1 Executive Summary
TTM was engaged by Jubilee Project (Qld) Pty Ltd to undertake an environmental noise assessment of the
proposed Jubilee Hotel redevelopment located at 470 St Pauls Terrace, Fortitude Valley. This report will form
part of a development application for consideration by Economic Development Queensland.
Unattended noise monitoring was conducted to determine the current ambient and noise emission levels at
the site location. The noise impact from the proposed Jubilee redevelopment on the nearest sensitive
receivers was assessed and predicted to be ‘not worse than’ the existing noise emissions and comply with
relevant criteria, based on a possible reduction of the maximum allowed amplified music level for the beer
garden area, as determined by the hotel’s Amplified Music Venue Permit.

2 Introduction
2.1 Background
TTM was engaged by Jubilee Project (Qld) Pty Ltd to undertake an environmental noise assessment of the
proposed Jubilee Hotel redevelopment located at 470 St Pauls Terrace, Fortitude Valley. This report will form
part of a development application for consideration by Economic Development Queensland.
2.2 References
This report is based on the following:
• Economic Development Queensland (EDQ) Bowen Hills Development Scheme.
• Special Entertainment Area, Fortitude Valley neighbourhood plan code, Brisbane City Council
(BCC) City Plan 2014.
• Development plans shown in Appendix A.
• Site inspection, noise measurements, and analysis conducted by TTM.
2.3 Scope
The assessment includes the following:
• Description of the development site and proposal.
• Measurement of existing operational noise levels.
• Statement of assessment criteria relating to environmental noise emissions.
• Assessment of noise generated by the development onto nearby sensitive receivers.

3 Site Description
3.1 Site Location
The site is described by the following:
• 470 St Pauls Terrace, Fortitude Valley
The site locality is shown in Figure 1.

3.2 Current Site Conditions
The site is bound by St Pauls Terrace to the south east, Constance Street to the south west, Brewers Street to
the north west and Symes Street to the north east. The current acoustic environment at the site and
surrounding area is primarily comprised of road traffic noise from St Pauls Terrace and noise emissions from
the existing Jubilee Hotel premises.

4 The Proposed Development
4.1 Development Description
The proposal is to re-develop the existing Jubilee Hotel site while retaining the original heritage hotel
building. The extent of works includes some internal works to the existing building, upgrading the existing
external beer garden area and constructing a new office tower on the north-east side of the site.
The proposed operating hours for the hotel are unchanged from existing hours, which are Sunday to
Thursday 10am-10pm and Friday/Saturday 10am-2am.
A site plan of the development is presented in Figure 2. Further samples of the development plans are
shown in Appendix A.

5 Measurements
5.1 Equipment
The following equipment was used to measure the existing noise levels at the site location:
• Norsonic 140 Environmental noise logger (SN# 1406505).
• Norsonic 131 Sound Level Meter (SN# 1313158).
• Bruel & Kjaer Sound Calibrator type 4231 (SN# 3009814).
All equipment was calibrated by a National Association of Testing Authorities (NATA) accredited laboratory.
The equipment was field calibrated before and after the measurement session. No significant drift from the
reference signal was recorded.
5.2 Unattended Noise Monitoring
Unattended noise monitoring was conducted to establish the existing ambient and noise emission levels of
the hotel between Thursday 21st September to Monday 25th September, 2017. The noise monitoring location
is shown in Figure 3. The monitor was in a position considered representative of the current noise levels
experienced at the nearest sensitive receiver to the site with consideration to access and security
requirements.

The microphone was approximately 1m from the building façade and 2.0m above ground level. The noise
monitor was set to measure statistical noise levels in 'A'-weighting, 'Fast' response, over 15 minute intervals.
Ambient noise levels were measured in accordance with Australian Standard AS1055:1997 Acoustics –
Description and Measurement of Environmental Noise (AS1055). Weather during the monitoring period was
generally fine with temperatures ranging between 15-29°C (source: Bureau of Meteorology).
5.3 Results of Measurements
5.3.1 Ambient Noise Levels
Table 1 presents the measured ambient noise levels. The Rating Background Level (RBL) was determined in
accordance with the BCC Noise Impact Assessment Planning Scheme Policy (NIAPSP). Graphical presentation
of the measured levels is shown in Appendix B.

6 Noise Criteria
6.1 Bowen Hills Urban Development Area Development Scheme
The Bowen Hills Urban Development Area Development Scheme provides development requirements for the
designated Bowen Hills area. Regarding acoustics, the scheme states the following general requirement:
General noise requirements
The design, siting and layout of development must address noise impacts and where necessary incorporate
appropriate noise mitigation measures.
Development is to achieve acceptable noise levels for noise sensitive uses in affected areas*
Where determined necessary by the ULDA, an acoustic report will be required to evaluate and address
potential noise impacts and recommend appropriate noise mitigation measures.
*Refer to the Environmental Protection (Noise) Policy 2008
The noise emissions from the proposed development with the largest potential to impact the nearest
sensitive receivers is amplified entertainment noise from the hotel. While the above ‘General noise
requirements’ are general in nature and make reference to EPP1 2008, the most relevant criteria for
assessment for this particular site is the site’s designation as a Special Entertainment Area under the
Fortitude Valley Neighbourhood Plan code as part of the Brisbane City Council City Plan 2014. This code
provides tailored noise emission criteria for this type of use (hotel/pub entertainment noise) for this
particular location.
6.2 Special Entertainment Area
The noise emissions from the existing hotel regarding amplified music are regulated by the Amplified Music
Venue Permit, which is based on criteria specified in the Fortitude Valley Neighbourhood Plan code, as part
of the Brisbane City Council City Plan 2014. This is due to the site being designated as a Special
Entertainment Area (core area B) under the code. This is considered the most applicable assessment criteria
specific to this site for acoustic assessment.
The relevant noise emission criteria are specified by Performance Outcome PO22 of the Fortitude Valley
Neighbourhood Plan code which states:
Development is designed and constructed to achieve an amplified music noise level at 1m external to any
point of the premises of:
(a) in core area A, not greater than LCeq,T 80dB and LLeq,T 73dB in any one-third octave band between and
including 31.5Hz and 125Hz;

(a) in core area B, not greater than LCeq,T 88dB for approved activities before 11.30pm, and LCeq,T 65dB and
LLeq,T 55dB in any one-third octave band between and including 31.5Hz and 125Hz, for approved activities
after 11.30pm.
Note—Operating noise levels for the above activities will be determined by the Amplified Music Venue Permit in
accordance with the Amplified Music Venues Local Law 2006.
Other potential noise activities such as those associated with the proposed office tower are not expected to
have an adverse impact on the nearest sensitive receivers, particularly in comparison to the current and
proposed hotel noise emissions.

7 Analysis – Onsite Noise
An assessment of noise emissions from the proposed development was conducted to determine potential
impacts at the nearest noise sensitive receivers.
7.1 Noise Sensitive Receivers
This assessment will focus on the nearest noise sensitive receivers as outlined below and shown in Figure 4.
If compliance can be achieved at these receivers, then all remaining noise sensitive locations are expected to
comply.
• Receiver 1: ‘The Green’ residential towers to the north west of the site

7.2 Noise Emission Analysis and Recommendations
Noise emissions from the existing hotel and the proposed development, with the largest potential to impact
the nearest sensitive receivers, is entertainment noise from the hotel and particularly amplified music noise
from the beer garden area at the north-west side of the site.

The existing beer garden area has an in-house amplified music system including live music at certain times.
This arrangement, including the hours of operation and overall floor area, are unchanged for the proposed
redevelopment.
The main differences between the existing beer garden and the proposed design in relation to noise
emissions, are as follows:
• The north-west and north-east side walls of the beer garden will increase in height.
• The existing roof structure, which includes a fabric marquee and various sections of metal roofing
with gaps in between sections, will be replaced with a single canopy elevated approximately one
floor higher than the current roof.
The higher side walls will provide increased shielding of direct noise at the lower floor levels of Receiver 1.
The existing roof structure comprised of a fabric marquee and single metal sheet roofing, is expected to
provide negligible attenuation of low frequency sound (which is relevant regarding amplified music). Hence
this aspect of the noise emissions will not be significantly different in comparison to the proposed raised roof
design.
The raising of the roof structure will create an opening between the north-west and north-east side walls
and the new roof canopy. This will allow a direct ‘line-of-sight’ sound path from the beer garden to Receiver
1. This is shown in Figure 5.

Additionally, the raised roof will have the potential to create reflections off the underside of the roof,
particularly to the external ground level locations adjacent to the premises. The proposed design of the
canopy includes a criss-crossed pattern of support beams which will help interrupt this reflection path. This is
expected to minimise the potential for reflections to Receiver 1. It is noted that canopy reflections may
contribute to higher noise levels at the measurement location for the Amplified Music Venue Permit (1m
external to premises).
Hence for the proposed design to be expected to be, 'not worse than existing' and comply with the external
criteria of the Amplified Music Venue Permit, the current maximum allowed amplified music sound level for
the beer garden may need to be reduced. We expect this reduced level might be approximately similar to
the approved maximum sound level for ‘The Pit’ (adjacent to the beer garden), as that is a similar inside to
outside situation, with partial wall screening and partial line of sight.
The actual maximum level for the new beer garden will only be known once a revised amplified music permit
assessment is done after completion. However, this level is not expected to be unnecessarily restrictive on
the operation of the beer garden.
Additionally, it is recommended that all speakers be directed internally and away from the north-west and
north-east directions of Receiver 1. Also, the use of cardioid loudspeakers that use noise cancellation to limit
low-frequency noise spill behind the speaker, would be beneficial.
In summary, the main noise emissions from the proposed redevelopment with the largest potential to
impact the nearest sensitive receivers, being amplified music, as stipulated by the most relevant code
(Fortitude Valley Neighbourhood Plan - Special Entertainment Area), is expected to be ‘not worse than’ the
existing site emissions, by the possible reduction of the maximum allowed amplified music sound level for
the beer garden, as determined under the Amplified Music Venue Permit.

8 Conclusion
TTM was engaged by Jubilee Project (Qld) Pty Ltd to undertake an environmental noise assessment of the
proposed Jubilee Hotel redevelopment located at 470 St Pauls Terrace, Fortitude Valley.
Unattended noise monitoring was conducted to determine the current ambient and noise emission levels at
the site location. The noise impact from the proposed redevelopment on the nearest sensitive receivers was
assessed and predicted to comply with the relevant criteria based on the recommendations outlined in this
report.
