 8.1      MY BONDI SAFE SUMMER CAMPAIGN

The sober campaign is a part of and has been very successful on Christmas Day including security.NYE is again on from 9 pm to 3 am.  Tickets also available for Dudley Page Reserve (which is more family friendly orientated).Last years successful cleaning programme will be improved for this year.Tickets include cost of use of buses to Bondi Junction. This includes some 60% of participants.There will be a noise complaint hot line.Details will be provided to residents with fridge magnet, providing phone numbers.NY day will have a 1 am to 2 am noise wind down.Are organising security personal for adjacent streets & are working with the Police on same.

Spoke on communications strategy, no drinking on the beach.It was suggested that Council reinforce the no smoking ban.  When asked how many prosecutions have been made, the meeting was advised “THAT NO ONE HAS BEEN PROSECUTED”.Bobbi will come back in October with more information and requesting feedback. 

 8.2      ALCOHOL FREE ZONE

Advised that the three year period of enforcement was coming to an end and needs to be re appointed.Council is not proposing any changes.Map of the area tabled & included in the minutes.Consumption of alcohol is different in parks with a $100 fine if caught, as opposed to a$30 fine for alcohol free zones.Harry spoke that it should be extended to include the Beach Road Hotel.

 9.         POLITICAL PRESENTATIONS

 

9.1      LABORJohn Wakefield advised that it was not a new policy of Waverley Labor not to accept donations from Developers and the announcement was only a restatement from the new candidates.John advised that a new Act will make political donations more transparent from after the election.  This will require a register of donations over $1,000:00.Spoke on his support of the Precinct system and his commitment to attending meetings.  Spoke on the beds and the time frame involved.

 

9.2             GREENSChris Maltby indicated it had never been the Greens policy to accept donations from Developers.Suggested on many issues the Council was very collegiate, however, if they were in power they would be stauncher in development matters.Need for more community spaceSupports fewer parking spaces (which resulted in a discussion of bus services or more correctly a lack of services to support the non use of vehicles & that this will not stop cars being purchased).

9.3             LIBERALJoy advised that she is paying her own way for the election.

            Spoke on the need to improve the infra structure (John supported same).            Spoke on her push with graffiti and involving Woollahra Council.            Spoke on the successful changes pushed for the Hall St upgrade.            With John has been successful in pushing for the cleanup of dumpings'.

 

10       General Business.

 

10.1    BEACH ROAD HOTEL            Complaints were made with respect to the smoking area in front of the hotel and the mess that is being left on the footpath and roadway.            Bobbi advised she would look into.

 

10.2    REINA STREET UPGRADE            The question was raised as to why the street was not widened when it was upgraded.            John advised that the cost of widening streets is horrendous due to what is under the             streetscape and the cost of moving them.

 

10.3    RUBBISH COLLECTIONS            A number of options were discussed, including a combination of organised fixed date          collections & the free ones ( which is a mix of the old & the new).

1.         PRECINCT REVIEW COMMITTTEEWas not convened to review outstanding issues about the new boundaries.Council will not deal with until after the election.

2          BONDI ENVIRONMENT GROUP (SEWERAGE PLANT) Attended the August meeting & the minutes have been incorporated in the minutes.

3          COMMUNITY SAFETY ADVISORY COMMITTEE.Attended the August meeting.Their next meeting is in October, due to Council elections.Bondi Summer 2008/2009 Management Strategy was tabled & discussed.  Invited Council to present at our meeting.  There will be 6 Police Officers working on the beach this summer.Basically Christmas Day & NYE will be similar to last year.Crime is still low, except for break & enters.Rose Bay Police are starting 10 volunteers.On Saturday 20th September Council is holding a great kids day in the Bondi Junction Mall.

4          MORPHEUM R. H. DOUGHERTY AWARDThis is the most important award in Local Government & Council were the Joint Winners this year, with their entry “My Bondi Summer 2007”. Council are to be congratulated for such honour.

5          118 MURRIVERIE ROAD (THE QUARRYMANS COTTAGE) Wrote to Council setting out our previous position, in that the original sandstone structure should not be altered.  It is proposed to remove the back sandstone blocks.

6          COMBINED PRECINCT MEETING (24/7) Attended.They were unable to get anyone to take the minutes & a Council employee is now doing.It was suggested that some Council staff felt intimidated whilst attending Precinct meetings.  It certainly could not be ours. (It is noted that the LG&SA run Assertive Skills classes, with the last course concluding tonight). Council has reviewed the Precinct Committee system (A06/02240) and this was discussed, with a lot of heat generated.  A number of points I did not agree with.

7          TONIGHT’S MEETINGThe reason for same, is that I erroneously thought the election was being held before the meeting.  Once the error was brought to my attention, I thought it would be appropriate to hold another meeting.

8          PROSPECTIVE COUNCILLORSAgreed for them to be invited to the meeting.

9          PREMISESAdvised today that the Church has double booked the room.I will contact them re future meetings.

The project for the design, supply, install and commissioning of the drum thickener is on time as originally scheduled. It is expected that the equipment will be installed and commissioned in the dewatering building by the end of the year.

 

Regular maintenance work is carried out in the underground works as the newly installed RIAMP equipment has already completed the required hours run for major overhauling.

 

2.      DIGESTER AREA

 

The flare is now in the new location. There was a small local fire in the flare area during the month of July. The fire was brought under control by one of the operators immediately.

 

The construction of the co-generation is in progress. Worley Parsons is still completing the civil work and the laying of the cable trays and cables. The bad weather has caused slight delay to the civil work. Commissioning is scheduled to be by the end of October 2008.

 

3.      SLUDGE DEWATERING PLANT

 

The sludge dewatering plant runs from Monday to Friday. The solids content of the dewatered sludge is around 28-30%.  For every 1% below 30% solids content we need 8 more truck per year to remove the sludge from site.

 

4.      SCRUBBERS / ODOURS

 

The above ground scrubber is working within its parameters since the last refurbishment.

 

 

5.      POTABLE WATER USE

The “smartflow” device installed on one of the pumps proved to be very beneficial. Water usage for cooling of the pump is reduced from 130kL/day to 36-38 kL/day.  A second unit will be installed for the second low head pump.  A consulting Company “Evans & Peck” has been retained to do a complete financial analysis for the design, supply and installation of an MBR Reclaimed Effluent Plant. Sydney Water will decide after the costing information has been supplied whether the Project will go ahead or not. The residents attending the meeting Messieurs Joyce and Quartly being representatives of the local precinct believe Sydney Water should proceed with the construction of a Reclaimed Effluent Plant to eliminate the use of potable water for Industrial purposes at Bondi Treatment Plant. 

6.      OTHER ISSUES The new “Day team” is taking over from the engineers to do the technical support work and project work. One of the engineers has already left; the other 2 engineers will leave by the end of September, as their positions have been declared redundant. 

7.      PERFORMANCE

During the month of July 2008 the plant performance was as follows:

1 Confirmation of the minutes of the previous Combined Precinct Meeting (26 March 2008)        In response to a query from Clr Kay, it was confirmed

that no motion was moved at the previous meeting regarding each ward having three precincts.

        The minutes were confirmed (Moved: Peter Lynch; Seconded: Alma Douglas).

 

 

 

2 Precinct System Review – the way forward        Meredith Wallace provided a brief introduction, noting

that this item was in response to a request from precinct executives for a 'simple' presentation which outlined the changes in a practical, tangible manner.

        Meredith W distributed a handout which outlined a number of action/activities that Council would be pursuing across a number of areas – Promotion; Communication; Administration & Support; and Training & Recognition.  Some of the key ones are:

-          the development of a Precinct Executive handbook

-          better Service Desk capabilities-          funding each precinct to follow development of

local priority projects eg. social events, newsletters.

        The handout outlined some of the expectations for precincts across these areas, including:

-          using templates for agendas and minutes, and meeting deadlines

-          determining the use of each precinct's funding-          better, more targeted use of Service Desk, in

conjunction with appropriate use of motions.        Questions and comments were then invited.  Norman

Brown raised his concern that after reading the report, he felt that Council's intention was to disband the precinct system.

        Alma Douglas raised a concern in relation to section 5.1.3 which referred to the precincts being 'unrepresentative of the community' and questioned which precincts it applies to, as she felt it did not apply to all.  Meredith W responded that these were in direct reference to comments given in the context of stakeholder feedback undertaken as part of the review – from precinct executives and attendees; Council staff and councillors.  It may not be the case for all

precincts, however, this is the perception.        Norman Brown commented that in relation to the

report stating "there is a level of cynicism amongst staff towards precincts and they are often seen as merely adding to staff workloads", he felt that as precincts are a part of Council, staff should expect to have precinct-related work in their workloads.  Meredith W responded that the issue of staff perception of precincts will be addressed as per the recommendations eg. incorporating precincts as part of corporate induction training; inclusion in position descriptions.

        The role of the Community Liaison Coordinator (CLC) was also raised.  Alma Douglas noted that in the past, the CLC attended every meeting.  Meredith W responded that the role of the CLC had changed over time.

        There was a discussion about proposed changes to printing and distribution arrangements.  Alma Douglas and Norman Brown noted that it was still important for flyers to be distributed for their precincts, however, there were still concerns over their actual delivery, which has been a long standing problem.  Meredith W noted that there are about 160,000 flyers printed each year and to date, they have not resulted in significant changes in attendance levels.  Part of the aim of providing some funding to each precinct is to allow precincts explore other ways that may encourage more people to attend.  If precincts wish to spend that money on flyer printing and distribution, then they can continue to do so.

        Don Slattery expressed that in his view, flyers did not work in getting greater attendance levels.  Prue Cancian noted that this is now the 'electronic age' and Bondi Beach uses an email list, which is likely to engage/reach a younger audience.  She acknowledged that while Waverley is a small LGA geographically, there are pockets of demographic difference across the area and this would affect the ways in which to try and attract people to meetings.  It was noted that precinct attendees tend to be ratepayers and that tenants who rent properties need to be targeted.

        Norman Brown noted that the report comments on meeting practices and how staff indicated that attending/presenting at meetings can be a negative experience.  He expressed the view that as staff worked in the public service, they should be answerable to the public.  Meredith Wallace noted that again, the feedback given to the review relates to

raised.  Meredith Wallace agreed to look into it.        Ludovico Fabiano asked whether a shared portal for

3 Review of Precinct Boundaries – final discussion        The group noted that no formal comments had been

received from either Rose Bay or Dover Heights precincts in relation to the North Bondi boundary changes agreed at the previous Combined Precincts Meeting (motion 2).  However Clr Kay indicated to the group that he was aware that it had been discussed by the precincts and there were no issues arising.

        The group discussed that the PRC had not met, which meant the process had not been followed as agreed from last CPM (as per motion 4).

        It was agreed that Council would circulate a broad outline of the 'flavour' of the Council report to precincts - it would note both the majority and minority positions.

        Peter Quartley expressed his disappointment in Council that it had not been able to finalise this matter before the end of the current Council term.

 

 

 

 

 

 

 

4 General Business

 

Bus routes        It was noted that the STA was in the process of doing

a review of bus services in the eastern suburbs and had put out a map with proposed changes.  Comments on it were due to close on Friday 25 July 2008.

        Pat Kenny raised the issue of the limited bus stops for the 400 service route on Bronte Rd – there is almost 2 kms without a stop.  Ideally, a stop outside the War Memorial Hospital (opposite the Waverley Public School) would be highly desirable.  This would enable more people to use the public bus and reduce demand on the community bus.

Event Coordination        Meredith Wallace advised that an events calendar and

draft event planning and procedural guidelines had now been developed.  One of the key aims of this project is to update and standardise the planning, documentation and delivery of events for both Waverley Council events and for external providers of events in the Waverley LGA.  It was agreed that the DM, Cultural & Community Services be approached to do a presentation on this at the next Combined Precincts Meeting.

PRC        It was requested if the PRC minutes could be placed

on Council's website.  Meredith Wallace agreed to look into this, noting that a review of the website was underway and changes would be occurring so it would be a good opportunity.

        There was a brief discussion regarding who the actual members of the PRC are.

Election candidates        The meeting noted that each precinct may wish to hold

a "meet the candidates" meeting/forum, in view of the upcoming elections.  Peter Quartly noted that this was something that happened for the previous election in 2004.

DA documentation        A query was raised in relation to each DA

representative receiving DAs for the whole ward and if it were possible to just receive them for the precinct.  In addition, if it were possible to receive an electronic link to the DA documentation.  George Bramis advised that Council was moving towards 'e-planning'.  It was suggested that this be a topic for the next Combined Precincts Meeting.

Length of CPM time        Alma Douglas noted that the closing time for the

meeting had been listed on the agenda as 9pm, and asked if this was going to be the standard time now
