June marks the half way point in the year!
If you reviewed your numbers right now, would they be half of what you have projected and planned for? If not, why not? What steps do you need to take to finish out a successful year?
Thank you to the many GMAR realtors, #GreaterRealtors, who attended the NAR Legislative Meetings in Washington D.C. this past May. We honored our GMAR members inducted into the RPAC “Hall of Fame,” met with other local boards and leaders, and visited Capitol Hill.
I particularly appreciate the local board forums and round tables. We met with other local Realtor® associations of all sizes to exchange ideas, provide possible solutions to challenges, and learn new processes to provide the best value to members.
Realcomp is nearing the implementation of electronic lock boxes (ELB). ELB’s have proven to provide better security, better record keeping, and reduce the ability for unknown and unauthorized access. Everyone who operates in today’s business world agrees that technology like bag phones and boom boxes are archaic compared to the mini computers we call smartphones today.
As successful Realtors, #GreaterRealtors, one of our strengths is learning. We continually learn and adapt. Last year, the GMAR Board of Directors formally adopted procedures to endorse and support candidates running for public office in county, city, and township government.
As you know, local governments can often times have a large impact on real estate transactions, so it is important that we support individuals who are supportive of property rights and homeownership through endorsements and potentially contributions from RPAC.
The GMAR Local Candidate Endorsement Task Force is looking for members to join in its efforts! If you are a member who is interested, articulate, and objective you should join us! Please follow this link to sign up and join the Task Force today!

NAR Legislative Meetings Update
What an amazing week in Washington D.C. this past May. NAR hosted informational sessions. There were networking events, committee meetings, and the wonderful DC sights. Realtors from across the country took an entire day to meet with legislators to talk about private property rights and highlight items important to our industry such as supporting net neutrality protections, the National Flood Insurance Program, Tax Policy, and Equal Access to Housing Opportunities.
Also during these meetings, the NAR Board of Directors voted to give associations new teeth for enforcing Code of Ethics violations by allowing them to adopt policy that would enable them to publicize the names of those found in violation of the Code of Ethics. Associations can also release a photograph of the member as part of that public disclosure.
Another big change was Standard of Practice 1-7 where a listing broker or agent is required to respond in writing that an offer was submitted to the seller if the cooperating broker who submitted the offer so requests. The listing broker or agent must respond in the affirmative unless the seller has provided written notification waiving the obligation to have the offer presented.
Also passed at the NAR meetings by NAR leadership was the SMART Budget. This budget sets national association dues at $150 per member beginning in 2019 - up $30 from years prior plus the existing $35 Public Awareness Campaign fees paid by each member. The $30 increase will be allocated by way of $17 to the Realtor Party Advocacy programming and the remaining $13 will fund programs such as the new Commitment to Excellence professionalism initiative and upkeep of the NAR buildings in both Chicago and Washington, as well as to establish a reserve fund to cover maintenance costs for these buildings in the future.
Overall, the meetings were fantastic. If you have an opportunity to attend I would definitely recommend it. It is amazing to see so many Realtors who volunteer to make this industry better. I think it is often overlooked, or possibly forgotten over time, that these people are volunteers. They leave their families, they work endless hours away from their home state to keep up with the demands of their clients, and are still giving of their time and talent to help this industry continue to achieve greatness. Thank you to all those who volunteer!

Rick Linnell of Linnell & Associates donated to Guardian Angels Medical Service Dogs at our GMAR Gives Thanks Party in 2016. With their generous contribution, GMAR was able to fully fund the training of a medical service dog, $22,000. The dog, named Cobalt Realtor® Blue, was trained and paired with a Michigan Veteran late last year.
Guardian Angels Medical Service Dogs Founder and CEO Carol Borden says 22 vets suffering from PTSD succeed in taking their life each day, and that 90% of married vets suffering from PTSD divorce. When paired with a Guardian Angels Medical Service Dog, both of those rates drop to ZERO.
GMAR is so pleased with this charity’s work that they’ve committed to providing 5 dogs over the next 5 years to 5 Michigan veterans. GMAR Immediate Past President Karen Greenwood said, “We’ve just been really touched by the relationship our vets have developed with these dogs – for the dog to be able to help them to such a great extent is remarkable. Our members are really happy to pitch in and see the affect.”

Guardian Angels Medical Service Dogs is a 501(C)3 is based in Williston, Florida. Chief Executive Officer Carol Borden founded the organization in 2010. Guardian Angels utilizes a positive-reinforcement training method and has a team of staff and volunteers that work incredibly hard to ensure that each applicant is carefully considered, each recipient has the tools they need to be successful with their service dog, and each dog is matched to the right recipient. No matter the disability, Guardian Angels strives to assist as many people as they can through the healing power of service dogs.

GMAR Opposes Oakland County Septic Inspections at Time of Sale
In May, GMAR President James Iodice testified before a panel of Oakland County Commissioners that our organization would oppose government mandated time of sale inspections on septic systems.
The Oakland County Septic System Study Group, made up of Commissioners Bob Hoffman (R-Holly), Shelley Taub (R-Birmingham), and Dave Woodward (D-Royal Oak), is considering revising the Oakland County Septic Code to include time of sale inspections, among other revisions, as a means of curbing pollution and protecting the environment.
While GMAR does not have an official policy position on clean water, it is only logical that we be good stewards of our environment—as the health and safety of our environment is directly tied to the economy, property values, and ultimately private property rights. However, it is the official policy position of GMAR and Michigan Realtors® to support a statewide septic code and oppose government mandated inspections at the time of sale.
The issue of a statewide septic code has been debated by industry and government leaders for over 25 years. The Michigan House of Representatives Committee on Natural Resources is considering House Bills 5752 and 5753, which environmental groups and industry leaders (including GMAR, Michigan Realtors®, and Clean Water Action) support. We agree that the package is an equitable solution that brings about periodic inspections—not hinged on the transfer of property—but on logical and appropriate triggers.
As Realtors®, you know first-hand that government
mandated point of sale inspections add to the mirage of an additional layer of consumer protection. As buyer-agents, you counsel our clients to obtain a septic inspection as a part of the purchasing process.
If protecting our natural resources is the ultimate goal, government mandated point of sale inspections miss the mark—as they only target properties changing hands and not all property. Meaning, countless systems are failing and going unrepaired due to an inappropriate inspection process that is designed to merely skim the surface.
While a statewide septic code has been highly debated for many years, the package of bills currently before the legislature is the first package our organization has supported, as it provides an equitable solution and protects our environment.
The Oakland County Septic System Study Group will likely release its recommendations for the entire Oakland County Commission to consider later this summer. Be sure to check back here for more details as they become available.

Federal Housing IssuesFor more than 100 years, REALTORS® have
subscribed to strict Code of Ethics. In January 2014, an amendment to Article 10 of the Code of Ethics expanded protection against discrimination to include sexual orientation or gender identity. REALTORS® are proud to lead the way toward greater equality in housing opportunities and urges Congress, during the commemoration of the fifty anniversary of the Fair Housing Act, to adopt sexual orientation and gender identity as protected classes in the Fair Housing Act.
Federal Housing Administration condominium regulations were relaxed by the Housing Opportunity Through Modernization Act which was signed into law on July 29, 2016. Unfortunately, FHA was not issued the regulations necessary for full implementation of the law. NAR will continue to work with HUD to ensure that the final rules provide a real improvement in access to condominium financing.
National Flood Insurance Program (NFIP)The House of Representatives passed HR 2874,
“The 21” Century Flood Reform Act.” NAR will urge the Senate to take up HR 2874 immediately to avoid a potential program lapse on July 31, 2018.
Net NeutralityThe business of real estate is increasingly
conducted on-line. Streaming video, virtual tours and voice-over-internet-protocol are just some of the technologies that re commonly used by real estate professionals today. Net neutral practices are essential to ensure that real estate content can be freely and efficiently distributed online. NAR supports legislation that will restore the 2015 Open Internet Order and protect access for real estate content.
Tax Extenders & Tax IndexingNAR supports a permanent extension of the
tax exclusion on mortgage debt forgiveness. NAR supports reauthorization of the 179D Energy Efficient Commercial Deduction. The current provisions that cap the Mortgage Interest Deduction (MID) Loan Limit at $750K, the State and Local Tax (SALT) Deduction at $10K and the maximum exclusion amounts for gain on sale of a principal residence ($250K/$500K), should be indexed to protect against future inflation.
NAR will also support ending the marriage penalty in the SALT deduction cap. Currently single filers and married couples are subject to the same $10K cap.

Spring Awakening: Home Median Sale Prices Up 6.6% Low Inventory Still Stalls Sales – Down 2.9% from 2017
Real Estate Market Commentary for April 2018: Many sellers and builders are in a good position for financial gains, as the economy continues to favor putting existing homes on the market and building new homes for sale. We are finally beginning to see some upward movement in new listings after at least two years of a positive outlook. There may not be massive increases in inventory from week to week, but a longer-term trend toward more new listings would be a good sign. Low inventory should continue to create a competitive situation for buyers, causing price increases over the next several months. This winter and spring exhibited unseasonal weather patterns in much of the country. As the seasons change to something more palatable, wages and consumer spending are both up, on average, which should translate positively for the housing market. Being quick with an offer is still the rule of the day as the number of days a home stays on the market drops lower. If that wasn't enough for buyers to mull over with each potential offer, being aware of pending mortgage rate increases is once again in fashion.
