The Dean and other college authorities of Padmashree Dr. D.Y. Patil Medical College, Navi Mumbai as directed vide Council’s letter dated 05/04/2017 appeared before the Postgraduate Medical Education Committee on 18/04/2017 and they explained their stand on payment of stipend to postgraduate students. They are paying stipend @ rates of Govt. of Maharashtra from November, 2015. As observed from the report of Committee, the arrears of stipend accrued due to lesser payment prior to November, 2015 has not been practically paid. The amount of arrears credited to students account were subsequently reverted back to college accounts by the bank on the basis of loose bank cheques signed by the student in favour of college prior to date of disbursement/credit in their account. Thus practically, the payment of arrear of stipend to PG student prior to November, 2015 in actual term was not disbursed. A covering action in the matter was taken by releasing the payment and simultaneously receiving it back. The arrears amount transferred to the student ranges from 2-10 lakhs, college authorities could not provide notification regarding hike of tuition fee to the Sub-Committee. The tuition is unlikely to be in the range of 2-10 lakhs. The argument by college authorities that amount received from students is tuition fee does not hold any ground since the same was not supported by any documents and was not explained when specifically asked by the committee that fee amount cannot be exactly the same as arrears. This is strengthened from the examples of few cases of PG students of 2013 admission as listed below, to whom disbursement was made in May, 2016: Name of the Student Department Stipend

The same amount was transferred back to the college accounts by the bank. In view of above, the Committee decided to advise the college authorities to

substantiate their arguments with documents that arrears of stipend has actually been paid to the PG students before taking further action in the matter. 3. Starting of DM (Cardiology) course at Bharati Vidyapeeth Deemed University

Medical College & Hospital, Sangli, Maharasthra under Bharati Vidyapeeth University (Deemed), Pune U/s 10(A) of the IMC Act, 1956 for the academic year 2017-18- consideration of Compliance Verification Assessment Report. Read: the Compliance Verification Assessment Report (17th March 2017) along

with the Council Assessor’s Report (6th February 2017) and compliance dated 3rd March 2017 submitted by the college authorities for Starting of DM (Cardiology) course at Bharati Vidyapeeth Deemed University Medical College & Hospital, Sangli, Maharasthra under Bharati Vidyapeeth University (Deemed), Pune U/s 10(A) of the IMC Act, 1956 for the academic year 2017-18.

The Postgraduate Medical Education Committee considered the Compliance

Verification Assessment Report (17th March 2017) along with the Council Assessor’s Report (6th February 2017) and compliance dated 3rd March 2017 submitted by the college authorities and noted the following:

1. Procedures like Intra Aortic Balloon Insertion, Stress Echo, EPS/RFA studies are not yet done in the department. Deficiency remains as it is.

2. Specialty clinic like combined clinic with CVTS is not yet available. Deficiency remains as it is.

3. Equipment for HUTT, EPS/RFA are not yet available. Deficiency remains as it is. 4. OPD attendance on the day of assessment was 42 only and OPD attendance one

day before (16.03.2017) was 35 only, which is inadequate. 5. Dr. Ashok V. Deshpande, Senior Resident is possessing the degree of MD

(Anaesthesia), hence not eligible in Cardiology. 6. Other deficiencies as pointed out in the assessment report.

In view of the above, the Postgraduate Medical Education Committee decided to

return the application to the Central Government recommending disapproval of the scheme for Starting of DM (Cardiology) course at Bharati Vidyapeeth Deemed University Medical College & Hospital, Sangli, Maharasthra under Bharati Vidyapeeth University (Deemed), Pune u/s 10A of the IMC Act, 1956 for the academic year 2017-18.

4. Starting of M.Ch. (Urology) course at Government Medical College, Kota,

Rajasthan under Rajasthan University of Health Sciences U/s 10(A) of the IMC Act, 1956 for the academic year 2017-18- consideration of Compliance Verification Assessment Report. Read: the Compliance Verification Assessment Report (20th March 2017) along

with the Council Assessor’s Report (30th January 2017) and compliance dated 3rd March 2017 submitted by the college authorities for Starting of M.Ch. (Urology) course at Government Medical College, Kota, Rajasthan under Rajasthan University of Health Sciences U/s 10(A) of the IMC Act, 1956 for the academic year 2017-18.

The Postgraduate Medical Education Committee considered the Compliance Verification Assessment Report (20th March 2017) along with the Council Assessor’s Report (30th January 2017) and compliance dated 3rd March 2017 submitted by the college authorities and noted the following:

1. Deficiency of Assistant Prof. Dr. Nitinlashkary stays as it is. He is DNB from

non-teaching and he has no 3 years experience in a medical college when appointed Assistant Prof. and hence not eligible. Resultantly, there is no Assistant Prof. in the department.

2. Promotion of Dr. Sunilgokhroo, Assoc. Prof. is not as per Regulations. He was promoted on 31.03.2016 after the cut off date without any publications. Resultantly, there is no Assoc. Prof. in the department.

3. Other deficiencies as pointed out in the assessment report. In view of the above, the Postgraduate Medical Education Committee decided to

return the application to the Central Government recommending disapproval of the scheme for Starting of M.Ch. (Urology) course at Government Medical College, Kota, Rajasthan under Rajasthan University of Health Sciences u/s 10A of the IMC Act, 1956 for the academic year 2017-18.

5. Starting of M.Ch. (Neuro Surgery) course at Himalayan Institute of Medical

Sciences, Dehradun, Uttarakhand under Swami Rama Himalayan University, Dehradun U/s 10(A) of the IMC Act, 1956 for the academic year 2017-18- consideration of Compliance Verification Assessment Report. Read: the Compliance Verification Assessment Report (17th March 2017) along

with the Council Assessor’s Report (3rd February 2017) and compliance dated 1st March 2017 submitted by the college authorities for Starting of M.Ch. (Neuro Surgery) course at Himalayan Institute of Medical Sciences, Dehradun, Uttarakhand under

The Postgraduate Medical Education Committee considered the Compliance Verification Assessment Report (17th March 2017) along with the Council Assessor’s Report (3rd February 2017) and compliance dated 1st March 2017 submitted by the college authorities and noted the following:-

1. Dr. Amit Handa is DNB from non-teaching Institution. He has no 3 years

teaching experience in a medical college at the time of appointment. Hence, not eligible. Resultantly, there is no Sr. Resident in the Unit.

2. Other deficiencies as pointed out in the assessment report.

In view of the above, the Postgraduate Medical Education Committee decided to return the application to the Central Government recommending disapproval of the scheme for Starting of M.Ch.(Neuro Surgery) course at Himalayan Institute of Medical Sciences, Dehradun, Uttarakhand under Swami Rama Himalayan University, Dehradun u/s 10A of the IMC Act, 1956 for the academic year 2017-18.

6. Increase of seats in M.Ch. (Neuro Surgery) course at King George Medical University, Lucknow, Uttar Pradesh under King Georges Medical University, Lucknow U/s 10(A) of the IMC Act, 1956 for the academic year 2017-18- consideration of Compliance Verification Assessment Report. Read: the Compliance Verification Assessment Report (17th March 2017) along

with the Council Assessor’s Report (30th January 2017) and compliance dated 25th Febraury 2017 submitted by the college authorities for Increase of seats in M.Ch. (Neuro Surgery) course at King George Medical University, Lucknow, Uttar Pradesh under King Georges Medical University, Lucknow U/s 10(A) of the IMC Act, 1956 for the academic year 2017-18.

The Postgraduate Medical Education Committee considered the Compliance Verification Assessment Report (17th March 2017) along with the Council Assessor’s Report (30th January 2017) and compliance dated 25th Febraury 2017 submitted by the college authorities and noted the following:

1. Professor & HOD Dr. Bal Krishna Ojha was not available on the day of

assessment. 2. With regard to promotion of Dr. Sunil K. Singh as Professor after cut-off date, out

of 5 publications cited in the list, 3 are case reports which cannot be considered; resultantly there are only 2 research publications against requirement of 4 & hence his promotion is not as per Regulations and he cannot be considered. Deficiency remains as it is.

3. There is no Senior Resident in any of 2 Units. 4. Carotid Doppler is not available in the department. 5. Other deficiencies as pointed out in the assessment report.

In view of the above, the Postgraduate Medical Education Committee decided to

return the application to the Central Government recommending disapproval of the scheme for Increase of seats in M.Ch. (Neuro Surgery) course at King George Medical University, Lucknow, Uttar Pradesh under King Georges Medical University, Lucknow u/s 10A of the IMC Act, 1956 for the academic year 2017-18.

Read: the Compliance Verification Assessment Report (17th March 2017) along

with the Council Assessor’s Report (24th January 2017) and compliance dated 2nd March 2017 submitted by the college authorities for Increase of seats in M.Ch. (Paediatric Surgery) course at Lokmanya Tilak Municipal Medical College, Sion, Mumbai, Maharasthra under Maharashtra University of Health Sciences, Nashik U/s 10(A) of the IMC Act, 1956 for the academic year 2017-18.

The Postgraduate Medical Education Committee considered the Compliance Verification Assessment Report (17th March 2017) along with the Council Assessor’s Report (24th January 2017) and compliance dated 2nd March 2017 submitted by the college authorities and decided to recommend to the Central Govt. to issue Letter of Permission for Increase of seats in M.Ch. (Paediatric Surgery) course at Lokmanya Tilak Municipal Medical College, Sion, Mumbai, Maharasthra under Maharashtra University of Health Sciences, Nashik u/s 10A of the I.M.C. Act, 1956 prospectively i.e. from the academic session 2017-2018 from 2(Two) to 3(Three) students per year till the first batch admitted against the increased number appears in the final examination of the said course. The Teaching Institution be advised to apply for recognition of the qualification for the additional increased intake at the time of first available examination as per the provision of Section 11(2) of the IMC Act, 1956.

8. Increase of seats in DM (Nephrology) course at Padmashree Dr. D Y Patil Medical College, Pimpri, Pune, Maharashtra under Dr. D Y Patil University (Deemed), Pimpri, Pune U/s 10(A) of the IMC Act, 1956 for the academic year 2017-18- consideration of Compliance. Read: the Council Assessor’s Report (3rd February 2017) and compliance dated

7th March 2017 submitted by the college authorities for Increase of seats in DM (Nephrology) course at Padmashree Dr. D Y Patil Medical College, Pimpri, Pune, Maharashtra under Dr. D Y Patil University (Deemed), Pimpri, Pune U/s 10(A) of the IMC Act, 1956 for the academic year 2017-18.

The Postgraduate Medical Education Committee considered the Council Assessor’s Report (3rd February 2017) and compliance dated 7th March 2017 submitted by the college authorities and decided to recommend to the Central Govt. to issue Letter of Permission for Increase of seats in DM (Nephrology) course at Padmashree Dr. D Y Patil Medical College, Pimpri, Pune, Maharashtra under Dr. D Y Patil University (Deemed), Pimpri, Pune u/s 10A of the I.M.C. Act, 1956 prospectively i.e. from the academic session 2017-2018 from 1(One) to 2(Two) students per year till the first batch admitted against the increased number appears in the final examination of the said course. March 2017 received from the college authorities for starting of M.Ch. (Urology) course at Krishna Institute of Medical Sciences, Karad, Maharashtra under Krishna Institute of Medical Sciences University (Deemed), Karad U/s 10(A) of the IMC Act, 1956 for the academic year 2017-18.

The Postgraduate Medical Education Committee considered the Council Assessor’s Report (23rd January 2017) and letter dated 7th March 2017 received from the college authorities and noted that the college has requested to withdraw its application.

In view of above, the Postgraduate Medical Education Committee decided to return the application to the Central Government recommending disapproval of the scheme for starting of M.Ch. (Urology) course at Krishna Institute of Medical Sciences, Karad, Maharashtra under Krishna Institute of Medical Sciences University (Deemed), Karad U/s 10(A) of the IMC Act, 1956 for the academic year 2017-18

10. Starting of DM (Neurology) course at Padmashree Dr. D Y Patil Medical

College, Pimpri, Pune, Maharashtra under Dr. D Y Patil University (Deemed), Pimpri, Pune U/s 10(A) of the IMC Act, 1956 for the academic year 2017-18- consideration of Compliance Verification Assessment Report. Read: the Compliance Verification Assessment Report (23rd March 2017) along

with the Council Assessor’s Report (23rd January 2017) and compliance dated 7th March 2017 submitted by the college authorities for Starting of DM (Neurology) course at Padmashree Dr. D Y Patil Medical College, Pimpri, Pune, Maharashtra under Dr. D Y Patil University (Deemed), Pimpri, Pune U/s 10(A) of the IMC Act, 1956 for the academic year 2017-18.

The Postgraduate Medical Education Committee considered the Compliance Verification Assessment Report (23rd March 2017) along with the Council Assessor’s Report (23rd January 2017) and compliance dated 7th March 2017 submitted by the college authorities and noted the following:

1. Promotion of Dr. Shailash Rohtagi, Prof. & HOD is not as per Regulations. As per

certificate issued by DGAFMS he was Associate Professor for 3 years against the requirement of 4 years. He does not have the requisite 4 research publications.

2. Other deficiencies as pointed out in the assessment report. In view of the above, the Postgraduate Medical Education Committee decided to

return the application to the Central Government recommending disapproval of the scheme for Starting of DM(Neurology) course at Padmashree Dr. D Y Patil Medical College, Pimpri, Pune, Maharashtra under Dr. D Y Patil University (Deemed), Pimpri, Pune u/s 10A of the IMC Act, 1956 for the academic year 2017-18.

11. Increase of seats in M.Ch.(Neuro-Surgery) course at Gajra Raja Medical

College, Gwalior under MP Medical Science University, Jabalpur U/s 10(A) of the IMC Act, 1956 for the academic year 2017-18- consideration of Compliance Verification Assessment Report. Read: the Compliance Verification Assessment Report (20/03/2017) along with

the Council Assessor’s Report (08/02/2017) and compliance dated 25/02/2017 submitted by the college authorities for Increase of seats in M.Ch. the Council Assessor’s Report (06/02/2017) and compliance dated 03/03/2017 submitted by the college authorities for Increase of seats in DM (Cardiology) course at Gandhi Medical College, Secunderabad, Andhra Pradesh under Kaloji Narayana Rao University of Health Sciences, Warangal U/s 10(A) of the IMC Act, 1956 for the academic year 2017-18.

The Postgraduate Medical Education Committee considered the Compliance Verification Assessment Report (24/03/2017) along with the Council Assessor’s Report (06/02/2017) and compliance dated 03/03/2017 submitted by the college authorities and decided to recommend to the Central Govt. to issue Letter of Permission for Increase of seats in DM (Cardiology) course at Gandhi Medical College, Secunderabad, Andhra Pradesh under Kaloji Narayana Rao University of Health Sciences, Warangal u/s 10A of the I.M.C. Act, 1956 prospectively i.e. from the academic session 2017-2018 from 1(one) to 3(Three) students per year till the first batch admitted against the increased number appears in the final examination of the said course. the Council Assessor’s Report (07/02/2017) and compliance dated 28/02/2017 submitted by the college authorities for Starting of DM (Cardiology) course at Maharishi Markandeshwar Institute of Medical Sciences and Research, Mullana, Ambala under Maharishi Markandeshwar University, Mullana, Ambala U/s 10(A) of the IMC Act, 1956 for the academic year 2017-18.

Dr. Jaya S Kaushik is not eligible to be appointed as Assoc.Prof. because of the following reasons:-

(i) He was Asst.Prof.in the Department of Paediatrics and not in Neurology. In

Neurology Department he was Asstt.Prof.only for 3 months against the requirement of 2 years.

(ii) He is DM(Paediatric Neurology) and not in Neurology (as prescribed in regulations laid down in TEQ Regulation), which cannot be accepted.

(iii) In the faculty table signed by Dean and Assessor he is shown Asst.Prof. in column of designation and Assoc.Prof. in the column of experience, which is not feasible. Resultantly, there is no Assoc.Prof. in the Department.

1. Promotion of Dr. Kiranmai Ismal as Professor is not as per Regulations. Out

of 4 publications cited in the list, in 1 he is 3rd author which cannot be considered. In another publication it is shown as “Allied author” which also cannot be considered. Resultantly, he does not have 4 eligible research publications; hence his promotion is not as per Regulations& he cannot be considered. His postgraduate degree is also not recognized.

2. Resultantly there are only 2 faculty in the Unit & faculty complement is incomplete.

3. With regard to the remark that “The only Unit has 40 beds”, the Institute has submitted that 40 beds are required for 4 seats. This contention is not correct as Regulations prescribe that 10 additional beds are required to the prescribed strength of 20 beds for a Superspecialty Unit; hence a Unit in Superspecialty department cannot have > 30 beds.

2. Dr. D. Roy, Senior Resident does not possess 3 y experience in Neurology; hence not qualified to hold the post.

3. Resultantly there is no eligible Senior Resident. 4. Interventional Neurology services are not available. 5. As per SAF in report dated 07.02.2017 (page 12 signed by Dean and Assessor)

independent department of Neurology was created in September, 2009. Now the college authorities wants to change this date to 03.10.2006, such retrospective changes to make the faculty eligible is not allowed.

Her experience till 15/06/2011 is in department of Paediatrics which cannot be considered for department of Neonatology. Hence deficiency remains as it is.

2. With regard to Dr. Chandra Kala, Assoc. Prof., who is shown as Asso. Prof. from 05/11/2007, her experience till 15/06/2011 cannot be considered in department of Neonatology.

3. Dr. Mascarenhas D. Dylan & Dr. Hema D., both Senior Residents do not have 3 y experience as Resident in Neonatology before appointment as Senior Resident; hence not qualified to hold the post. There is no eligible Senior Resident in the Unit.

4. With regard to payment of stipend to Residents @ rates of State Govt. of Karnataka, it is stated that it would be paid from 01/03/2017. Nothing is mentioned about payment of arrears.

5. The department of Neonatology was created in 2011, Dr. Suman Rao P., as Asst.Prof. from October, 2005 to July, 2007 and Assoc.prof. August 2007 to

2. There is no Senior Resident in any of 2 Units. 3. Dr. Jai Kumar, Asst.Prof. is not eligible as she is DM(Paediatrics Haematology

Oncology). This is not acceptable qualification for DM(Oncology). 4. Other deficiencies as pointed out in the Assessment Report. Admissions done (if any) against these seats i.e. increased intake from 04 to 06

seats after the first batch appeared in Examination till their recognition will be irregular/ illegal and not in accordance with MCI regulations (notified with prior permission of Central Government vide notification dated 21/07/2009) and will not be recognized. As per provisions of the Postgraduate Medical Education Regulations, 2000, failure to seek timely recognition as required shall invariably result in stoppage of admission to the concerned Post Graduate Course. This is also clarified in the letter of permission granted u/s 10A of the IMC Act, 1956 issued for these seats, which reads as under:

promoted Assoc.Prof. on 01.07.2015 and was shown Asst.Prof. by error but as per Assessor he is Asst.Prof. only.

2. Promotion of Dr. Amit Dhond, Assoc.Prof.is not as per Regulation. he was Asst.Prof. for 4 years 9 month against the requirement of 5 years and promoted Assoc.prof. on 04.03.2015 after the cut of date. He has no publication. Resultantly, Unit-IV left with only 2 faculty.

3. Despite directions, the college authorities have not paid the arrears of stipend to PG students. They have adjusted the stipend towards the tuition fee, which is not permissible.

4. Other deficiencies as pointed out in the Assessment Report. Admissions done (if any) against these seats i.e. 2(Two) seats till renewal of their

recognition will be irregular/ illegal and not in accordance with MCI regulations (notified with prior permission of Central Government vide notification dated 21/07/2009) and will not be recognized. 1. Dr. Aayaraj H.S., Asst.Prof. is not eligible. He is DNB from non-teaching hospital

and he has no 3 years experience as Jr. Resident in a medical college. Hence, not eligible.

2. Dr. Meena Kumar, shown Sr.Resident in earlier assessment report from 15.05.2015, now he has been changed as Jr. Resident, which is not permissible.

1. Average daily operation for the last 3 years is 15 per day, which is

inadequate. 2. The amount of stipend paid has not been mentioned. 3. Promotion of Dr. Kumba Ashok Anand is not as per regulations. He was

Asst.Prof. for 4 years and 6 months against the requirement of 5 years when promoted as Assoc.Prof. He has no publications. Resultantly, faculty deficiency; Asst.Prof. -2.

4. Other deficiencies as pointed out in the Assessment Report. Admissions done (if any) against these seats i.e. 3(Three) seats till renewal of

their recognition will be irregular/ illegal and not in accordance with MCI regulations (notified with prior permission of Central Government vide notification dated 21/07/2009) and will not be recognized. As per provisions of the Postgraduate Medical Education Regulations, 2000, failure to seek timely renewal of recognition as required shall invariably result in stoppage of admissions to the concerned Post Graduate Course. This is also clarified in the letter of recognition granted u/s 11(2) of the IMC Act, 1956 issued for these seats, which reads as under:

date; however the column of “Benefit of publications” in the faculty table is left blank implying NIL publications against requirement of 2; hence his promotion is not as per Regulations & he cannot be considered; resultantly faculty complement is incomplete in Unit A.

2. Bed Strength of Unit A is 67 (Obstetrics 40 + Gynaec 27) which is not as per Regulations.

3. Bed Strength of Unit B & C is 60 each (Obstetrics 36 + Gynaec 24) which is not as per Regulations.

4. OPD attendance on day of assessment is only 63 which is inadequate. 5. Bed Occupancy is only 60 % on day of assessment. 6. There was only 1 Major Operation on day of assessment. 7. Faculty table not signed by any faculty members. 8. Dr. Bhawan Gupta, Asst.Prof. was not available on the assessment day. 9. Dissertations of 2014 students still not sent to the University. 10. 1. Dr. B.S. Girish is promoted after cut-off date without any publications which

is not as per Regulations. Reference of the Institute to MCI circular dt. 03/09/2015 is not relevant as the requirement of publications is a Statutory requirement prescribed in the TEQ Regulations which are required to be followed by all. Hence his promotion is not as per Regulations & he cannot be considered. Deficiency remains as it is.

2. Dr. H.S. Sripathi is promoted after cut-off date; however in the list of publications, only 3 research papers are cited against requirement of 4; hence his promotion is not as per Regulations & he cannot be considered. Reference of the Institute to MCI circular dt. 03/09/2015 is not relevant as the requirement of publications is a Statutory requirement prescribed in the TEQ Regulations which are required to be followed by all. Hence his promotion is not as per Regulations & he cannot be considered. Deficiency remains as it is.

3. Although State Govt. of Karnataka increased stipend of Residents w.e.f. August 2015, stipend at enhanced rate is paid by the Institute from June 2016 only; there is no mention of payment of arrears.

4. Other deficiencies as pointed out in the assessment report.

2. There are 44 beds in the department which are divided into 2 segments – 30 teaching & 14 Non-teaching beds. It is not clear who is managing these 14 Non-teaching beds and whether additional staff is appointed for managing these 14 beds.

3. Dr. Bharat Bhushan, Assoc.Prof. is not eligible. His appointment is in Department of Medicine and he has worked as Asst.Prof. and Assoc.Prof. in Medicine. Hence, not eligible to be appointed/posted as Assoc.Prof. in Neurology Department straight away.

4. Other deficiencies as pointed out in the Assessment Report. Admissions done (if any) against these seats i.e. 2(Two) seats after the first batch

appeared in Examination till their recognition will be irregular/ illegal and not in accordance with MCI regulations (notified with prior permission of Central Government vide notification dated 21/07/2009) and will not be recognized. 1. Promotion of Dr. M. Sujatha, is not as per regulations. As per faculty table in

the earlier report dated 28.04.2016 signed by the dean and Assessor, she was Asst.Prof. for 3 years (7.11.2001 to 6.11.2004) She was shown Assoc.prof. from 7.11.2004 which now has been changed to Asst.Prof. in the present assessment report. Such retrospective changes to make the faculty eligible are not allowed.

2. Dr. Sheeba, was shown in earlier assessment report as Asst.Prof. which has now been changed to Assoc.Prof. from 6.5.2004. Such retrospective changes are not allowed.

It seems to be only after thought to make the faculty eligible. No proof of payment of salary for the period of JRship has been provided.

1. There are no print journals in the library. Deficiency remains as it is. 2. Promotion of Dr. M. Tony, Professor, is not as per regulation. He was

promoted on 14.01.2015 after the cut-off without any publications. One of the 2 publications quoted is after his promotion and cannot be considered. He is left with one publication against the required 4.

3. Promotion of Dr. Rajeev V M. Assoc.Prof. is not as per regulations. He was promoted in July, 2016 after the cut-off date without any publications.

4. Other deficiencies as pointed out in the Assessment Report. Admissions done (if any) against these seats i.e. 2(Two) seats after the first batch

77. Recognition of DGO qualification in respect of students being trained at MLN

Medical College, Allahabad earlier granted by Allahabad University & Chhatrapati Shahuji Maharaj Medical University, Lucknow. Read: the letter dated 15/02/2017 received from the Principal, MLN Medical

His publication quoted at Sr. No.2-3 are after his promotion in 2016 and there is no acceptance letter of his publication quoted at Sr. No.1.

2. Dr. Bharat Bhusan, is not eligible to be appointed as Assoc.Prof. His previous experience as Asst.Prof. is in Medicine Department and not in Neurology Department. Hence not eligible.

3. The only Unit has 44 beds which are classified as 30 teaching beds & 14 non-teaching/service beds. It is not clear who is looking after 14 non-teaching/service beds. There is no extra staff in department.

7. There is no Senior Resident. 8. Operations like Breast augmentation, Laser Scar removal are not performed. 9. Specialty clinics like Breast clinic, Liposuction clinic are not run. 10. Equipment like Laser, Forehead & Facelift Instruments, Breast Dissectors and

Retractors, Electric Saw, Silicone Implants are not available. Deficiency remains as it is.

4. Dr. Alisha Chaudhary, Senior Resident has only 4 month experience as Junior Resident in the subject in a medical college affiliated hospital against requirement of 3 years; hence not qualified to hold the post.

5. Dr. Verghese Louis, Senior Resident has only 5 months experience as Junior Resident in the subject in a medical college affiliated hospital against requirement of 3 years; hence not qualified to hold the post.

6. Resultantly, there is no eligible Senior Resident. 7. With regard to payment of stipend @ rates of Govt. of Karnataka, it is stated

that it would be paid @ rates of Govt. of Karnataka w.e.f. 01/03/2017. There is no mention of payment of arrears.

Remaining 2 are neither published nor accepted for publication; resultantly, there is nil research publication to his credit against requirement of 4; hence his promotion is not as per regulations & he cannot be considered. Deficiency remains as it is.

5. With regard to promotion of Dr. Rajkiran Shah as Assoc.Prof. not being as per regulations due to inadequate publications, Institute has stated that he can be considered as Asst.P:rof. This is not correct. He cannot be considered as Asst.Prof. by MCI unless he is downgraded by the Institute and fresh orders with fresh joining report are submitted.

6. With regard to promotion of Dr. Rajnish Nama as Assoc.Prof. not being as per regulations due to inadequate publications, Institute has stated that he can be considered as Asst.Prof. This is not correct. Surgery) course at Dr. Ram Manohar Lohia Institute of Medical Sciences, Lucknow, Uttar Pradesh under King Georges Medical University,Lucknow U/s 10(A) of the IMC Act, 1956 for the academic year 2017-18.

The Postgraduate Medical Education Committee considered the Council Assessor’s Report (30th January 2017) and compliance dated 29/03/2017 submitted by the college authorities and noted the following:

Compliance is not satisfactory 1. With regard to Dr. Anshuman Pandey, deficiency of not having 2 years

training remains as such as Sr. Residency cannot be a substitute for Speical Training required as he does not have M.Ch. qualification. Further, although he is promoted after cut-off date, the column of benefit of publications in the faculty table is left blank implying nil publications against required of 4. Hence his promotion is not as per regulations.

2. None of 4 Sr. Residents possesses 3 years experience as Resident in the subject; hence not qualified to hold the post; resultantly, there is no eligible Sr. Resident.

3. Workload of Lino-renal shunt is very low – only 1. 4. Other deficiencies as pointed out in the assessment report. In view of the above, the Postgraduate Medical Education Committee decided to

return the application to the Central Government recommending disapproval of the scheme for Starting of M.Ch (Surgical Gastroenterology/G.I. Surgery) course at Dr. Ram Manohar Lohia Institute of Medical Sciences, Lucknow, Uttar Pradesh under King Georges Medical University,Lucknow u/s 10A of the IMC Act, 1956 for the academic year 2017-18.

The minutes of the items relating to Section 10(A) of the IMC Act, 1956 were

read out, approved and confirmed in the meeting itself.
