ADDENDUM #3 Subject: Solicitation: In-Line Baggage Handling System (BHS) Operations & Maintenance (O&M) and Preventive Maintenance (PM) #RFP-AMT-2020-014 Due: March 12, 2020 at 2:00pm 1. Question: The bond form requires the project to be named. What is the proper

title/name for the project that can be used on the bond form? Answer: In-Line Baggage Handling System (BHS) Operations & Maintenance (O&M) and Preventive Maintenance (PM)

2. Question: What is the specific US DOL BLS CPI index that will be referenced for

price adjustments? Answer: Price adjustments need to be supported based on the U.S. Bureau of Labor Statistics Current Consumer Price Index for Urban Consumers (CPI-U) (all Items) as reported for the previous 12 month period for the price escalator request.

3. Question: What is the number of inspection tables in each of the systems? Answer: 5 Bag inspection tables in the south matrix. 5 Bag inspection tables in the north matrix.

4. Question: Will DaifukuWebb have an obligation/responsibility/contractual

requirement to train the selected vendor in how to operate the new Webbview? Answer: Yes, the current contractor has contract responsibility to provide transition assistance of up to 90 days. This includes training on the Webbview software and BHS system workstations and servers. Transition assistance items also include:

A written, detailed maintenance and repair history and status for each BHS system piece of equipment;

Future scheduled preventive maintenance and known necessary repairs; An inventory of all supplies, materials, tools and equipment that the

Authority, at the time of termination or expiration, has paid for pursuant to the Agreement, which inventory shall become the property of the Authority upon contract expiration or termination;

Copies of any and all databases, records, inventories, manuals, plans, permits, licenses and any other documents or files related to the operation and maintenance of the BHS system.

5. Question: Schedule G Insurance Minimum Coverage, Professional Lability (Errors

& Omissions) Will the CRAA accept for a vendor to provide $2million per occurrence – and – utilize its CGL Umbrella coverage to address the gap? The $5m professional liability (E&O) is atypical as a requirement of BHS maintenance providers? Answer: Yes, the umbrella is acceptable.

6. Question: Will the airport provide any licensing necessary for the vendor’s use of Everbridge? Answer: Everbridge licensing is not required for the contractor. This software is owned and operated by the airport’s operation and communications center.

7. Question: Please provide the current vendor’s shift schedule. This is important

to determine how best to shadow the current contractor during the 60 day transition period? Answer: Current contractor shift schedule is as follows: Crews are currently working 4 -10 hour days. 3:30am – 12pm m-f

8. Question: What CMMS system and version is currently in use by the current

provider ? Is there history ? If yes, will it be provided to whom ever is selected to provide the BHS Maintenance Services and is there a requirement to populate the new CMMS system with this history?

Answer: The existing vendor CMMS is “Maintenance Connection”, version 8.11.0. History data will be provided - see answers to Question #4. There is no requirement to populate the new CMMS system with maintenance history data. Providers are not required to use Maintenance Connection CMMS but can if they so choose, or another CMMS progam can be utilized.

9. Is the current services being provided with union labor ? If yes, what union and what local.

Answer: The current BHS operator labor is not unionized. 10.Is it a requirement to pay prevailing wages for this contract? Answer: No. 11.Please provide a complete asset list, within scope, for the BHS O&M. Answer: Addendum #1, Answer #1 provided basic inventory of key assets

(“550 individual 3-phase motors with over one (1) mile of conveyor feeding six (6) TSA Explosive Detection Systems, ten (10) TSA checked bag resolution work stations, and nine (9) baggage make-up units”).

Addendum #2, Pages 31 to 45 lists all the 614 assets tracked in the CMMS.

Of the 614 individual assets, assume the following component counts:

2 Automatic Tag Readers (ATR) 25 Fire Doors (FD) 15 High Speed Diverters (HSD) 2 Bag Dimensioners (BMA) 18 Vertical sort unit assets, 6 units and each counts as 3 assets 552 Variable Frequency Drive 3-Phase motors Additional details: assume 2 photo eyes per asset = total of 1,228

photo eyes

12.Can the Authority provide a BHS schematic? Answer: See the control system schematic diagrams for both the north and

south BHS: NORTH, SOUTH, AND BHS Overall Low Quality Image. 13.Please confirm if the CRAA is exempt from sales and/or use tax for proposal

pricing purposes? If not should all applicable taxes should be incorporated into proposal pricing.

Answer: CRAA is tax exempt. 14.Are there any airport fees associated with this scope of work? If so should

they be incorporated into proposal pricing? Answer: See addendum #2, pages 29 and 30. There are minor fees for

employee parking and SIDA badge issuance. 15.Regarding the Baggage Tubs – Who will be providing the tubs? will the CRAA

be providing the necessary hand carts needed to move the tubs, or will this be the responsibility of the contractor? If the contractor is responsible will the CRAA reimburse the cost to purchase the hand carts? Who is responsible for tub distribution?

Answer: CRAA provides tubs. Airlines are responsible for moving tubs from the bag rooms to their ticket counters. The BHS operator shall provide a minimum of six (6) baggage carts (3 at each matrix building) at their expense, to support bag operations.

16.Who is providing the Upper Level Controls software support? Is it the

responsibility of the CRAA or awarded vendor to contract with the support services provider?

Answer: CRAA will contract with Jervis Webb for software support services. It is the responsibility of the BHS operator to open support tickets when needed with Jervis Webb, collaborating with the CRAA BHS Program Manager as appropriate.

17.Who provides the laptops and software licenses for access to the PLC’s,

HMI’s, etc.? Answer: CRAA provides desktop computers and software licenses for access

to the PLCs, HMI, and BHS controls software. Laptops are not provided by CRAA.

18.Who will be providing internet access for remote services? Is it currently

installed and functioning? Answer: CRAA provides internet access for remote services. It is currently

installed and functioning. 19.Is the contractor responsible for replacing all overhead light bulbs in all

Baggage areas? Answer: The BHS Operator is responsible for replacing overhead lightbulbs

only in the BHS matrix building. Operators are not responsible for overhead lightbulbs in any other areas other than the north and south BHS matrix buildings.

20.If any parts are provided by the Maintenance provider will a markup be

allowed? If allowed will the Appendix A Price Proposal Form form be modified to include a section to enter this markup?

Answer: Replacement parts, not maintenance consumables, are purchased by CRAA. It is CRAA’s intention to continue to purchasing all BHS replacement parts. However, Appendix A Price Proposal Form is hereby modified to include a designated parts markup percentage, in case CRAA wishes to exercise this option for specific part purchases in the future.

21.Are consumables to be included in the proposed annual all-inclusive rates?

Answer: All consumable costs are to be included in the proposed annual all-inclusive rates.
