Lake Bellagio Resort

1. Applicant Ms A Curtis Trustee for Toni Curtis Superannuation Fund c/o Caulfield Krivanek Architecture 1192 Toorak Road Camberwell Vic 3142 03 8658 4000

2. Background This land has been the subject of two town planning applications and two planning extensions. The original planning permit issued in 2005 comprised the following;

• Residential units with 336 bedrooms

• A Wellness Centre

• 414 car parks There were two extensions of time granted for this planning permit. The current land owner, Toni Curtis purchased the land with the planning permit in 2007 and applied for a modified planning permit prepared by Grounds Kent Architects from Perth which comprised of the following:

• Two storey residential units comprising of 336 bedrooms

• A function centre and associated support facilities catering for up to 500 guests a commercial kitchen, separate restaurant catering for up to 50 guests

• A wellness centre comprising of ten treatment rooms, café gym, beauty salon, restaurant and kitchen catering for up to 40 guests

• Car parking for 400 cars A permit was issued for this scheme in July 2009 with two extensions, the last being issued in December 2012. This permit expired in December 2014. The project was not able to proceed because the applicant was unable to secure a manager and development finance, largely because of the global economic downturn in 2008. Some difficulties with this scheme were as follows:

• The large scale and design of the proposal meant that a developer/financier had to spend a large amount of money before any return on investment. It was a large risk

• The project could not easily be constructed in stages

• It was unclear how the unit and central facility ownership would work A new planning permit is now being sort for a smaller development which can be developed in stages. This project has a developer, finance stream and operator. It also has a larger local labour content for construction and management. The smaller scale of this development will result in a lesser impact on the land and surrounding properties. This proposal has been redesigned to comply with current bushfire planning requirements.

4. Overview of Proposal. This proposal will be developed as a residential hotel with individual chalets providing accommodation for tourists and the central facilities being available to resident tourists and the general public. The land will remain in one ownership, but individuals will be able to purchase a chalet and lease the land. Individual chalet owners will have a management agreement which limits the time that they can personally use their units and agreeing that their units will be available for tourist rental. The management of these units will be undertaken by the site management organization, Belgravia Health and Leisure group Pty Ltd (or another similar organization) The wellness centre and function/conference facility will be managed by the same site manager, therefore the entire complex will be managed by the one entity. The chalet units are all based on a standard 10m x 10m floor plate with four alternative plan layouts. The numbers of individual plan layouts will be dependent on consumer demand and on local tourism needs.

5. Numbers and Yield Proposed number of chalet units 100 Proposed number of bedrooms 250 (50 three bedroom units and 50 two bedroom units) Proposed number of car parks 300 (Number of car parks required is 294) Site area 183,010 sq m Chalet gross areas 10,000 sq m (100 chalets at 100 sq m each) Conference/ function centre 2,216 sq m Wellness Centre 2,400 sq m Site coverage (buildings) 14,616 sq m (8%)

6. Local Commercial and Employment Benefits Conrock Australia has estimated the jobs available during construction and Belgravia Leisure has estimated the ongoing local employment and expenditure generated by this scheme

• Estimated increase in local tourism expenditure; $34m pa

• Estimated local jobs created during construction; 26 tradesmen during stage 1, 35 to 40 tradesmen for stages 2,3,4 over approximately four years. Apprenticeship experience will be provided for local TAFE colleges and secondary schools

• Estimated 132 new indirect local jobs when the facility is fully operational, increasing Shire employment by 2.4%

• Estimated 24 full time and 32 part time staff directly employed

• Provision of mid week conferencing facilities will provide a substantial mid week boost to local businesses

• Café proposes to use local produce as a marketing strategy.

7. Fire Protection We have worked closely with Terramatrix to ensure that all fire protection requirements are met. The site plan has been substantially redesigned from earlier versions to include fire protection measures. Included in these provisions are the following:

• 70m defendable space to Conference Centre and Wellness Centre

• 10m defendable space to chalets

• Conference Centre and Wellness Centre to be designed as fire refuges

• Chalets to be designed to BAL 29 standard

• Perimeter fire truck access in addition to main road access

• Sixteen water tanks provided around site for firefighting purposes

8. Hours of operation Belgravia Leisure has confirmed the following hours of operation: Spa and Wellness Centre 6am to 11 30 pm, seven days Conference/Function Centre 6 am to midnight, seven days Bar/ food/ café 6 am to midnight, seven days In house service 24 hours, seven days Lounges 10 am to midnight, seven days Service deliveries 8 am to 5 pm Monday to Friday Waste collection 8 am to 5 pm Monday to Friday

9. Waste Water Treatment Waste water treatment will be subject to a more detailed study, however, the following principles are suggested. The site has access to town water, two bores with licences of 3ml and 19 ml. This water will be used for domestic and spa purposes. The site also has access to reticulated sewerage. It is proposed that sewerage will be discharged to sewer, grey water will be recycled for toilet flushing and used spa water will be discharged to a waste treatment plant and filtration ponds to grade A or similar quality and then discharged into the lake.

10. Landscaping and Tree Retention The unique design of the chalet units, prefabricated precast floor units resting on a single central column, means that the units have minimal impact on the site profile and tree roots and can be adjusted to fit between trees. The revised site plan shows chalets generally located in areas of low tree cover or in areas where trees of low importance occur. It is proposed that the final location of chalets will be done in conjunction with a landscape plan to preserve as many trees as possible, and in conjunction with bushfire management requirements.

11. Sustainability considerations The chalet units will be precast, steel framed and fibre cement weatherboard clad to suit BAL 29 requirements. They will also be double glazed, fully insulated to six star level. All units will have photovoltaic solar collectors, rainwater catchment and grey water recycling. The central column support system will ensure minimal impact on the site.

12. Waste Collection Garbage and solid wastes will be collected and stored on site in a waste and recycling collection area in such a manner as to avoid nuisance, pollution or loss of amenity to the surrounding area. This area will be drained and screened from public view. Waste will be removed from the site by a private contractor in accordance with the relevant Australian standards.
