    Welcome to the 59th volume ofNotes A Tempo! A sincere apology goes outto the members for the tardiness with this issue. The transition hit a fewbumps in the road with bulk mailing, but now the problems are fixed, and Ihope you find this journal to your satisfaction regarding news, research, andinformation pertinent to the members of the West Virginia Music Educator’sAssociation. This is YOUR jjournal, so if you are looking for more news,please don’t hesitate to contact me and submit your ideas.

    Many thanks goes to the former editors ofNotes A Tempo, David Bess andBecky Terry for their many years of dedication in providing information to themembers of WVMEA. Without their leadership, this journal would not bewhere it is now. Bravo David and Becky!

    Also, many thanks goes to our new state president, Elizabeth Marshall-MacVean. It is my sincerehope that the evolution of Notes A Tempo coincides with her vision of where WVMEA’s publicationscould be, as a high-quality journal that rivals any other state affiliation’s journal.

    Finally, a huge thank you goes to the members of WVMEA in making music a priority in today’s pub-lic and higher education school curriculums. We have a rich musical tradition in this state, and let usall strive to continue to provide quality music education to the students of West Virginia.

    Notes a Tempowill not publish forms and infromation about official WVMEA activities and events unless the informa-tion and/or forms have been sent to the editor by a WVMEAboard member or a WVMEAmember who is in charge of anactivity or event. This policy is in effect to ensure that forms and articles accurately reflect the intentions of the affiliateorganizations that oversee activities or events. The only exceptions to this policy are the following forms, which are pub-lished annually: Hall of Fame Nomination Form, Superintendent of the Year Nomination Form, MENCApplicationForm, and Honor Group Application Form. All other forms and information about WVMEA activities/events must beforwarded to the editors by the submision deadline with a request to publish.

    WVMEAmembers are welcome to submit articles for consideration for publication. Articles must be on a topic related tomusic education and the author(‘s) name(s) must appear on the article.

    Articles that advertise products will not be published unless the person/company who submits the article has paid for anad.

    Dear WVMEAMembers:

    As a new school year approaches, I am so excited for MusicEducation not only in WV, but nationwide. During summervacation, I had the opportunity to attend MENC’s Week inWashington DC and participated in the National Assemblerepresenting our state. As your state representative, I went toCapitol Hill with delegates from all over the United Stateswhere we met with our individual House of Representativesand Senate Staff members and presented an MENC scriptedletter discussing our concerns with music education and ourgoals as music educators. We also attend a ralley held at theDepartment of Education, where Secretary of EducationArnie Duncan spoke with us and said he would make musicand art a priority in our Education system. We were alsobriefed by many officials in the capitol building as to the sta-tus of Music Education in the classroom. I am pleased to say

    we are on the list to be included in proposals that will replace the No Child Left Behind policy. Iwould also like to report that our National MENC headquarters did an outstanding job with thisevent. We as music educators and MENC members can be proud and rest assured that we are beingrepresented in Washington when policies are being made. Our voice for music education is beingheard.

    I would like to challenge everyone in our WVMEAmembership be an advocate for Music Educationnot only in your school, but your community. Many ask the question how do I advocate Music Edu-cation. The answer is to simply keep people informed of your concerts and classroom teching activi-ties and the many great things you are doing in music education for our state. This can be done inmany ways such as: Radio, newspaper, letters home, website or television. If we don’t promote ourown programs, no one else will.

    In closing, I wish all of you a wonderful 2009-2010 school year and keep doing the great things youdo for music education, it does make a difference.

  • Notes da Capo: In Memoriam

    Gerald Allan “Jerry” Foster of Charleston passed away at home on Wednesday, August 19, 2009.

    He was born in Ward and moved to Nitro at an early age, where he attended Nitro publicschools. Jerry attended West Virginia State College and was a graduate of Marshall University in1961 with a degree in music education.

    He was a band director and educator for 28 years at schools including Hurricane High School, NitroJunior High School and Nitro High School.

    Jerry was a long time member of St. Paul’s United Methodist Church in Nitro. There he served as choir director for severalyears, Sunday school superintendent and treasurer.

    He was a member of Pontiac Oakland Club International and Nitro Antique Car Club.

    Jerry was preceded in death by his parents, Cecil and Nina Warf Foster.

    He is survived by wife of 49 years, Donna Wolfe Foster; daughter, Laura Schuda and her husband, Chris Schuda; andgranddaughter, Maggie, who was the light of his life. He is also survived by brothers, Clinton, and his wife, Joan, of Ron-ceverte, Melvin and his wife, Ida, of Staunton, Va., and Charles and his wife, Dorinda, of Dunbar; and sister, Janice Milamand husband, Frank, of Lewisburg. Also surviving are brother-in-law, Jim Wolfe and his wife, Mary Lou; and sister-in-law,Frances Fortune and her husband, Bill, all of Nitro. He leaves behind many beloved nieces and nephews.

    Ron Rose, of Wheeling died Monday, August 17, 2009, at the Bishop Hodges ContinuousCare Center.

    He was born February 6, 1935, in Wheeling to the late Lawrence and Grace Phillips Rose.Ronald was the band director at John Marshall High School from 1968-95 and band directorat Wheeling Central Catholic High School from 1966-67. He was twice listed in Who’s Who

    of American Educators. He received his bachelor’s degree in music fromWest Liberty State College, and his master’s de-gree in music fromWest Virginia University.

    He was nominated West Virginia outstanding band director in 1977 and 1980. He served 10 years as president of Region 5Band Members Association. He was co-founder of the music players at the Capital Music Hall. He was the principle per-cussionist for the Wheeling Symphony for 26 years, and played and directed Big Bands across the Ohio Valley. He wasalso the conductor for the Viennese Ball for 28 years including this year.

    In addition to his parents, he was preceded in death by his brother Paul Rose.

    He is survived by his wife Shirley Schreiner Rose; two sons, Michael (Pamela) Rose of Houston, PA, and Mark (Susan)Rose of Moundsville, WV; one Daughter, Linda (Jim) Ater of Wheeling; seven grandchildren; one great- grandchild; twonieces; and one nephew.

  • MENC Southern Division Presidential Candidates

    1. Teaching and Leadership Experiences:As a music educator I have taught high school chorus, elementary general music, chorus and begin-ning band and middle school band. In July of 2001, after 25 years of teaching, I became the director ofthe Arts in Basic Curriculum (ABC) Project at Winthrop University, in Rock Hill South Carolina (SC).My love of MENC and SC MEA over 33 years as an arts educator will help me better listen and com-municate with all music teachers. The Music Education Journals, the SC MEA, Southern Division, andNational MENC Conferences always gave new creative ideas, much needed support, and inspiration.It is important that it does the same for all MENC members.

    In 1998, I was selected the SC Teacher of the Year. For a year, I worked with District Teacher Forums,high school students groups interested in becoming teachers, gave presentations across the state andassisted in monitoring all education bills at the SC Legislature. It was not only a year of collaboratingand building consensus with many education groups, students and legislators, but also a year of edu-cating everyone about the importance of the arts. We sang, played instruments, danced, acted andmade art.

    Now as the ABC Project Director I work to help schools ad districts create strategic arts education plans to improve arts education. I as-sist them in locating and developing partnerships within the school, the district, parent groups, local artists, community organizations,and businesses that will assist in implementing the arts plan. The ABC Project coordinates the SC Council of Arts Education Presidents(CAEP). It is made up of the arts education associations of SC. They meet bi-annually to network, share ideas and work on initiatives.They group started by writing a position paper on arts education entitled, “Where We Stand.” The next issue the group addresses wasthe recruitment and retention of arts teachers.

    2. What things, in particular, would I like to accomplish if I were Southern Division President?The Southern Division of MENC is a large and extremely diverse group. I hope to be a sounding board through contact with the StatePresidents and Executive Directors. Amain priority would be to communicate regularly with the state presidents. Listening tothoughts and concerns is crucial, and getting constant feedback on all issues is essential. Communication through email conferencecalls, webinars and social networking can keep the lines of communication open.

    It is also important that we assist our members in becoming active participants and proactive advocates for music education at thestate, divisional and national levels. With states in fiscal crises, heavy emphasis on high-stakes testing, the need for schools and dis-tricts to make Adequate Yearly Progress (AYP) every member needs to be proactive! This is a necessity if we are to provide every stu-dent access to a comprehensive, sequential music education.

    We also need to grow the next generation of music educators and music leaders. From encouraging high schools students, mentoringnew teachers and identifying and training emerging leaders to take up the gauntlet of music education we must assist in continuing toprovide quality music teachers for our students.

    3. How do you see your role as Southern Division President – Elect and Immediate Past President?As Southern Division President – Elect, I will vigilantly listen, take careful notes, and be an extra set of ears for the President. I hopethrough active listening, I will understand the division presidents’ ideas, needs and concerns. It is extremely important that I under-stand the needs of each state.

    As immediate Past President I would assist the president in any way possible. I can assist as the historical memory for the way thingswere done. Help explain the history of the past years. I also hope to better inform the President of the special contributions each statehas made to the Southern Division.

    4. What do you feel is the vital role that the Southern Division plays in music education in the states of the Southern Division?It is important to listen to and promote the individual states in the Southern Division. It is important to discuss individual state’s con-cerns and ideas. The knowledge base from the eleven can be invaluable when trying to solve problems and expand music education. Itis their division!

    1. Can you tell us what teaching and leadership experiences you have that you feel would support you asSouthern Division President?I taught band for 16 years at all levels – beginning band, middle school and high school. My teaching also in-cluded considerable private teaching, as well as in the classroom, and music supervision for a school district.For the last eleven years, I’ve been in leadership positions with the Florida School Music Association and theFlorida Music Educators’ Association and have built a coalition of state partners for advocacy on issues relat-ing to music and arts education. Serving in that role, I’ve also attending the meetings of the SDMENC leader-ship for the last 9 years and watched the evolution and issues related to MENC and the NEB.

    My day job as the executive director of FMEA, FSMA and consultant to the Florida Art Education Associationand Florida Network of Arts Administrators requires a broad knowledge of association procedures and man-agement skills and an ability to cut through the layers of bureaucracy to the heart of an issue. Many of the ele-ments discussed below are primary issues of concern every day for our associations.

    2. What things, in particular, would you like to accomplish if you were Southern Division President?Building a more cohesive communication system between the southern division states – especially among the leadership.Assisting MENC to focus more clearly on the goal of advocacy and to eliminate the duplication of services that states already provide.

    Seeking ways that MENC can increase revenue apart from continually raising member dues.

    3. How do you see the role of Southern Division President-Elect and Immediate Past President? What could be accomplished if youwere in those positions?It is essential to have the president-elect and immediate past president integrally involved in all issues. As the SDMENC is served onthe NEB by two positions (president and immediate past-president), it is important for the president-elect to be conversant with all is-sues being addressed. A regularly involved “executive committee” model is one that has been most effective for my “day job” associa-tions.

    4.What do you feel is the vital role that MENC plays in music education today?

    While many state organizations are very effective with their own legislatures, the chief goal for any national association is usually a na-tional perception and federal legislation. My desire is for MENC to become more effective at building relationships with members ofCongress and their staffs so that federal legislation can be adapted, where possible, to create mechanisms at the state level morefriendly to music education. I also believe it is possible for MENC to be more creative in its approach to seeking ways to enhance musicand arts education via a variety of federal bills (not just the Elementary and Secondary Education Act (NCLB) – although that is of pri-mary importance).

    5. What do you feel is the vital role that the Southern Division plays in music education in the states of the Southern Division?The Southern Division is only as effective as the communication and relationships between the state associations. As educational policytends to proliferate and migrate between state legislatures, it will be helpful for the states to know what is moving in other states. It isalways helpful for the associations to be able to compare practices in a variety of like functions – such as all-state ensembles/auditions,performance assessments (ensemble and individual), and adjudicator training and looking creatively at involving more students of thegeneral population in music. As related to MENC, it’s also helpful for the division to speak with a united voice as much as possible.

    The WVAmerican Choral Director’s Association is announcing information about their annual con-ference to be held in Charleston on January 28 – 30, 2010. Registration forms, deadlines, music andmore information may be found on their website, www.wvacda.org .

    2010 All-State Orchestra News.

    Elyse Brandt, chairperson of the 2010 All-State Orchestra announces the conductor for this yearsgroup is Dr. Kevin M. Geraldi, Associate Director of Bands and Director of Orchestral Activities atthe University of North Carolina at Greensboro.

    Kevin Geraldi is the Director of Orchestral Activities at UNCG. In addition to conducting the Univer-sity Orchestra, he conducts the Symphonic Band, teaches conducting, and directs our chamber en-semble, the Casella Simphonietta. He completed the Doctor of Musical Arts degree in instrumentalconducting at the University of Michigan where he received a full fellowship to study with MichaelHaithcock. Prior to beginning his doctoral studies, he served as Director of Bands at Lander Univer-sity in Greenwood, S.C. Dr. Geraldi holds a Master of Music degree in conducting from the Univer-sity of Michigan, where he studied with H. Robert Reynolds. He received his Bachelor of MusicEducation degree from Illinois Wesleyan University, where he studied conducting with Steven Eggle-ston. From 1996-1998, he was director of bands for the Westchester Public Schools in Westchester, IL,where his ensembles received top honors. Dr. Geraldi has served as assistant conductor of the CentralIllinois and Michigan Youth Symphonies and as a guest conductor he has conducted honors groupsin Michigan, South Carolina, and Connecticut. He maintains an active schedule as a clinicianthroughout the country. As a member of the Franklin Park Brass Quintet, Dr. Geraldi has toured theMidwest, New England, and South Carolina, performing recitals and conducting brass and chambermusic masterclasses. Dr. Geraldi has studied conducting privately and in seminars with teachers in-cluding Kenneth Kiesler, Gustav Meier, Pierre Boulez, and Frederick Fennell. Most recently, he was aparticipant in the Conductor’s Institute of South Carolina’s opera conducting workshop at the Spo-leto Festival, USA. Dr. Geraldi was named as the 2001-2002 recipient of the Thelma A. RobinsonAward, an award presented every two years by the Conductors Guild and the National Federation ofMusic Clubs.

    Repertoire is still being developed and will be distributed later in the fall.

    2010 All-State Chorus News

    Gladys Mitch, chairperson of the 2010 All-State Chorus announces the conductor for this years groupis Paul Rardin, Associate Director of Choirs at the University of Michigan.

    Paul Rardin is associate director of choirs at the University of Michigan, where he teaches undergrad-uate conducting and conducts theMen’s Glee Club and University Choir. He previously taught at Tow-son University in Towson, Maryland, where for twelve years he served as director of choirs. Rardin’schoruses have earned regional and national acclaim, and have performed in such venues as BostonSymphony Hall, Meyerhoff Symphony Hall, Washington National Cathedral, andWalt Disney ConcertHall. The Towson University Chorale performed with the Baltimore Symphony Orchestra in 2002 and2004, and the University ofMichiganMen’s Glee Club performedwith the Kirov Orchestra of theMaren-sky Theatre in 2007. The UMMGC has been invited to perform at the 2010 Central Division Conferenceof the American Choral Directors Association.

    Rardin is a graduate of Williams College and the University of Michigan, where he received the M.M.in composition and the D.M.A. in conducting. He has studied conducting with Theodore Morrison,Jerry Blackstone, and Gustav Meier, and composition with Leslie Bassett, George Wilson, and RobertSuderburg. He has also participated in master classes with Helmuth Rilling, Charles Bruffy, and DaleWarland. Rardin has served as guest conductor for the 2009 MENC All-Eastern Division High SchoolChorus, as well all-state high school choirs in Maryland, Pennsylvania, Indiana, Michigan, Virginia,Massachusetts, New Hampshire, Rhode Island, and Oregon. He has presented clinics for regional andnational conferences of theAmerican Choral DirectorsAssociation, as well the Indiana Choral DirectorsAssociation, Michigan School Vocal Music Association, and Music Educators Association state confer-ences in Maryland, Pennsylvania, and Virginia.

    Rardin is also a published arranger, composer, and author. His settings of spirituals and folk songsare published by Santa Barbara Music Publishing. His articles, many on the topic of contemporarymusic, have appeared in the ACDApublications Choral Journal, Troubadour, and Bel Canto.

    Rardin lives in Ann Arbor, MI with his wife, Sandy.

    Focus on Research: A Prospectus

    Twentieth Century: A ProspectusTwentieth Century: A Prospectus

    This article is the first in a series that will run in Notes A Tempo that will examine current research conducted by the authors on the his-tory of Fourth Grade Elementary General Music Series Textbooks. This first article outlines what the research questions for the studywere, how the content analysis was categorized and which books were included in the study. Subsequent articles will include dataanalysis of trends that occurred in the textbooks over time and within publishing companies.

    The research questions that were addressed in this study include:1. How have music textbooks changed and evolved?2. How has the inclusion of songs from varying genres changed over time?3. How have music textbooks changed in pedagogical structure over time?4. How has this literature transformed the American music education system during the twentieth century?

    In order to address these questions, the authors conducted a content analysis of thirty-three fourth grade elementary general musictextbooks from four publishers. The publishers chosen were American Book Company, Ginn, Macmillan, and Silver Burdett. (SilverBurdett and Ginn merged recently and these texts were also included.) These four publishers were chosen because they had represen-tative texts published over a substantial portion of the twentieth century so that the authors could examine trends over time. TextsfromAmerican Book Company from 1895-1970, Ginn from 1906-1967, Silver Burdett from 1901-1985, Macmillan from 1968-2008, andSilver Burdett & Ginn from 1991-2008 were utilized in this analysis. Textbooks were examined for their song and activity content. Eachsong in the book was placed in a category from the following categories:

    Composed for the SeriesFolk Song or Tune (songs with unknown authorship, with country of origin noted whenever possible)North American Folk Songs were broken down into the following categories:Work SongsCowboy SongsSea ChanteysGame/Play Party/Dance SongsAfrican-American songsNative American SongsEthnic Songs (composed songs with identified ethnic origin; not folk songs)Popular (well-known songs which have authorship)Classical (contemporary art songs and masterworks)Sacred (hymns or other sacred songs which have known authorship ; not masterworks)Holiday/Seasonal Songs (Christmas carols which were hymns fell under sacred, all other Christmas and other Holiday or SeasonalSongs are in this category)Patriotic Songs

    The number of activities in each book other than singing songs, such as listening activities, instrumental playing, or sight singing, werenoted and compared. We were surprised by some of the findings, and we look forward to sharing them with you in future issues ofNotes A Tempo!

    The Morgantown High School Marching Band has been selected to perform in the 2009 Macy’sThanksgiving Day Parade in New York City. This honor is bestowed on only 8 high school and 2college marching bands from all over the world. The last West Virginia Band to march in theparade was the Fairmont Senior High School Band in 1992, The last time Morgantown Highmarched the parade was 1963. Congratulations to directors Keith Reed and Joel Cotter andthe 2009 MHS Marching Band! Go out and represent the best of West Virginia Music!
