Civil Maintenance Division Udhampur.

1. Bid documents can be seen at and downloaded from the website www.jktender.gov.in.2. The intending tenderers are advised to visit the sites as mentioned above at their own

cost / responsibility to acquaint themselves with the site conditions for quoting genuineand workable rates.

3. The tenderer should quote their rates as per enclosed rate list inclusive of disposal ofunwanted material, dewatering, carriage etc.

4. The tenderer should provide his E-Mail 10 and Phone Number.5. The tenderer shall be given one day notice to execute emergent work either by SMS or

on phone call failing which the emergent work shall be got executed by any otherpossible mode/means.

6. The works are to be executed purely on emergent basis as and when required to run thesystem smoothly.

7. Payment to the contractor shall be made purely against the quantities of work executedat site and not as per the quantities advertized in the NIT.

8. Contractor shall quote the rates for the work on item rate basis duly affixed withtransparent adhesive tape on every and each quoted rates.

9. Amounts shown against each work as Earnest money in the shape of COR/ FORpledged to the Executive Engineer CMO. POC Udhampur should be attached with pricebid money. Earnest money in the shape of cheque/ cash shall not be entertained. Anytender without earnest money shall be rejected.

10. The tenderer shall have to furnish with the tender, sale tax clearance certificate fromsales tax department and Income Tax clearance certificate for the assessment year2015-16 from Income Tax department

11. Conditional tenders shall be rejected

12. The tenders shall be valid for 60 days from the opening of the same by competentauthority.

13. The successful tenderers shall have to execute an agreement with the department forthe execution of said work within three days from date of allotment.

14. The date of start of work shall be reckoned after three days from date of award ofcontract / issue of letter of intent.

15. All taxes in vogue during the currency of contract shall be deducted at source. Anyincrease or decrease in the same during the currency of contract shall be responsibilityof the tenderer.

16. Payment of the executed work depends upon the availability of funds No interest orclaim will be entertained or given for any delayed payment.

17.10% (Ten percent) of the on account payment shall be retained as security deposit andshall be released after the completion of defect liability period of one month

18. The material like cement steel etc shall be arranged by the contractor on their own ofapproved brand after seeking prior approval from the department with regard to thesource of procurement and to the entire satisfaction of Engineer in charge as well asAssistant Executive Engineer.

19. No allowances on account of dewatering shall be claimed as all the rates should bequoted inclusive of dewatering if any involved

20. Contractor stands responsible for labour act for not engaging the labour below 18 yearsor any act in labour clause.

21. Any loss of damage due to natural calamity during execution shall be borne by thecontractor.

22. In case of any dispute the matter shall be referred to the Chief Engineer CI&D WingJammu and decision taken shall be binding on both parties.

23. No escalation shall be payable for any escalation in the market price of labourl materialduring the currency of the contract.

24. Contractor shall have to deposit extra CDR as security deposit @ 15% of the advertizedamount within three Days of opening of tender, in case of lowest tenderer quotes ratesless than 15% otherwise the tender will be treated as non- responsive.

25. Work shall to be completed in all respects in stipulated time otherwise penalty @ 5000/-per day shall be imposed.

26. Contractor should abide by the labour laws and will personally responsible for anycausality / eventuality I accident during the period of contract.

27. All other conditions will be same as per PWD agreement form No 25 (Double) andgeneral conditions of the contract appended with the N.ITSPECIAL ATTENTION:1. The tenders shall submit all the relevant documentsl information stipulated in thetender document. In complete tenders are likely to be rejected.2. The tender opening authority shall have the right to rejection of all or any of thetenders and will not be bound to accept the lowest or any other tender to give anyreasons for such decision.B) ELIGIBILITY & MINIMUM CRITERIA FOR QUALIFICATION:1. Earnest money for an amount shown against the work in NIT should be furnishedwith the tender.2. Attested photocopy of the valid enlistment card duly renewed for the year 2016-17.3.
