AGENDAS AND MEMBER CONSULTATION ON DECISIONS As you are aware, due to the Covid-19 pandemic, recent Council and Committee meetings have been cancelled and forthcoming meetings are being reviewed on a weekly basis. A form of agenda will continue to be published on Mod.gov, although you will notice that the document refers to “reports to be considered” rather than “notice of a meeting”. Urgent decisions will be taken under delegated authority, in line with the Constitution, and published accordingly. A system has been developed to seek the views of Members on proposed delegated decisions, that will require a time limited response, and assist in informing the decision maker.

• Decisions will be taken by the person named on each of the voting forms.

• Each full member has one vote which is to be emailed to Committee Services by the response date and time. Any votes received after this date and time will not be considered.

• Should an individual wish to change their vote they may do so, the latest vote received by the deadline will be the one considered.

• The process is not a formal vote, but will give Member guidance to the decision maker. It is important that Members continue to check their NHDC emails on a regular basis for updates and to respond to any time limited “voting” requests. What you need to do:

• Check Mod.gov on your tablets regularly for new agendas and reports – don’t forget to refresh regularly.

• Check your NHDC emails on a regular basis.

• Respond to any time limited requests by the date and time stated in the email.

Emergency timetables for bus and train services in North Hertfordshire Due to the ongoing Coronavirus (COVID-19) situation, emergency timetables have been introduced for both bus and train services nationally from Monday 23rd March 2020. This will see reductions in services, following Government advice not to travel unless necessary. In North Hertfordshire the following companies and services have reported changes to services: Buses: Arriva have now released details of the emergency timetables that they are operating for their bus services: - 55 (Letchworth – Stevenage) operating every 30 mins throughout the day - 97/98 (Hitchin – Stotford/Baldock) each running hourly throughout the day - 100/101 (Stevenage – Luton) hourly in the evenings. Routes 9A and 9B will run a special timetable Monday - Friday with a two-hourly frequency. PayByPhone replaces RingGo in North Herts

North Hertfordshire District Council (NHDC) has selected PayByPhone, the global leader in mobile

parking payments, as its new cashless parking provider from 23 March 2020. Car park users will be

able to use PayByPhone’s services to pay for parking at 22 key locations across the district.

PayByPhone users can choose to receive text message reminders before a parking session expires

and have the ability to extend their parking sessions remotely in accordance to the car parks terms

and conditions, with the extend-from-anywhere feature.

The service is less expensive for residents to use than the previous App. Residents pay a service

charge of 6p, where as previously would have paid 20p – a cost saving of 70%. Other charges apply

should users opt to receive services such as text reminders

In addition to the cashless parking and extend-from-anywhere benefits, PayByPhone users can also

use two additional features within the App: Maps and the Nearby Parking feature. The Maps feature

allows drivers to locate parking before they leave for their destination and pin their vehicle location

onto the map once they have parked, and the Nearby Parking feature instantly provides drivers with

the closest PayByPhone parking location number upon their arrival.

Cllr Paul Clark, NHDC’s Executive Member for Transport said: “This is another way that we’re

modernising what we do at NHDC to drive costs down for residents and make life easier for users of

our car parks. No more fishing for loose change or rushing back to top up the meter – you can take

care of it all on your phone from now on.”

so they are ready to take advantage of this service with a new provider. The registration is very

simple, it takes less than 30 seconds. We also offer customers a 24-hour helpline which is free to call

from mobile phones, so if they are unsure of anything, or have any questions about using our app,

they can contact us at any time.”

PR 3430 23 March 2020 Letchworth organisations benefit from NHDC Community Grants

Four community focused organisations have benefitted from funding totalling £9,552* that was

granted by North Hertfordshire District Council’s (NHDC) Letchworth Committee on 11 March.

Green Care at Norton CIC received £2,052 to buy and install a polytunnel and learning shed. This

social and therapeutic horticulture project launched in July 2019 and aims to use allotment gardening

to bring about positive changes in people’s lives. Their work will reach people living with loneliness,

unemployment or those who are socially excluded through mental illness, learning difficulties or social

deprivation. Participants will be able to grow their own food, make new friends and learn practical

skills. The polytunnel and learning shed will enable the project to run all year round and will ensure

accessibility for those attending who have disabilities.

Letchworth RINK Hockey Club received £2,500 so they can offer free membership for a year to five

junior members. The club works hard to develop young players, understanding that sport benefits

children’s physical and mental health. They currently have seven teams for various age groups under

18 years of age and they want to encourage more young people to take part, especially those from

disadvantaged backgrounds.

The Sixth Platoon Letchworth Army Cadets received £2,500 to help buy and repair damaged kit

needed for weekend camps and to fix wear and tear at the Cadet Centre in Icknield Way, Letchworth.

The Army Cadet Force is a youth voluntary organisation providing young people of all abilities and

backgrounds between the ages of 12 – 18, opportunities to learn new skills, have adventures and

overcome challenges. The Letchworth Army Cadets are planning a four day Battle Tour Trip around

France and Belgium in August 2020 and the new kit will be vital in enabling them to do so.

St Thomas’ Wilbury Church received £2,500 to go towards installing a new door at the back

entrance of the church. The door is damaged and needs updating to meet health and safety

standards. The church and its connected community rooms are used by many local groups including

the Wilbury Community Café, parent and baby/toddler groups, over 60's group, dance classes, a

ukulele group and a karate club.

Councillor Helen Oliver, Vice-Chair of the NHDC Letchworth Committee said: “We are really proud to

be able to give grant funding to these four excellent Letchworth based organisations. They each do

vital work, bringing people of all ages together in the local community – helping them to share

experiences, learn new skills and make new friends. We wish them all continued success in the

future.”

PR 3431 26 March 2020 NHDC temporarily stops food and garden waste collections in North Herts

From Monday 30 March, North Hertfordshire District Council (NHDC) will be suspending collection of

food waste caddies and garden waste until further notice.

All food waste should now be placed into your purple refuse bin.

We have made these changes, due to the unprecedented circumstances we are faced with during the

Coronavirus pandemic. By suspending collection of food waste and garden waste, this means we can

prioritise the collection of refuse and recycling and hope that changes made will help us to maintain a

sustainable level of service during staff shortages.

We have also had to take the difficult decision to suspend our paid garden waste collection

service from 30 March. We do appreciate that this is a paid for service and once we know the full

extent of the disruption, a further communication will be sent to garden waste subscribers.

Garden waste can be home composted or stored in gardens until collection services resume. For tips

Cllr Elizabeth Dennis-Harburg, NHDC’s Executive Member for Recycling and Waste Management

said:

“We sincerely apologise for these changes and would have liked to have given more notice, but we

have been forced to move very quickly so that we can prioritise collection of refuse and recycling. We

know these unprecedented actions will be disappointing, but ask residents to please work with us in

these difficult times.”
