1. OPENING REMARKS

My appraisal of the EES has identified the following key issues;

• The Project is 'land hungry’ and has the capacity to have serious negative impacts on the existing environments, neighbourhoods and activity precincts.

• UDS is particularly generic and not informed (but rather derived from) the Project’s design & the EPRs (relating to urban design) are loose fitting and limit capacity for a fulsome Project appraisal.

• Reference Design does not meet all USD ambitions (Principles, Objectives and Directions) & results in poor urban design outcomes in particular locations.

• The sensitivity of the corridor is such that a ‘confirmed’ Reference Design(informed by UD thinking) is required.

3. PROJECT COMPONENTS

1. The design of this Interchange is ‘land hungry’ and imposing on adjoining residential areas.

2. Layered noise attenuation and viaducts are dominating and unsympathetic to residential land.

3. The design response would be improved with greater ‘spaciousness’ in its southern profile abutting residential land

3. PROJECT COMPONENTS3.2 – GRIMSHAW STREET INTERCHANGE

URBAN DESIGN REVIEW

1. The overall intersection design represents a ‘forceful’ outcome.

2. The interface arrangement to the west will have a negative amenity impact on AK Lines Reserve and proximate school grounds.

3. The realigned pedestrian footbridge is inconsistent with prevailing desire lines.

4. Greater spatial separation to sensitive land uses is preferred.

3. PROJECT COMPONENTS

1. Existing barriers/severance of neighbourhood is exacerbated.

2. ‘Open cut’ condition is flawed when considering the model of’integration’ sought in UDS.

3. Car park parcel would be better contemplated as a contributor to commercial NAC.

4. There is limited logic in location and orientation of ‘land bridges.’

5. Many concerns could be addressed if project was designed within a tunnel through this district.

3. PROJECT COMPONENTS3.4 – SIMPSON BARRACKS *

URBAN DESIGN REVIEW

1. The ‘borrowed landscape’ of the Simpson Barracks will be heavily compromised by significant vegetation removal.

2. There is little that can mitigate 40m high ventilation structures given their proximity to residential areas.

3. A comparative review of other Melbourne ventilation structures suggests that a ‘suburban’ siting is not appropriate.

4. I recommend that the ventilation structure is located as far away from residences as possible.

URBAN DESIGN REVIEW

1. Tunnel entry/exit/slip lanes within existing public open space are too ‘forceful to residential edges.

2. Outlook of Borlase Street properties will be substantially compromised.

3. Project should be less ‘forceful’ in this location due to breadth of existing road reserves and open space.

URBAN DESIGN REVIEW

1. There are serious ‘land use and development’ implications through the loss of the industrial precinct.

2. Urban Design Framework is absent and required to guide future development of the precinct.

3. There is limited information regarding form or configuration of emergency smoke exhaust.

4. The loss or compromising of the historic Reg Gum Tree is highly regrettable.

URBAN DESIGN REVIEW

1. Ventilation structure and podium will be prominent in this highly valued environmental and recreational context.

2. Duplication of carriageways here exacerbates existing separation to either side of Bulleen Road.

3. A more coordinated urban design response between portal, ventilation structure and southern interchange is required.

URBAN DESIGN REVIEW

1. The ‘land hungry’ Interchange presents most significant, intense and complicated infrastructure in region.

2. Orientation and alignment of elevated roadways are perilously close and imposing to residential areas and open space.

3. Height, profile and presentation of flyovers are damaging to visual integrity and image of surrounding public realm.

4. Engineering derived outcome has little regard to sensitivities within local context

5. A more integrated response (with portal/vent) including subterranean roadways and ramps should be considered.

URBAN DESIGN REVIEW

1. Imposition of the proposed roadway will substantially diminish open space character values.

2. Notable natural wetland assets will be seriously imposed upon

3. The Project diminishes the urban design contribution of existing Woods Marsh infrastructure and replaces it with a more basic, engineered outcome.

4. The ‘barrelling’ of segments of Koonung Creek will significantly diminish the qualities of the Koonung Creek Trail.

5. A more ‘bespoke’ design response is recommended, responding to the natural setting.

URBAN DESIGN REVIEW

1. Some residential streetscapes are significantly imposed upon.

2. ‘Borrowed landscape’ of linear reserves in streetscapes is significantly diminished, eg. Estelle Street.

3. Proposed roadway is dominant in local conditions.

4. The design and scale of noise attenuation walls do not respond to thesensitivity and character of adjoining residential/natural settings.
