Information Regarding this Statement of Vote
This Statement of Vote is prepared and issued pursuant to Elections Code Section 15372 - 15374.
HOW RESULTS ARE COMPILED
The Statement of Vote reports results by “consolidated” voting precinct for the contest on the ballot. The Statement of Vote reports the total number of votes cast for and against: Measure O – Santa Cruz High School Parcel Tax Measure P – Santa Cruz Elementary School Parcel Tax
This special election was conducted by all-mail ballot pursuant to Elections Code 4000 et. seq. Please refer to the table of contents for other valuable election information contained in this Statement of Vote. The “Registration” column shows the total registration for the consolidated voting precinct. Voter registration information is current as of the last day to register to vote in the election (15 days prior to the election). Late arriving, but eligible, voter registration affidavits are not included in the registration figures. The “Ballots Cast” column shows total ballots cast in the vote-by-mail precinct.
OTHER REPORTS INCLUDED
Two election result summaries are included: the Final Official Results and the Semi-Official Election Night Results.
Vote-By-Mail ballot statistical reports are provided showing the total number of ballots issued by voting precinct and then the total number of ballots returned by voting precinct.
The Provisional Ballot Report shows how many voters voted by provisional ballot. In this election,12 of the 14 provisional votes were counted.

Appendix 5 – Canvass Activity Summaries
Canvass Activities Summary November 17, 2015 Special District Election
1% Manual Tally Per Elections Code Section 15360, 1% of precincts must be hand tallied to determine that the voting system is reading and tabulating votes correctly. For November 17, 2015 there were 32 voting precincts, which meant that only 1 precinct needed to be counted. Santa Cruz County has a policy of tallying a precinct from each of the supervisorial districts involved in the election, so 4 precincts were tallied. Precincts were randomly selected by staff on Wednesday, November 18 at 10 a.m. All precincts are randomly selected by pulling a precinct number from a bowl. All votes cast in those precincts were tallied. Blank ballots that were encountered were tallied as undervotes for each contest. Spoiled, cancelled and otherwise invalidated ballots were not tallied as they are not valid ballots. Vote-by-mail ballots were tallied by audit teams of 3 auditors. Duties were divided among team members with one member reading from the ballot, and the other two members keeping independent, simultaneous tallies. Ballots were counted into stacks of 25 and at the end of each stack the tallies were checked to see if they were in sync. Once all the ballots for that precinct had been read, then the totals on the tally sheets were compared against each other. When more than one contest was being tallied in a precinct, each one was done individually. The results were later compared to the central tally count and if the totals did not match, then the hand tally began again. Materials used to complete the tallies were minimal, but included specialized tally sheets, pencils and the central count reports. There were no observers present during the canvass, but we welcome observers at all times. Because the audit was conducted at our office, no additional security measures were required above and beyond normal security precautions in place. In the end, the results from the manual tally matched the machine results with 100% accuracy. Search for Live Ballots
After searching through all the supplies and equipment that were returned from the Voter Assistance Centers, we did not find a single live ballot.
Seals Audit
Each piece of voting equipment is protected under many levels of security. One level of that security is the visible seals used on the equipment both permanently and on Election Day. All visible seals were audited. There were no anomalies or break of security that endangered any votes. Equipment Incidents
