Three Big Items From October’s Board Meeting Endow Urbandale Grant Recipient: On July 8, 2016 we had our first “Roll Up Your Sleeves” meeting filling 60 backpacks with school supplies for pre- school, elementary, middle and high school students in Urbandale needing financial as- sistance. Last month, the Rotary of North- west Des Moines became aware of a grant opportunity that will provide our club with money to purchase and fill backpacks next year. Penny Luthens volunteered to write the grant. Final recommendations will be made to the board during our November 8, 2016 meeting; this meeting will be extended by ½ hour (5:00 – 6:30) so that we have plenty of time to discuss agenda items and Bylaw rec- ommendations. Once the Board has approved the recommended changes the Bylaws will be brought before the club for a vote. Visioning/Strategic Planning: Plans are underway to hold a Visioning/Stra- tegic Planning meeting on Saturday, Febru- ary 25th (8:30 – 12:30). All club members are invited and encouraged to attend. Additional information will be announced during club meetings and posted in the Nor’Wester. Scribbles... Colonel Lawrence “Larry” Wilkerson is a retired United States Army Colonel and former chief of staff to United States Secretary of State Colin Powell. He is the visiting Pamela C. Harriman Professor of Government and Public Policy at the College of William & Mary, as well as Professorial Lecturer on national security affairs in the Honors Program at George Washington University. Colonial Wilkerson has spoken to groups all over America: World Affairs Councils, university and war college audiences, and members of local and state governments and the U.S. Congress and their staffs. He has also been published in numerous outlets. Currently he is a participant in the Climate Security Working Group (CSWG), which includes extensive participation of DOD and Home- land Security personnel. Col. Lawrence Wilkerson Climate Change & Nat'l Security The topic he pre- sented to the NW Des Moines Rota- ry Club was titled “Climate Change and National Se- curity.” He indi- cated that the mili- tary thinks this is a serious threat due to big natural disasters that are going to hit every 10 years instead of every 100 years. The military loves to help out in these disasters as it is far more rewarding than shooting people in various parts of the world. The problem is that it is extremely costly for the military to take part in these and who is going to fund its participation? These disasters also cause human migration, due to lack of water and lack of food which could, in the future, cause water and food wars, resulting in the build- ing of walls between countries and manning them with guns to keep people out. Scribe continued...The second issue that was raised has to do with sea levels rising. It is predicted that this is going to happen in a few years, resulting in having to relocate or build sea walls for the costal military facilities. He used Norfolk and New Orleans as examples and stated that it will cost 40 – 100 billion dollars for the protection of all coastal military facilities. He believes climate change is so catastrophic that we cannot wait any longer to address the issue. He stated that it is very difficult for the military to make headway on this issue to try and keep it from happening. He also said that the DOD should not be the ones in the lead on this because it is dangerous, but the Pentagon is the only part of the government thinking strategically right now. Hopefully, change will happen because of the memorandum just signed by the President, making climate change a national security issue. He finished by making some comments about our relations with China and Russia and then responded to questions from the audience.
