As you read this, we are only days away from the NC State Chapter Conference! And if you hadn’t heard, this year is a pretty big deal for APWA-NC! We’re turning 60! I hope you all have signed up to attend our grand celebration June 28-30 in Greenville. President Elect Ken Martin and his committee have put together, what is sure to be, one of our best conference programs ever. Educational opportunities are always the cornerstone of our conferences, but the social and

network opportunities will not disappoint. We definitely look forward to seeing you in Greenville.

Recently, a group of Chapter Representatives met with an APWA national conference site selection committee in hopes of securing Public Works Expo (PWX) for the year 2021! We believe we put our best foot forward, and, if chosen, Charlotte will be the host city. What an amazing opportunity for our chapter if we are selected! Most members don’t get the opportunity to attend an international conference such as PWX. It will be attended by thousands of fellow public works colleagues from around the world! So stay tuned, because if we are selected, we will be looking for volunteers willing to assist with many aspects of preparing for and hosting such a massive event! UMA Infrastructure Repair Project

UMA Geotechnical Construction was brought on by the city of Durham, NC to assist with an aging culvert. The City of Durham faced a multi-faceted issue with an aging culvert. The culvert was suffering from issues associated with construction and age, as well as from the impact of a large tree growing into the side of the structure. The walls and floor of the culvert were washing away, and wing walls were needed. The culvert was estimated to originally be constructed in the early 1930’s, and suffered from issues associated with the original construction and age. Along with these issues, the culvert also was suffering the impact of a large tree growing into the side of the structure.

High-Density Polyurethane Resin, and patented Deep Injection process was utilized as the method of repair. The HDPR densified the surrounding soils, and the immediate stabilization allowed for further repair. UMA oversaw the removal of the large tree, and installed a bypass pump and cofferdam in order to control the water levels of the creek and allow for the floor to be excavated and replaced. Temporary shoring was also installed to maintain stability throughout the concrete floor replacement. Alongside a restoration team, UMA installed rebar and epoxy, as well as epoxy injection into cracks, throughout the culvert. Shortcrete was used to reinforce both up and downstream wing walls.

The culvert was stabilized, restored, and fully functioning in a few short weeks. The City of Durham was able to avoid a multi-

million dollar replacement of the culvert that would include: road closings, greenway closings, reconstruction of the road, and too much time and man-power. It is estimated that the City of Durham saved several million dollars in repair costs, just through this design-build plan.

ADJUSTABLE MANHOLE RISERS AND MANHOLE SAFETY RAMPS Help Chicago Maintain Streets and Reduce Lane Closure Times

In July 2000, the Illinois Department of Transportation (IDOT) sent a letter to Scott Fier, president of American Highway Products, approving the use of his company’s adjustable riser rings when raising utility and manhole rims to grade after pavement lifts. Formal language describing acceptable riser rings was soon included in IDOT’s continually updated Standard Specifications for Road and Bridge Construction (SSRBC)—for example, the April 2016 version says,

“… the adjustment of frames and grates may be accomplished through the use of adjusting rings that fit on top of the frame. These adjusting rings shall be fabricated as a one piece assembly from gray iron, ductile iron, or structural steel. They shall provide a structural capacity equal to or greater than the existing frame and shall not affect the opening size or surface appearance. The rings shall have a device for positively positioning and fastening the ring to the existing frame to prevent movement under traffic.”

This formal approval by IDOT was significant for Chicago, as it cleared the way for widespread use of adjustable risers in Illinois’ largest city and metro area. “We want contractors in the city to be using quality materials, and the SSRBC is one of the sources we use to define what good solutions really are,” explains Cindy Williams, quality assurance manager for the Chicago Department of Transportation (CDOT). “And generally speaking, quality risers that fasten securely to frames are a good idea—they’re not appropriate in every situation, but where they can be used they should

be used. They allow for a less invasive solution, and are better for our roadways.”

Williams believes that cuts in the pavement should always be avoided when possible, and in the case of manholes this view is supported by a 2004 Kansas City study titled “A Look at the Effect of Manholes on Street Condition,” by Steve

Rinne, which concluded that pavement was three times more likely to be rated bad around uneven manholes, compared to even manholes. In other words, precisely matching grade and avoiding excavation and patching when raising manholes to grade is a good strategy for extending the service life of new paving.

Of course, cost and convenience are also important. “Risers are faster to install compared to excavating and raising with concrete rings,” Williams says. “So there’s a cost savings benefit, which we address with a specific line item for structure adjustments. And of course we also appreciate reducing the time that lanes are out of service. Good quality adjustable risers

that meet the SSRBC specifications and are used appropriately are a win for everyone.”

One make of adjustable riser that meets SSRBC specifications and has been widely used in Chicago is the American Highway Products Pivoted Turnbuckle Manhole Riser. Bigane Paving, one of the city’s major roadway repair contractors, has been using AHP risers since 2007, and installs up to 300 annually. “Everybody fell in love with

them, including the City,” says Bigane’s General Superintendent Jim Dillon.

The pivoted turnbuckle riser is a simple steel ring that fits into existing manhole rims. A screwdriver is used to tighten the turnbuckle, exerting 1,000s of pounds of force to ‘positively position and fasten’ the riser per SSRBC guidelines. Installation takes about five minutes, and since the risers are available in very fine height and diameter increments, it’s easy to exactly match the grade of newly paved surfaces without ripping up and replacing pavement. “That compares to raising the entire manhole structure, which usually means breaking out and replacing a hole three-and-a-half or four feet square and nine inches deep,” Dillon explains, “And worse, we then have to keep traffic off for three days. With the risers, there’s no delay at all—it’s immediate.”

Bigane Paving and other Chicago contractors often use another AHP product, the Manhole Safety Ramp, to protect risers—and cars—in the period after installation and before paving. The ramps are tapered rubber rings that fit snugly around risers and are used instead of cold mix. The ramps are a much better solution, according to Dillon; “For one thing, they’re reusable,” he explains, “Our crews just throw them over the rims after milling, which takes seconds. And just before paving, our paving

crews pick them up and throw them back on a truck.”

Williams agrees. “We don’t have any specifications for riser protection, but I think the rubber ramps are a nice option to have,” she says. “There’s a lot more labor and cleanup with the cold mix, and they seem to be a good way to reduce contractor exposure to car damage liability.”

An Interview with Rebecca McBride

Q. Where/who did you used to work for? What was your position?

A. I was the Sanitation Director for the City of Winston-Salem

Q. Why did you choose public works as your career field?

A. Prior to working for the City, I was a teacher for the Greensboro City Schools for 8 years. I completed my Master’s Degree, got a Principal’s Certificate, and decided that I did not want to return to the classroom. Instead, I went to work for the City of Winston-Salem Public Works Department. My position was a newly created one to train Public Works employees to move “up the ladder” within the department. When the Sanitation Director resigned unexpectedly, I was assigned to be the Interim person until someone was hired. That was in December of 1983. I was officially put into that position several months later...1984. I remained there until I retired in 2005.

Q. What year did you retire in? A. 2005Q. How long where you a member of APWA-NC? A. APWA member from 1981 thru 2005Q. What division of APWA-NC where you active

in? Are you still active in APWA-NC? A. I was active in Administrative Management.

Also, was the first female President of our state chapter (1989)

Q. What benefit(s) do you think you received from your membership? What did you enjoy the most?

A. The MOST IMPORTANT benefit was the networking. The relationships with people throughout the State were, without a doubt, the best in terms of my personal and professional development. An added bonus is that friendships were established that have stood the test of time.

Q. What are you enjoying most about your retirement? A. I don’t miss complaints and endless phone calls.... or political decisions.Q. What is your hobby or “retiree” interest?A. I enjoy working out at the Y, lunch with friends, gardening and doing whatever I want on any given day.Q. What do you miss the most now that you are retired? A. I miss the people most of all. That does take adjustment.Q. What tips would you give to others approaching retirement?A. Give yourself time to adjust. Without a schedule,

Annual Conference

The APWA-NC Equipment Services Board has been hard at work preparing for our chapter conference scheduled to kick off on September 20th at the Hickory Convention Center, Hickory N.C.. Topics have been selected for all Fleet related sessions, and work continues with the APWA APWA-NC Streets board to lock in the remainder of the joint sessions. Some of the Fleet related topics include; compressed natural gas, compressed natural gas facility requirements, and purchasing laws pertaining to government agencies. Partners are already inquiring about how to register, so we are excited to see the level of participation once registration actually opens. If you are interested in being a partner/exhibitor at the annual conference please contact Steve Gearren, our Partner Chair, at [email protected]. Remember to make new service providers aware of the opportunity that exists for them at the conference and encourage them to attend as a partner/exhibitor. The APWA – North Carolina Chapter is celebrating its 60th anniversary this year; be on the lookout for ways you can show your support at the state conference this year.

Training Opportunities

The APWA N.C. Equipment Services team has been collaborating with the APWA N.C. State Chapter to coordinate training for the remainder of this calendar year and beyond. Ford PPV training

was held on May 11th and 12th in Greenville N.C. with all seats filled. Don’t fret If you missed this session, there will be another session held this fall; stay tuned for dates and the location of the fall Ford PPV training. The Board has also finalized EVT training and testing dates for the Fall of 2017 and Spring of 2018. EVT training and testing will take place at the City of Charlotte Fire & Police Training Academy. The fall session will be held September 11th – 15th, with testing for the F1 & F2 certifications on the 15th. Registration for the Fall session will be opening soon, so be sure to check your email for more information. Please voice your training needs so we can continue to provide affordable training that is relevant to our fleets.

Tours

This year’s fleet tour was hosted by the Town of Garner on May 26th. Mark your calendar for October 13th! We are working on a factory tour of the Daimler Trucks North America vocational truck plant in Mt. Holly N.C.. This plant is responsible for the manufacture of Daimler’s Freightliner brand of vocational line of trucks. If you are purchasing Freightliner trucks, it was born at this plant. Come join us to get a closer look at what goes into making one of these heavy movers. Registration details will be released this summer.

Facilities and Grounds Division

The APWA-NC Facilities & Grounds Division held its annual pesticide training session in conjunction with the Old Dominion Brush Company (ODB) Equipment Show at the J. B. Hunt Horse Complex on the State Fair Grounds in Raleigh, NC on April 19, 2017. Matt Martin with the North Carolina State University of Crop Science gave two presentations covering pesticide safety. This training is provided to attendees free of charge and these individuals received two credit hours that count toward their pesticide license renewal. Forty three attendees took advantage of this opportunity. Special thanks to Carl Brewster with Old Dominion Brush for providing food and space for this training session in conjunction with his annual equipment show.

Solid Waste Division

The Solid Waste Division is pleased to report that our 22nd Annual Spring Workshop, “Routing your way to the future of Solid Waste” was extremely successful. This workshop was held at the Kernodle Center, in Burlington and was designed for Solid Waste Supervisors and Crew Chiefs. We accomplished our goal of introducing the latest routing technologies to solid waste professional as well as engaging them in an excellent discussion about how the different generations interact with each other and how best to communicate. We had 78 registrants with 70 actually attending. Over 96% of the attendees rated the workshop as above average – outstanding with comments such as “Excellent workshop” and “Nice to see where we’re going.”

We live at 1226 ***** Dr in Cary. For over a year (likely longer) we have had the same trash collector eachWednesday. My 4 year old son LOVES him and calls him “his buddy”. I apologize that I’ve never had the chance to learn his name.

Each week he collects the trash and honks his horn for my son who sits by waving hello. He even honks when my son isn’t there...just in case he just didn’t make it to the door in time. Well, today we weren’t home when the trash was collected. But the driver came back around when leaving the neighborhood, making sure to pass our house and stopped in front until my son came to the window...so he could honk!

This is obviously beyond his job requirements and well above typical customer service expectations. He simply does this to make a random four year old smile each week! This is the type of service and behavior that should be acknowledged and rewarded. Please be sure that he and his supervisors read this and know how appreciated his weekly act of kindness is to us!

My name is Joe **** and I work for the Fire Department with the Town of Mooresville. I am not sure who to contact but I found your name and hope you can be of assistance. I live at 119 ***** Ct. in the WinborneSubdivision. Recently my son who is three years old has taking a liking to large trucks such as Fire and Trash trucks. On Thursday January 14, 2016 my son heard one of your trucks coming down our street for the weekly trash collection. My son ran to the door with my mother and watched in amazement as your truck collected the trash. One of your drivers noticed my son standing in the doorway watching him. Your driver stopped his collection and got out of his truck to say hello to my son. Your driver also gave my son a small, blue toy recycling can. My son LOVES this toy. It is a great addition to his huge trash truck he got for Christmas from Santa! I want to extend my thanks to you and your personnel for going above and beyond their duties. Events like this make me proud to be a part of the Town of Mooresville and it shows just how truly blessed we are to work for such a great organization. This is what Pride, Integrity, and Commitment means to me. Can you please pass this on to the person or persons who assisted in making my son’s day a day to remember? Streets Division

It is hard to believe, but we are already going into the final half of the calendar year, and the beginning of a new fiscal year is just around the corner. The Streets board, along with Equipment Services, are busy at making final plans for our conference to be held in Hickory NC, at the Hickory Metro Convention Center, September 20-22, 2017. When planning your annual budgets, remember to plan for your attendance at this year’s conference.

Program topics and speakers are still being confirmed and arrangements are being made for a golf and fishing tournament and evening entertainment/attitude adjustments.

Municipalities interested in competing in the APWA-NC Chapter State Backhoe Roadeo were required to determine their two participants by the end of Public Works Week (May 27th). Participant names had to be submitted by May 31st. Chapter competitions will be held June 28th at the State Chapter conference in Greenville NC.

National Public Works Week was May 21-27. APWA-NC compiles information about what municipalities do to celebrate. Please forward any information about your past activities to the local chair for inclusion on the Chapter website.

The City of Albemarle submitted a Proclamation to be endorsed by City Council and signed by the Mayor (see attached) and planned to hold a Public Works Day for the third grade class at a local elementary school. Equipment was on display at their ball field, goody bags and “Paws” hard hats given to the children. Employees were on site to answer questions about their jobs and bus tours of our Solid Waste Facility provided. An appreciation luncheon for employees was planned with the current year’s theme of “Public Works Connects Us” T-shirts given to them.

The City of Albemarle has contracted with Slurry Pavers for the first of its ever microsurfacing project. The work dates are TBD, but will be completed before June 30th. Anyone interested in viewing can contact Ross Holshouser at 704-984-9675.

Membership Corner

Welcome all new members who have joined us this year, and thank you to all existing members for being a part of such a great organization as APWA. I’m so glad to see everyone gaining access to the great networking and training opportunities that we have been able to take advantage of for so many years.

There are many ways to get involved. With seven divisions, and additional committees, there is room for everyone. Volunteering with an organization like APWA is very rewarding.

Opportunities include: Equipment Services Division, Facilities and Grounds Division, Leadership and Man-agement Division, Solid Waste Division, Stormwater Management Division, Streets Division, and Technology Division. Numerous committees include, but are not limited to: Audit, Awards, Diversity, Education and Train-ing, Partners and Sponsors, Membership, Scholarship, and Young Professional Committee, just to name a few. Currently, we have 1,042 members for NC Chapter according to our most recent month end count, with a 5.15% net gain this fiscal year. Our gained success is due mainly to adding members through the “First Time Member campaign”. Twently-six new members joined as part of this campaign for all the non-members that registered for the inspection construction course in March. The Facilities and Grounds Division gained seven new members from registrations for their annual conference. Each division is encouraged to do this with their registrations to help our membership continue to grow.

There is so much value in being a part of this organization, and our hope is that you have been able to take advantage of the many opportunities provided through APWA. Here are some great testimonies from a few of our members:

I attended my first 2016 APWA Street Division Annual Conference in Wilmington last fall. The event occurred only a few days after Hurricane Matthew had passed through the area. The volunteers and staff of NC APWA were not phased by the hurricane at all. Some members, understandably so, were not able to travel, to attend the event. The event, sessions, vendors, socials, networking opportunities were all on schedule, staffed, and accommodating. It appeared by the roundtable discussions that the leaders conducted, that they really want input on how to use the Association to better equip PW personnel across NC. The entire event was worth my time and the money invested for registration and travel. So much so I have budgeted for three individuals to attend the same event in Hickory for 2017. I enjoyed myself, made some valuable contacts, learned a great deal from the vendors, and returned better equipped for the City of Statesville.

All my experiences over the past 15 years as a APWA member has been Great!! APWA has helped me build relationships with other people in my field of work that I normally wouldn’t have had the opportunity to interact. Networking gives you instant access to multiple platforms of infor-mation and resources, that, without APWA, you may not have been able to utilize. Now that the Streets conference is combined with Equipment Services, it gives me the opportunity to look at several types of equipment, speak with different manufacturers and get advice from our fleet manager on the pros and cons of maintenance on certain equipment . I have been able to get questions answered about street main-tenance that normally I would’ve had to do extensive research on: For example, Greg Ling streets super-visor for the Town of Chapel Hill and I were interested in learning about Full Depth Reclamation (FDR). We were able to talk to other managers from various Cities/Town’s at an APWA conference that had already had much success with FDR. They were able to tell us their stories and give names and numbers of contractors that they highly recommended for this type of job. APWA’s educational workshops and speakers are some of the best. Every year I learn something new at these conferences.

The APWA is a powerful organization. Ever since I joined I have not had a bad experience. The confer-ences that are held are truly exceptional and well organized. The interaction you get by going to just one APWA event is something you will never experience anywhere else. There is just a range of knowledge walking around everywhere and anyone that you talk to will share information with you or their experi-ences. I have made some great friends along the way by attending these conferences and I look forward to meeting new ones each year I attend. If you have not attended a APWA event I recommend that you give it a shot, you will not be disappointed.

Each technical division is responsible for submitting at least one article per newsletter. Deadlines for 2017 are February 15, May 15, August 15, and November 15. Content of the article is very flexible. Suggestions include trends in your industry, information about your division conference, or simply projects in your area. This is your chance to get creative while educating others about what is happening in your division.
