INTRODUCTION

Earlier reports set out details of the proposed departmental structure at managerial, qualified and supervisory level. The following now describes in detail the complete staff requirements of the Accounting, Revenue and I.T. Divisions of the Department, incorporating, where applicable, administration and clerical support previously excluded. The structure does not, at this stage, include the Purchasing Unit which will be advised by way of a separate report.

The draft transfer lists hove also been closely examined and a comparison mode with the proposed structure in order to identify any mismatches, surpluses etc.

PROPOSED STRUCTURE

In summary o total staff compliment of 345 is proposed, consisting of:-

Directorate - 4 Administration, secretarial, clerical support - 4 Accounting Division - 53 Revenue Services Division 184 I .T. Division - 100

The cost of the proposal is f3.561 million for Accounting and Revenue, and f2.298 million for I.T. staff (see Appendix I), a total of f5.859 million and compares favourably with the cost of existing structures of the three amalgamating Districts, the small proportion of Strathkelvin, and the disaggregated Regional finance service.

3.1. The total number of posts transferring to the Department (excluding central purchasing) is 389 (see Appendix 11). The total salary costs of the provisional transfer order has been calculated at f6.245 million. This compares with the proposed structure as follows:-

3.2. Savings in the Accounting and Revenue Division of €546,000 are reduced by increased I.T. staff costs of €160,000. Loss of economies of scale and the disaggregation of a highly centralised Regional I.T. function has resulted in additional resource requirement. At the same time the District systems require to be effectively maintained. Furthermore, in the early years there is a commitment to seconding staff to the Caird Street Centre and the Transitional I.T. Group. It is the intention that as North Lanarkshire Council develops its I.T. strategy in relation to hardware and systems, savings will be achieved.

3.3. The I.T. structure has been prepared on the basis of direct employment while still recognising the agreement that is in place with MDlS for the provision of a Facilities Management Service.

3.4. The net savings of €386,000 do not include North Lanarkshire's share of the Region's Finance Directorate who for reasons of retirement etc. do not feature on the transfer order (but provision has been included in the notional budget). An amount of €100,000 could rightly be apportioned to North Lanarkshire. Of course the savings are expressed in terms of actual salaries and will in fact be greater once direct and indirect overheads are taken into account.

3.5. The reduction in staff numbers in the Accounting and Revenue Division will only partly be met from early retirals, existing vacancies not being filled, and possible moves to other authorities. It may be that the remainder can be accommodated within support units of the large service departments such as Education/Housing/Leisure/Social Work etc..

3.6. Assuming that those staff who have declared a wish to retire are allowed to do so, and vacant posts are deleted from the establishment, the overall staff surplus could be reduced to approximately 11 comprising a mix of professional and clerical support staff.

3.7. The Chief Executive's report to the Special Policy and Resources Committee meeting of the 7 November 1995 referred to the provision of 7 Senior Accountants and 1 1 Accountants. In view of the requirement for a risk management/insurance function within the department, the structure has been amended to include 8 Senior Accountants and 12 Accountants.

4. THE DEPARTMENT'S FUNCTIONS AND RESPONSIBILITIES

4.1. The duties and responsibilities of the Department are wide and varied and reflect the range and diversity of functions across the three divisions. These can best be summarised by reference to the attached job descriptions of the respective managers within each division.

ACCOU NTlNG MANAGER

The Accounting Manager is accountable to the Head of Accounting Services, taking day to day responsibility for the work of the accounting and budgeting teams under hidher control.

The role will embrace:

the recording and proper allocation of all the financial transactions of the Council

the production of the annual Abstract of Accounts

the preparation of the accounts for associated companies and trusts (other than the Municipal Bank)

the preparation of Area Committee accounts

the preparation of the Statement of Support Service Costs

the submission of central Government etc returns (including bids for capital allocations)

the submission of grant claims

the provision of information to the Council and its officers to ensure that capital and revenue expenditure is controlled, that all income is collected and accounted for and that all expenditure is incurred in accordance with Standing Orders, Financial Regulations and budgets

the preparation of DSO/DLO and other trading accounts and the provision of information to the Council and its officers to ensure that financial targets are being achieved

the provision of information to the Council and its officers to enable the proper management of devolved school budgets and care in the community

the allocation of central and other appropriate costs

the provision of advice and the production of information relating to the preparation of CCT tenders and specifications

Main Functions:

(1) Responsible t o the Head of I.T. Services for the provision of an applications systems service t o the Departments of North Lanarkshire Council.

(2) To provide and manage an Account Management function which will act as principal contact and focus for all customers of I.T. Services.

(3) To develop the level of service from the Business Systems Unit with due regard to improving cost effectiveness and the capability of the operation.

(4) Deputise for the Head of I.T. Services.

Job Activities:

In conjunction with the Departments of the Council develop I.T. strategy in support of the particular service.

Provide application systems t o meet the needs of Council Departments.

Ensure that all application systems are adequately and properly maintained and supported.

Analyse and evaluate the impact of I.T. products and services on the Council's business activities.

Provide advice, guidance and assistance t o all Council Departments, and undertake the duties required, with regard to compliance with the Data Protection Act legislation.

Responsible for the specification of requirements, tendering and evaluation of package software solutions.

Provide the planning and control of I.T. projects.

Keep abreast of I.T. policy and practice and monitor performance regularly t o ensure that the Council policies and programmes are being met.

(3) To provide for a full support service for the users of I.T. within the Council in terms of problem solving, fault rectification and advice both during and, where necessary, outwith office hours.

Job Activities:

Responsible for the effective and efficient administration of central computer processing and printing.

Provide for the maintenance and support of all computer-related hardware and associated operating software.

Planning, enhancement and integrity of cost effective and efficient voice and data networks for the Council's use.

Management of a Help Desk service which provides a single point of contact for fault reporting and escalation together with advice and information.

Arrange and enable the services to design, acquire, install, commission and support the infrastructure required when I.T. is introduced t o Council Department sites.
