and Inspection refers the applica-tion to the ZBA, which holds a hearingand decides on the application. Applicantsare required to give public notice by postingan orange notice on the property in question,indicating the change of use requested andthe date of the hearing. The ZBA alsorequires applicants to notify their elected officials and local community associationsto inform and seek approval for their applications in order to alleviate possible tensions and disputes in zoning matters.

David Hincher, Property Housing Task Force

The CPN Property Housing TaskForce is an all-volunteer working

group. It studies, evaluates and developsstrategies to address issues of vacant andblighted properties and land within theCedar Park boundary, in order to movesuch properties toward positive occupancyand use. The task force looks to developmitigation strategies such as connectingproperty owners with the critical resourcesneeded to reduce the severity of these issues.

Recently, the task force completed a censusof abandoned properties. In collaborationwith the Community Design Collaborative,It also facilitated a year-long series of com -munity conversations, titled the “BaltimoreAvenue Conversation,” which resulted inthe Baltimore Avenue Com munity CorridorDesign Study. The Baltimore Avenue studytargeted the blocks from 49th to 52ndStreet and engaged neighborhood residents,businesses, and community organizationsin a broad discussion of desires and goalsfor this area. Additional information onthis conversation and the exciting ideasit generated are found within the finalreport, which can be downloaded fromthe Cedar Park Neighbors website atwww.cedarparkneighbors.org/.

Since our last Baltimore AvenueConversation, in the Fall of 2010, we havemet with various political representatives— State Senator Anthony Williams, StateRepresentative James Roebuck, and

Councilwoman Jannie Blackwell —to familiarize them with the study and elicit their advice and supportfor advancing some of the community priorities and desires. There are ongoingdiscussions with Councilwoman Black-well and the Philadelphia City PlanningCommission to move the study forward,bringing in other City agencies and additional resources. We look forwardto ongoing conversations with other community stakeholders that wantto assist with elements of this report.

Since the study was completed, MariposaFood Co-op has moved forward withplans for a new and larger fresh food grocery located on the 4800 block ofBaltimore Avenue. A fresh food grocerywas the top desire from the communityconversations; and with assistance fromCedar Park Neighbors, we hope thiswill address that goal.

The Task Force is also in conversationwith the University City District regardingtheir renewed commitment to communityand business development. UCD is nowdirecting staff and resources toward assisting property owners in overcomingbarriers and obstacles that had preventedthem from achieving their goals for theirproperties. Several owners of severelyblighted properties are taking advantageof these resources and we look forward toseeing the results, as some formerly vacantproperties are rehabbed and occupied.

It has been exciting to see Mariposa FoodCo-op expand into their new location at

4824-26 Baltimore Avenue, as they moveforward with speed, energy and local sup-port. A fresh food market was the numberone priority identified by local residents inlast year’s Baltimore Avenue Conversation.

Pleased that the expansion was not justabout size but also about outreach to morehouseholds and that the variety of mem-bership categories would allow for greateraccess to the market for the general public,CPN has provided tangible support to theeffort. To achieve these goals for the com-munity, the CPN Board voted to invest inMariposa in the form of a 3% loan in theamount of $10,000 over a 10-year period.We are excited to see this project takeshape and look forward to celebratingthe Grand Opening in the new year.

CPN is pleased to share the followingupdates provide by Chakka Reeves, thenew Marketing and Outreach Coordinatorfor Mariposa.

Construction on the new store at 4824Baltimore Avenue started on September 6th.The store is on track to open January 2012.

The new storewill be opento everyone, butmembers will stillreceive discountsand other benefits.

Mariposa FoodCo-op reached1,000 memberson September27th 2011!They are extremelyexcited that theexpansion allows them to welcome somany new members. They hope to reach1,300 members by Grand Opening.

This summer Mariposa Food Co-op introduced a non-working member option,for members who want to be involvedin Mariposa but are unable to contributework hours. For more information onjoining, visit or stop by the currentstore at 4726 Baltimore Avenue.

West Philly Coalition for Neigh borhoodSchools (WPCNS) is a grassroots group

that aims to bring the vibrance of our com-munity and all of its resources into our localneighborhood public schools, with a focuson Lea Elementary. The Lea Visual Arts program, a collaborative effort to improveschool climate through innovative interiordesign and visual art throughout the school’shallways and stairwells, is a recipient ofa 2011 Pennsylvania Partners in the Artsgrant in the amount of $1,999. Many thanksto WPCNS member Justin McDaniel forhis grant writing assistance with Lea VisualArts program founder, Yvette Almaguer.

The Greening Lea Committee, led byWPCNS members Julie Scott, David Hincherand Jen Martel, has successfully applied fora Commu nity Design Collab orative planninggrant to green the Lea schoolyard, with theEnterprise Center CDC serving as the fiscalsponsor. The Collaborative proposed thatthe Lea project, along with another school,John B. Kelly, be part of a design charetteexploring urban school sites next spring.

The West Philadelphia Alliance for Children(WePAC)’s Open Books, Open Minds programand its volunteer librarians have transformedthe Lea Library! Additions include a giantteddy bear surrounded by bear-related stories,a plush reading rug, a tiny rocking chairreading nook with reading lamp, and a bookdisplay about the ocean, complete with sea

shells. The piece de resistance is a book display about caterpillars and butterflies,complete with a butterfly net and a terrarium containing butterfly eggs thathave hatched into caterpillars and spuncocoons (though every student knowsthe proper term for cocoon is “chrysalis”).More important than the cosmeticchanges are the stellar library services,brought to Lea by the volunteer librariansin collaboration with Lea’s teachers. We-PAC has quickly become one of the mostpopular and beloved programs at Lea.

School Food 101 at Lea: Tuesday, November15th from 6-7:30 p.m. in the Lea auditorium.Topics include: where school food comesfrom; how it is prepared; and efforts tobring farm-fresh food to your neighborhoodschool. Learn about new efforts to improvethe quality of school food and become partof the conversation. Parents, students, educa-tors, and interested community members arewelcome! Sponsors include the PSD, PUFFA,the Food Trust, PCCY, Fair Food, CommonMarket and the Enterprise Center CDC.

Under Construction: Our Very Own Food Court for Entrepreneurs!

Construction has begun on the Centerfor Culinary Enterprises (CCE) at

310 S. 48th Street (the site of the formerFood Rite store). When completed in July2012, this project will be one of the nation’smost comprehensive commercial kitchen centers, designed to be an engine for creatingfood-related jobs and businesses, and to provide resources to emerging food entre -preneurs. The CCE is a 13,000+ square-footproject, including three state-of-the-art commercial kitchens for rent to culinaryentrepreneurs, a youth-run training restaurant,the eKitchen Multimedia Learning Center,and two additional retail spaces. It will renovate a long-vacant eyesore and bringnew restaurants to the community.

The project is being developed by The Enter -prise Center CDC. The general contractor isPerryman Building and Construction ServicesInc., a West Philadelphia-based, certifiedminority-owned business. The architect isFriday Architects/Planners. The project is supported by a number of government andprivate funders, including major investmentsfrom the City of Philadelphia and U.S. Eco -nomic Development Administration. Whilethe capital project is funded and underway,we are now looking for individuals andorganizations from the community to stepup as partners, and help support the project’syear-one operations. Cedar Park is an ever-changing, diverse and vibrant community.

But it doesn’t happen on its own! Ourcommunity relies upon the contributionof time and talent from its residentsto thrive.

One way to get involved shaping thefuture of our neighborhood is as a boardmember of Cedar Park Neighbors. Thenext board elections are scheduled forthe spring of 2012, so the nominationsprocess is open now.

From street clean-ups, to safety issues,to zoning, to the development of theBaltimore Avenue Business corridor,Cedar Park Neighbors represents thousands of community membersand their interests in our neighborhood.As a board member, you will have thechance to serve the membership andthe community at large.

The board meets once a month andboard members are encouraged tobe active in at least one committee

of the organization. Board members are responsible for writing the organization’sannual budget and for making criticaldecisions about all sorts of issues thataffect our neighborhood.

In order to be nominated to run forboard membership, all you have to dois make sure you are up to date on yourCedar Park Neighbors membership dues.And yes, you can nominate yourself!Even if you are not interested in servingon the board, please take a minute tothink about someone you know whowould make a good candidate. Peopleof color, neighbors who live south ofBaltimore Avenue and young peopleare strongly encouraged to apply.

Cedar Park Neighbors was saddened tohear of the passing of Rev. Matthew

Williams, Retired Pastor of The PeoplesBaptist Church. We wish to acknowledgeRev. Williams contribution to our neigh-borhood and we send our condolencesto the congregation of People’s.

Bruce Hansen

Residents throughout the neighborhoodand CPN members were shocked and saddened to hear of the sudden death ofour friend and colleague Bruce Jay Hansen,who died from a heart attack at age 36.

From their arrival in Cedar Park, Bruceand his wife, Sarah, were committed tocommunity involvement. Bruce served onthe Cedar Park Board from 2005 to 2009.Bruce not only contributed enthusiasm,humor and a memorable hearty laugh,but was active in many facets of theorganization. Bruce helped with the earlydevelopment of the CPN website, organ-ized CPN elections and assisted on the FairCommittee. Bruce was most committed asa member of the CPN Property HousingTask Force. Bruce brought his interest andexpertise in City Planning to CPN effortsto wrestle with the problem of blightedand abandoned property and land. He wasinstrumental in mapping properties for theBaltimore Avenue Conversation and thatmap continues to be crucial in helping usanalyze and communicate about propertieswithin the area of focus for BaltimoreAvenue improvement. Bruce was alsoactive in the Chester Avenue CommunityGarden and the West PhiladelphiaMennonite Fellowship.

Bruce was from Mechanicsburg, Penn -sylvania and earned his Bachelor’s degreein Communications at ElizabethtownCollege, where he met his wife, Sarah.Following their marriage in 1999, Bruceand Sarah served from 2001 to 2003 asPeace Corps Volunteers in the Ukraine.Upon returning to the U.S., they settled in

West Philadelphia, and Bruce spent severalyears working as a web designer. In 2008,Bruce and Sarah welcomed their daughter,Sadie. Later that year, Bruce began graduate school and in 2010 earned hisMaster’s of City Planning from Penn.

The Bruce whom so many knew and lovedhad an unmatched laugh and ability tofind humor in almost any situation. Helived life thoughtfully and deliberately.He accepted others openly and withoutjudgment. He was kind and good and genuine and he will be deeply missed.

We extend our deep sympathies to Bruce’swife, Sarah, and their daughters Sadie andBeatrice, as well as to the extended Hansenfamily. Beatrice Jane is a brand newHansen baby who was born on October14th. We extend our welcome to Beatriceas our newest Cedar Park resident andknow that her arrival will be a blessingand comfort to her mom and big sisterat this most difficult time.
