The Training-Workshop aims to achieve the following:

a) To review the Policies and Guidelines in the Application of Normative Funding in the computation of MOOE allocation after five years of implementation.

b) Introduce the format for internal policy formulation on the use of the Special Trust Fund Income( General, Fiduciary, and other trusts funds);

c) Encourage the formulation of uniform procedures on the basis of policy established which will serve as the internal policy of the Financial Management Service Office of each SUCs;

d) Encourage SUCs to device a uniform format for the formulation of fiscal policy and the generation of financial reports and proposals; As a means in enhancing accessibility to base information that will enable management to render decisions which will have positive financial and physical performance impact evaluation, particularly in compliance with NF requirements; and

e) Enable the participants to formulate policies for the use of accumulated savings for a given calendar year in consideration of their short and long term development plans.

NORMATIVE FUNDING presented by Dr. Charlie CalimlimNormative Funding refers to the application of a set of prescribed objective criteria and norms that are designed to promote and reward quality instruction, research and extension services, and financial prudence & responsibility. Accounting Guidelines and Procedures on the Use of Income of SUC’s Pursuant to Republic Act No.8292presented by Dr. Benny Palma

All income of SUCs on tuition fees and other necessary charges such as; matriculation fees, graduation fees, laboratory fees, medical and dental fees, library fees athletic fund and other similar fees shall be deposited in an AGDB and constituted as STF. All interests that shall accrue there from shall form part of the said fund.
