General Scope of Work
To provide effective procurement function for GCG, providing governance, advice and guidance to colleagues engaging in procurement activity.
Essential Job Tasks
• Performs a broad range of management, supervisory and coordination work for the delivery of support services and functions of the division, including management of the Commission’s procurement of goods and services;
• Recommends to the Head of the Procuring Entity the method of the procurement of the goods, services, infrastructure projects;
• Oversees the development and implementation of strategies and policies pertaining to procurement of goods, services and infrastructure projects;
• Reviews contract requests and proposals and other forms of agreement to determine if the proposed provisions conform to applicable government rules and regulations and recommends necessary terms and conditions to be included in the contracts.
• Monitors progress of contracts to determine slippages in the delivery of outputs or possible violation of certain terms and conditions and recommends corrective actions, if necessary.
• Develops/updates standards formats and guidelines to help clarify contract terms and provisions.
• Represents the Commission to the PhilGEPS and PS-DBM in behalf of the Procuring Entity;
• Leads in the formulation of the Procurement Management Division work plan that specifies strategies and the corresponding work processes towards achieving the expected outputs and systematic delivery of needed services for the entire division;
• Reviews and evaluates the overall performance of individual staff to determine shortfall in the achievement of targets and possible gaps in the delivery of quality, timely and adequate support services.

• Budget Planning and Management – The ability to plan, execute, and monitor the utilization of the annual budget of the Commission in accordance with the budgeting rules and regulations of the DBM.
• Technical Writing - The ability to transfer/translate technical information about concepts, results of evaluations or studies into documents that are accessible and appropriate to a given audience.
• Legal Acumen and Expertise – Knowledge and application of laws and legal processes.
• Technology Support - The ability to implement the methods, practices and policies governing the design, development and use of the IT support processes designed to keep IT environment functioning efficiently, effectively and securely.
Other Qualifications
Familiarity with the Government Procurement and Reform Act otherwise known as RA 9184 and its Implementing Rules and Regulations.
