MINUTES OF THE MEETING OF NORTH CENTRAL PRESBYTERY

APRIL 13, 2012

AFTERNOON SESSION, APRIL 13, 2012, 1:30 p.m.

The opening worship service was led by the retiring moderator, Elder Terry Gordon, with Debbie Shanks at the piano and Donna Frueh as the song leader. The congregation sang “I Must Tell Jesus.” Elder Gordon spoke on “Visions”, divine revelations. Visions should be understandable, authenticated by divine glory, prophetic, dated and localized, and should cause trembling and dread. God goes through with all visions. We must be rooted in the Bible to know who to believe. The purpose of visions is guidance, for direction, for encouragement, as a warning, and judgment from God. Christ took judgment for us. Where there is no vision the people perish. You have to make provisions to get a vision done. You have to make sure it’s a Godly vision or it will become a division in the church. Elder Gordon closed with prayer.

Rev. Melissa Goodloe gave the necessary announcements.

The moderator called the meeting to order. After a sign-in roll call, the clerk declared a quorum present.

The Constituting Prayer was given by Rev. James Messer.

Rev, James Messer was elected moderator by acclamation. Rev. J. B. Gates prayed a prayer of enlightenment. Rev. J. C. McDuffee was elected Vice-Moderator by acclamation.

The program was adopted as printed.

VISITORS: Rev. Don Tabor, Nashville Presbytery, General Assembly Moderator, Dr. Jay Earhart-Brown, President of Memphis Theological Seminary, West Tennessee Presbytery, and T.J. Malinoski, a member of Missions Team, Evangelism and New Church Development, East Tennessee Presbytery were recognized and seated as advisory members. Mike Parker, Bethel University, Office of Development, Edith Old, Ministry Council, West Tennessee Presbytery.

COMMUNICATIONS: Report of the Commission to Ordain and Install Jack G. Weiland, Jr. was read and its recommendation accepted, marked “A” and placed on file.

A transfer request for Rev. Geoff Bunting, to Presbytery del Cristo; a motion to grant transfer passed.

There was a communication about the Memorial Service for Terence McCain to be held on June 16 at 2 p.m. at Faith CP. Church.

Excuses were referred to the select Committee on Overtures, Resolutions and Excuses.Hearing of Denominational Representatives: Rev. Don Tabor, brought greetings from GA and the Boards and Agencies of the church. Every congregation is important. He feels he is the most unlikely person to be moderator because he was born in a home without electricity and running water. Look back in your history to see where you started and where you are now spiritually. There is a possibility of marrying the Cumberland Presbyterian Church and Cumberland Presbyterian Church of America again. The Cumberland Presbyterian Church of America has three congregations in our Presbytery. The Children’s Home needs and thanks you. They have four programs: Child Care, The Single Parent Family Program, The Bridge, a counseling phase and an Emergency Shelter for Children in Denton County. See Susan if you have archives for the Historical Foundation. For stewardship, if you want to invest some money for development you can receive a 4% rate at present. Mike Sharp invites everyone to GA in

Alabama. The Nominating Committee needs name of people to serve on committees. Bethel University now has 6000 students.

Edith Old, Director of the Ministry Council, brought greetings from the Ministry Council. They are the long and short range planning arm of the church. The Ministry Council creates and enhances products and take them back to the church. The Ministry Global Council started an art contest with the winning entries to be on cards sold at General Assembly. Faith and Ministry with young adults (quarter life experiences) will be offered at General Assembly. The Minister’s Retreat will be during the 3rd block at PAS, July 17-21. The Minister’s Conference will be held Jan 22-24. OUO almost met its goal last year. OUO is funding many ministries of our denomination and paying off old debts. If we continue on target, we will be debt free in 2015. We sometimes ask for prayer concerns for those that are sad and in need and leave out blessings instead being thankful. Our Holy Spirit keeps making us uncomfortable so we will move in new and expanded directions.

Mike Parker, Vice-President of Development and Capital Development for Bethel. The improvements are blessings from God--6000 students with 6 colleges; Liberal Arts, College of Educations, Professional Studies, Grad Studies, Health sciences, Bachelor in Criminal Justice, a new P.A. degree. New buildings: New cafeteria, Crisp Arena that seats 3200, Cumberland Chapel that seats 900. Take a look at the website. Mike’s main purpose for being here is to say “Thank You”. Bethel would not be where it is today without the church continuing to send money, by sending students and praying for Bethel every day.

Dr. Jay Earheart-Brown, brought greetings from MTS. He is so happy to be part of a connectional church. So much more can be done that could be done by a single church. New goals for MTS – Master of Divinity, the core education of ministers is done in face to face settings. New blogs have been started. Miriam’s Tambourine is by Miriam McClung who is working every week on Lectionary texts. Food, Faith and Farming is taught to understand challenges farmers are facing hence the Preachin’ and Plown’ blog. Hilkiah’s scroll - the priest in 2 Kings discovered a long lost scroll and took it to King Josiah, Hilkiah’s Scroll reviews new published books for church life. Any other ideas for other resources will be welcomed. The Cumberland Treasurer’s auction will be held at General Assembly. It needs skilled craft items. The proceeds will go to MTS and PAS. The PAS breakfast this year is honoring the memory and legacy of Dr. Hubert Morrow. Classes for lay people: “Encouraging Lay People,” “The Role of the Elder in the Local Church,” “3rd Age Ministry,” and “Children’s Ministry” will be taught at the 2nd block of PAS. MTS is grateful for all gifts and encouragements.

T. J. Milinoski, East Tennessee Presbytery, a member of Evangelism and New Church Development. Why does God make evangelism so hard? Are we frightened about how people may react to us or that the sales pitch is not acceptable? The church has made a lot of changes and has had minimal results. Maybe the problem is we need a new approach-- nothing to memorize. We get to be our ordinary selves because conversation is showing care about the other person’s concerns. God is much more interested in humanity than holiness. Jesus didn’t give speeches, but showed his love which the Step Out Program includes.

Dr. Carroll Richards, North Central Presbytery, stated clerk of Synod of Midwest, gave an invitation for April 28 from the Synod of the Midwest to meet at Piney Fork CP Church, 1 hr. east of Paducah at 9 in morning to help the Church celebrate their 200 year anniversary. Therefore, business of the Synod will be short.The Exploratory Committee in Hosting General Assembly gave their report. It was accepted, its recommendation adopted, marked “A” and placed on file.

Recess was called out and the Moderator appointed to the select Committee on Overtures, Resolutions and Excuses: J C McDuffee -chair, elder Ron Huffman, Rev. Jesse Thornton, Elders Don Jones, Stanley Kline. Those appointed to the Memorial Committee for the fall meeting: Rev. Steve Blaum- chair, Elders Steve Howe, Steven Hughes, Cheryl Allison.

BOARD AND STANDING COMMITTEE REPORTS

The Report of the Board of Pastoral and Congregational Care was read. A motion was made to divide the recommendations; motion passed. Rec. 1-3 were adopted by motion vote. A motion that Rec. 4 be adopted; motion passed. A motion to accept Rec. 5 was made; motion passed. The report was read, as a whole, its recommendations adopted, marked “B” and placed on file.

The report of the Board of Finance and Trustees was given and concurred in, marked “C” and placed on file.

The report of the Board of Heritage and Witness was concurred in as read; marked “D” and placed on File.

The report of the Board of Christian Education was concurred in, marked “E” and placed on file.

The Report of the Board of Ministry was read, a motion was made to take recommendations seriatim; motion carried. Rec. 1 was approved by motion vote. Rec. 2 was approved by motion vote. Robert T. (Toby) Davis was questioned by the body, and Rec. 3 was approved. Ron Fell was examined by Presbytery and Rec. 4 was approved. Rev. Small asked the constitutional questions which were answered in the affirmative. The name Ron Fell was entered on the rolls as a Licentiate. Rev. Small led in prayer asking for guidance for both men in their endeavors. The body gave the right hand of fellowship to Robert T. Davis and Ron Fell. The report was accepted as a whole and its recommendations adopted, marked “F” and placed on file.

The Report of the Board of Nominations was read, its recommendation adopted, marked “G” and placed on file.

J. C. McDuffee made a motion to change Standing Rule V. between the 2nd and 3rd sentence another sentence should be inserted that will read “All Board reports shall use full and proper names.” Motion passed by 2/3 majority.

Rev. Jack Weiland was excused from Presbytery by the body so he could go to Arkansas for a trial sermon.

The moderator called recess for committee work and the evening meal and gave the blessing.

The Consecration Service was conducted by the CPWM. Debbie Shanks played the processional. Susan Smith gave the Call to Worship, and Prayer of Invocation and the Lord’s Prayer. The congregation sang “Blessed Assurance” with Donna Frueh serving as song leader. Susan Smith gave the Call to Confession and Assurance after which the congregation sang “Standing on the Promises. Sheila McReynolds, Sara McCawley and Janet Davis took the offering of $525.00 to be given to help pay the salary of the chaplain at the C.P. Children’s Home in 2013. Nancy Gordon then gave the Offertory Prayer. Donna Frueh and Beth Frueh sang “Turn Your Eyes Upon Jesus.” Susan Smith introduced the speaker of the evening, Rev. Don Tabor, moderator of General Assembly. He read Matt. 5:14-16 after which he prayed. He spoke on “Shine the Light.” We must all shine the light as Jesus has directed us. His light pushes back the darkness. Jesus’ whole life and ministry can be seen as the light. Shine your light wherever you are because Jesus told us to work with Him. He closed with prayer. Rev. Melissa Goodloe assisted by Deb Dudek, Wanda McCracken, Stephen Hughes and John Baird administered the Lord’s Supper. The congregation sang “Burdens are lifted at Calvary after which the moderator adjourned to meet Saturday morning at 8:30 a.m. and prayed.

SATURDAY MORNING, 8:30 a.m. April 14, 2012

The morning Devotional was conducted by Licentiate Robert T. (Toby) Davis. Lic. Davis welcomed everyone and asked for prayer requests and he led in prayer. The congregation sang “His Name is wonderful” and “Victory in Jesus”. He read from Mark 4:35-41 and Mark 5:1. After prayer he spoke on “Go to the Other Side”. We must take always take Jesus along with us and take Him as our guide to get to the other side. After prayer the congregation sang “Have Thine Own Way.”

The Heritage Report of the Casey church was given by Priscilla Wilson.

The moderator declared Presbytery in session.

After a voice roll call the clerk declared a quorum present.

The minutes were read and approved as corrected.

Tristen Mettle, a member of the Planning Committee for CPYC, spoke. CPYC will be held July 8-13 at Bethel University. Registration is $275. There will be $100 deduction in the registration if that church has not sent a delegate for 8 yrs. The Youth Evangelism Conference will be Dec. 27-30 at Little Rock, AR.

Rev. Robert Watkins spoke on Stewardship, money for the Lord’s work. Money can buy a lot but it can’t buy everything. God can work miracles to provide for the church, but that’s not His normal way. The primary plan is that God asks for tithes for the care of the church. Opportunities (extra money) is to go where it is needed. The extra giving should go to a passion. The 4th way God acquires money for churches is legacy giving. Money won’t buy everything but it can make a lot of difference in the church.

Report 2 of Board of Pastoral and Congregational Care was read. The report was tabled for a communication.

Communications: A letter of transfer from Covenant Presbytery to North Central Presbytery regarding Rev. Jeff Biggs’ was read. A motion was made to receive the transfer; motion passed.

Report 2 of Board of Pastoral and Congregational Care was taken off the table by motion vote. The report was read. A motion was made to amend the report and make Recommendation 4 a standing rule; motion passed by 2/3 vote. A motion was made to change the word “revoked” to “reviewed” in the last sentence. It shall read, “ If the report is not received the status of stated supply will be reviewed.” The report was read as amended, its recommendations adopted, marked ‘J” and placed on file. Rev. Messer prayed over the opportunity to help and encourage our churches.

Report 2 of Nominations Committee was read, its recommendation adopted, marked “K” and placed on file.

The Task Force on New Church Development was read and voted to receive recommendations seriatem; motion passed. Rec. 1 passed, A motion for the modification to Standing Rule IV to increase the number of standing boards to include a Board of New Church Development; motion passed by 2/3 vote. Rec. 2 was accepted by motion vote. A motion to amend Recommendation 3 to read, “That Presbytery continues a probe in Marion, IL and the New Church Development Board provide a detailed evaluation at Fall Presbytery”; amendment passed. A motion was made to table Rec. 4 until presbytery receives a report from the task force. Rec. 5 passed by motion vote. Rec. 6 passed by motion vote. The report was read as amended, its recommendations adopted, marked “L” and placed on file.

The select Committee on Overtures, Resolutions and Excuses was read, its recommendation adopted, marked “M” and placed on file.

The Moderator called recess.

Moderator called recess out and appointed the commission to install Rev. Jeff Biggs on May 6 at 4:00. Rev. J. B. Gates, .Rev. Ralph Blevins, Elders Jack Enlow and Ron Huffman,

Reading of final minutes; minutes were approved as corrected.

After a Voice roll call the clerk declared a quorum present.

Rev. James Messer gave the benediction.

Appendix A” EXPLORATORY COMMITTEE ON HOSTINGGENERAL ASSEMBLY

To: North Central Presbytery of the Cumberland Presbyterian Church in session with the Mt. Gilead

Cumberland Presbyterian Church, Greenville, Illinois, on April 13-14, 2012.

The Committee contacted key people in the Presbytery and talked to people who have hosted General

Assemblies and came to the conclusion that the people needed to provide the music, set up were not

available because of the age of our congregants and there not being enough large churches near any city

large enough to host it. At the present time, due to finances, areas of the churches with spread out

congregations and no interest from large churches it does not seem feasible. The issue should be

reconsidered at a future time.

“Appendix B” Board of Pastoral and Congregational Care

To: North Central Presbytery of the Cumberland Presbyterian Church is session with the Mt. Gilead Cumberland Presbyterian Church, Greenville, Illinois, on April 13-14,2012.

The Board of Congregational and Pastoral Care met on February 25, 2012, with Terry Gordon, John Baird, Stanley Kline, Jerry Pataki, Adam McReynolds, Rodney Richardson and J. B. Gates present. The meeting opened with prayer by Adam McReynolds.

Officers were elected: Terry Gordon, Chairman, Adam McReynolds, Co-chairman, and J. B. Gates secretary.

Communications:

Letter from Mt. Gilead stating that Rev. Melissa Goodloe is doing a great job and that the congregation appreciates the support of Presbytery.

Shinar CP has requested that Rev. Shane McCampbell be appointed stated supply. Rev. Campbell has been serving the congregation now for the past 1 ½ years.

RECOMMEDATION 1: That the Rev. Shane McCampbell be appointed stated supply of the Shinar C. P. Church.

Received a letter from Rev. Jeremias Aros asking to be dismissed as the appointed moderator of the Comunidad Cristiana Church.

RECOMMEDATION 2: That the request of Rev. Aros be granted and that the Rev. Eduardo Montoya be appointed as moderator.

Letter from Rev. George Estes – regarding our donation to Appalachian Broadcasting which he states is out of business. He would like to know if these funds can be given to Appalachian ministry. This is ok for 2012.

RECOMMEDATION 3: That funds for Appalachian Broadcasting in the budget for the year 2013 be removed.

Holton Sandiford asked for assistance for mission trip to Uganda 5/21 to 6/30. He will be assisting Hopsons . He needed $4,255 which he now has, but is short travel expenses to Atlanta and health insurance. Mr. Sandiford estimated these costs to be $300.00. We granted his request. With the money to come from cash management fund.

Kenneth and Delight Hopson –a letter was received asking for additional funds to allow them to stay in Uganda through this year. They would like to stay until June 2013.

Recommendation 4: That $2,500.00 be given to the Hopsons from Cash Management Fund so their ministry can be continued.

A request for assistance was received for the family of Jack Weiland due to their home being destroyed by fire. The property was owned by the church but the Weilands did not have renters insurance to cover loss.

Recommendation 5: That $3,000.00 be given to help the family of Jack and Jill Weiland. These funds to come from Cash Management Fund.

‘Appendix C” Board of Finance and Trustees

To the North Central Presbytery in session with the Mt. Gilead Cumberland Presbyterian Church, April 13, and 14,2012.The Board of Finance and Trustees met on February 25, 2012 at the Willow Creek Church

Present were Stephen Hughes, Dean McReynolds, Jack Thomas, Ron Huffman, Debbie Shanks and Ruth Louder. Glenadean Garrison and Kevan Stum were excused.

The opening prayer was by Stephen Hughes The first order of business was to elect officers. Elected were Stephen Hughes, Chairman, Ron Huffman, Vice, and Ruth Louder, Secretary.

We received a letter from a non-denominational church asking if we wanted to sell the Spring Hill Church.

We discovered that the church was still open and having church regularly and were not planning on closing so we are notifying them that is not for saleWe audited the books of Stated Clerk, Ralph Blevins and Treasurer Debbie Shanks. We found them to be in good order. We commend them both for their work.

The Board of Heritage and Witness met at the Willow Creek CP church on February 25, 2012. P. Wilson, Marilyn Tisdale, and Mary Gard present. Albert Smith and Glenn Austin were absent. Received a request to be excused from Albert Smith.

By consent, Pricilla Wilson led the meeting in absence of Chair Albert Smith.

Opening prayer by Marilyn Tisdale.

Election of Officers: Motion was made to elect Glenn Austin as Chair and Pricilla Wilson as Secretary; seconded by Marilyn Tisdale; motion approved.

The list of those who have and have not given Heritage reports will be reviewed at Fall Board meeting. A board member will be selected to contact churches to give reports in the future. The committee recommends all churches be thinking about setting the date for presenting their report.

Pricilla Wilson reported that the container for pocket change put in the sanctuary of the Casey Church for OUO contributions has been utilized and the funds sent to Presbytery.

Prayer concerns: the family of Arthur Awick who passed away. He was 100 years old and a member of the Lincoln First Church.

Prayer for concerns given by Mary Gard.

Minutes to that point were read and approved.

The North Central Presbytery Board of Christian Education met on February 25th at Willow Creek Church. Members present were Jesse Thornton, Eduardo Montoya, Carla Harnacke, Melissa Goodloe, Cheryl Allison and Hayden McDuffee. Excused were Kathleen Fischer and Geoff Bunting. Not in attendance was Carla Axton.Eduardo Montoya opened the meeting with prayer.

Melissa Goodloe requested to be replaced as Chair of the Board of Christian Education. Jesse Thornton was elected by acclimation.

A report was read by Hayden McDuffee about the Young Adult Retreat that was held in October. Debbie Shanks, Director requested two changes be made for future events. She plans to look into a different date and moving the retreat to a hotel. The Board considered these changes and agreed that Debbie should look into those possibilities.

Hayden McDuffee also gave a report on plans being made for BKK. Dates for BKK are July 29th thru August 4th, with staff day being on July 28th. The theme for 2012 is The Great Commission. Matthew 28:19-20 has been chosen as the scripture. Chris Parr will be the evening speaker. Wes and Rhonda Clark are writing the Bible study.

Cheryl Allison gave a report on Junior/Junior High Camp. Staff day will be held on July 14th with camp starting on July 15th and ending on July 20th. Directors Margaret Allison, Sandra Stence and Kevin Small are working to get information to congregations and past campers about the date change for this year.

A camp staff training day will be held at the Fairfield Cumberland Presbyterian Church on May 12th

starting at 9:00 a.m.. All staff members are encouraged to attend.

Spring Convocation will be held at New Hope Cumberland Presbyterian Church on March 23rd-25th. The theme is Grace. Flyers have been sent to churches and to campers.

Fall Convocation will be held in Chicago sponsored by Ebeneezer.

Jesse Thornton closed in prayer.

“Appendix F” Board of Ministry

To North Central Presbytery is session with the Mt. Gilead Cumberland Presbyterian Church, Greenville IL, on April 13-14, 2012, the Board of Ministry makes the following report:

The Board met at the Comfort Inn, Casey IL, at 5:00pm on Friday, February 24, 2012, for its annual spring retreat.

Present were Rev. James Messer, Rev. Kevin Small, Rev. Durant (Peck) Axton, Elder Andy Pottorff, Elder Roy Shanks, and Elder Victory Moore. Rev. Shirley Topar was excused due to heath issues. Probationers present were Licentiates Robert T. Davis and Gail Allen, and Candidates Julio Roman and Ron Fells. Karen Allen was also in attendance.

The evening began with a sharing of prayer concerns, followed by a group prayer.

Rev. Small led the group in a workshop on different ways to conduct funerals and other burials.Rev. Axton led the evening devotion, reading from Ecclesiastes 4:7-12.

After a break for supper, Rev. James Messer led a workshop on premarital counseling.The Board adjourned for the evening at 8:30pm.

The Board of Ministry reconvened at 8:00am on Saturday, February 25, 2012.

Rev. Messer read from Matthew 5:3-10, then led the opening prayer.

Officers were elected for 2012-2013. Rev. James Messer was elected Moderator, Rev. Small was elected Vice Moderator, and Roy Shanks was elected Secretary.

The Board received several requests for recertification of elders to serve the Lord’s Supper.

Recommendation 1: That Roy Shanks-New Hope, Victory Moore-Shiloh, Charlotte McMacken-Faith, Steve Hughes-Georgetown, and Scott Smothers-Burnt Prairie be recertified to serve the Lord’s Supper in the absence of an ordained minister.

Merle Fisher, from the Casey CP Church, was present for elder training. Rev Ralph Blevins conducted the training.

Recommendation 2: That Merle Fisher-Casey be certified to serve the Lord’s Supper in the absence of an ordained minister.

The Board met with Licentiate Gail Allen. Gail is progressing very well in meeting his educational requirements and he hopes to complete the Program of Alternate Studies this summer. He is also enrolled in on-line courses from the local community college. Gail is available to fill vacant pulpits upon request and he is taking every opportunity to do so. A special prayer was held for Gail and Karen, as they prepare for his ministry.

The Board met with Candidate Julio Roman. Julio is working hard at pursuing his education, while also leading Comunidad Christiana CP Church and working a secular job. The church is growing and establishing many new ministries. We are encourage by Julio’s commitment to completing the requirements for full-time ministry. A special prayer was held for Julio.

The Board met with Licentiate Robert (Toby) T. Davis. We congratulated Toby on the birth of a daughter two days prior to our meeting. Toby comes to us having already completed all the educational requirements for ordination. His background check and the psychological-social testing have been successfully completed. Toby is a member of the Good Prospect congregation and is currently leading the Church as pulpit supply. A special prayer was held for Toby as he enters the next phase of his ministry.

Recommendation 3: That Robert T. Davis be approved for ordination at this sitting of North Central Presbytery.

The Board met with Candidate Ron Fell. Ron comes to us with an extensive background in education and he is currently teaching at a local community college. The Board will contact the PAS Director to see what courses Ron will need to complete his education. Ron also has experience as the pastor of several churches and has worked in a prison ministry. A special prayer was held for Ron, as he continues on his journey towards ordination.Recommendation 4: The Ron Fell be licensed at this sitting of North Central Presbytery.The meeting was closed with prayer.

Recommendation: Two members be removed from the Board of Christian Education: Carla Axton, for two unexcused absences from board meetings, and Geoff Bunting, for transfer to another presbytery.

We received a letter from the Fairfield Cumberland Presbyterian Church asking that a relationship be established between Fairfield C.P. Church and the Reverend Jeff Biggs.

Recommendation 1: That a relationship be established between the Fairfield C.P. Church and the Reverend Jeff Biggs.

A Letter from Bethany Cumberland Presbyterian Church was received asking that the relationship be dissolved between Bethany C.P. Church and the Rev. Jack G. Weiland, Jr..

Recommendation 2: That the relationship between the Bethany C.P. Church and the Reverend Jack G. Weiland Jr. be dissolved.

Recommendation 3: That the Reverend J. C. McDuffie be appointed moderator of the Bethany C. P. Church session.

Recommendation 4: That any Non Cumberland Ordained minister who is a stated supply of a Cumberland Presbyterian Church is required to submit semi- annual reports to the Presbyterial Board of Pastoral and Congregational Care. Reports are to be submitted one month prior to the February and August Presbyterial Board Meetings. Reports are to be transmitted to the Chairperson of the Presbyterial

The NCD Task Force met on December 10,2011 , at Bethany Cumberland PresbyterianChurch, Bethany, Illinois, with Jesse Thornton, Jack Wieland, Julio Roman, and TobyDavis present. Those absent were Adam McReynolds and Jan McReynolds.

The meeting opened with prayer by Julio Roman.

The Task Force discussed material sent to us by Dr. George Estes concerning new churchdevelopment. We worked on guidelines to be used when starting a mission probe. Wealso, discussed different locations that could be possible locations for a mission probe.

The Task Force dismissed, agreeing to meet again on January 10th, 2012 in Maywood,Illinois at the home of Julio Roman.

The Task Force discussed the possibility of starting a church in Maywood, IL. Followingthe business meeting we went around Maywood looking at potential locations for a NCD.We also visited other churches to see what they were doing in the community.

The Task Force visited West Lafayette, In. The purpose of the visit was to look into thepotential of planting a church in West Lafayette.

The Task Force visited Marion, IL. The purpose of the visit was to look into the potentialof planting a church in Marion.

The NCD Task Force met on February 25th, 2012, at Willow Creek CumberlandPresbyterian Church, Martinsville, Illinois, with Jesse Thornton, Jack Wieland, TobyDavis, Julio Roman, Jan McReynolds, and Adam McReynolds.

The Task Force discussed a report that was referred to us by Moderator Terry Gordon from the Ebenezer CP Church. The letter was concerning the possibility of starting an English speaking church out of the Ebenezer facility. The letter was tabled until we can meet with Ebenezer to discuss the possibility with them.

The Task Force also discussed the three location that were under consideration for NCD (Maywood, IL, Marion, IL, and West Lafayette, IN). Following the discussion on a

potential NCD site it was voted unanimously by the Task force to recommend Marion,Illinois as the first NCD site.

The NCD Task Force would make the following recommendations:

Recommendation one: That the task Force be a permanent Task Force with term limitslike all other committees. Three year terms and with no more than three successive terms.

Recommendation two: That Presbytery adopts the guidelines that the NCD Task Forcehas developed.

Recommendation three: That Presbytery continue a mission probe in Marion, Illinois.

Recommendation four: That the Task Force begin the interview process and the hiringof a church-planting pastor.

Recommendation Five: Start a fund that will be designated for the NCD church plants.

Recommendation Six: That the Task Force, with Presbyteries blessing, begin a processof sending a letter to all the churches currently in the Presbytery concerning this workand seeking the individual church sessions permission to either come and talk to thesession or the congregation about the NCD work.
