North Ayrshire’s Employability Pipeline
It is widely thought that for many people there are various “stages” which require to be followed to enable people to increase their chances of gaining
employment. This encompasses a multi-agency approach and can be in many instances, a journey for a person who is supported every step of the way. It
is the combination of this approach that enables people to make choices to fit their individual circumstances and lifestyle. Some people will move from
start to the finish of the pipeline and some will miss out certain steps, the key is that the services are easy to access and allows for progression. There are
5 stages in the pipeline process:

Referral/Engagement: A person referred to a stage 1 intervention may require some 1:1 support before feeling ready to progress on to any group setting. Stage 1 interventions focus on increasing a person’s ability to engage with personal development interventions at a pace which is comfortable to them.
Barrier Removal: People can progress directly to a stage 2 programme straight from school or if they are happy interacting in group activities but require to address issues regarding self-confidence, working as part of a team or other areas of concern such as timekeeping or attendance. Most Stage 2 programmes offer some kind of accreditation but in some instances this is an optional part of a programme.
Vocational Activity: These activities and programmes have a specific employability focus – either based around development generic and/or specialist employability skills. Stage 3 programmes are designed for people who need to build and develop their general employability skills, gain workplace experience and are close to seeking employment.
Employer Engagement: People at Stage 4 are ready to seek employment and require support to allow them to do this. Some stage 4 providers of the pipeline may offer financial support to the person. The employer is supported by funding to allow them to cover a proportion of the salary costs for the young person. In many instances, Stage 4 programmes provide support to allow a person to access training opportunities, for example, at College or Modern Apprenticeships.
In work/Aftercare: Support is offered to a person who has entered employment to allow them to sustain employment and access relevant agencies.

The Ayrshire
Traineeship
programme
CEIS Ayrshire – Case management programme will engage with
participants either through a partner referral or self-referral.
Each participant goes through an assessment and action planning
phase using the PARC assessment model. An assessment and action
plan will be drawn up and each participant given a case-manager.
A programme of core skills development is available which each
participant will go through.
CEIS Ayrshire will also be responsible for referring participants to
specialist providers to tackle specific barriers, e.g. Health issues
This Programme will consist of SQA's Employability Award and
Personal Development Award at SCQF Level 3 (or units thereof tailored
to the needs of the learner), this will be backed up by elements
of Core Skills Training (if required) in Communication and Numeracy,
and Digital Literacy. This will be followed by a work taster of up to a
week to allow the learner to experience a work environment first
hand. We will then back this up with a period of progression
assistance to best decide where the learner will go next.
The training plan for each learner will be tailored to their individual
needs, but they will each gain at least 18 SCQF Credit Points and some
may gain up to 36. This lasts 13 weeks, with clients attending 2-3 days
per week in centre and work taster.
A pan Ayrshire programme. This traineeship programme will provide
vocational training for young people and directly links it into a work
placement.
This programme is for 16-29 year olds, 6 months plus unemployed.

Support Programme
Job Brokerage
Careers Information,
Advice and
Guidance
To provide short training interventions to help participants who are
close to the labour market get back into a job. They may need this
specific training to secure a job they have been offered upon
obtaining it, or they may need some additional support to find a job.
This directly links unemployed participants with employers. This
provides a case management approach that will work with
unemployed participants and employers to provide the suitable jobs
for them. Support is also available for CV support, interview skills as
well as some discretionary training
SDS delivers face-to-face career information, advice and guidance
at schools and SDS centres across North Ayrshire. We also offer support
through our contact centre and My World of Work.
School Career Coaches help pupils build the Career Management
Skills they need to get where they want to be. Work Coaches offer
intensive support to vulnerable young people and focus on
confidence building, developing career management skills and
advocating on their behalf to access opportunities. Personal Advisers
provide Employability support to all ages and signpost to services;
they are centre based but also support delivery in schools and
community settings. Our 20 + Career Coach provides Career
Guidance support to adults and co-ordinates the delivery of PACE
redundancy services.
We can provide information on jobs, the local labour market, training
courses, Modern Apprenticeships and much more.
We’ll also help customers identify their strengths, goals, and the
opportunities that are out there.
PACE (Partnership Action for Continuing Employment) is a Scottish-
wide, free, impartial and, where appropriate, confidential service
made available to those at risk of redundancy or who have been
given notice of redundancy. Designed to address the needs of those
at risk or who have notification of their release, the
PACE partnership has a wide range of expertise that can be

To offer first stage engagement for participants who require assistance
to address multiple barriers before entering the world of work. The
programme is extremely client focused and dependent on identified
barriers.
We will provide one to one support in addressing barriers and
establishing skills, target setting, confidence building techniques and
resilience training.
We will assist the participants in creating Action Plans to achieve
milestones towards employment, further training and further
education.

Modern Apprenticeship, Employment
To prepare young people for employment by looking at their basic
core skills, knowledge & qualifications.
Young people will be in centre for the first part of their programme
where the hours will be: morning sessions starting at 09.30 until 12.15
and afternoon sessions from 13.00 until 15.00. The days and hours to
be attended in centre are flexible and will depend on qualifications
to be completed however, minimum attendance will be 15 hours
across the week with a maximum of 30 hours in a combination of
training and/or on work experience.
Work experience hours will be determined by individual need and
placement up to a maximum of 240 hours. The programme will be an
average of 12 weeks depending on progress.

employability skills and knowledge suitable across a variety of
occupational sectors. Job Club including CV building, completion of
application forms, mock interviews & job search activities.
They will also be supported in their own personal and life skills
development whilst addressing barriers to employment, further
education, further training or a Modern Apprenticeship.
They will be provided with an appropriate work experience
placement to enhance their chances of employment and have the
opportunity to access work based qualifications such as Food
Hygiene and First Aid. .
Young People will be supported to progress to Employment, Further
Education or Modern Apprenticeship. We will also work closely with
partner providers in order to ensure the widest choice of progression.

Positive Steps with
Partners
A project set up to help long term unemployed people gain new skills
and experiences to help overcome barriers to employment. The
project offers training and development in personal development,
STEPS to Excellence, Adult Support and Protection training, Trading
Standards Awareness, Life Coaching Sessions, Mindfulness and the
opportunity to achieve accredited qualification in Customer Service.
The training helps to set the foundations required for the workplace.
This unique project is working in partnership with The Scottish Fire and
Rescue Service to offer a placement with the Community Action Team
(CAT) where the volunteers work with the CAT to carry out Home Safety
Fire Visits. Volunteers will also have the opportunity to undertake peer
mentoring training through this project.

The aim of the programme is to ensure learners, who have learning
disabilities and or learning difficulties can develop the skills and
experience necessary to progress through the employability pipeline.
This will be achieved by developing the core and basic skills required
to make a successful transition, whilst being supported to address the
barriers that they face in gaining sustainable employment, moving to
other forms of training or entering Further Education.
Communication, interpersonal and team building skills will play a
large part in the individual’s development. They will also investigate
the world of work and be supported to make realistic career choices
and goals.

The work and skills they will be learning will be transferable and will
not necessarily be sector specific. It is aimed at supporting individuals
and is person centred to each learner.
Learners will be shown and supported to create a CV, attend mock
interviews, understand the world of work, learn about personal
presentation and how best to communicate effectively. During the
programme learners will also be placed out with the centre to
experience other forms of work and to investigate employment
opportunities within their areas, whilst giving them the choice as to the
area of work they may wish to do in the future. This may include
working within: Retail, Administration, Horticulture, Hospitality or other
areas of employment they identify. Learners will be supported on a 1:1
basis and in small group settings. They will be supported to travel
independently, if required and will be mentored and receive on site
job coaching, if required. All young learners will be supported to
achieve their Level 3 SQA award.
The course will run for up to 13 weeks. 12-16 hours of attendance will
be between Tuesday and Thursday 10am-4pm with community day
on a Friday also 10am-4pm. Anticipated 2.5 days each week learners
at this stage of the pipeline. Work experience, where appropriate, will
be tailored to each individual.

The Personal
Development
Course
Employability Fund
Momentum aim to remove barriers, whatever they may be, to the
individual gaining employment and for individuals to build their
employability skills. The Personal Development Course aims to help
learners become employable, contributing and independent
members of society through the development of transferable life skills.
The course encourages candidates to build a range of personal,
social and vocational skills such as evaluating, planning, reviewing,
managing tasks and working with others.

Jobcentre Plus is part of the Department for Work and Pensions. It provides services that support people of working age move from welfare into work and helps Employers fill their vacancies. Jobcentre Plus plays a major role in
Group Information Sessions - To provide information and

Access to Work - An Access to Work grant can pay for
practical support if you have a disability, health or mental
health condition to help you: start working; stay in work;
move into self-employment or start a business
Work Experience - Volunteers will be matched to suitable
employers to give people who are unemployed the chance to
gain valuable voluntary work experience, improve their CV
and skills. Work Experience opportunities can be flexible,
lasting between 2 - 8 weeks and with attendance of
between 25 - 30 hours per week.
Digital Support – Access to computers in each Jobcentre and staff
available to support customers to use computers.
Sector based work academies (SBWA) - Attendance at these is
voluntary. designed to meet businesses immediate and future
recruitment needs, includes pre-employment training,
work experience placements, guaranteed interview.
Work together - Participation in this is voluntary. This helps
customers develop work skills through volunteering, with
opportunities provided by local charities and voluntary
organisations. Through the delivery of Work Together,
Jobcentre Plus is encouraging all unemployed people and
people on inactive benefits to consider volunteering as a way
of improving their employment prospects while they are
looking for work.
New Enterprise Allowance - Helping unemployed people who
want to become self-employed with support from business
mentors and financial help
Community Job Scotland - Offers employment with training for up to
12 months in third sector organisations across Scotland. Employers
receive a subsidy to cover wages, NI and provide support and
training. SCVO who are the lead organisation for CJS also offer support
and additional training to participants.
Flexible Support Fund - FSF forms part of the Jobcentre Plus Offer which
aims to provide appropriate support, including training provision, to
assist people move into or closer to employment where Work
Coaches have discretion to make awards to individual claimants.
Small Employer Offer – Small Employer Advisers (SEA) in North Ayrshire
concentrate on engaging with small local employers of 25 or less
employees, and raising awareness of support available when
employing someone with a disability or health condition. Small

Employer Advisers (SEA) work with local employers to find
opportunities for claimants taking into consideration claimant and
employer needs promoting Disability Confident. The SEA works closely
with work coaches to match claimants to vacancies, work trials and
work experience. The SEA makes sure that vacancies and work
arrangements are compatible with the claimant and takes into
account employment barriers that might need to be overcome. The
SEA will work with the Community Partners to identify and work with
local organisations that can provide advice and support for
employers on disability.
Community Partners – Each district will have a Community Partner
Team. DWP Community Partners work to improve understanding of
disability and the effect that a disability or health condition can have
on employment. Community Partners have professional or lived
experience of disability. Community Partners work with Employer
Engagement Teams, Small Employer Advisers (SEA), Work Coaches,
Community Employment Specialists (CES) as part of Journey of
Employment (J2E) and employers to build on their understanding of
disability and encourage more employment opportunities for
claimants with a health condition or disability. The roles will vary
dependent on the needs of claimants in the local area.
The Journey to Employment (J2E) – starts from 17/07/17
Specialised support for claimants with a disability or health condition
to attend a job club (based in Irvine) to receive personalised support,
for example:
identifying and developing personal action plans
support in managing their condition
improving their confidence
developing new skills
Disabled people’s user led organisations and local voluntary sector
organisations deliver the J2E job clubs to claimants who volunteer to
be part of the Journey to Employment programme. Community
Employment Specialists (CES) lead the job clubs and are employed
by the delivery organisations, not DWP. The CES has lived experience
of disability or knowledge of finding and staying in employment. The
job clubs will provide personalised support, condition management,
confidence building and work ready activities for claimants who
volunteer to participate. Irvine will be one of the 71 job clubs
nationally.

Creating Your Own
Future
Employability Fund
Providing core employability skills and tools to be able to
compete favourably in the current labour market
Activities are conducted through individual and team-
based assignments, in-class exercises and group work.
Participants on the workshops will increase their confidence
and self-esteem as well as their motivation. No other service
delivered in Scotland tackles these areas in the direct
manner of STRIVE.
A pre-employment support programme for youngsters embarking on
the Council’s apprenticeship programme.
2 Weeks pre - employability workshop covering a range of topics
including:

Constructive Disagreement and
Employer Expectations
A range of other employability focused exercises.
Employers across a range of industry sectors who have committed to
get involved in the workshop and deliver sessions on their
expectations of an employee and what it’s like to work in their
industry. They have also guaranteed to interview clients who
complete the course. Industries include Hospitality, Care, Call Centre
and Customer Service. This will be followed by ongoing 1to 1 intensive
job search support for up to 8 weeks to support the transition to
employment. This element will include Employer Engagement,
identifying vacancies, the importance of planning , what to expect at
an Assessment Day and additional group sessions , if required around
job search activities and soft skills.

WEA Stage 4 Success in Care course is aimed at those who have
expressed an interest of working in the Care Sector or those who have
SVQ Level 2 and require pre-employment training to secure a
successful job opportunity. The course will equip learners with the

A 6 week course to support individuals to address barriers that effect
their confidence and ability to be confident when applying for any
type of horticulture, landscaping (hard or soft), gardening,
greenkeeper sectors jobs, gain the skills to complete comprehensive
application forms and apply for jobs, be able to understand safety
legislation, gain knowledge of plant maintenance, green keeping,
landscaping etc and skills which will enable them to enter into a
career within any branch of horticulture. Practical work experience
placements and ongoing assessments. Areas covered include;
employment legislation, group learning styles theory,
communication, safe working with machinery, care of machinery and
inclusion, evaluating risk, health and safety, first aid. As well as
practical work experience placements.
E+ has linked up with Beith Community Trust and local employers in
horticulture sector. This course also looks at self-employment in the
field of landscaping and horticulture.

additional support needs. Moving into self-employment in the
childcare industry. All this through practical work experience
placements and ongoing assessments. Areas covered include, child
protection, legislation, group and learning styles theory, listing and
communication, autistic spectrum and inclusion, evaluating risk,
health and safety, first aid, be able to make a basis assessment of
need, family working and engaging difficult clients. As well as
practical work experience placements.
E+ links in with 9 different childcare sector employers. This course also
looks at self-employment in the field of child minding and becoming
a personal assistant.
A 6 week course to support individuals to move forward into the
working environment to be confident when applying for any type of
childcare sector job. Build on any missing skills to work in this field. Aid
clients to complete comprehensive application forms and apply for
jobs. Update childcare legislation, have PVG membership, build on
knowledge and skills already held which will enable them to enter into
a career with any childcare organisation including working with
children with additional support needs. Moving into employment or
self-employment in the childcare industry. During the 6 weeks the
clients will be assessed on practical work experience placements to
allow E+ to find the best possible employer to market them to.
Any of the areas identified as lacking or missing will be covered on
one to one learning, areas covered can include, child protection,
legislation, group and learning styles theory, listening and
communication, autistic spectrum and inclusion, evaluating risk,
health and safety, first aid, be able to make a basis assessment of
need, family working and engaging difficult clients, epilepsy, downs
syndrome, this will vary depending on level of knowledge already
held. As well as practical work experience placements with
prospective employers.
E+ links in with 9 different childcare sector employers. This course also
looks at self-employment in the field of child minding and becoming
a personal assistant. Each trainee will be supported to complete
applications for these vacant posts and interviews will be arranged
with a view to securing employment. Work placements will be sought
within the prospective employers, these employers will also be given

We specialise in the delivery of high quality training to the transport
industry and fully support individuals who are unemployed to
undertake structured theory and practical training that will lead to
them gaining qualifications and certificates. Clients undertaking
training leading to the acquisition of the LGV Driving Licence will be
assessed in the vehicle prior to commencing formal practical driving
instruction in order to establish their individual needs and the amount
of instruction required. To ensure that they have the skills and
knowledge required by the awarding bodies and employers, our
instructors cover a wide range of topics on a daily basis.

football, sport and fitness sessions, building their confidence and
motivation for change. In line with our person centered "Theory of
Change", young people gain both physical and mental fitness as they
progress throughout the weeks, taking ownership of their own
progression. Our Stage 2 approach is based on enquiry based
learning where individuals research and deliver a multimedia project.
The aim of the stage 3 provisions is to provide young people with the
skills, knowledge and experience to move into full time sustainable
employment. We do this through a structured program of education,
football and fitness, developing core employability skills that promote
independence and help individuals make informed choices about
their options for progression

This provision prepares young people for first steps into chosen career
pathway. It covers modules including Introduction to Work
Responsibilities, Introduction to work situations, CV prep mock
interviews & SQA core skills.
Galloway are running an EF programme for all Stage 3 referrals which
will run for up to 16 weeks. Our provision prepares young people for
entry into chosen career pathway. It combines work place
experience and learning to equip young people with relevant skills
and knowledge.
Learners will be undertaking work placement preparation learning
modules, prior to starting placement, for CWR qualification.
Alternatively we will offer Core Skills (ICT, Numeracy, Communication,
Working with Others and Problem Solving) to those who have already
undertaken the CWR qualification. This is combined with Mock
interviews, CV prep, placement interviews and feedback session.
Thereafter into chosen work experience pathway with agreed
attendance pattern.

Activity Agreements
Support to young people (without a positive destination) to transition
from schools to a positive post school destination.
Programme models differ but all have at the centre a core of
employability, life and personal development through a variety of
activities either as part of a group and/or individually dependent on
need.
An Activity Agreement Coach/key worker is assigned to each young
person to carry out needs assessment, develop and review the plan
with a view to next step provision; usually FE, Modern Apprenticeship
of Pipeline Stage 2 provision
All have core days for group work and activities and some have
certificated elements dependent on the projects being delivered i.e.
John Muir Award, Saltire Award. Trips, visits
All young people are encouraged to undertake work tasters where
possible.

Creative Pathways- Environmental Design
Participants will be involved in community consultations to improve
local green spaces. They will work creatively with the tutor team to
design these spaces and create the artwork for this which could
include sculptures, murals, planting, building raised beds etc. There
will be an environmental focus to the programme and the young
people will have the opportunity to be involved in advocacy
work.
The 10-week programme will focus on core employability skills (1.5
days each week = 37.5%) and work-related learning through creative
activities (2.5 days each week – 62.5%).

Living Wild is for young people aged 16-30 subject to Community
Payback or other justice orders. Support from an outreach worker who
is there to listen, encourage and help figure out effective ways to
where client wants to go. Intensive 10-day journey in Scotland’s

volunteering opportunities to help build confidence and CV. Evaluate

Positive futures
Next steps is for females aged 16+ with offending histories. Support
from an outreach worker who is there to listen, encourage and help
figure out effective ways to where client wants to go. Challenge
people physically and emotionally during an intensive 5-day Scottish
wilderness experience. Help by boosting confidence, building
positive relationships, deal better with stressful or unfamiliar situations
and develop valuable communication and organisation skills. Move
towards education, training, volunteering or employment.
Positive futures is for military veterans aged 16+ struggling with
transition to civilian life. Support from an outreach worker who is there
to listen, encourage and help figure out effective ways to make the
most from the programme. Challenge people physically, mentally
and emotionally, building on new and existing skills during intensive
5-day wilderness based personal development journey through
Scotland’s wilderness. 1-1 support towards achieving goals such as
employment, education, training or volunteering including the
potential to receive support and guidance from Peer Mentoring
Scheme.

people aged between 18-30 to work out if self-employment is right for
them, help them test their ideas, write plans and start a business or

voluntary work.
Development Awards offers cash awards for young people who are
struggling to access education, work or training due to a lack of funds.

Introduction to Hospitality is a 2 day per week programme over 10
weeks. It is aimed at participants facing barriers and is supported by
2 trainers throughout.
Through the course participants will receive lots of training to help
them move forward in a career in hospitality, leisure and tourism. This
might be into a job or MA or further progression to more training either
at a further stage in the pipeline or at college.
The course involves a mix of classroom based learning but also
industry visits to give them a real feel for the industry and to open their
horizons to the myriad of roles available. Workshops will cover
developing a tailored CV and interview skills, teambuilding,
confidence and assertiveness, personal presentation, practical
cookery, social media, Eating Out, designing a restaurant, time
management, presentation skills, event planning, mocktail making as
well as the REHIS Basic Food Hygiene certificate.
