Glyn Ramage moved, and Pam McDonough seconded a motion for the adoption of the agenda. Chair Rhodes called for a vote, and the motion was approved unanimously.

Pam McDonough moved, and David Arenas seconded a motion to approve the minutes of the September 15, 2020 meeting. Chair Rhodes called for a vote, and the motion was approved unanimously.

Mr. Wright presented the following Modification to the Board:

Sally Finney presented a Proposed Change to the FY21 CDB Board Calendar changing the December 8, 2020 meeting to December 17, 2020.

Martesha Brown moved, and Pam McDonough seconded a motion to approve the change in the FY21 CDB Calendar. Chair Rhodes called for a vote and the motion was approved unanimously.

Amy Romano presented an amendment to the Proposed Change to the FY21 CDB Calendar changing the December 17, 2020 meeting to December 15, 2020.

Pam McDonough moved, and David Arenas seconded a motion to approve the change in the FY21 Calendar. Chair Rhodes called for a vote and the motion was approved unanimously.

Mr. Wright gave an update of COVID-19 Emergency Project Proceed Order/Change Order Report and Emergency Project Proceed Order/Change Order Report.

Pam McDonough moved, and David Arenas seconded a motion to adjourn. Chair Rhodes called for a vote, and the motion was approved unanimously. The meeting was adjourned at 1:26p.m.

During the design phase, four (4) of the seven (7) building structures were omitted from the bidding documents; because according to the Architect/Engineer (A/E) estimate the project could not afford them. After the project was awarded to the contractor, the Using Agency requested that the four buildings be added back into the project scope via a change order. Af ter discussions with the Chief Procurement Office it was decided that only three would be allowed. The A/E completed the design of the three buildings (Covered Mess, Bleacher Enclosure and Latrine building) and issued the general contractor a change order. The general contractor returned the change order package and it has been reviewed and settled upon with CDB Estimating. Description of RFP Change: Construct three new buildings. Construction includes revisions to site development and an extension of water and sanitary services for the Latrine building. This will be classified as a user requested change order. During the design phase the A/E showed that the project could not afford to construct all seven buildings along with the firing range. So only three buildings were included in the bid package as alternates. The bids that were received came in favorable enough to fund the alternates to allow for construction of those three buildings.

After the bid was awarded, the using agency asked that the other four buildings be added back into the scope as a change order. We approached the CPO office and through many months of conversation, the CPO office agreed to allow only three additional buildings be constructed through change order G-2 that has been reviewed through estimating in the amount of $887,312.22. This will bring the total number of buildings to be constructed to six in addition to the firing range.

The A/E will not receive any extra money for design of these three buildings because they were included in their original design package.

The Capital Development Board (COB) and the University of Illinois System (University) are seeking professional services consultants for the design, bid/award and construction administration services for a new iconic building for the Discovery Partners Institute (DPI), a part of the Illinois Innovation Network (INN), to be located in the South Loop and part of Chicago's "78-Development." The DPI building will be the cornerstone of the innovation hub that will attract companies to create a high-tech campus. Led by the University of Illinois System in partnership with local and global research universities, it does two things, tech talent development and applied R&D. The expertise of a design team consisting of an Architect(s) and Engineer(s) is needed to design an architecturally significant innovation and research center that serves as a technology magnet with the potential to convince young talent to stay in Chicago and for companies to locate their high tech, high paying jobs there. The DPI is a global leading research institute that is bringing together students, faculty and researchers from the University of Illinois and other universities, industry partners and federal research laboratories to tackle big societal challenges and promote innovation and entrepreneurship. The site will be a hive of activity featuring state-of-the-art labs, classrooms and meeting spaces. It will be large enough to house thousands of students and more than 500 top researchers and partners.

In December 2019, the University completed the DPI Feasibility Study. The professional services consultant of that study was asked to look at unique programming needs for this building with site assumptions available at the time. The sustainable goal for the new DPI facility is to achieve LEED Gold Certification as a minimum and aspire to achieve Platinum. Additional building and site information is available since the completion of the study. The study includes massing options and a magnitude of cost associated with each option. A digital copy of this study will be provided to firms shortlisted to participate in Stage II Interviews. Johnson Lasky Kindelin Architects, Inc. and their sub-consultants, preparers of the DPI Feasibility Study, have been determined to be ineligible to compete for the professional services contract to be awarded via this advertisement.

Procurement of Professional Services:

This award proposes a two-phase Architecture/Engineering Team Selection process and will include a conceptual design competition for selected design teams. The first phase will involve an evaluation of submittals by a Selection Committee which will be comprised of representatives of the COB and the University, resulting in a shortlist for interviews. Following the interviews, the Committee shall invite three to four firms to participate in the Concept Design Competition phase. Firms invited to participate will develop and present a design concept for the DPI, based on a project brief that will be provided to the shortlisted firms at the beginning of the Stage Ill Concept Design Competition. The firms will present appropriate visual documentation that will include renderings but not a model. As part of the deliverable, a construction estimate will be required. Compensation will be provided to each of the firms shortlisted to participate in this phase of work. Each shortlisted firm will enter into a contractual arrangement with the COB and will be paid $75,000 per team upon fulfillment of the competition's requirements. All materials created through the Concept Design Competition phase will remain the property of the COB and the University.

The professional services consultant must meet all selection criteria, including items described below under "Minimum Qualifications." In addition, the professional services consultant, at the time of submittal of qualifications described herewith, must indicate the intended provider(s) of design, civil, landscape, structural, M/E/P/FP, A/V and interior design services. Design awards of architecturally significant innovation and research centers for the team should also be indicated. Submittals that do not include all information as indicated may be rejected.

A MBE goal of 20%, WBE goal of 10% and A VBE goal of 2 % is applicable to the team.

The Wayne Fitzgerrel! State Park is an 84-building facility established in 1975.

The scope of work provides for the renovation and modernization of existing Rend Lake Resort facilities. Typical renovations will including new roofing, flooring, interior wall and ceiling surfaces, exterior surfaces, windows, doors, bathroom and kitchen fixtures, appliances, HVAC systems including dehumidification, banquet facilities and furniture. During this phase of the renovation, work will focus on the duplex cabins, the Schooner and Flagship Boatels, the banquet facilities within the conference center, the restaurant and gift shop. The A/E will need to perform mechanical tests on all HVAC systems, fire alarm systems, security systems and fire suppression systems to ensure that they comply with current code requirements. Microbial testing and possible environmental remediation will also be required to verify that the structures are free of microbial contamination. The two remaining boatels will also require a structural assessment to identify any potential structural deficiencies. All renovation work will need to comply with the 2018 Illinois Accessibility Code.

The A/E will need to determine if any components of this project are eligible for a utility company or other energy grant/rebate and will be responsible for preparing and submitting the grant application if the project qualifies for the rebate.

A combined MBE/WBE goal of 18 percent is applicable to the A/E team. Some level of participation from both MBE and WBE firms is required to satisfy this goal.

A VBE goal of 3 percent is applicable to the A/E team.

The interviews for this project are tentatively scheduled for September 30, 2020.

The Lincoln Developmental Center is a 37-building facility established in 1900.

The scope of work provides for remodeling two cottages for housing juveniles, plus one cottage for new classrooms and one cottage for new administrative use, plus designing and constructing a new multipurpose building housing a gymnasium, dietary, classrooms and offices. The work includes upgrading mechanical, electrical, plumbing and fire protection (MEP/FP) systems in response to remodeling, plus providing a new athletic field, an outdoor basketball court, sidewalks and roadway improvements and new site security fencing. The work will also include providing new security electronics systems including closed circuit television (CCTV) cameras. A property boundary survey will be required to establish the property limits for the new facility, including a legal description of the property.

The A/E will need to determine if any components of this project are eligible for a utility company or other energy grant/rebate and will be responsible for preparing and submitting the grant application if the project qualifies for the rebate.

A combined MBE/WBE goal of 20 percent is applicable to the A/E team. Some level of participation from both MBE and WBE firms is required to satisfy this goal.

The scope of work provides for constructing a new approximately 105,000 square feet combined Forensic Lab and District 5 Headquarters. The site will require an environmental assessment and possible mitigation.

A minimum of LEED Silver Certification will be required.

An independent third-party commissioning agent will be selected and assigned to this project.

The scope of work provides for demolishing the existing rest area and constructing a new rest area public facility, refurbishing or reconstructing the existing 25' x 25 ' garage storage building, constructing new picnic areas, including shelters, outdoor exercise/play areas, expanding the existing truck and car parking lots, sidewalk and ADA ramps and correcting the ramp and parking lot geometrics as needed for the new construction. The project shall include evaluation of the water quality at the site and the existing sanitary system, including power and wiring to determine any needed updates or repairs. This work may include, but is not limited to, architectural, geotechnical, civil, structural, electrical, mechanical services and landscape design. The scope of work would also provide for new electrical service, if needed.

The new building, parking and ramps shall be sited to preserve existing mature trees where possible and allow for maximum utilization of remaining property for egress to parking areas and future parking expansion. Parking areas and access sidewalks shall meet IDOT Bureau of Design and Environment Manual (D&E-01) and construction and materials standards as identified in the Standard Specifications for Road and Bridge Construction (D&E-02).

Building design and exterior landscaping shall reflect the significance of location and proximity to the Fort Massac site.

All demolished materials shall be removed from the site.

The A/E will need to determine if any components of this project are eligible for a utility company or other energy grant/rebate and will be responsible for preparing and submitting the grant application if the project qualifies for the rebate.
