Which assignments to notify?

Any frequency assignment relating to a transmitting station and to its associated receiving stations if:
it could cause harmful interference to any service of another administration;it is used for international communication;it is subject to a world or regional frequency allotment or assignment plan which does not have its own notification procedure;it is subject to a coordination procedure under Article 9;international recognition is desired;it is for information only;
When operating it shall not cause harmful interference to, and shall not claim protection from harmful interference (RR 8.4)

What not to notify

Assignments to stations in the amateur serviceAssignments to ship stations and to mobile stations of other services, for example:
Ship ShipShip Aircraft
Assignments involving specific frequencies which are prescribed for common use by terrestrial stations of a given service
Entered in the Master Register by BR;Consolidated table published in the Preface to the BR International Frequency Information Circular (BR IFIC), (Chapter VI)

When to notify?

For recording in the Master Register (MIFR), the notice shall reach the Bureau
Not earlier than three years before the assignment is brought into use, for terrestrial stations involved in coordination with a satellite network and for high altitude platform stations operating as a base station to provide IMT;
Not earlier than five years before the assignment is brought into use, for assignments relating to high altitude platform stations in the fixed service;
Not earlier than three months before the assignment is brought into use, for all other terrestrial stations;

When to notify?

For recording in the Master Register (MIFR) for frequency assignments that fall within planned bands governed by an Agreement
Only if there is a corresponding plan entry;
In case there is no corresponding plan entry:Submit a Plan modification notice to the BR;
Wait for the Plan to be successfully modified;
Notify the frequency assignment to the BR under Article 11.

How to notify?

A notice for each frequency assignmentExcept if the same frequency is re-used with the same technical characteristics within a given area - typical stations:
A single notice giving the typical characteristics of a station of the networkDoes not apply to all services or to all frequency bands
Station covered by Allotment Plans in Ap. 25, 26 and 27;Broadcasting stations;Terrestrial stations within the coordination area of an earth stations, etc..

How to submit?

Secured web interface: WISFAT (Web Interface for the Submission of Frequency Assignments/Allotment for the Terrestrial Services);Immediate acknowledgement report to the notifier.
Access to the WISFAT interface is restricted to registered TIES users selected by the administration as the national notifier(s):
Official e-mail request ([email protected]) must be sent to the BR from the administration:
Name, position, service e-mail, TIES Username;As many as required;Administrations should inform the Bureau of any change in order to keep the notifier database up to date.

Notification has two aspects:– administration’s obligation to apply the provisions of the Radio Regulations as
it is an international treaty signed by ITU Members; – to claim for international recognition and rights.
The Master Register should reflect the use of the radio spectrum in your territory;
It also reflects the use of the various frequency bands, this information is taken into consideration when looking for new allocations;
It is important to notify and also to consult the BR IFIC to see what is happening to your assignments and to be aware of how the spectrum is used around you.
Notification of your frequency assignments to the BR is very important!
