Virginia Board of Education
The Board of Education has the responsibility under the state constitution to approve textbooks and instructional materials for use in Virginia's public schools.
Local school boards may adopt textbooks that are not on the board-approved list provided the school board selects such books in accordance with regulations promulgated by the board.

NPS Textbook Adoption PolicyIIAA. TEXTBOOK SELECTION AND ADOPTION
The school board shall adopt textbooks subject to regulations of the state board of education. The state board of education adopts a multiple list of textbooks for each grade level and subject, from which local boards adopt textbooks for use in local school divisions. Local Boards may adopt books which are not on the state-adopted list, provided the selection is in accordance with specified guidelines.
The Norfolk School Board will adopt textbooks for use in the local division based upon recommendations presented by the superintendent. The evaluation of textbooks shall be conducted by a committee appointed by the board to be representative of the central office supervisory staff, building administrators, and classroom teachers of the subject fields in which the adoptions are to be made.

Textbook Adoption Timeline
December 2019: Each building principal recommended
teachers to serve on the textbook committee
December 2019: Publishers were invited to submit
textbooks for consideration
January 2020: Committee members reviewed textbooks
January/February 2020: Publishers presented textbook
features and materials to the committees
February 2020: Committee members submitted textbook
evaluations and preferences from their schools
March 2020: Textbook recommendations made to the
Norfolk School Board

Textbook Evaluation Process
Teachers were able to evaluate the textbooks
under consideration.
Textbooks were placed on public display at various
Norfolk libraries for community input.
Teachers were able to meet and question
publishing company representatives on textbook
features.

Publisher Quality Assurance
Publishers have provided the credentials of the
author(s) and/or editor(s) and content review
experts and have certified that their textbook(s):
Have been reviewed by at least 3 content experts
Are free from any factual or editing errors
Have been reviewed for typographical errors

Publishing Companies are committed to providing
teachers with professional development on the use
and features of the textbooks for the duration of the
contract.
PD will begin in August 2020 and continue
throughout the school year.
PD will be scheduled annually for new teachers and
for others as needed.
